John Buckwalter Retirement

Mr. John Buckwalter, Director of Public Works for the City of Kirksville, Missouri, will be retiring on July 6, 2013.
John has worked for 17 years for the City of Kirksville, Missouri. John has been an integral part of the Missouri Chapter
APWA since 1996. John was first appointed to the executive board back in 2003 and has served in various positions
until 2011. These positions included the chair of the Management Practices and Technology, chair of Membership and
Member Services, chair of Inter-Governmental Affairs, chair of Continuing Education and
finally the chair of Awards and Historical.
In fact since John was so active and did such a terrific job at these positions, the Missouri
Chapter APWA awarded John its highest recognition award, the D Squared award, in 2006.
The D Squared Award was established in 1992 to recognize individuals who exemplify
excellence and dedication in serving the public and the public interest through outstanding
achievements and performance in the field of Public Works. The D Squared Award was
named to commemorate and recognize the services of Mr. Allan B. Dieckgraefe and Mr.
Walter Davidson, who both worked untiringly on behalf of APWA, the Missouri Chapter
and the goals of the organization.
Even though John has already received the highest recognition award possible by the Mis-
souri Chapter, the chapter still wanted to recognize John with one more award. On July 1,
2013, Mr. Dave Hamilton attended the City of Kirksville city council meeting and pre-
sented John with a Lifetime Achievement Award.

D2
The D Squared Award is the highest recognition award presented by the Missouri Chapter of APWA. It was
established in 1992 to recognize individuals who exemplify excellence and dedication in serving the public
and the public interest through outstanding achievements and performance in the field of Public Works.

Public Works Leader of the Year
The Public Works Leader of the Year award seeks to inspire excellence and dedication in public service by
recognizing the outstanding career service achievements of individual public works professionals and offi-
cials, from both the public and private sectors. The primary focus of the award is on career service to the
public works profession rather than on any one single event or project.
Professional Engineer of the Year
The Professional Engineer of the Year Award seeks to inspire excellence and dedication in the private and
public sectors by recognizing the outstanding career service achievements of engineering and technology
professionals. The primary focus of this award is recognition of exceptional leadership and management in
the Public Works Profession.

Any group, individual, or governmental entity may nominate candidates.
Nominations are particularly encouraged from the Chapter membership.
Self-nominations are not accepted. Original submittal should include a nomination form and supporting
documentation that clearly addresses the eligibility requirements and the candidate’s professional work.
Three copies of the submittal are required.
Nominations must be submitted to the Awards Committee no later than
Friday, September 27, 2013. The presentation shall be made during the Fall Chapter Meeting and will
consist of an engraved plaque. The selected candidate will be featured in the Chapter Publications

The June 27, 2013 meeting of the APWA Missouri Chapter, St. Louis Metro Branch was called to order by Chair-
man Chris Boyd. After the pledge of allegiance, the invocation, and the luncheon, the business meeting resumed.
July Meeting Announcement
The July luncheon will be a joint meeting with S.A.M.E. (Society of American Military Engineers)
July 18th (3rd Thursday of month) at Engineer’s Club

Nominating committee will be forming shortly to nominate interested people looking to serve on the APWA St.
Louis Branch board. Interested people shall contact Chris Boyd for more information.
On-Line Payments
The branch has started on-line reservations and payments by credit card for all branch activities including monthly
luncheons and the golf tournament. The Chapter has created an account through Constant Contact and the branch
will now share that cost with the chapter. This will not only create a convenience for members to pay but also for
the branch treasurer and activity organizers to easily get a list of attendees and collecting payment. The branch will
also have a cell phone swipe account that will allow members to pay by credit card at the events in addition to pay
by credit card on-line prior to the event.
Scholarships
All of the scholarships winners have been selected. Two of the award recipients attended the luncheon and received
their checks; Mr. Brian Hernan and Mr. Travis Johnson. Below and attached is more information about the scholar-
ship recipients:
Ken Yost Scholarship in the amount of $2,000. Kelly Heckemeyer from St. Elizabeth, MO

Activities
April Guisman reported that the May event held at Bull’s Eye Shooting Range and Failoni’s was well attended. The
next event will be in December.
Members introduced guests, the attendance prizes were announced, and Anne Lamitola introduced Tasmyn Front
with the Challenger Learning Center of St. Louis who presented on overview of the organization. The meeting was
adjourned after her presentation.

On May 23, 2013, the Missouri Chapter APWA recognized seven individuals for the 2013 Vince Tallo Service Award at
the St. Louis Branch of Missouri Chapter APWA’s lunch at Orlando’s in St. Louis, Missouri. The Vincent Tallo Service
Award is presented by the Missouri Chapter APWA to employees of member organizations, municipalities, or firms who
have completed thirty or more years of service to the public with a single organization, municipality or firm.
The Tallo Service Award is named after Vince Tallo who was a long time employee of Laclede Gas Company, and long
time active member of the APWA and strong supporter of public works. Vince worked at Laclede Gas from 1958 to
2001. In the 43 years he worked at Laclede, he held a number of positions through out his career including the position
of Manager of Right of Way. In this position, Vince was the company’s liaison with the 90 municipalities, City, County
and State Officials and Highway Departments in the St. Louis Metropolitan area. He was the ultimate professional in his
approach on everything he did and worked tirelessly in promoting fellowship with everybody he met.

2013 Scholarship Award Winners

Each year, the Missouri Chapter APWA and the St. Louis Branch award three scholarships.
The Ken Yost Memorial Scholarship is offered in honor of Mr. Ken Yost, Public Works Director of Kirkwood, Missouri
to a Missouri High School senior who plans to pursue a degree in a field leading to a career in Public Works. This schol-
arship is in the amount of $2,000.00 This scholarship has been awarded to Ms. Kelly Heckemeyer who attended St.
Elizabeth R-IV high school. She plans to attend Missouri S&T to study Civil or Environmental Engineering.
The Missouri Chapter Technology Scholarship is awarded to a Missouri High School senior or graduate of a Missouri
high school who plans to enter a Missouri Technical school in a program leading to a career in Public Works, including
the fields of construction technology, surveying, heavy equipment operation, parks, grounds, and building maintenance,
fleet maintenance or related fields. This scholarship is in the amount of $2,500.00. This scholarship has been awarded
to Mr. Brian Hernan who attended Parkway South High School.
The Missouri Chapter Continuing Education Scholarship is awarded to a Missouri student who has completed a two-year
pre-engineering at any college or university in the state of Missouri who plans to enter or continue enrollement at a Mis-
souri university to complete a degree in engineering or public administration. This scholarship is in the amount of
$2,500.00 This scholarship has been awarded to Mr. Travis Johnson who attended McCluer High School. Mr. Johnson
is currently enrolled in the UMSL/Washington University joint engineering program.

Building Inspector / Code Enforcement Officer – The City of Ladue, Mo (Pop 8,645) located in St.
Louis County is seeking an individual to serve as Building Inspector / Code Enforcement Officer. General
duties include inspection of all aspects of residential and commercial construction, and provide inspection
services for general complaints and other duties as assigned. Salary Range $41,900 to $61,900 with starting

International Code Council Certifications required in Residential and Commercial Building Inspections, and
