JTFW will conduct full spectrum joint and inter-agency operations within regional or assigned boundaries in order to protect Canadians, defend Canadian interests, and provide assistance to other governmental departments as required and when so ordered.

DOMESTIC OPERATIONS

• Primary role of CF is to defend Canada. Through bilateral agreements between Canada and the USA, the CF is also committed to the defence and security of North America.

• JTFW maintains Domestic Operations Detachments in each Provincial Capital for better situational awareness. Detsprovide liaison with:– PS Regional Offices– provincial emergency management organizations (ie. AEMA)– federal counterparts within area of responsibility, ie RCMP & CSC

• JTFW also monitors and coordinates support to a wide range of CF activities throughout western Canada such as ceremonial visits, community outreach, etc.

PRINCIPLES OF DOMESTIC OPERATIONS

• THE CF IS A FORCE OF LAST RESORT - if you call us, you have NO other options…

• Support to Lead Civil Authorities. Although military support may be provided, civilian authorities will normally retain the lead.

• Military Chain of Command. CF personnel will always remain under the military chain of command.

• Unique military skills and capabilities. Except for immediate response to save lives, prevent human suffering and/ormitigate property damages, the decision to employ CF assets for non-defence tasks shall be based on the need for unique mil skills and capabilities. In cases where timely alternates are not available, commanders are expected to exercise sound judgment when decidingto commit CF resources.

• Competition with Industry. CF must not enter into competition with industry for services available in the private sector.

• Reqr for recovery of costs. CF is not funded to carry out domestic operations tasks, therefore all costs are normally recovered.– a request must not be delayed or denied for cost recovery reasons if a CF

response is requested to save lives, prevent human suffering and/or mitigate property damage.

• Consult with Public Safety Canada as LEAD FEDERAL AGENCY for most Safety / Emergency Preparedness issues

• The whole of the CF is potentially available for use in domestic operations

The CF maintains elements on standby at varying degrees of readiness for any military task, including domestic operations. When a domestic situation occurs that requires an immediate CF response, these assets will normally be employed first.

IMMEDIATE REACTION FORCES - ARMY

Immediate Reaction Unit (IRU)

JTF Atlantic, JTF East (Quebec), JTF Central (Ontario) and JTF West (Prairies) each maintain an IRU of approx 350 personnel at 24 hours notice to move

– Each IRU has a sub-unit (approx 90 people) designated as Vanguard at 12 hours, with its lead elements at 8 hours

IMMEDIATE REACTION FORCES –AIR

• Search and Rescue (SAR) – Normal duty hours: 30 min– After normal duty hours: 2 hours

• Other Air Assets– Comox & Greenwood each maintain one long-range

patrol aircraft on standby at 8 hrs Notice to Move– One Griffon helicopter always at 8 hrs in JTFA, JTFE,

JTFC and JTFW.

EMERGENCY CIVIL ASSISTANCE

• Major impact of CF support will occur in first 24-36 hours.

• Initial response: Dispatch LOs for the purpose of assessment, act as point of contact with responsible civil agencies and assist in coordinating CF response

• Emergency situations requiring an Immediate Response. Local Commanders are expected to respond promptly to a request for assistance, within their approval authority, by providing an immediate CF response to an emergency to save lives, prevent human suffering, or mitigate severe property damage

SEARCH AND RESCUE(SAR)

• Aeronautical and Maritime SAR are not within the mandate of Joint Task Force West. These searches are coordinated through the national Rescue Coordination Centre (Trenton, ON)

• Ground Searches for Missing Person (GSAR). Searches for missing persons are coordinated by the police agency of jurisdictional responsibility. Consequently, any request for military assistance would be initiated by same agency and may be directed to JTFW or AB Dom Ops Det.

Request Process - Activation

• Major disaster event. Request made by provincial EMO or PS:– Establish liaison with appropriate dept– Deploy Liaison Officer to provincial Emergency Operations Centre– CF support can be customized– If additional CF resource required at regional level, RJTF to Canada COM

• Assistance to Law Enforcement Agency (ALEA) –– Provincial. Police force of jurisdiction or Minister resp for public security– Federal. Minister PS or Commissioner RCMP, depending on requirement
