All readers,
May the noble and splendid Thai-New Year bring all of you happiness and prosperous. In our
previous (last months) report, we acknowledged that the troubles cause by both man-made and natural
disasters have been occurring worldwide and hundred of thousand of peoples have been suffering the
consequences and impact of the woe. The land in which we are sheltering is also, among other, one of
the .countries that is facing different troubles; flooding damage that cost billion of Baths, and strife
caused by dispute on world heritage temple which cost a number of lives between neighboring
countries. Finally, its a good news that the contend was calm down and settled. All the incidents that
took place have also in different ways affected on the survival of the refugee sheltering along the border.
As we are approaching a Thai New Year, and celebrating water festival, we pray that thewater will wash away all the evil things, bad luck, and pray for everyone to enjoy peaceful and well-to-
do lives in the year to come! Along with the New Year, the refugee are looking forwards to the dawn of
peacefulness that has been longed for decades, and sure the readers are aware of that the situation is be
at odds.
The news for this month stated about the possibility of repatriation and closure of the camp.
Many refugee community members as well as CBOs were raising their concern about the news that has
been spreading. How ever, a committee of refugee responsible came up with a concept, by contact with
different sources of information, CBOs, NGOs and authority concerned, that the repatriation will be
thoroughly define with systematic process; with no force but voluntary repartition and the incident can
take place only when restoration of peace, genuine democracy and political contend are settled. We
never believe that the Thai authority, the royal family as well as the Thai people, with good
understanding who allowed us for sheltering in their land since 1975, will never force us to return to the
land we deserted because of unbearable pressure we have been suffering, unless peace, democracy and
safety are restored.
We believe, the Thai as sympathetic people who are always offer to help those that are weak,
in troubles and the royal family and royal Thai government who are strongly believe in democracy and
always up hold respect of human right will never force the refugee to return unless there is safety with
concrete reason.
In this case, KRC is responsible to cultivate the following knowledge to the camp communitythat-
The RTG is responsible to repatriate the refugee if there is peace restoration in theirhome land-Burma.
Both host country and original country are responsible in cooperation with relatedinternational organization for the repatriation according to refugee right.
Both related countries and organizations are to follow the UNHCR rules in term ofrepatriation.
We believe the RTG, will never force repatriate the refugee living in the camps. The suitable repatriation spell is unpredictable.
We hope, the points stated will decrease the anxiety of the refugee community.

To our knowledge, though Burma has formed and set up a new government, the internal displace
persons (IDP) still fleeing into Thailand seeking for safety and shelter because of unrest civil war.
According to the latest information, a number of civilian fled into Thailand, sheltering at Purkler village,
Umpha area to escape the clashes broke out between SPDC troops and DKBA inside Burma. Perhaps,
some of them are seeking refugee among their relatives living in Nu Po camp. Unconfirmed news
spreading that about 20 families, 60 peoples are currently sheltering among relative in Nu Po camp. We
finally came to know that the army commander and Thai local authority are working together in dealingwith the difficulty.
There is no doubt that repatriation will take place in the future; never-the-less, it must be an
appropriate time that the refugee can safely go home with out fear and with dignity.

Report of KRC and Refugee Camp Activities
April, 2011
5-6/4/11 KRC secretary (1) and livelihood coordinator attended TBBC camp managementworkshop.
8/4/11 KRC attended development of mediation and legal system at LAC office.12/4/11 KRC and KEAB held an information sharing meeting.18/4/11 KRC joint secretary, livelihood coordinator and office manager delivered leadership,
monitoring and evaluation training at Ban Don Yan and Htam Hin camps.
19-20/4/11 KRC secretary, health coordinator and financial advisor provide leadership, monitoringand evaluation training at Mae La camp.
26/4/11 KRC secretary and a number of committee attended DMLS follow up meeting at IRC/LACoffice.
27/4/11 KRC, IRC/LAC and TBBC held a joint-training on gender sensitive at KRC office.29/4/11 KRC and IRC/LAC held a follow up consulting meeting on DMLS at IRC/LAC office.
KRC Livelihood
KRC Live hood VT Coordinator, Regional officers of Tak, Maesariang and Kacharaburi. Together with
ADRA call on livelihood and VT responsible and delivered TOT Training in all camps. The trainee participated
involved area coordinator , Camp VT committee and implementation team. The TOT Training was begun on 18th
April and finished on 18th
May, 2011.

25.4.2011 KRC Livelihood Coordinator and VT Team Met with VTRM- Project Manage anddiscussed on KRC-VT monthly report guideline to be applied during program
implementing process.
18-29.4.2011 KRC Committee member, split into small groups and delivered leadershipmanagement, monitoring and evaluation training in all ( 7 ) Camps.The aim of the activity is to strengthen camp administration including monitoring and evaluation.

KRC Sanklaburi activity
vResponsible person met with TBBC and COERR for discussion of the situation of the camp in future.vFacilitate travelling for KRC joint secretary to give training in the camp.vMet and discussed with TBBC about bamboo growing in neighboring places.vMet with TBBC field Coordinator, food distribution was discussed.

TBBC Thai-Burma Border Consortium. Supports with food and shelter material. TBBC also supports with
warm clothing for refugees. TBBC coordinates with the Camp Management Program to help with administration
and management capacity in all seven camps. TBBC provides KRC with administrative and organizational
support and helps with staff remuneration.
ADRA Adventist Develop and Relief Agency. Starting January 2011, ADRA assumed responsibility for
vocational training formerly implemented by ZOA in all seven camps.
WEAVE Promotes women and childrens education and self-reliance, focusing on household issues to help
women achieve more power, rights, and opportunities in refugee communities.
AMI Aide Medicale Internationale. Supports medical and health facilities.
ARC American Refugee Committee. Supports medical and health facilities.
M.I. Malteser International, formerly MHD Supports medical and health facilities.
ZOA Refugee Care Supports KRC-EE
World Education Support for the Institute of Higher Education.
TOPS Supports educational facilities and nurseries.
COERR Catholic Office for Emergency Relief and Refugees. Food and educational support.
EVI Involved with care and support for extremely vulnerable individuals.
H.I. Handicap International. Supports handicapped refugees with prostheses and rehabilitation. It also
organizes annual sporting events for the handicapped.
UNHCR United Nations High Commissioner for Refugees. Supports registration process, protection, andultimate safe repatriation. It is currently helping with resettlement issues.
SMRU Shoklo Malaria Research Unit. Supports malaria control, prevention, and treatment.
SVA Supports libraries in the camps.
PPAT Planned Parenthood Association of Thailand. Supports family planning and preventive/education in
refugee camps.
SOLIDARITIES Supports Burmese refugees in the camp to address sanitation issues.
RIGHT TO PLAY Supports childrens physical activities and sports.
