Th e business of the City of Kamloops falls to the nine

people who sit around the council table at Kamloops

City Hall.(Th e nine on council are now eight, following the

March 31 resignation of veteran Coun. John O’Fee as

he accepted the chief executive offi cer position with the

Tk’emlups Indian Band).Th is year is a momentous one for city council as it is

an election year, with civic elections in B.C. being held on

the third Saturday of November, every three years.

City voters go to the polls this year on Nov. 19.

While Mayor Peter Milobar will seek a second term,

there will be new faces among councillors due to O’Fee’s

departure and the decision of Jim Harker to not seek re-

election as he relocates to Vancouver Island.

With the exception of Denis Walsh and John De Cicco

— who remain undecided — the remaining city council-

lors will run again in the fall.

Peter Milobar was fi rst elected as a city councillor in 2002 and re-elect-ed in 2005.He ran for mayor in 2008. Mi-lobar also serves as

the chairman of the Th ompson-Nicola Regional District.

John De Cicco was fi rst elected in 1999.He is chairman of the commu-nity and council services committ ee

and is city council’s representative on the Fraser Basin Council.

Pat Wallace is serving her 22nd year on council. She is chair-woman of the Tournament Capital Committ ee and is also council’s

liaison to the Kam-loops Art Gallery board.

Tina Lange was fi rst elected in 2005.She is council’s liaison to the Kam-loops Chamber of Commerce and sits

on the airshed ad-visory committ ee and arts commis-sion.

Denis Walsh was fi rst elected in 2008.He sits on the parks and recre-ation committ ee, the sustainable Kamloops com-mitt ee and the diversity advisory committ ee.

Kamloops green with sustainability

Implementation of the Sustainable

Kamloops Plan has shown a commitment

by the City of Kamloops toward green

initiatives. Aft er the Social Plan and the Eco-

nomic Development Strategy, the city has

committ ed itself to the fi nal pillar — an

environmental plan. Th e city is working to make Kamloops

a greener place, with an eye on environ-

mental aspects like air quality, energy,

land, natural environment, solid waste,

transportation, waste water and water.

Jen Fretz, the city’s sustainability and

environmental services manager, said

some initiatives being worked on for the

environmental plan include the Airshed

Management Plan, the Corporate Energy

Management Plan and multi-family resi-

dential recycling. “It’s doable and achievable,” Fretz said

on the importance of the city thinking

green. “Municipally, we are the closest to the

ground. If we accomplish it at the munici-

pal level, it will be easier for it to follow

provincially and federally.”Th e city is concerned about the eff ects

air quality is having on Kamloops resi-

dents, ecosystems and visibility of the city.

Ambient air quality suggests being

exposed to a low level of toxins can have

negative long-term aff ects. Th e Airshed Management Plan is

expected to be implemented by 2012 and

will be used to improve and protect air

quality in the community. Th e city has formed a stakeholders’

group working to engage residents.

Th e next steps in the plan include

assessing and understanding the air qual-

ity, building community awareness and

managing activities through regulation,

education and incentives. A number of initiatives have already

been put in place: Th e use of alternative

energy systems by Domtar and Tolko, the

LEED certifi cation/proposed certifi cation

of 13 buildings throughout Kamloops and

the use of a district heating and cooling

utility through geothermal energy at Sun

Rivers. Signing on to the Climate Action char-

ter, the city has agreed to become carbon

neutral by 2012 in municipal operations.

Th e city’s next step is the development

of the Corporate Energy Management

Plan.Curbside recycling was implemented

for most Kamloops residents in March

2008. A test project conducted by the city

suggested that the addition of multi-

family sites being able to take advantage of

curbside recycling would eliminate more

than 1,500 tonnes of waste annually from

the landfi ll at 290 buildings. Fretz said multi-family sites will be

recycling by summer.TRU is following the City’s lead with

green initiatives. From small steps including a proposed

mug-share program to bigger ones includ-

ing Sustainability Month in March and

the use of solar power for heating hot

water in the three major buildings at the

university, Th ompson Rivers University’s

director of environment and sustainabil-

ity, Tom Owen, said students are the most

active with the initiatives. Th is active generation will bring

positive change for Kamloops in the long

term. Th e city is also using its website as a

platform to inform people about eff orts

that can be made individually, including

proper recycling of batt eries, reusable

bags, greener footprints, bear awareness,
