He believes that city urban growth areas should not be expanded unless and until the current growth areas are almost completely full. “He also supports creation of a watershed improvement district around Lake Whatcom, based on the model used in the Bertrand Creek watershed near Lynden, and the use of flood tax funds collected from city residents for projects around the lake.
