June 06, 2017 Invitation to Bid Solicitation Number 20170606 Social Interest Solutions (SIS) invites qualified vendors to bid to supply the items specified in the attached form. This invitation includes System design and carries through to post-installation training to ensure technology adoption and user training The System needs to be set up in three physical spaces: Oakland Office Boardroom, Oakland Office Collaboration Room and Sacramento Office Conference Room.

Oakland Boardroom Provide an integrated large screen display system supporting in room presentation, web conferencing (WebEx, Skype, etc.) and audio conferencing interaction. The Boardroom needs to be equipped with a large screen display system supporting multiple participant interaction during web and audio conference calls. Display System: The display system will consist of a wall mounted 90” LCD TV. The 90” TV support the latest PC & MAC resolutions displaying a native 1920x1080 computer and NTSC video up to HD video resolution. The monitor measures 81” wide x 48.5” high x 4.5” deep, Vendor to provide a flush wall mount and position the top of the monitor just below the ceiling and the bottom of the monitor should be approximately 60” above the floor.

• The 90” monitor’s display area is large enough to support the required video and large font computer content viewing distances for all the viewers at the conference table.

• The 90” diagonal screen size should allow participants to clearly see video from 29’ away from the screen. More importantly, participants should be able to clearly make out large font computer graphics from 22’ and small font graphics from 15’ away from the monitor.

Video System: The video system will consist of a web conferencing camera, presentation sources and a presentation switcher:

USB Web Conferencing Camera Vendor should provide a new high definition PTZ (pan/tilt/zoom) camera that should allow users to set up preset camera views to support large or small group conferences. The high definition USB camera should support Web conference calls (Google Hang Out, WebEx, etc.) through the thin client computer. A USB extender should be provided to support the HD camera’s USB signal connection from the front wall location to the web conferencing computer location. The camera is located within the wall niche approximately 48” above the floor and provides peer-to-peer camera views of the seated participants. Two web conferencing preferences should be considered (to be determined according to proposal): a) A dedicated room computer Social Interest will provide the dedicated room

computer and Vendor should install it within the AV equipment rack and connect the

computer to the presentation switcher and audio DSP. This will provide a known asset that IT can manage (software/firmware updates) to ensure that the computer, extended camera and microphone/speaker system are compatible with the web conferencing platform (Skype, Google Hang Out, WebEx, etc.). Users should control computer functions via an OFE wireless keyboard mouse. The dedicated room computer is also an additional presentation source.

b) A wired laptop connection at the conference table can be equipped to support web conferencing connections. Users will need to make and configure two additional USB connections to utilize the room’s camera, microphone and speaker system to support large group interaction during a web conference call.

• This choice will determine where Vendor lands the web conferencing camera, microphone and speaker connections (AV rack for the dedicated computer or conference table for user laptops).

Wired Laptop Connection Point: The wired laptop connection point should located within the conference table’s cable trough. Vendor should provide 10’ long laptop connection cables. The cables are housed in a black nylon sheath and contain a VGA, HDMI, mini DisplayPort- HDMI adapter and a 3.5mm audio connections. Underneath the conference table Vendor should install a digital input node. The digital media input node provides EDID and HDCP communication from the source to the display devices. The input node is also a twisted pair transmitter that transmits the connected source signal to the AV equipment rack via a single (1) twisted pair cable.VI-SPL Scope Wireless device receiver Users should be able to walk into Boardroom with a laptop, tablet, or smartphone and present with a USB dongle or wirelessly to the display their device content on the display system. Laptop users simply connect the USB dongle to display content wirelessly. From the control panel, users can select where they want to send their laptop content (LCD monitor or videoconferencing codec). Presentation Switcher and Twisted Pair Transmission System: The presentation switcher supports the conference table laptop connection, wireless device receiver, OFE dedicated computer sources and switches the selected source to the wall mounted monitor. The switcher should support EDID (Extended Display Identification Data) and HDCP (High-bandwidth Digital Content Protection) communication protocols for today’s digital high-resolution computer, video and TV signals. (a) The video output of the switcher is connected to a twisted pair transmitter/receiver that delivers HDMI and RS232 control signals to the 90” monitor. (b) The audio output of the switcher is connected to the audio DSP unit, amplifier and existing speaker array.

Audio System: The audio system should consist of a ceiling mounted microphones, digital signal processor, amplifier and the existing speaker array.

Ceiling Mounted Microphone Array: Vendor is to provide and install (1) ceiling mounted microphone array. The ceiling microphone array should be designed so that it is mounted flush with the drop tile ceiling and provides zonal coverage of the room. The microphone and microphone mount should also have built in Mechanical vibration isolation. The microphone array should have steerable microphone coverage areas allowing us to cover the seated participants at the conference table, as well as participants seated at the right-hand wall of the room. The microphone should have a 360-degree pickup pattern, but unlike other microphones, the array can be set up to pick up audio from specific areas of the room. This approach should support coverage of the seated participants at the table while rejecting sound from the ceiling mounted speakers and air conditioning blowers at the edges of the room. The microphone array and DSP unit should be able to analyze the different sound frequencies picked up by the microphones (speech, air conditioning rumble, lighting hum and reflections of sound waves) and combine the sounds or voices to be heard, while rejecting all unwanted sounds. The ceiling microphone signals should be transmitted to the far end participants via the audio conferencing systems, but should not be played back through the ceiling speakers. During an audio conference call, far end participant interaction is played back through the ceiling speakers. Digital Signal Processor (DSP): The digital signal processor should provide echo cancellation, digital signal processing, microphone control processing, EQ, signal routing and volume control. Echo cancellation and automatic microphone control will be required to manage multiple live microphone signals and to maintain signal clarity. The digital audio mixer routes the conference and program audio signals to the audio conferencing system, web conferencing computer and ceiling mounted speakers. The DSP should come equipped with USB and VoIP connections to support web and audio conference calls. Speakers: There are four (4) existing celling speakers. Vendor should add a new audio amplifier to distribute the program audio and far end participant audio (audio and web calls) to the celling speaker array. The amplifier should provide up to 100W power to support the four (4) existing ceiling speakers.

Control System: The control system will consist of a wireless touch panel and control processor.

Wireless Touch Panel: The wireless touch panel should be a dedicated iPad equipped with a Crestron App. Vendor should provide the iPad, a table top docking station, the Crestron App purchased from the App store, and a Wireless Access Point to enable the iPad to operate independently from the SIS’s network. The iPad touch panel should provide user with an intuitive layout of control options.

Control Processor: The control processor should control the AV components via RS232, IR and TCPIP commands. The processor is housed in the AV equipment rack.

Support Equipment: Vendor is to install one (1) freestanding AV equipment rack in the front right corner of the room. The equipment rack should house the dedicated computer, presentation switcher, wireless device receiver, audio digital signal processor, audio amplifier, control processor and power conditioner/outlet strips. Equipment should be rack mounted or located on shelves within the rack. Unused rack spaces should be covered with blank panels. The rack measures 21” wide by 35” high by 24” deep. The equipment rack should be equipped with a thermostat controlled cooling fan. The fan should turn on when the internal cabinet temperature rises above 85 degrees Fahrenheit (electrical power and existing LAN connections are in place at the front right corner of the room to support the equipment in the AV rack). Oakland Boardroom AV System should include: One Year - Customer Support Onsite w/ Annual Preventative Maintenance

Collaboration Room

Provide an integrated large screen display system supporting in room presentation, web conferencing (WebEx, Skype, etc.) and audio conferencing interaction. Supporting multiple participant interaction during audio conference calls.

Display System: The display system will consist of a wall mounted 90” LCD TV. The 90” TV support the latest PC & MAC resolutions displaying a native 1920x1080 computer and NTSC video up to HD video resolution.

• The monitor measures 81” wide x 48.5” high x 4.5” deep. Vendor should provide a surface wall mount and position the top of the monitor 12” below the ceiling and the bottom of the monitor should be approximately 48” above the floor. Social Interest should remove the center white board section and relocate the two side whiteboards to allow the monitor to be wall mounted and centered on the room. The 90” monitor’s display area is large enough to support the required video and large font computer content viewing distances for all the viewers at the conference table.

• The 90” diagonal screen size should allow participants to clearly see video from 29’ away from the screen. More importantly, participants should be able to clearly make out large font computer graphics from 22’ and small font graphics from 15’ away from the monitor.

SIS’ General Contractor will provide an electrical outlet 72” above the floor, a 2 gang jbox with 1 ½” stub up to the ceiling space above the drop tile ceiling.

Video System: The video system will consist of presentation sources and a presentation switcher.

Dedicated Room Computer: Social Interest will provide a dedicated computer as an additional presentation source. The computer is located in the AV rack. The computer is connected to the presentation switcher and audio DSP. Wired Laptop Connection Point: The wired laptop connection point is located 18” above the floor on the front wall of the room, to the left of the monitor. Vendor should provide 12’ long laptop connection cables. The cables are housed in a black nylon sheath and contain a VGA, HDMI, mini DisplayPort- HDMI adapter and a 3.5mm audio connections. The connection plate is a twisted pair transmitter that transmits the connected source signal to the AV equipment rack via a single (1) twisted pair cable. So, Vendor can locate the connection plate on any wall within the Collaboration space. Wireless device receiver Using the Barco ClickShare unit, users should be able walk into Collaboration Space with a laptop, tablet, or smartphone and present with a USB dongle or wirelessly to the display their device content on the display system. Laptop users simply connect the USB dongle to display content wirelessly. From the control panel, users can select where they want to send their laptop content (LCD monitor or videoconferencing codec). The Click & Share system is comprised of (2) USB dongles and a receiver unit located within then AV equipment rack. A LAN connection in the equipment rack will be provided for the ClickShare device to support tablet/smartphone IP access. Presentation Switcher and Twisted Pair Transmission System: The presentation switcher supports the laptop wall plate connection, wireless device receiver and OFE dedicated computer. The switcher switches the selected source to the wall mounted monitor. The switcher supports EDID (Extended Display Identification Data) and HDCP (High-bandwidth Digital Content Protection) communication protocols for today’s digital high-resolution computer, video and TV signals. (a) The video output of the switcher is connected to a twisted pair transmitter/receiver that delivers HDMI and RS232 control signals to the 90” monitor. (b) The audio output of the switcher is connected to the existing audio DSP unit, amplifier and external speaker bar. Vendor should run new twisted pair cable runs (from the AV rack to the laptop input location and to the wall mounted monitor location). The new twisted pair cable should support 2K (1920x1200) digital signal resolutions along the cable runs from the AV

equipment rack to the laptop connection plate and ceiling mounted projector. The twisted pair cable system maintains the signal level along the cable path, minimizes termination time/cost, minimizes the conduit/pathway size requirements and supports multiple signal types/resolutions (analog or digital computer, standard definition or HD video, etc.). SIS’ General Contractor will provide power, VoIP and Network drops below the monitor approximately 18” above the floor to support the AV rack.

Audio System: The audio system will consist of ceiling mounted microphones, digital signal processor, amplifier and external speaker bar.

Sacramento Office – Conference RM 210 The Conference Room is equipped with a large screen display system supporting multiple participant interaction during web and audio conference calls. Display System: The display system a LCD monitor and wall mount will be provided by SIS. Monitor should be positioned on the end wall with the projection screen. Vendor should remove the projection screen and will coordinate with the SIS’ General Contractor to provide an electrical outlet and 2gang jbox with stub up above ceiling tile grid. Video System: The video system will consist of a web conferencing camera, presentation sources and a presentation switcher.

USB Web Conferencing Camera Vendor should provide a new high definition PTZ (pan/tilt/zoom) camera that should allow users to set up preset camera views to support large or small group conferences. The high definition USB camera should support Web conference calls (Google Hang Out, WebEx, etc.) through the thin client computer. A USB extender should be provided to support the HD camera’s USB signal connection from the front wall location to the web conferencing computer location. The camera is ideally located below the monitor, approximately 48” above the floor and provides peer-to-peer camera views of the seated participants. Two Web Conferencing preferences should be considered (to be determined according to proposal):

a) A dedicated room computer provides a known asset that IT can manage (software/firmware updates) to ensure that the computer, extended camera and microphone/speaker system are compatible with the web conferencing platform (Skype, Google Hang Out, WebEx, etc.). Users should control computer functions via an OFE wireless keyboard mouse. The dedicated room computer is also an additional presentation source. Social Interest will provide the dedicated room computer and Vendor should install it within the AV equipment rack.

b) The wired laptop connection at the conference table can be equipped to support web conferencing connections. Users will need to make and configure two additional USB connections to utilize the room’s camera, microphone and speaker system to support large group interaction during a web conference call.

o This choice will determine where Vendor land the web conferencing camera, microphone and speaker connections (AV rack for the dedicated computer or conference table for user laptops). o SIS will need to provide power underneath the conference table and a cable path way from underneath the conference table to an adjacent wall, that stubs up above the ceiling tile grid. Dedicated Room Computer: If Social Interest chooses to utilize a dedicated computer to support web conferencing, Vendor should install the computer within the AV equipment rack and connect the computer to the presentation switcher and audio DSP. Wired Laptop Connection Point: The wired laptop connection point is located in the existing table boxes. Vendor should provide 6’ long laptop connection cables. The cables are housed in a black nylon sheath and contain a VGA, HDMI, mini DisplayPort- HDMI adapter and a 3.5mm audio connections. Underneath the conference table Vendor should install a digital input node. The digital media input node provides EDID and HDCP communication from the source to the display devices. The input node is also a twisted pair transmitter that transmits the connected source signal to the AV equipment rack via a single (1) twisted pair cable.

Wireless device receiver Using the Barco ClickShare unit, users should be able to walk into the Conference Room with a laptop, tablet, or smartphone and present with a USB dongle or wirelessly to the display their device content on the display system. Laptop users simply connect the USB dongle to display content wirelessly. From the control panel, users can select where they want to send their laptop content (LCD monitor or videoconferencing codec). The Click & Share system is comprised of (2) USB dongles and a receiver unit located within the AV equipment rack (Vendor will require a LAN connection in the equipment rack for the ClickShare device to support tablet/smartphone IP access SIS’ General Contractor to provide). Presentation Switcher and Twisted Pair Transmission System: The presentation switcher supports the conference table laptop connection, wireless device receiver, OFE dedicated computer sources and switches the selected source to the wall mounted monitor. The switcher supports EDID (Extended Display Identification Data) and HDCP (High-bandwidth Digital Content Protection) communication protocols for today’s digital high-resolution computer, video and TV signals. (a) The video output of the switcher is connected to a twisted pair transmitter/receiver that delivers HDMI and RS232 control signals to the monitor. (b) The audio output of the switcher is connected to the audio DSP unit, amplifier and existing speaker array. Vendor should utilize the existing RGBHV cable as a pull string for new twisted pair cable runs (from the AV rack to the conference table location and to the wall mounted monitor location). The new twisted pair cable should support 2K (1920x1200) digital signal resolutions along the cable runs from the AV equipment rack to the laptop connection plate and ceiling mounted projector. The twisted pair cable system maintains the signal level along the cable path, minimizes termination time/cost, minimizes the conduit/pathway size requirements and supports multiple signal types/resolutions (analog or digital computer, standard definition or HD video, etc.). o Vendor should utilize the existing RGBHV cables as pull strings for the twisted pair cable runs from the AV rack to the floor box under the conference table, the camera, and the wall mounted monitor locations utilizing existing cable pathways.

Audio System: The audio system will consist of table mounted microphones, digital signal processor, amplifier and speaker array.

Wired Microphone Array: Vendor should provide and install wired table top boundary microphones into the conference table work surface. Each microphone has a push-to talk/mute button and LED indicator light. The indicator light glows green when the microphones are active and red when they are muted. PL Scope of Work

Note: the existing cable boxes should house the microphone cables. These cables should extend from the box to the microphone locations and should be exposed. Vendor should provide (6) directional microphones: two (2) down each side of the table and one (1) at each end of the table, to support the twelve participants seated around the conference table. Utilizing directional mics provides coverage for all of the seated participants, while minimizing ambient noise. Participants can mute any microphone by simply pushing the push-to talk/mute button once and the indicator light turns red (note: participants may still be heard through adjacent microphones if the entire system is not muted from the control panel). Pressing the button a second time activates the microphone and the indicator light turns green. The conference table microphone signals should be transmitted to the far end participants via the audio conferencing systems, but should not be played back through the ceiling speakers. During an audio conference call, far end participant interaction is played back through the ceiling speakers. Digital Signal Processor (DSP): The digital signal processor should provide echo cancellation, digital signal processing, microphone control processing, EQ, signal routing and volume control. Echo cancellation and automatic microphone control should be required to manage multiple live microphone signals and to maintain signal clarity. The digital audio mixer routes the conference and program audio signals to the audio conferencing system, web conferencing computer and ceiling mounted speakers. The DSP comes equipped with USB and VoIP connections to support web and audio conference calls. Speakers: Vendor should provide two (2) celling speakers. Vendor should add a new audio amplifier to distribute the program audio and far end participant audio (audio and web calls) to the celling speaker array. The amplifier should also provide power for ceiling the ceiling speakers. The amplifier provides up to 40W power to support the two (2) ceiling speakers.

Control System: The control system will consist of a wireless touch panel and control processor.

Wireless Touch Panel: The wireless touch panel is actually a dedicated iPad equipped with a Crestron App. Vendor should provide the iPad, a table top docking station, the Crestron App purchased from the App store, and a Wireless Access Point to enable the iPad to operate independently from the SIS’s network. The iPad touch panel provides user with an intuitive layout of control options. Support Equipment: Vendor should install one (1) freestanding AV equipment rack a TBD corner of the room. The equipment rack should house the dedicated computer, presentation switcher, wireless device receiver, audio digital signal processor, audio amplifier, control processor and power conditioner/outlet strips. Equipment should be rack mounted or located on shelves within the rack. Unused rack spaces should be covered with blank panels. The rack measures 21” wide by 35” high by 24” deep.

The equipment rack is equipped with a thermostat controlled cooling fan. The fan should turn on when the internal cabinet temperature rises above 85 degrees Fahrenheit (Vendor will require electrical power and LAN connections at the rack location to support the equipment in the AV rack SIS’ General Contractor will provide)

Inclusions The following items should be INCLUDED in the project scope of work: • All equipment, wire and accessories required for a fully functional audio and video system. • Labor associated with turnkey engineering, installation, programming, testing and training. • Documentation package including as-built system CAD diagrams and Manufacturer’s

Operation manuals. • Coordination and cooperation with the construction team in regards to installing the system. • User training on system operation. Exclusions • All conduits, high voltage wiring panels, breakers, relays, boxes, receptacles, etc. Any related

electrical work including but not limited to 110VAC, conduit, core drilling, raceway and boxes. • Voice/data cabling, IE analogue phone lines, ISDN lines, network ports, etc. • Network connectivity, routing, switching and port configuration necessary to support

audiovisual equipment • Concrete saw cutting and/or core drilling • Fire wall, ceiling, roof and floor penetration, patching, removal or fire stopping • Necessary sheet rock replacement, ceiling tile, T-bar replacement and/or repair • Any and all millwork (moldings, trim, etc.). All millwork or modifications to project millwork

to accommodate the AV • equipment is to be provided by others, unless otherwise noted in this proposal • Painting, patching or finishing of architectural surfaces • Permits (unless specifically provided for elsewhere in the contract) • HVAC and plumbing relocation • Rough-in, bracing, framing or finish trim carpentry for installation • Cutting, structural welding, or reinforcement of structural steel members required for
