Our Admin Team Anne Gallagher - Administration I have worked at the Julatten Community Centre since 2006 and before that for two years as a volunteer on the Committee. I love the people that I work with, they are a great bunch of Community minded women who are passionate about what they do. I love seeing the next generation of children coming through our Centre and watching their progress as they learn and grow.

Tan Dickson - Community Support Worker I love my job because I want to help & be involved in the community in which I live. I came to live in this little part of the world over 20yrs ago as I love living in small communities. I have been actively involved in local community groups from President of the Julatten Playgroup, P&C executive committee member for over 8 years where my 3 children attended the Julatten State School and now, I am the Community Support Worker at the Julatten Community Centre. I wouldn’t want to be anywhere

else!!

Our Committee Michelle Hensler - President My name is Michelle Hensler. I have lived in Julatten for 18 years and think it is a great place to bring up a family. I had young children when we arrived in Julatten and there was no community centre. However there was a push to get one up and running. With a lot of young families in the area needing this service. As time has passed it has been apparent that the centre has become a hub for the community. I feel I can contribute to the community with experience and knowledge so have volunteered for the committee. I would like to inspire others to get community minded and enjoy our special and unique community spirit. We live in beautiful part of the world with great people.

Brodie Rogers - Vice President My partner and I moved to Julatten in 2015 with our 2 young children from Elizabeth, South Australia. We were looking for somewhere to raise our family in a safe and connected community. We were surprised to find that Julatten had child care services and soon enrolled our boys. I wanted to be proactive with my children in their early years of learning, so volunteered my services as Vice President of the JIG Inc. Committee. I have really enjoyed being involved and making decisions that benefit my children’s well-being. I am very proud to be part of a dedicated team that are providing essential services to support this great community.

Naomi Hogan - Secretary / Acting Treasurer JIG is a fabulous association to be involved in. The centre is just beautiful. When my daughter started attending day care at the centre I thought I may have the skill set to be able to contribute so I joined the committee. I love living in Julatten and being involved with this amazing place and a lovely group of people.

Presidents Report

Overview

This Presidents report has been prepared and lodged by Michelle Hensler – President.

Throughout 2018 the Julatten Community Centre has continued to offer our service of

Limited Hours Childcare & Kindy and Community Support.

Numbers at our Limited Hours Care and Kindy Service meant that cost saving measures

had to be acted on. Overall, the service was able to remain financially viable throughout

the year. 2018 saw the centre faced with a few challenges, leading us to focus on

forecasting and budgeting, particularly with staffing. Training was also a key focus

throughout the year. We continued to focus on providing holiday workshops. The Annual

Fun Day was a huge success and we have also been able to host a water play day which

was a great success as well and had great feedback from the community. We did some

fund raising, catering a morning tea for Cycle Australia and meals for the Theatre

Group ,which was very successful and enabled us to put the funds towards our Water

Play Day and also get some resources for the centre.

The service has successfully implemented - Playgroup, Referred Assistance Program,

Learn to Swim Program and Holiday Workshops & Speech Therapy sessions.

The JIG Committee has focussed on governance and administration. The Policies and

Procedures continue to be reviewed and updated. We will be focusing on Training for

Staff, Grants and trying to improve on numbers for the next year ahead. The Yearly

Planner has put a focus back on planning and organisation within the centre.

Committee Overview JIG Committee

Current members:

We commenced the year with one continuing member from the previous years committee and welcomed some new members. After losing our Treasurer due to moving out of the area we had only 3 sitting members. An additional Treasurer was appointed but sadly had to stand down when she moved her daughter to a different centre. We continue to manage the centre and provide support to all staff where required.

I would like to thank all staff for their efforts over the past 12 months and your contributions to the centre have made it a place we can all be proud of.

A special thank you to Jo and Anne for continuing to absorb the Cleaning Duties & Garden duties over the past 12 months to assist with cost reductions while numbers of children were low.

The Sunbird Children’s Centre The children's centre remained well run and supported by the community during 2018. We did see a minor reduction of numbers this year down from an average of 11 (2017) to 8 (2018), which reduced our overall revenue and meant cost saving measures had to be taken.

Community Support Worker The Committee has worked with the CSW to continue to focus the role in several Key areas – Advertising & Promotions, Program Planning and Community Engagement. The reinvention of our playgroup program has continued with success. The Committee is also supporting taking on further education for our CSW staff member who will look to complete the Diploma of Community Development in 2019 to continue to help her grow and excel in the role. Success continued with the swimming program and the Speech Therapist program has been a well received.

Building and Maintenance The centre is still without air conditioning after requesting through building services was denied. We are hopeful to apply for a grant in the future to have this rectified. Our irrigation plans have been put on hold due to red tape involving the Department and Julatten State School.

Community Events Our annual Community Fun Day, held at Geraghty Park in early September, was a great success and was attended by many in our Community. The annual event strived to go bigger and better. We did have a disappointing turn out with the community stalls with some last minute cancellations. The day was organised and funded by the CSW service. Thanks to Tan and all staff and committee that helped out on the day, without your efforts this event would not be able to happen. We also held a water slide day which was a huge success with many families attending.

Looking Forward 2018 may have had a challenging beginning with several of our Kindergarten children moving on to primary school, resulting in lower than usual intake of children at the centre. The Committee is mindful of this and have reduced staffing to get ahead of it. We continue to focus on Holiday programs, Reporting, Advertising and Fund Raising. The committee is focussed on remaining hands on and working closely with all staff in the areas of planning, administration and HR. Additionally, the committee will also focus on providing rewarding and inclusive programs for the community.

I believe that we have continued to make improvements in the quality of services offered, whether by implementing new Community programs or providing services and opportunities, all of these have been to the benefit of our local community. We will continue to work with other groups in the community to host events and fund raisers.

JCC’S Services, Administration & Operations Administrators Report 2018 It was a quiet year for Julatten Community Centre Administration. Child Care numbers were low, which leads to less time required to manage fees and wages and general expenses. General administration procedures were conducted for all services including fee collection, accounts payable and receivable, payroll, acquittal and financial management of service funding and Grants. Monthly hub expenses calculation, budget forecasting and profit and loss statements. Quarterly BAS, Superannuation and PAYGW reporting and payment. Payment summaries and JIG 2018 Audit reports and documents, Annual Budgets and bank account cash flow forecasts. Regular banking of cash deposits.

Assistance with IT and office equipment maintenance and troubleshooting. General administrative procedures such as, Payroll/Award conditions and queries, training/workshop registrations, stationery / cleaning / service supply orders.

Rates charges continue to be rebated at 50%.

Annual upgrades of the MYOB accounting software continued.

Financial considerations for 2018 were low. Regular budget forecasts were conducted and there was minimal financial risk and no need to fundraise for any basic Operational expenses. Hub expenses continued to be charged at 50% for each service, predominantly to support the LHC. This assists the Child care to be viable when numbers are low. It is a matter for annual review.

Quarterly ATO Reporting is done using AUSKEY.

Factors to consider for 2019:

To bring in Single Touch payroll reporting to the ATO.

Update our Constitution to change our auditing period from a calendar year to a financial year as per our Funding Service Agreement obligations.

Integrated Service Delivery (ISD)Description of Service The Integrated Service Delivery aims to provide support to children and families through a wide range of activities and will focus on the provision of early childhood development. Service activities may include, (but are not limited to), provision of information, advice and referral, individual support, family support, parenting programs, workshops and other activities. The service will also use a range of strategies to support equitable and culturally appropriate child and family services.

Funding The Family Support Service is funded by the Office of Early Childhood Education and Care, Department of Education and Training. The amount of funding received for 2018 was $142,715.00 Reporting to the Dept. of Education & Training is required every 6 months.

Family Support Services and Referrals Referrals for the 2018 period saw 7 clients being supported by the centre and referred to appropriate intensive specialised services. Positive outcomes were and are continuing to be achieved. Families reported they were satisfied with the assistance the centre provided to the correct services.

Swimming Program The swimming program is now in its 2nd year and is still one of our most popular programs. Block lessons are offered from February to April, as well as October to December. 11 families regularly attended the lessons. The ISD service continued to support these families by offering a $5 subsidy bringing costs for families at $10 per child. Families reported that they were pleased with the program and that each child had improved their swimming skills. A new ‘Mums & Bubs’ class was introduced this year and 4 families are regularly attending these lessons.

Referred Assistance Program This program, introduced to financially assist families through a third party referral for extenuating circumstances was not required throughout 2018.

Playgroup Playgroup was very well supported and numbers significantly increased for 2018. 7 families regularly attended with their 11 children. These are the best numbers to date. Families are forming connective networks and children are benefitting from socialisation and general well being. ISD employs 1 qualified child care assistant to deliver the program. During the last half of the year Rhyme Time was introduced which saw a partnering with the Mareeba Library to deliver a reading program that engages both parents and children. Rhyme Time is once a month and is proving to be very popular with children and parents alike.

Facebook Social Media has proven to be an excellent forum to advertise the Community Centre and Sunbird Children’s Centre programs, services and activities. Local community groups are also taking advantage of this service. Followers and ‘likes’ of our page have increased. Engagements with the public and people reached are doing really well showing that information and our activities are reaching numbers in the several hundreds.

Emergency Relief Program This program was introduced during 2018 to assist vulnerable families in the area that are experiencing financial hardship. This program allows families to make local purchases of fuel and basic food items with vouchers. Strict conditions apply and families can only utilise this service 6 times per year before they are referred to a Family Support Service for support with financial assistance.

Holiday Activities Program The Holiday Activity program saw an increase in numbers of children using this program during 2018. Engaging and active workshops were delivered to support families in the holiday period by providing children with quality activities. Activities delivered - Tennis Clinic, Gymnastics, Pottery workshop, Mosaics workshop, various arts & craft workshops, Music workshop, Zoo to You (animal interaction). There were 23 families supporting this program during 2018.

Speech Therapy Program A Speech Therapy Program was introduced in 2018 after networking with the Sunbird Children’s Centre Director showed that our Early Years children and families might benefit by attending a Speech Therapy workshop. The workshop was very well supported and the outcome from this workshop is that 7 families enrolled in the program and are benefitting from this intensive service. Early Years children (aged 6mths to 8yrs) are fully subsidised by the centre for 1:1 therapy sessions with Wendy Richardson, B Sp Thy (Qld), Speech and Language Pathologist. School aged children are partially subsidised by the centre. Therapy sessions are once a week at the centre which includes a morning session at Mt Molloy School. Positive feedback from parents suggests that this is a very important service. The centre is committed in assisting children with their language development and provide the communication skills necessary to enhance their quality of life during Early Years and beyond.

Community Engagement Networking within the community is beneficial to the centre as a means of advertising ourselves and the chance to create new networks. Regular attendance at general meetings of most community groups included: Mt Molloy SS P&C, Julatten SS P&C, Edna Head Library, JAMARR. Ladies that Lunch and the Julatten Theatre Group.

Integrated Service Delivery (ISD) cont… Under 8’s This year was the first year the ISD organised Under 8’s Day. Children from playgroup, Sunbird Children's Centre and students from Julatten and Mt Molloy State Schools were invited to the centre for a morning of activities. Under 8’s is a nationally recognised program targeting children 8yrs and under, initiated by Early Childhood Australia. The theme was ‘children exploring language and culture’. Local community groups, members and schools contributed to an action packed morning of activities for the children. Thank you to the staff of Sunbird Children’s centre for your help with activities.

Community Fun Day The Fun Day is now in it’s 5th year. The event is all about bringing the community together. It was held at Geraghty Park and the same number of community stalls (14) as last year participated at this year’s event. The usual activities were on offer - fancy dress parade, tug-o-war, egg and spoon race, 3 legged race, and banana eating competition proved popular once again. Lil Squirt the fire engine offered rides, jumping castles, pony rides, quad bikes and mega slide were provided free for children. Local musicians played live music throughout the day. Approximately 150 adults and children enjoyed the days event.

Wet ’N Wild Day This year we held a Wet ’N Wild day for local children. We sourced the ‘biggest water slide on the planet’ for a few hours of free water slide fun. It was held in November, hottest time of the year. We sold slushes on the day and the event was well supported by children in the community.

Directors Report Enrolments and Utilisation Families 15 Individual 17

  Educational Programme and Practice Our program is strengths based, where the children’s interests, strengths and abilities are observed, recorded and then incorporated into the program. There is an emergent curriculum approach to the program as well an intentional teaching component as required to meet the Early Years Learning Framework and the Queensland Kindergarten Learning Guidelines. Children are encouraged to make choices and decisions and use initiative. Children’s sense of agency and developing independence is valued and encouraged. The program caters for children’s development in all domains, social, emotional, physical, intellectual and language, using the learning outcomes from both curriculum frameworks. The curriculum in a service such as ours encompasses everything that we do in a day, including routines where learning can be incorporated using games, rhymes and mealtimes, where discussion about healthy eating and well-being are regularly held. Our routines are flexible to allow for our mixed age group and the many differing developmental stages of the children, while following familiar patterns to create a sense of security and predictability. Literacy and numeracy are incorporated into the children’s play intentionally as part of the programme and spontaneously as teachable moments arise, for example counting seeds, talking about halves and wholes when cutting fruit measuring how high a block building is and talking about print in books as well as rhyming, singing, and reading recipes. Exposure to and learning about letters, words and numbers in the context of children’s play is essential for literacy and numeracy learning during the early years. Some of the year’s highlights include: Cooking pancakes on Pancake Day Celebrating Harmony Day Joining the school for the circus performance, cross country and visits to the library. Our delight in watching willy wagtails build their nests and raise their babies on our veranda The Kindy Café Harvesting and cooking potatoes. Educational Programme and Practice continued… Children’s Health and Safety We continued in our attempts to strengthen ties with the school participating in the Cross Country event, visiting the library and taking the kindergarten group to stay and play days. We were able to support our kindergarten children to make a successful transition to school, taking with them memories of the time they spent with us, and leaving us with the same fond memories. Staff worked hard this year in an effort to maintain children’s health, safety and well-being, There were very few incidents and minor injuries over the year. There have been a few outbreaks of the usual childhood illnesses and I thank parents for helping to contain these.

Physical Environment In our service we believe that the environment is the third teacher and we are always tweaking if not completely changing things around to accommodate the needs of the children. The impact of the environment on children’s learning outcomes, their behaviour and their creativity cannot be overstated and for this reason designing the environment constitutes a large part of the planning process. Equipment is chosen with care and much thought is put into setting up learning spaces both indoors and outdoors.

The food garden was well used, the children growing, harvesting and cooking produce, we used our own herbs to make father’s day gifts again this year.

There are still some areas in the outdoor space that need work, the swings and the beds off the veranda in particular, hopefully this can be accomplished in 2019.

Air conditioning of the children’s playrooms is still a priority.

Staffing Arrangements Continuity and consistency of staff is one of the most important indicators of quality in a service. We have been fortunate to have a stable staff team this year. Julia Atkin came on board to provide lunch relief on some days which made a big difference for staff well-being. Unfortunately this was not sustained throughout the year, although low child numbers meant that it was not so necessary in the latter stages of the year.

Training undertaken during the year included:

Christiane and I attended a full day in Brisbane at the Educators Festival, receiving valuable training on the impact of trauma on the brain development, curriculum and where is the profession heading. One workshop was focussed on children’s behaviour guidance and understanding that all behaviour is a way of communicating needs and getting needs met.

All staff completed Child ProtectionAll staff did first aid training.

We began holding staff meetings with all staff towards the end of this year in an effort to improve communication.

All the staff work many extra hours, unpaid and behind the scenes and I would like to thank the team for all that they do for the children and families at the service. Jo, Christiane, and Jules thank you, for your hard work and dedication, your creativity, passion and understanding.

Relationships with Children Being a small service means that we can develop close relationships with the children in our care. Getting to know the children well helps us to support them as they develop confidence in their abilities, encourage the development of positive relationships with others and encourage them to manage their own behaviour. One of the best things about the mixed age group at our service is that we get to know the children over a number of years, often from when they start as babies or toddlers until they leave to go to school. It is a privilege to be a part of children’s lives over such a long period, to see them grow and learn.

Developing connections with children is vital in guiding behaviour, helping them to make good decisions about their own behaviour, the phrase connection before correction is

important here. These relationships also help us to recognise children’s learning styles and then take this into account in our intentional teaching.

Collaborative Partnerships with Families and Communities Over the year we held several functions for parents at our End of Term celebrations, input into the programme has been sought through verbal and written survey and parents comments welcomed.

Because of our small service we are able to have lots of discussions with parents on a daily basis as required.

The centre hosted Under Eights day which was a very successful event and well attended.

We were granted funds to purchase a library of parent resource books plus a storage cupboard.

There was an information session for parents of Kindergarten children held in Term One.

Christiane and I put up an amazing display at the Mossman Show.

I look forward to working with the new Committee to come up with other ways in which we can collaborate and form partnerships with parents. This is an area that can always be improved upon and I am open to suggestions and recommendations from parents on how this can be achieved.

Leadership and Service Management We had several compliance visits this year and everything was found to be in order by the OECEC compliance officer.

Late in the year we were informed of changes to our CGB arrangements and the need to become an affiliate member of C and K, this will mean some changes in 2019.

One of the challenges for staff is the pressure of working within two frameworks side by side, where the goals and objectives of the frameworks are open to interpretation and nothing is clearly set out. Our philosophy drives us to advocate for what we believe is best practice for early childhood, to defend children’s rights to play, to have joyful and stress free early years, to be nurtured and educated by adults that know and appreciate them in the here and now, who understand and can guide them towards their potential without continually preparing them for the next stage.

Thank you to the Committee and to all those who have supported us over the year, I look forward to welcoming a new Committee and working with them as we continue to do our very best to cater for the needs of our children, families and community.
