At 4:00 p.m., Deputy Speaker Rolando G. An-

daya Jr. called the session to order.

NATIONAL ANTHEM AND PRAYER

Pursuant to Section 73, Rule XI of the amended

Provisional Rules of the House, the Members sang

the National Anthem and thereafter, Deputy

Speaker Andaya delivered an invocation.

ON HOUSE BILL NO. 7185

On motion of Representative Gullas, there be-

ing no objection, the Body considered on Second

Reading House Bill No. 7185, as embodied in Com-

mittee Report No. 610 and reported out by the Com-

mittee on Population and Family Relations.

Upon direction of the Chair, the Secretary Gen-

eral read the title of the Bill, to wit:

“AN ACT RECOGNIZING THE FOREIGN

DECREE OF TERMINATION OF MAR-

RIAGE AND ALLOWING ITS SUBSE-

QUENT REGISTRATION WITH THE

there being no objection, the Body dispensed with

the reading of the text of the measure without prej-

udice to its insertion into the Record of the House.

On motion of Representative Gullas, the Chair

recognized Deputy Speaker Pia S. Cayetano to de-

liver her sponsorship speech.

SPONSORSHIP SPEECH OF

DEPUTY SPEAKER CAYETANO

Deputy Speaker Cayetano pointed out that after

a series of consultations held by the Committee on

Population and Family Relations with Filipino com-

munities in Hong Kong, Japan, and Malaysia and

the public hearings in the House of Representatives,

House Bill No. 7185 was unanimously approved on

January 31, 2018.

Deputy Speaker Cayetano then underscored

that the measure seeks to make simpler the process

of having foreign divorce decrees recognized in the

Philippine civil registry by doing away with the cur-

rent process of judicial recognition and replacing it

with a faster, easier, and cheaper administrative pro-

cess the details of which she explained.

Thereafter, she urged her colleagues to listen to

the voice of the people and pass laws that are mean-

ingful and protective of their interests and rights.
