CITY OF KENNER LEGALS Except as otherwise provided herein, if the bid does not contain the contractor’s certification and show the contractor’s license number on the bid envelope, the bid shall be automatically rejected, shall be returned to the bidder marked “REJECTED” and shall not be read aloud. In accordance with LA R.S. 38:2212 and Louisiana Administrative Code 34:III.Chapter 3 §307, bid submission shall conform to those requirements as stipulated on the Louisiana Uniform Public Work Bid Form. Bidder must submit a bid security in the form of bid bond, cashier’s check, or certified check in the amount of 5% of the contract price in favor of the City of Kenner. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. If submitting bid electronically, a bid bond is the only acceptable form of bid security. A cashier’s or certified check will be NOT accepted Prior to and upon contract execution, the successful bidder shall provide to the Owner all other documents necessary, including but not limited to performance bond, payment bond and insurance certificate(s), which are necessary for contract execution in accordance with the timetable as stipulated in this Invitation to Bid. The Attention to Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246 and all applicable laws and regulations of the federal government and State of Louisiana and bonding and insurance requirements. The successful bidder must submit executed copies of Section 3 Certification of Successful Bidder and Tables A and B prior to contract execution. Bids will be received on a total bid price basis. If a Contract for the Work is to be awarded, it will be awarded to the lowest responsive Bidder, who had bid in accordance with the requirements of the Louisiana Uniform Public Work Bid Form, as determined by the Owner’s evaluation of the corresponding Bid Form. Determination of the lowest Bidder shall be on the basis of the sum of the Base Bid and any Alternates accepted by the Owner, subject to the Owner’s and the Design Professional’s evaluation of the corresponding Bid Form and the provisions of Louisiana Public Contracts Law. The Work is to commence within 10 days after the Notice to Proceed. Completion of the Work is required within 240 calendar days following the Date of Contract as stated in the Notice to Proceed. Any person with disabilities requiring special accommodations must contact the City of Kenner Purchasing Department no later than seven (7) days prior to bid opening. Minority and female-owned and Section 3 firms are encouraged to submit bids. The bid prices shall include all such taxes and the costs of all required permits, insurance and bonds, if any. No Bid may be withdrawn within a period of 45 days after the date fixed for opening bids for this project. For just cause, the City of Kenner reserves the right to reject any and all Bids. GENERAL The City reserves the right to select one or more persons/ firms for any anticipated/proposed work. Persons or firms must be thoroughly familiar with the design of power distribution systems, the banking of emergency generators (600 kw or higher), paralleling gear, and with the City of Kenner Code Enforcement/Building Code requirements for buildings enclosing electrical equipment. Agreements will only be executed upon assignment of work and establishment of a funding source. COMPSENSATION Compensation for the required services will be made on an hourly rate basis or a fixed fee basis, or a combination of both depending on scope and complexity of work. For hourly rate basis contracts/tasks of work, maximum direct and payable hourly rates shall be established for various personnel classifications and a maximum limitation amount shall also be established in the contract. The City reserves the right to determine method of payment. For hourly rate contracts, the consultant shall be compensated on the basis of approved reasonable certified and itemized salary costs plus an acceptable/approved fee to cover overhead cost and profit. All fees shall be negotiated with consultant by appropriate City user Department personnel or a designated Program Manager and shall be mutually agreeable to both parties. All costs associated with the project shall be subject to City of Kenner review and Mayor’s approval. MINIMUM REQUIREMENTS FOR SELECTION At least one Principal of the Prime-Consultant must have at least ten (10) years of experience in the fields of expertise required for the project. Prime-Consultant must also employ on a full-time basis a minimum of one (1) Professional Electrical Engineer registered in the State of Louisiana, with a minimum of fifteen (15) years of verifiable experience in projects involving power distribution, banking of emergency generators and paralleling gear (over 3 mega-watts). Prime-Consultant must employ on a full-time basis, or through the use of a Sub-Consultant(s) one (1) Professional Civil Engineer registered in the State of Louisiana, with a minimum of ten (10) years of verifiable experience in projects involving pile supported structures (foundations) for heavy equipment. Prime Consultant must also employ a full-time supporting and clerical staff. INSURANCE REQUIREMENTS Upon selection for a particular project, successful firm(s) shall provide insurance certificates in accordance with City insurance requirements for professional service contracts. EVALUATION CRITERIA The following criteria listed in order of importance will be used to evaluate each person or firm submitting a Statement of Qualifications: 1) Professional training and experience both generally and in relation to the type and magnitude of work required for the particular project – 40 points 2) Capacity for timely completion of the work, taking into consideration the person’s or firm’s current and projected workload and professional and support manpower – 35 points 3) Size of the firm based on the number of personnel, as related to project requirements and/or scope and complexity of project – 30 points Kenner City Officials Mayor Michael S.
