The pride, sense of community and feeling of accom- plishment generated through participa- tion are visible in communities across Canada and makes Communities in Bloom a program where everyone wins. From 29 municipalities in the first edition of Communities in Bloom in 1995, the program has grown, 20 years later, to involve over 900 communities throughout Canada and 95 international communities. Over the years Communities in Bloom has enabled communities to showcase their achievements, celebrate their civic pride and, most importantly, to learn from each other’s programs. All communities can be proud of their efforts. The 20 th Edition marks a great opportunity to begin to prepare and beautify our communities to help celebrate, throughout Canada and with our international communities, the 150 th Anniversary of Confederation in 2017. Thank you also to our volunteer judges, local, national and provincial committees, sponsors and partners who, working together, make the CiB program possible. Communities in Bloom was greatly inspired by Britain in Bloom and Tidy Towns of Ireland as they provided guidance for our program and, 20 years later, continue to do so. In turn, Communities in Bloom has mentored the America in Bloom program in the United States. It is a small world and our organizations can be proud of their contribution to making it better! Each year our entrants emphasise the positive experience participation has been, both from interaction with the judges and attendance at the Symposium. The TidyTowns Competition has been running in Ireland since 1958. Originally launched by Bord Fáilte (now Fáilte Ireland) as a tourism initiative, responsibility for the competition transferred to the Department of the Environment, Community and Local Government in 1995. Right from the start, the primary focus of TidyTowns was to encourage communities to improve their local environment and make their area a better place to live, work and visit. Special Bloom gardens at both the RHS Chelsea and RHS Hampton Court Palace Flower Shows were enjoyed by almost 300,000 visitors. Revitalization “West Dauphin” Revitalisation de « West Dauphin »
The City of Dauphin, Manitoba, with planning and urging from the local Communities in Bloom Committee, had a dream in 2008 of revitalizing a poverty stricken area of the city called the west end. Finally, after much urging, the Manitoba Government designated the area a Neighbourhoods Alive Community. That designation meant Dauphin was able to work toward securing funding to renew the community. A committed group of local volunteers, including volunteers from Communities in Bloom, formed a board to oversee the operation of the Dauphin Neighbourhood Renewal Corporation (DNRC). The DNRC goal is to empower neighbourhoods through collaboration and leadership to build a healthy community.
It’s all about flower beds and green infrastructure … changing the face of West Dauphin, one property at a time.

The Town of Goderich has demonstrated its mettle and resolve over the past three years rebuilding, restoring and replanting after the devastating tornado of 2011. One of the areas hardest hit was the downtown Courthouse Square Park which lost most of its mature trees. Since 2011 significant replacement tree planting has taken place through a Bring Back the Trees program. A diverse mix of species has been planted, many quite large, creating an arboretum like setting within this beautiful downtown park.

City of Barrie, ONGrowth Management Plan Plan de gestion du dévelopementBarrie was the fastest growing city in Canada for a ten year period up to 2006, and the growth projection for the next 25 years is estimating that the population will continue to grow by up to 80%. The Planning department has developed an excellent growth management plan for new annexed lands to the south in collaboration with the private sector and the general public to better shape its future, as 60% of the projected growth would be accommodated in this sector. Job well done!

The Preservation and Relocation of the Circa 1812 Lynde House La préservation et relocalisation de la Maison Lynde circa 1812Whitby is a bustling, vibrant community that is very effectively meeting the needs and challenges of a modern day community while at the same time preserving and celebrating its past. Working closely with the Whitby Historical Society, a crowning achievement by the Town has been the preservation and recent relocation to downtown Whitby of the historic Lynde House, the oldest home in Whitby, dating back to 1812.

Marine Park
The City and its community partners ensure that local history and heritage is celebrated and appropriately recognized as well. An outstanding example is the Fort McMurray Historical Society led development of Marine Park, the former shipyard on the Clearwater River. The Park includes displays of historic river vessels, North Alberta rail cars, an interpretive centre, historical aboriginal displays, a play area and numerous program opportunities. Opened in 2014, funding came through industry, business, First Nations, and individual donors.

Some of the streetscaping improvements include new decorative sidewalks, crosswalks, on-street parking, lighting, site furnishings and architectural metalwork to reflect the French village design theme. Other features include continuous canopy tree plantings lining the main road, which are made possible by underground structural soil cells that allow the free growth of mature tree roots, beds of shrubs and perennials and pots of annuals all along this corridor.

Mayor’s All Hands on Deck Initiative Initiative « Tous sur le pont » de la Mairesse
The residents of Yarmouth welcomed with great enthusiasm the decision taken by Ottawa and Halifax to reestablish the international ferry service. Mayor Pam Mood threw down the gauntlet in Spring 2014 with her “All hands on deck” challenge. Citizens have contributed their time and talent to put Yarmouth on the map as a tourist destination. This has included cleaning up the downtown core and outlying areas, weeding and planting public spaces, painting and more. Four hundred volunteers showed up and many signed up for commitments. Well done Yarmouth!

In the past two years, Sun Rivers Resort Community has embraced Edible Gardening. The program started modestly with a 20 plot fenced area. This original area has grown over the past year to 55 very well used plots, fruit trees, berry bushes and compost bins. Plots have been graciously supplied for Hospice and Food Bank consumption. This year, the developer for a new subdivision has added a very well landscaped 15 plot neighbourhood garden for the residents. In addition to the community garden plots, many Sun Rivers residents have built their own backyard and container edible gardens.

Village of Pugwash, NSPeace Ground in Eaton Park Havre de paix au parc EatonA three month collaboration between Pugwash’s CiB Committee, the Village Commission and a talented group of grade 8 and 10 visual art students cumulated in a May 22nd “Peace March” from the Pugwash District High School, through the Village’s main streets and a student “sit in” at the CiB’s new Peace Ground installation in Eaton Park. Four benches purchased by CiB, installed by the Village, and decorated with peace motifs by students, now provide a contemplative space in this waterfront park. Community Involvement in Floral Displays Engagement communautaire dans les aménagements florauxCastlegar is a small town in the south of British Columbia surrounded by trees, mountains and water. The flower beds in Castlegar are very varied including the use of various ornamental grasses. Some of the flower beds have a specific theme or color scheme like the new flowerbed with shades of white. The flower beds have automatic watering and are well looked after by volunteers. The hanging baskets around town are very abundant with pink & purple flowers. In addition to the 51 hanging baskets and 6 flower beds, there are 30 Amethyst Barrier Reservoir Baskets and 27 standard planters. The residents of Castlewood village have raised beds and baskets that are the envy of many people. The businesses, residents and institutions all support the flower displays offering a great first impression.

This year it is celebrating its 600th anniversary! Last year Weert was named the ‘Greenest City in Europe’ and it certainly lives up to this distinction. The most ambitious naturalization project is the Kempen-Broek Cross Border Park where, through a process of land purchase and voluntary property trades, land is taken out of agricultural production and allowed to naturalize. When combined with forested areas, a significant natural corridor is created stretching further into the Netherlands and into Belgium.

In 2012, Edmonton’s City Council approved a new WinterCity Strategy called ‘For the Love of Winter’, which promotes a comprehensive, shared vision and a multi-faceted action plan to transform Edmonton into a world-leading Winter City. The resulting WinterCity Strategy Implementa- tion Plan (approved by City Council in September 2013) has laid a 10-year framework for bringing all aspects of our city together, from communities to businesses, and from residents to City Council so that we can work to achieve this vision.

The Errol Black Park site was previously used for a wide array of environmentally unfriendly operations: a multi-phase remediation strategy began in 2002 and was final in the fall of 2010 with the City of Brandon successfully remediated 600 tons of contaminated soil. The Park was dedicated, at the request of the community, to honor the memory of Councillor Errol Black (1939-2012).

The CN EcoConnexions - From the Ground Up program will continue in 2015 and 2016 owing to a strong response from many Canadian communities. CN will provide grants of as much as $25,000 a piece in matching funds to Canadian communities to help green public properties.
“CN is pleased to contribute to the projects that will provide environmental, health and social benefits to the communities” said Claude Mongeau, CN President and CEO. “We are amazed by the projects submitted: the projects we’re seeing are outstanding for their scope and creativity. What is truly valuable is the connection being made between CN and these communities – we are proud to be working together for the wellbeing of the communities on our network”.
Since 2012, the program has enabled communities to achieve projects such as planting of trees and green spaces to act as barriers, to make areas more appealing, to reduce the noise and, very importantly also improve safety along the rail lines; revitalization of parks and green spaces for the benefit of citizens and the attraction of visitors; restoration of watersheds, shelterbelts and natural areas to encourage native and planted species to establish; improvement of the tree canopies and landscape; creating green spaces for the enjoyment and education of youth.
CN is now accepting applications for the 2015 program (deadline is October 30, 2014) Information and application form are available at www.cnfromthegroundup.ca.
En raison du vif intérêt manifesté par plusieurs collectivités canadiennes, le programme CN ÉcoConnexions – De terre en air se poursuit en 2015 et 2016. Le CN versera une contribution de contrepartie maximale de 25 000 $ aux collectivités canadiennes pour contribuer au verdissement des terrains publics.

Depuis 2012, le programme a permis la réalisation des projets suivants : aménagement d’espaces verts et plantations d’arbres afin de créer des écrans visuels, des espaces verts attrayants, de réduire le bruit et, surtout, d’améliorer la sécurité le long des voies ferrées; restauration des berges, rives et aires naturelles afin d’encourager les espèces indigènes et plantées à s’établir; amélioration de la foresterie urbaines et du paysage; aménagement d’espaces verts pour le plaisir et l’éducation des jeunes.

The Village of Ashcroft, BC was one of the lucky communities to be selected to take part in the Scott’s Best Garden Selection program for 2014. Our local CiB committee toured throughout our village and chose recipients for the award; however, we had difficulty keeping our choices to 10 – in fact, we chose 30!
So now we had a slight dilemma. We felt that all 30 deserved to receive and display the sign, but we only had letters and product for 10. So, our committee voted to purchase an additional 20 of Scotts’ product from the Home Hardware store in Kamloops BC and we photocopied 20 more letters.
We decided to split the recipients into 3 groups of 10. Each person would receive the entire package and would display the sign in their yard for 3 weeks. We explained the program in our local newspaper and included the names and addresses of the recipients so others in the community could seek out and see for themselves the lovely yards we chose.
We never expected the responses we received as we presented the winners with their packages. From happy dances, to tears of joy, to “you mean my yard?!”; the winners’ pride shone through and they were so honored to have been recognized for their efforts.
This has been one of the most positive programs that we have had the pleasure of participating in while in the CiB program. Thank you to Scotts and CiB National for giving us the opportunity to be a part of this and for the opportunity to congratulate people on their inspiration and hard work.

Notre Comité local de Cef a visité le village et a choisi les lauréats pour les prix. Cependant, nous avons eu des difficultés à en choisir seulement 10 - en fait, nous avons choisi 30 !
Maintenant, quel dilemme. D’après nous, les 30 méritaient de recevoir l’enseigne mais nous n’avions que des lettres et produits pour 10. Alors, notre comité a voté pour acheter
20 produits supplémentaires de Scotts chez Home Hardware à Kamloops, C.-B., et nous avons photocopié 20 lettres de plus.
Nous avons décidé de scinder les destinataires en 3 groupes de 10. Chaque personne recevrait le paquet entier et afficherait
l’enseigne dans leur cour pour 3 semaines. Nous avons expliqué le programme dans notre journal local et inclus les noms et les adresses des destinataires pour que les gens de la collectivité puissent aller voir par eux-mêmes les parterres que nous avions choisi.
Nous nous attendions jamais aux réponses que nous avons reçu lors de la présentation des enseignes aux gagnants. Des danses, des
larmes de joie, « tu veux dire ma cour?! » ; la fierté des gagnants brillait dans leurs yeux et ils ont été honorés d’avoir été reconnus pour leurs efforts.
Cela a été l’un des programmes les plus positifs que nous avons eu le plaisir de participer dans le cadre du programme de Cef. Merci à Scotts et Cef pour la possibilité de participer et pour l’opportunité de féliciter les gens pour leur inspiration et leur dur labeur.
Le slogan de Cef, Citoyens et espaces verts en harmonie, n’a jamais été plus évident !
