Donny Rasmijn expressedsatisfaction for the positive andefficient manner in which thisParliamentary meeting was con-ducted and for reaching a unan-imous approval of the new law. This law, he clams will defi-nitely serve the interest ofAruba. He thanked everyone fortheir diligent participation andcontribution in the process.

Their anchors destroy coralor plants in the ocean’s bed.During lightering, products aresold and passed on from oneship to the other. So, there arebusiness transactions takingplace on the open seas, in ourterritorial waters with all the po-tential risk of oil spills whichwould end up on our beaches.

For decades tankers havebeen anchoring in our territorialwaters for different reasons. Some were involved in mainte-nance, others for the purpose ofselling petroleum products, andothers for the purpose of waitingfor orders from their owners tohead off to collect petroleum atsome port or the other.

They all anchor on the Southside of Aruba where the tide ismore favorable. That’s wherethe water is not too deep and thecurrent is mild ad they don’t payAruba a penny. They don’t haveto throw their anchor out too

Last week, the law which re -gulates the anchoring of tan kersin our territorial waters wasunanimously approved in Parlia-ment. Back in 2010, during apublic Parliamentary meeting,Parliamentarian Donny Rasmijnmade the observation that it wasnot right to allow tankers to an-chor in our territorial waters gra-tuito and without any regulationwhatsoever. Said meeting tookplace during the period of thatdevastating oil spill off the Golfof Mexico where more than 6million barrels of crude spilledinto the Gulf.

"It has become a real sys-temic global necessity. This isone of the important messagesof this G20."

A draft statement obtainedby AFP sugested there wasmovement towards a more in-tegrated EU banking systemthat would see joint supervi-sion and guarantees for depos-itors that might need to berepaid by any future failing in-stitutions.

"We support the intention toconsider concrete steps to-wards a more integrated finan-cial architecture, encom -passing banking supervision, resolution and recapitalization, and deposit insurance," thecommunique said.

Beyond the summit confer-ence center in the Mexicanbeach resort of Los Cabos, bond markets jacked up rateson Spanish and Italian debtamid self-fulfilling fears thatthe debt crisis that sank Greecewas spreading once again.

Barroso repeated his mantrathat the solution to the euro-zone crisis lies in urgently pro-gressing towards ever greaterintegration.

World powers from theUnited States to Asia, he said, were now pushing for Europe"to build a banking union, atrue economic and monetaryunion, and even making ap-peals to a political union.

"Today the appeals for astronger, more integrated Eu-ropean Union and euro areaare not just coming from all of

LOS CABOS (AFP) - G20leaders meeting in Mexicothrew support yesterday be-hind Europe's plans to over-come its debt crisis that isdragging down the globaleconomy, EU Commissionchief Jose Manuel Barrososaid.

"G20 leaders, after verygood, frank and open discus-sion, recognized the extremelyimportant efforts that Europehas been making to deal withthe financial crisis," Barrososaid in a written statement.

European members wereunder extraordinary pressurefrom their international coun-terparts to loosen the strait-jacket of austerity programsand to allow the EuropeanCentral Bank to open the lend-ing floodgates.

Germany and Spain will holda summit on the eurozone cri-sis on June 22 in Rome, aheadof a full European Union sum-mit from June 28-29.

Kathleen Brooks, researchchief at brokerage Forex.com,said Spain could avoid a rescueonly if its debts were under-written by stronger eurozonepartners and if the EuropeanCentral Bank bought its debt.

"But at the rate its yields arerising, Spain doesn't haveenough time to wait for Eu-rope's politicians to decidewhether or not to underwritethe debts of the weakest states,it needs action now."

Spain, the eurozone'sfourth-biggest economy, facesits next debt market test onThursday, when it will try toraise up to two billion euros ina mix of two-, three- and five-year bonds.

Adding to a sense of uncer-tainty in Spain, a financialsource said that a second auditof Spain's banks had been de-layed from end-July to Sep-tember. It is to follow a firstexam whose results are due byThursday.

The first audit will decidehow much of the eurozone's100 billion euros is required tosecure the banks, many loadedup with bad loans extended ina property bubble that col-lapsed in 2008.

If Madrid withdrew the fullloan, its public debt would ap-proach 90 percent of economicoutput by the end of the year.

MADRID (AFP) - Fears of afull-scale bailout for Spainmounted yesterday as its bor-rowing costs spiked to dangerlevels on concern over the na-tion's stricken banks and fast-rising debt.

After Greek elections aver -ted the immediate threat ofAthens exiting the eurozone, concern turned to Spain wherethe banks have been thrown aeurozone lifeline of up to 100billion euros ($127 billion).

As Greece's pro-bailoutpar ties negotiated the terms ofa coalition government,Spain's troubles mounted.

Tapping the markets for thefirst time since the Greek voteon Sunday, Spain raised 3.04billion euros, beating its 2.0-3.0-billion-euro target in anauction of 12- and 18-monthnotes. But it had to pay exorbi-tant rates to lure investors --5.074 percent for 12-monthdebt and 5.107 percent for 18-month debt.

The yield on Spanishbenchmark 10-year govern-ment bonds shattered the 7.0-percent barrier yesterday forthe first time since the creationof the euro in 1999, pushingabove 7.2 percent. Yesterday, the yield on 10-year bonds wasat 7.003 percent.

"It now appears inevitablethat Spain will require a sove -reign bailout, possibly verysoon," said Capital Economicschief European economistJonathan Loynes.

Rising bond yields reflecteda belief that the bankingbailout, agreed with eurozonepartners on June 9, would notaddress broader fiscal prob-lems, he said.

Spain's plan to cut the pub-lic deficit from 8.9 percent ofeconomic output last year to5.3 percent this year and 3.0percent in 2013 relied on a"very unlikely" recovery fromrecession next year, Loynessaid.

Markets held out little hopefor quick help from Europe.

Malaysia has a system of Is-lamic courts that run parallel tothe country's civil courts andadminister civil matters forMuslims who make up some60 percent of the country's 28million people.

Manji launched the book, together with a Malay-lan-guage translation, at a hastilyarranged event in KualaLumpur on May 19 amid criti-cism by Muslims.

Her previous internationallyacclaimed book, "The Troublewith Islam Today", is alreadybanned in Malaysia. Malaysiafrequently bans books, espe-cially those deemed obscene oragainst Islamic teachings.

But it is rare for Islamiccourts to target bookstores.

New York-based HumanRights Watch has called on thegovernment to reverse the bookban, saying it was "old-fash-ioned state repression" and"cowardly".

KUALA LUMPUR (AFP) - AMalaysian Islamic court onTuesday charged a bookstoremanager with selling a book bya Canadian Muslim lesbian ac-tivist that was recently bannedin the Southeast Asian country.

Nik Raina Nik Abdul Aziz, who manages the bookstorechain outlet in the capital KualaLumpur, is accused of distrib-uting Irshad Manji's "Allah,Liberty and Love."

The Home Ministry bannedthe book last month after it wasdeemed offensive to Islam, contained "elements that couldmislead the public," and was"detrimental to public order".

According to Manji's web-site, the book "shows all of ushow to reconcile faith and free-dom in a world seething withrepressive dogmas".

Nik Raina faces up to twoyears in jail and a fine if the Is-lamic court finds her guilty, herlawyer Rosli Dahlan said. Noplea was recorded Tuesdaywith the next court date set forSeptember 19.

Rosli said Islamic officialsraided the store before the bookban was officially announced, and the shop had filed a courtcase to declare the raid illegal.
