2. Definitions

In This Regulation, unless the context otherwiserequires:

FOR THE ESTABLISHEMENT OF THE ETHIOPIAN

MEAT AND DAIRY TECHNOLOGY INSTITUTE

This Regulation is issued by the Council of Ministerspursuant to Article 5 of the Definition of Powers andDuties of the Executive Organs of the Federal DemocraticRepublic of Ethiopia Proclamation No. 471/2005.

1. Short Title

"Livestock Products" means meat, milk,butter and cheese, and includes otherproducts designated by the Institute aslivestock products.

"Meat and Dairy products" means productsincluding livestock products and by-products.

"Livestock By-Products" means by-products

such as hom, hoof, blood, bone, intestine and

other similar valuable by-products of

slaughtered animals and includes other by­products designated by the Institute as

livestock by-products.

"Livestock" means cattle, sheep, goat, camel

and includes other animals designated by the

Institute as livestock.

"Technology" means methods of workdeveloped by research, experiment and newway of performing and when placed inpractice results in the increment ofproduction, quality, productivity andefficiency.

"Input" means things of biological or

material nature when used improve the

productivity and quality of meat and dairyproducts.

"Processing" means a mechanism by which

the value of a product is increased in terms of

type, content or the like.

9/ "Stakeholders" means persons, who directly

or indirectly take part, benefit or in any other

way are concerned with any of the services

of the Institute.

10/ "Regional State' means any regional state

specified under Article 47(1) of theConstitution of the Federal Democratic

Republic of Ethiopia, and includes the Addiss

Ababa and Dire Dawa Administrations.

11/ "Ministry" or "Minister" means the Ministry

or Minster of Agriculture and Rural

Development respectively.

12/ "Person" mean a physical or judicial person.

Establishment1/ The Ethiopian Meat and Dairy Technology

Institute (hereinafter referred to as the"Institute") is hereby established as anautonomous federal government agencyhaving its own juridical personality.

2/ The Institute shall be accountable to theMinistry.

4. Head Office

The Institute shall have its head office at Bishoftu

and may have Model Centers in other places, as

may be necessary.

Objectives

The Institute shall have the following objectives:

1/ to build the capacity of those engaged in theproduction and supply of meat and dairyproducts: and

2/ to ensure that quality standards aremaintained in the production and supply ofmeat and dairy products.

Powers and duties ofthe Institute

The Institute shall have the powers and duties to:

11 provide market-oriented theoretical andpractical trainings to those engaged in theproduction and supply of meat and dairyproducts;

2/ in cooperation with stakeholders, enableprocessing plants of exporters of meat anddairy products to improve their technical andprofessional competence so that they areconstructed and operated in compliance withthe requirements of international standard;

3/ establish a laboratory and provide sampleanalysis and quality assurance services, at anational level, relating to meat and dairyproducts and livestock inputs;

4/ provide consultancy and information serviceswith a view to improving. the supply andquality standards of meat and dairy products;

5/ in collaboration with stakeholders, evaluatemarket-oriented meat and dairy technologiesbefore they are supplied to the domesticmarket;

6/ in collaboration with stakeholders, encourageand support the. development and researchefforts targeted to market-oriented meat anddairy products;

7/ establish' relationships with foreigninstitutions that are in better position withregard to meat and dairy industries and localinstitutions having similar objectives;

8/ . give technical support and advice to therelevant institutions ofregional states;

9/ issue certificates to trainees;

to/ collect service fees in accordance with ratesto be approved by the Government;

a. exercise the powers and duties of the

Institute specified under Article 6 of

this Regulation;

11. , Powers and Duties ofthe Director General

1/ The Director General shall be the chiefexecutive officer of the Institute and shall,subject to the general directives of theMinistry, direct, admirtister and supervise theactivities of the Institute.

2/ Without prejudice to sub-Article (1) of thisArticle the Director General shall:-

Organization ofthe Institute

The Institute shall have:

1/ an Advisory Board (hereinafter referred to asthe" Board");

21 a Director General to be appointed by theGovernment upon the recommendation of theMinister; and

31 the necessary staff.

Members ofthe Board

The Board shall have a Chairperson and members tobe appointed by the Government fromgovernmental institutions and the private sector: andtheir number shall be fixed as necessary.

Powers and Duties ofthe Board

The Board shall have the ' following powers and, duties:

1/ deliberate on the work plans and projects ofthe ' Institute and forward recommendationsthereon:

21 deliberate on other issues and forwardrecommendations that help the Institute tofulfill its objectives.

Meetings oUke Board

II The Board shall hold a regular meeting onceevery quarter of the budget year: provided,however, that it may hold an extraordinarymeeting whenever found necessary.

21 There shall be a quorum where more than,. half of the members of the Board are presentat a meeting.

,31 Decisions of the Board ,shall be passed by amajority vote; in case of a tie the Chairpersonshall have a casting vote.

b. employ and administer the employeesof the Institute in accordance withdirectives to be approvedby the Govern­ment following the basic principles ofthe federal civil service laws;

c. prepare and submit the work programand budget of the Institute to theMinistry, and implement the sameupon approval;

d. effect payments in accordance withthe approved budget and workprogram of the Institute;

e. represent the Institute in all itsdealings with third parties;

f. prepare and submit to the Ministry theperformance and financial reports ofthe Institute; and

g. carry out other duties given by theMinistry.

3/ The Director General may delegate part ofhis powers and duties to other officials andemployees of the . Institute to the extentnecessary for the effective performance ofthe activities of the Institute.

Budget

The budget of the Institute shall be allocated by theFederal Government.

Books ofAccounts

Done at Addis Ababa, this 14th day of January, 2008.

This Regulation shall enter into force on thedate of publication in the Federal NegaritGazeta

The Institute shall keep complete andaccurate books of accounts.

2/ The books of accounts and fmancialdocuments of the Institute shall be auditedannually by the Auditor General or byauditors designated by him.
