    The countries in the Asia-Pacific today are facing

    many challenges and thus preparing their societies and

    governments for globalization and the information and

    communication revolution. Today e-business has emerged

    as a mainstream way to facilitate business transactions

    around the world. The internet has become a mainstream

    information resource and a medium of commerce and

    advertising. E-business is merely a form or procedure for

    conducting business transactions. E-business allowsparties to buy products and services using the internet.

    has continued to grow.

    ` Forrester Research predicts In 2004 North America will realize $3.5

    trillion in e-commerce transactions

    ` Asia-Pacific will realize $1.6 trillion

    ` Europe will realize $1.5 trillion.

    ` During 2003, online spending in the United States, excluding travel and

    auctions, is reported to have exceeded $54.9 billion, and accounted for 1.5-

    2.0% of all sales.

    Is eIs e--commerce the same as ecommerce the same as e--business?business?

    While some use e-commerce and e-business interchangeably, they are

    distinct concepts.

    In e-commerce, information and communications technology (ICT) is used

    in inter-business or inter-organizational transactions (transactions between

    and among firms/organizations) and in business-to-consumer transactions

    (transactions between firms/organizations and individuals).

    In e-business, on the other hand, ICT is used to enhance ones business. It

    includes any process that a business organization (either a for-profit,

    governmental or non-profit entity) conducts over a computer-mediated

    network.

    There are no national or territorial boundaries on the internet

    The ease of access to e-business through the internet coupled

    with their 24X7 availability presents a strong likelihood that

    customers from around the world will visit sites.

    E-business websites are private property.

    Another major characteristic of e-commerce business

    applications is to recognize their dependence on information

    technology.

    Security, reliability and scalability are very important to e-

    commerce businesses

    Many companies are relying upon e-business infrastructureoutsourcing to attain the guarantee of application availability,

    flexibility and scalability in a timely and cost-effectivemanner.

    Scalability and security are two major issues today that arepromoting the outsourcing of e-commerce applications.

    Scalability is needed to address the phenomenal growth andsurges in internet traffic.

    Security is required to guard against hackers, viruses,industrial espionage, denial of service attacks and fraud.

    Contractual Issuesy There are many contractual issues that need to be

    addressed in these e-business outsourcing relationships.

    y Probably the most important is the Service Level

    Agreement (SLA).

    The SLA is the contractual mechanism for providingaccountability in the outsourcing relationship and for

    measuring performance.

    ` One form of e-business outsourcing is through the use of

    Application Service Providers (ASPs).

    ` The ASP model is becoming increasingly more popular.

    ` They provide remote access to computing, software,

    communications and data storage resources enabling their

    licensed customers to perform operations using the

    functionality provided by specific application software or

    a bundle of application software products.

    Advantages of ASP

    y ASPs provide significant advantages to customers.y Essentially the ASP allows customers to rent software and retain a third party to

    operate it.y The ASP relationship allows the customer to access expensive software at lower

    cost than if the customer had to acquire the necessary software license and therelated hardware, software and communications infrastructure.y It also allows the customer to take advantage of the ASPs IT workforce.y Typically ASPs charge customers an up front fee and monthly service fees,

    which includes all installations, upgrades and maintenance.y The ASP manages the application software.y As between the customer and the ASP, the ASP is responsible for keeping the

    applications current and delivering end-user performance and uptime.y The ASP also manages, hosts, implements, integrates and supports software

    applications for their customers.

    ConclusionA more comprehensive measure that government can undertake to ensure

    security in e-commerce transactions is the establishment of a Certification Authority,

    which verifies seller and buyer identities, examines transactions and securityprocedures, and issues digital certificates to those who are able to meet the set

    security standards. Unfortunately, the existing legal systems in most developing

    countries are not sufficient to protect those engaged in e-commerce. For instance,

    with respect to contracts, existing laws were conceived at a time when the wordwriting, document and signature referred to things in paper form. On the other

    hand, in todays electronic business transactions paper is not used for record-keeping

    or entering into contracts.
