ENROLLMENTS; TODAY & FUTUREIn 2001, the enrollment ratio in higher education in India was 6.2% only. Thus, more than 93% students of 10+2 did not join the higher education. Even the students who joined higher education were largely into irrelevant education.

With this % of enrollments in higher education we cannot dream of India as a Super Power!

As per the 11th plan, the Government of India targets to increase the higher education enrollment from current 8% to 20%. The total enrolment in higher education at the end of 10th Plan is estimated to be 1.2 crores out of which the contribution of distance education alone is 24%. The government has decided to increase the enrolment in distance education from 24% to 40% and to achieve this there is a renewed emphasis on distance education throughout the country.

1. AN OVERVIEW ON DISTANCE EDUCATIONAlthough, distance education is not new internationally, but in India it has recently come in vogue. Today,

distance education calls upon an impressive range of technologies to enable teachers and students who are separated by distance to communicate with each other either in real time (synchronous) or delayed time (asynchronous).

Due to the rapid technological change and shifting market conditions, the education system across the globe is changing. It is challenged with providing increased educational opportunities without increased budgets. Many educational institutions are answering this challenge by developing distance education programmes. These types of programmes can provide adults with a second chance at a college education, reach that disadvantage by limited time, distance or physical disability and update the knowledge base of workers at their places of employment.

Thus all concerned with the future of distance education in this country should see the hidden opportunity in this service sector and re-organize and re-orient themselves in a manner to compete with the forthcoming challenges and business opportunities.

Distance Education is an established mode of education being followed by decades by developed countries and being aggressively promoted by UNESCO in developing countries. It is a flexible system of education mainly catering professionals who work to earn a living but at the same time continuously want to upgrade their skills and also for those who cannot afford regular education and want slow paced education through short modules at periodic intervals.



2. KARNATKA STATE OPEN UNIVERSITY (KSOU)

Karnataka State Open University (KSOU) was established on 1st June 1996 with the assent of H.E. Governor of Karnataka as a full fledged University in the academic year 1996 vide Government of Karnataka notification no ED 1 UOV 95 dated 12th February 1996 (KSOU Act – 1992). The act was promulgated with the object to incorporate an Open University at the State level for the introduction and promotion of Open University and Distance Education systems in the education pattern of the State and for the Co-ordination and determination of standard of such systems.

With the virtue of KSOU Act of 1992, Karnataka State Open University is empowered to establish, maintain or recognize Colleges and Study Centres at such places in Karnataka and may also open outside Karnataka at such places as it deems fit.

3. RECOGNITIONSDEC Approval: Karnataka State Open University is a recognized University of Distance Education Council under the agies of Ministry of Human Resource Development (MHRD) (Revised notification F. No. DEC/OU/Recog./2008).

AIU: Karnataka State Open University is a regular member of the Association of Indian Universities (AIU), New Delhi since 1999 (No. EV/11(80)/99/203935-4172).

ACU: Karnataka State Open University is a permanent member of Association of Commonwealth Universities (ACU), London, United Kingdom since 1999. Its member code is: ZKASOPENUINI.

AAOU: Karnataka State Open University is a permanent member of Asian Association of Open Universities (AAOU), Beijing, China since 1999.

COL: Karnataka State Open University has association with Commonwealth of Learning (COL), Vancouver, Canada since 2003. COL is an intergovernmental organization created by Commonwealth Heads of Government to encourage the development and sharing of open learning / distance education knowledge, resources and technologies.

MESSAGES UGC CHAIRMAN

MESSAGEThe enrollment ration in higher education in India is close to 10.5% against the average International

enrollment ratio of 53%. It implies that 90% of our youth does not pursue higher education which is a big challenge for the overall growth of the country.

The Government of India in its 11th Plan has targeted to increase the Gross Enrollment Ratio in higher education from 11% to 20%. This implies that we need to double up our capacity for higher education. Besides other steps to achieve the above the Government of India is planning to increase the contribution of distance education from the present 24% to 40%. Thus, there is a need for Universities to establish high quality distance education systems to achieve these targets.

Our Government has declared 2010-2020 as the “Decade of Innovation” and in assistance to this every person of India should come up with little innovative ideas for the growth of our Nation. We need to achieve inclusive and sustainable growth in education, skill development, health care, energy, agriculture and infrastructure. New solutions in many areas are necessary to reach such targets in expedient ways and in summarizing to above we have come up with an innovative idea.

I am very happy that Karnataka State Open University (KSOU) has contributed a lot in Distance Education since 1996 and again come up with an innovative idea of online learning with online Examination of KSOU courses in collaboration with BER & VEDANT.

It is appreciable that KSOU has established its network not only in the urban sector but also in the far flung areas which have been deprived of opportunities of higher education.

I am confident that University will increase the enrollment ratio in higher education and rise in the academic world in near future. I am giving my best wishes to each and everyone.

Sir,

There are a number of Open Universities In the country offering venous degrees/diploma through the mode of non-formal education. The Open Universities have been established in the country by an Act of Parliament or State Legistature in accordance with the provisions contained in Saction 2(f) of University Grants Commission Act. 1956. These universities are. therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956.

A circular was earier Issued vide UGC letter N.F 1-B/92 (CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards or the Universities in lhe country.

Attention is further invited to UGC circular No. F1-25/93(CPP-II) dated 28th July, 1993 for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility or students from Open University streem to traditional Universities is ensured without any difficulty.

The UGC has specified the nomenclature of degrees under Section 22(3) of tho UGC Act 1956 to ensure mandatory requirements viz. minimum essential academic Input & required for awarding such degrees. The details or Gazette Notification regarding specification of degrees are given in UGC website www.ugc.ac.in

May I therefore request you to treat the Degrees/Diplomas/Certificates awarded by the Open Universities in conformity with the UGC notification on Specification of Degrees as equivalent to the corresponding awards of the traditional universities in the country.
