Dear Residents

The first half of the year has passed by swiftly, but it has undeniably been an eventful one for us here at Sembawang GRC! The annual Canberra Day and Admiralty Dream Big 5S Futsal Challenge gave us ample opportunities to have fun and bond as a community. Chingay Float Display @ North 2018 was also a highlight for residents who participated and attended this event, a time of entertainment and glamour.

We are also very proud to announce the official openings of Sunlove Senior Activity Centre @ Golden Saffron and Kampung Admiralty. Our pioneers have worked hard, and these designated community spaces are built especially for them to enable them to retire comfortably.

How much do you know about your neighbourhood? Did you know of some of these secret entrances to

bunkers, which have been abandoned since World War II? Or of the family businesses located in the heart of Sembawang, and which have been passed down for generations? Read on to find out more!

A big thank you to all residents who joined our “Keep Clean Singapore 2018” Campaign held in the different divisions last month. Your pledge to PHC (Pick up at Home and Community) brings us a step forward to a cleaner and greener neighbourhood. Let us also be considerate to our neighbours and refrain from high rise littering. Your kind support is much appreciated.

OUR KAMPUNG ADMIRALTY

MODEST IN SCALE, BOLD IN AMBITION

The idea of allowing the elderly to lead active and meaningful lives in a modern kampung setting was mooted more than four years ago. It was finally realised this year, with the completion of the award-winning 11-storey Kampung

Admiralty.

Prime Minister Lee Hsien Loong officiated the opening ceremony of Kampung Admiralty on 12 May at the community plaza of Block 676 Woodlands Drive 71. He was joined by Minister for National Development and Second Minister for Finance, Mr Lawrence Wong, and MPs of Sembawang GRC Minister Khaw Boon Wan, Minister Ong Ye Kung, Mr Amrin Amin and Mr Vikram Nair.

“I am sure that we can live up to the name of Kampung Admiralty by strengthening the ‘kampung spirit’ where people of all ages interact and look out for one another. This is a small kampung… modest in scale but bold in ambition. We will make it succeed, and when it is successful, we will build more kampungs like these in future HDB estates,” Mr Lee said.

Sustainable features such as rain gardens and bioswales help treat surface water runoff while greening the landscape. Besides taking part in gardening at the skyrise Community Farm, seniors can learn to age in a healthy and safe manner through preventive healthcare programmes. Kampung Admiralty also houses a hawker centre, a supermarket, and medical, childcare and senior centres all under one roof.

Kampung Admiralty resident and father of two, Mr Yu Hua Long, 38, explained that having a hawker centre and childcare centre so near to home appealed to him. “It is very convenient to live here,” he said.

"THANK YOU!"A BIGTO OUR CLEANERS!

Keeping our neighbourhood clean is not an easy task. Our cleaners work hard to ensure that we residents have a clean estate to go home to.

In line with the “Keep Singapore Clean” campaign in May, we honour some of our cleaners who have shown exemplary performance in their work and whose contributions extend far beyond their job scopes.

I accidentally threw a plastic bag of medication into the rubbish chute of my block, mistakenly thinking that it was rubbish. My daughter quickly called the Town Council for help, and we were

assured by the cleaning supervisor that he will send someone to assist us. Mr Jahidul came to our rescue within five minutes. He was very helpful and went out of his way to retrieve the plastic bag from the central refuse chute for us. I am very grateful to Mr Jahidul for his help. His willingness to help retrieve my medication, his efficiency and knowledge in his work and his positive attitude have impressed me and my family very much.

KEEPINGOUR HOMES

CLEAN TOGETHER!T

his year’s “Keep Clean, Singapore” islandwide campaign was launched on 29 April at One-North. Minister for Environment and Water Resources, Mr Masagos Zulkifi, and Coordinating Minister for Infrastructure and Minister for Transport, also MP for Sembawang GRC, Mr Khaw Boon Wan, graced the event. The year 2018 marks the 50th anniversary of the “Keep Singapore Clean” campaign, an initiative launched by the late Mr Lee Kuan Yew. This event is an annual nationwide

cleaning initiative that serves to remind everyone the importance of keeping our estates clean and recognise the efforts and hard work of the cleaners who help us to do so.

In Sembawang GRC, MPs gathered with residents for a litter picking exercise at the common areas within the estate. The MPs also took the opportunity to present awards to our cleaners as a form of appreciation for their continued efforts in keeping our estates clean. With everyone’s effort, we can continue to keep Sembawang GRC a home clean and comfortable for all!

BUILDING AN INCLUSIVE AND HOMELY CANBERRA

The elderly are learning new things with a little help from young IT-savvy volunteers from Canberra Grassroots Organisation. The “Digital Volunteer” initiative was launched on 11 March, also this year’s Canberra Day, at

the mini park next to Block 320 Sembawang Close. Speaking at the carnival, MP Dr Lim Wee Kiak, PBM, said: ”We have a group of digital volunteers who will coach residents on using IT gadgets one-to-one in any language they are comfortable in.” Dr Lim was joined by MPs of Sembawang GRC, Minister Khaw Boon Wan, Minister Ong Ye Kung and Mr Vikram Nair.

Innovative social projects by students from Sembawang Secondary School were also showcased. Students came up with the idea of using posters to encourage residents to return trays after their meals at hawker centres and food courts. Another group of students uses posters to encourage visits to the scenic Sembawang Park. One student, Khairul, explained: “Our idea is put to put up these posters at HDB blocks, and get families to bond as they visit these places.”

It was a fun-filled day where residents were entertained by performances and enjoyed themselves by playing games at the game booths. Dr Lim Wee Kiak, PBM, also announced that work on the new community hub, comprising a polyclinic, hawker centre and sports facilities, will begin in the second half of this year.

BUILDING AN INCLUSIVE AND HOMELY CANBERRA

S unlove Senior Activity Centre @ Golden Saffron is now open to the public! An official ceremony was held on 17

March to celebrate the opening of this multi-functional centre. Graced by Minister Khaw Boon Wan, MP for Sembawang GRC, the ceremony was marked by performances put up by both the young and old, creating an atmosphere of excitement amongst the elderly residents who were present. Minister Khaw Boon Wan also unveiled a plaque to signify the opening of the centre.

Senior citizens now have a new space to gather and meet up with each other for chit-chat and activities. A wide variety of facilities and amenities that they can enjoy together include a gym, reading corner, mahjong corner, board games corner, yoga classes and karaoke sessions. There are also volunteers who will carry out simple medical check-ups for the elderly.

A variety of activities for our senior citizens to engage in and enjoy!

DREAMS BIGADMIRALTY CSC

T he Admiralty Community Sports Club (CSC) Dream Big team held its annual 5S Challenge to test the stamina, fighting spirit, teamwork and sportsmanship of its young football players. Held on 7 April at Woodlands Stadium, the event attracted young

children and their parents who came to support them.

MP for Sembawang GRC (Admiralty), Mr Vikram Nair, graced the event. There was also a guest appearance of the Young Lions Football Club and their legendary coach Mr Fandi Ahmad. “Youths need a role model. It is wonderful to see such strong support for football from the community, and for our best players to come back and inspire the young ones,” Mr Nair said.

Mr Fandi Ahmad highlighted the benefits of sports: “When youths take up sports, it keeps them away from distractions and bad company. They learn about teamwork, discipline, motivation and sacrifice. With healthy bodies and minds, they can do better in studies and grow up with better body coordination.”

One father, Mr Gavin, came to show support for his 10-year-old son David, who is venturing into contact sports for the first time. “It toughens him up. He plays in the outdoors, stays in the sun, gets pushed by other players – he has to deal with it. That’s life,” Gavin said.

A balmy Saturday evening dazzled residents with myriads of lights and music as Sembawang GRC held its Chingay 2018 float display. Held along Woodlands Avenue 7, opposite Admiralty MRT

station, this year’s Chingay float display was both fun and interactive as performers dressed in various ethnic costumes and took wefies with elated residents.

The event kicked off with dragon and lion dance performances. MP for Sembawang GRC Minister, Mr Khaw Boon Wan, said: “This year, we bring the Chingay float display to your doorstep.” He also gave his Lunar New Year greetings, which included the cautionary reminder to eat in moderation, consume less salt and sugar, and exercise regularly. MPs Minister Ong Ye Kung, Mr Amrin Amin, Mr Vikram Nair and Dr Lim Wee Kiak, PBM, were also present to grace the event.

Resident Mr Venkatesam, 43, was overjoyed. “Hosting the Chingay float display in the neighbourhood was a great idea. My family doesn’t need to go all the way to Chinatown to see these beautiful displays,” he commented.

Another resident, Mdm Cassie, 42, brought her family to enjoy the colourful display. “My children can get up close and truly appreciate the display,” she said.

Enter Sembawang. Unbeknownst to most, the town is a treasure trove of secrets, from underground bunkers to colonial houses, just waiting to be unlocked. We explored the area and sussed out Singapore's historical sites for you to discover.

Now a part of Furen International School compound, Old Admiralty House will transport you to 1940s Singapore with its colonial houses and palm trees filling the compound’s expanse.

Old Admiralty House currently houses the school’s administration building. Built in 1939, the building was used by the British Armed Forces for strategic planning during World War II, and was the residence of several high-ranking Royal Navy and ANZUK officers after the war.

You can still see colonial influences, from its Arts and Crafts-style design to the exposed brick roof and French windows, in its architecture. Walk around the campus and you’ll see vestiges of the past like British-styled lamp posts and a chimney.

Nestled along Jalan Mempurong is the last kampung-style mosque in Singapore. Built in 1963, Masjid Petempatan Melayu Sembawang is named after the Malay Settlement, an area populated by the Malay community in the 1960s.

You can still feel the homely kampung vibe of the area, with its gravel path leading to the mosque and the huge garden at the back, complete with its own makeshift swing.

Near the entrance stands a tall rubber tree - the last remaining one from the former rubber plantation that used to stand here. Residents believe that a spirit resides in the tree as attempts to remove the tree had failed, and those who had attempted to cut it had fallen ill.

Parts of Singapore’s past in Sembawang GRC

Proving that we’ve only scratched the surface when it comes to uncovering Singapore’s secrets is the bomb shelter near Old Admiralty House.

The 30m2 shelter was only unearthed in 1990 when the ground under an excavator collapsed during landscaping works. Inside, workers discovered a squatting water closet, light fittings, and a dingy hall, evidence pointing to the shelter being used by naval officers working in Old Admiralty House.

But that’s only the tip of the iceberg. There has been speculation that another bomb shelter remains hidden on the premises, and that there’s still an undiscovered tunnel that connects the house to Sembawang Shipyard.

Note: Exercise caution as snakes have been seen here.

Walk up Gibraltar Crescent and you definitely won’t miss the structure opposite 158 Gibraltar Crescent. Although it has been engulfed by a huge Banyan tree, you can still spot its square, concrete structure underneath.

The entrance to this bunker is still visible, although it has been locked.

Lined up along Bermuda Road are swanky black-and-white houses but just across 250 Bermuda Road are two bunkers which could have been used as gun posts. They are perched on top of a hill, granting them a great vantage point to spot enemies. You can also see small openings at the side of the bunkers - perfect for positioning guns.

5 HISTORICAL SITES IN BUNKERSGiven our past as a British military stronghold – we were once known as the “Gibraltar of the East” – it is not surprising to see

World War II relics popping up around the island. But Sembawang is special in that a surfeit of bunkers can still be seen around the area. Although there are probably hundreds buried in this town, here are some bunkers that can be accessed by the public.

Despite the developments here, you can still find legacies that shaped Singapore in every corner of Sembawang. So the next time someone says Singapore has lost its heritage, just point them to this modern-day kampung.

4 OLD SCHOOLFOOD PLACES IN SEMBAWANG

Imagine: it’s 20 years from now and you’re heading to the amazing cai fan (economy rice) place you loved as a kid, only to find out that -gasp- the place has ceased to exist. This scenario is a reality for foodies seeking many family restaurants all over Singapore, and the reason usually boils down to:

1. No one wanting to take over the business2. Difficulty of sustaining it in the evolving economy

This makes it important for us to continuously support the food places that are trying to keep the flames of their business alive. We have sussed out 4 eateries in the modern-day kampung of Sembawang that have stood the test of time by letting the young ones take over.

1. White Restaurant

When it comes to local restaurants serving white beehoon, White Restaurant is the one to beat. Having served it since 1998, White Restaurant’s version is truly the original.

The Original White Beehoon (from $6) still rules the roost with the same aplomb as it did 20 years ago, with customers travelling all the way to Sembawang just for a taste of this dish. As the noodles glide down your throat, you’ll notice that the stock has a deep flavour.

The restaurant was started by Mr Tay King Huak who has since handed it down to his son, Victor. Under Victor’s leadership, White Restaurant expanded to many outlets all over Singapore such as Punggol, Toa Payoh, and Jurong. There are even plans to franchise the brand overseas.

In an era where cutesy cupcakes and bountiful bingsus (shaved ice) fill Instagram’s #dessertporn page, it can be hard for a traditional Teochew bakery to stick to their roots while catering to a younger generation. Thankfully, Gin Thye Cake Maker has found that perfect balance.

Started in 1964 by Lim Bak Chai and his 10 siblings, the bakery specialises in traditional Chinese pastries and has since incorporated Western cakes into their selection. But what makes Gin Thye modern isn’t so much their food but its ambience.

And you can tell. From their Tau Sha Piah (mung beans biscuit, $6), to their Peanut Candy ($2), every bite of their pastry will send a wave of sweet pleasure through your body. We especially loved the Durian Mochi ($20) which was chock-full of fresh durian, giving it a rich taste.

But you don’t have to make the trip to Sembawang to sink your teeth into these delights. To keep up with times, the company has also set up their own Qoo10 page which enables you to purchase these snacks online.

The current owner, Mr Lawrence Lim, renovated the extra shophouse unit they had to build a mini-cafe where diners could enjoy the desserts in-house while creating more space for him to display his products. It is this dedication to customer service that makes him source for only the best ingredients to use in the pastries.

“Even if there’s no stock, we won’t switch to cheaper alternatives. If someone eats a bad batch, your brand name will suffer,” Mr Lim said.

Chye Lye Fish Head Curry had its beginnings as a zi char (cook-and-fry) restaurant when it was first started in 1967 by the Wong family. Now, it is mostly known for its fish head curry ($25), a sour and spicy assam fish stew, which has fans from as far as Japan.

A huge part of its popularity is due to its milder flavour which makes it perfect for those who can’t handle spiciness. Portions are also generous - three of us could not even finish one bowl!

As the restaurant is popular amongst Sembawang folks, it is important to ensure its legacy. Chye Lye is currently being run by 2nd generation Wongs, with the 3rd generation already starting to help out with the family business.

When Mr Eddie Dzul found out that his uncle wanted to sell off his satay business, he knew he had to step in to prevent losing something that has been in his family for 20 years. As such, he took over the stall and rebranded it to SatayBros.

Since he took over, SatayBros has expanded to various platforms. For instance, they recently set

up a pop-up stall at an SMU event and sold over 3,000 sticks! They even use food delivery service Halalonclick so that customers will not have to make the trip down to their stall at D’Rubinah restaurant.

The satay (80 cents a stick) is marinated in copious amounts of oil which makes it extremely

tender and juicy. And the super savoury peanut sauce, the star of any satay dish, was divine!

For now, Mr Eddie is content with operating from just his stall. Although he has further plans for expansion, he’s putting them on hold as “it’s more important to ensure that there are enough capable people first to ensure the quality doesn’t drop.”

Recipe Corner! VEGETARIAN ROSTI (Cynthia Kwan, Canberra resident)

• 1 cup grated potatoes

• 1/2 cup grated carrots

• 1/3 cup spring onion (cut into short strips or chopped)

• [Optional] Vegetarian ham/luncheon meat (cut into thin short strips)

• Pepper (to taste)

• Soy sauce (3 tsp)

• 1 & 1/2 cup water

• 1/2 cup plain flour

• Cooking oil (for frying)

Ingredients:

1) Prepare a watery batter by gradually adding water into flour. Mix until it forms an opaque and watery mix.

2) Add in pepper and soy sauce. Mix well.

3) Combine potatoes, carrots, spring onion and vegetarian meat in a bowl. Mix well.

4) Pour batter in and mix until all ingredients are well coated.

5) Heat up some oil in the frying pan, maintaining a small fire so that the rosti can cook without getting charred.

6) Pour the mixture into the pan. Flatten it and shape it into a circle. 

7) Once the rosti takes shape and the bottom looks light brown & dry, flip it at 1 minute intervals.

8) When both sides of the rosti are browned, it is ready to be consumed!

***Note: Batter may be replaced by eggs to make rosti omelette.***

BAGAIMANA REBAT S&CC MEMBANTU ANDA!

As part of the Budget 2018, eligible HDB households will receive 1½ to 3½ months of Service & Conservancy Charges (S&CC) rebates. The rebate will cost the government $126 million and benefit about 900,000 eligible HDB households.

For the months of April, July and October 2018, and January 2019, eligible households will receive 1½ to 3½ months of rebate, depending on their flat type, as announced by the Ministry of Finance.
