Hello Friends,

What a year it has been! 2020 was not without its challenges for all of us, but in the face of adversity, our team rose to the occasion. Even with all of the unknowns that were thrown at us, we marched on, stuck together (from a distance), and found creative solutions to hard problems. Despite the travails of this year, nothing has been more inspiring than the work we have accom-plished together as a community by staying strong during this difficult and turbulent time. The success we achieved this year could not have been possible without the continued support of our community. In a time of constant change and uncertainty, one thing that never wavered was your support and dedication to the work we do. Whether you wrote us a check, volunteered at a clean up, or spread the word about our work and cam-paigns, we sincerely thank you for your contribution.

Even with all of the turmoil 2020 brought about, the Potomac Riverkeeper Network community has much to be proud of. We expanded our Community Science Water Quality Monitoring Program, published our first annual Swimmable Potomac Report, launched our Trash-Free Potomac, Respect the Shenandoah, and 50 Million Mussels Campaigns, dove headfirst into an investigation and awareness campaign focused on levels of a class of “forev-er chemicals” called PFAS in the Upper Potomac, and achieved many victories against polluters along our shorelines. This impressive recap is just a hint of a description of our work this past year, so read on to learn more about what our dedicated team was able to accomplish with your support in 2020.

Although we know 2021 will continue to bring many challenges our way, we are feeling energized, encouraged, and ready to continue defending your right to clean water. We are looking forward to the months ahead when we can join together once again on the rivers we work together to protect. Cheers to a New Year!

THE VIRTUAL LIFE – STAYING CONNECTED IN A PANDEMICAs we all know, this year upended many in-person events. And that was certainly the case for us. But we were able to show that among our strengths continue to be resilience, agility, and perseverance. Thus, not only did we succeed, we improved!

The Law & Water Gala – thanks to lots of creativity by our Vice President of Development and Philanthropy, Emily Franc, and hard work from many members of our team, we were able to pull off a top-notch virtual Gala!

From the comfort and safety of their homes, our community was able to participate in our annual auction and learn about our accomplishments over this past year through speeches given by PRKN President Nancy Stoner and all three of our Riverkeepers. We were also able to celebrate our Volunteer of the Year Carl Scheider and Protector of the Potomac Avis Ogilvy Moore. We even enjoyed a conversation between Vice President of Litiga-tion Philip Musegaas and celebrity special guest Diane Neal, and boogied to the music of the local band The Thrillbillies!

Hosting PRKN’s first virtual gala was a new experience, and we can be proud of the end result. With the support of our commu-nity, we managed to raise over $199,000! This generous fund will allow us to continue to do our jobs protecting and defend-ing the Potomac and Shenandoah Rivers and their tributaries.

We were agile in other ways. Much of the work we do, particu-larly in connecting with our supporters and friends – like you – has been done in person; but we found that we can achieve much virtually.

Zoom became a good friend to us. In addition to the training, we found that by using it, we could continue to deliver other important news about what we do. We instituted our “Water Wednesday” program – once a month a member of our staff delivers a thoughtful and informative presentation about a topic of interest. Implications of the recent election, a primer on PFAS and our plans about solving the problem it presents, the state of the Potomac and its pollution challenges –these are just a few of the subjects. And we plan to continue this well-received program, so be sure to tune in – we offer them during the lunch hour so you won’t be taking time away from your workday.

In 2020, PRKN became the first Riverkeeeper program within Waterkeeper Alliance to have a formal drone surveillance program, complete with standard operating procedures beyond what is required by the FAA for commercial drone pilots. The drone surveillance program has enabled all three Riverkeepers to collect valuable images of pollution that can be used in legal action against a polluter. For example, UPRK used drone imagery as proof of water quality violations in the D&L Coal case. Similarly, in late 2019 drone images captured illegal discharge of mining stormwater pollution from a basalt mine near Fairfield, PA. Negotiations with the mining company, Specialty Granules Incorporated, corrected the illegal discharge by installing a five-stage sand filtration system that reduced pollutants by 75%. This is the first known mining site in the Potomac watershed that has installed a filtration system on a stormwater discharge.

The drone images provid-ed critically important evidence of permit violations that resulted in such a dramatic reduction of pollutants from a mining operation.

EXTRAORDINARY CHALLENGES AND EXTRAORDINARY SUCCESSESThroughout these pages, you will read of how our Riverkeep-ers were challenged by the limitations imposed by Covid-19, but you will also read about how they surmounted them and achieved much.

Upper Potomac Riverkeeper Brent Walls’s story is of a piece. Because of the pandemic, some projects and events had to be postponed – Keep the Cacapon Clean Initiative and River-Palooza trips – but, with resourcefulness and technology, Brent continued to meet polluters head-on and win.

His campaign against D&L Coal in Keyser, WV, is a great example.

Pictured above, the 2.5-acre coal loading operation near the bank of the North Branch of the Potomac River, including a stockpile with heaps of coal up to 20 feet high, supplied coal to the Luke Paper Mill in Luke, Maryland, about a half-mile downriver.

When it rains, runoff contaminated with coal waste from the stockpile flowed into ditches and directly into the North Branch Potomac River.

In spite of the company’s claims that its coal loading opera-tion did not allow any stormwater pollution into the river, Brent collected photographic evidence to the contrary. In February 2020, he noticed coal residue along a channel, formed by coal-laden stormwater, leading from the D & L site into the river. He returned three times after rains and obtained more photos of polluted water from the site into the Potomac.

With that evidence, in July 2020, Upper Potomac Riverkeeper, along with Environmental Integrity Project and Appalachian Mountain Advocates, filed a Notice of Intent to sue under the Clean Water Act. In response, D&L voluntarily rescinded its discharge permit (essentially ceasing all activities at the site) and reclaimed the site to its state before the issuance of the permit. It looks better than it has looked for decades, and the potential pollution source has been completely eliminated.

Shenandoah Riverkeeper Mark Frondorf and Alan Lehman, Program Manag-er, continued in 2020 to show that they are real forces for improving water quality in the Valley. Shenandoah Riverkeeper has been working for many years to get herds of cattle out of the rivers, and that work is showing real results. This year, thanks to Mark’s persistent advocacy in Richmond with his colleagues from the Virginia Conservation Network, for the first time ever, the Virginia General Assembly passed legislation setting a deadline for farmers to get their herds of cattle out of Virginia rivers before a legal mandate kicks in. Mark was also successful in getting the General Assembly and Governor Northam to increase the critical cost share dollars needed to help farmers pay for these improvements. Both of these advances, in addition to the work Mark and Alan do day-in and day-out to identify cattle herds that need to be fenced out of the rivers, will reduce nuisance algal outbreaks, bacterial contamination and streambank erosion. Another breakthrough in Mark’s advocacy this year was the VA Department of Environmental Quality strengthening its regulations for tracking and reducing excess application of poultry manure to farmland. This was a great year for improving water quality in the river.

In the spring of 2020, SRK formally unveiled the Shenandoah Watershed Compact. This was a result of the hard work of approximately 100 water-shed stakeholders over the preceding twelve months who constructed a vision and roadmap for the protection and preservation of the Shenandoah watershed. This compact serves as a guidebook for decision-makers, stake-holders, and everyone who seeks to enhance protection for the Shenandoah River. Warren County used it in their strategic planning efforts, and Shenan-doah and Augusta counties pursued its recommendations to seek a State Scenic River designation for a stretch of the North Fork and South River, respectively.

The recommendations of the Shenandoah Watershed Compact also led to the development of the Respect the Shenandoah campaign, which provides tools for the public to use to identify nuisance algal outbreaks on the Shenandoah and take action to drive policy changes to address their causes.

On a fun side, Mark, in spite of Covid-19, hosted a very successful and social-distanced snorkeling event – bilingually! He had help from the U.S. Forest Service and the Hispanic Access Foundation, and was able to reach underserved and underrepresented neighbors in the Valley. These efforts are truly unique – there is no other organization around which combines this sort of outreach with the investigation, advocacy and enforcement we do.

In one of the most unexpected and biggest victories of the year, in the summer of 2020, the work of SRK and its partners compelled Dominion and Duke Energy to cancel the Atlantic Coast Pipeline, which attempted to get cheap fracked gas to the international market by cutting across 600-miles of the Commonwealth and putting the headwaters of the Shenandoah water-shed at risk.

COVID-19 DID NOT STOP PROGRESS IN THE POTOMAC!Dean Naujoks, Potomac Riverkeeper, has – as every-one does – stories about how Covid-19 made his work very difficult this year. But few are as indefatigable as he is, so no one can be surprised that he still achieved a great deal in 2020.

2020 marks the second year Potomac Riverkeeper monitored water quality at 16 sites in Maryland, Virgin-ia, and DC locations on the Potomac River. In DC’s portion of the river, Dean and a team of dedicated volunteers are part of the DC Citizen Science Water Quality Monitoring, a program of the Department of Energy and Environment, implemented by Anacostia Riverkeeper as the project lead. We measure and report the amount of bacteria in the water so the public can make informed decisions about when and where to recreate in the Potomac and reduce their health risk from exposure to bacteria pollution. Interested users can access the data at https://www.theswimguide.org. This monitoring is a key feature of Potomac Riverkeep-er’s work to make the Potomac River swimmable again. Unfortunately, the pandemic made everything much more complicated this year, from needing to develop on-line training, to establishing a full set of Covid-19 protocols for safety at the lab, to replacing volunteers with staff for much of the summer. But Dean made it happen with the incredible assistance of both Emily Franc and Phillip Musegaas who stepped in to sample sites that normally would be covered by 20 volunteers. Special thanks to our volunteer lab manager, Carl Scheider, for his incredible and exceptional manage-ment of the program while helping PRKN expand the number of monitoring sites during the pandemic!

At a time when many other organizations were cancel-ing new outreach efforts altogether, Potomac River-keeper launched the Trash-Free Potomac Campaign designed to increase public awareness and support for policy measures to decrease the amount of plastic pollution desecrating the Potomac River. Potomac Riverkeeper hosted 14 river clean ups and managed more than 214 volunteers, making it one of the most successful years ever for volunteer engagement at PRKN.

Why are water monitoring and reducing trash so important? Who is to speak for the river and for the flora and fauna which rely on it? Without a stalwart voice embodied with a fearless willingness to chal-lenge polluters, their days would be numbered.

The District of Columbia Department of Energy and Environment (DOEE) awarded a grant to Anacostia

Riverkeeper to implement a DC-based citizen science water quality monitoring program with the goal of providing up-to-date, weekly water quality data to

residents and visitors by sampling for bacteria, turbidity, pH, air and water temperature weekly from May-Sep-

tember. With thousands of people interacting with, and recreating on, DC’s waters each year, it’s essential for

the public to have current water quality data about pollution that may directly impact their well-being and

health. For this project, Anacostia Riverkeeper has partnered with Alliance for the Chesapeake Bay, Rock Creek Conservancy, Audubon Naturalist Society, and

Potomac Riverkeeper Network.

This is the first effort to integrate citizen science water quality data and to inform policy management and

water quality assessments into the District’s water quality plan. The contributions of data by volunteer and

non-traditional monitoring groups to this new DC monitoring network will provide valuable information

that supports shared decision-making, adaptive management, and measuring progress towards a

clean, swimmable, and fishable DC.

PROTECTING THE POTOMAC

MUSSELS – FOR US AND FOR THE RIVER How do you clean up a river? Start by putting less pollution in it (that’s on all of us) but also by helping the river to clean itself. And that’s where mussels come in.

Mussels are incredibly valuable for improving water quality – they filter out nutrients, toxins, and sediments. The native mussel popula-tion in the Potomac suffered near-extinction due to centuries of human-caused pollution. Because of their important role in the ecosystem, we’ve launched the 50 Million Mussel Project to return them to the river so they can do their part to improve water quality.

We began by introducing mussels at National Harbor in 2019 in partnership with Maryland’s Department of Natural Resources, Oasis Marinas, Peterson Companies, and Underwater Adventure Seekers, a DC chapter of the National Association of Black SCUBA Divers. And in 2020, we checked on our little babies at their nursery at National Harbor – they are thriving! The project is part of ongoing efforts to heal the Potomac and the Bay, mitigate climate change impacts, and improve water quality.

We will continue to rebuild our mussel populations to clean our waterways and reduce pollutants transported to the Chesapeake Bay.
