Study Area Study Area The study focuses on Kailua Road, Kalaheo Avenue, Kuulei Road, Mokulua Drive, Oneawa Street, Kihapai Street, and Mokapu Road. The project tasks include a multimodal transportation assessment, community engagement, environmental review, and development of conceptual designs that will later be taken into final design and construction. The project team will draw on earlier studies and planning efforts to develop draft designs, and present them to the community for feedback at several stages of the process. Complete streets are part of a transportation and design approach that aims to create a comprehensive, integrated network of streets for all people whether traveling by foot, bicycle, transit, or automobile.
