Wind power is a reliable, clean, renewable resource that will contribute to healthy communities in Lancaster County in many ways including: -- Substantial contribution to Lancaster County's tax base; -- County road maintenance and improvements; -- Landowner income and multiplier effects of additional income in local community; -- Contracting for goods and services associated with construction of a $100m+ project; -- Producing power with no fuel, no water use, and no emissions; and -- Compatibility with current agricultural use land (crops, grazing, recreation, etc.) We request that the Planning Commission and Board of Supervisors: -- Adopt updated noise regulations for commercial wind farms that use a day time limit of 75 decibels and night time limit of 50 decibels. -- Establish a wind-turbine specific penalty in dollar terms for violations of the limits. -- Wind turbine setbacks should be no less than 1,000 feet from a non-participating residence. I would like to see wind farms developed safely and responsibly in my community. To assure that the Hallam Wind Project and future potential projects in rural parts of Lancaster County are not prohibited, I ask that you pass reasonable regulations. I strongly encourage the adoption of reasonable wind farm regulations for the agricultural zone of Lancaster County. The current setback and sound limits are overly restrictive, are unnecessary in terms of health, safety and welfare of the public and county residents.
