Welcome to the Northern Districts Cricket Junior Secondary Boys’ Tournament. On behalf of the Northern Districts Cricket Association, I would like to congratulate you on your selection to represent your District Association at this tournament. Given the high quantity and quality of players that our region produces, representing your Association at this tournament is a fantastic achievement. History shows that some players from this tournament will go on to higher honours and play for the Knights and the BLACKCAPS. We look forward to seeing some fantastic skills on display this week by some stars of the future. I personally look forward to seeing the results of this tournament and, importantly, hope that the games are played in the right spirit. Respect your opponents, umpires and team-mates. They will all play an integral part in making this week memorable for all. A special thanks go out to our tournament hosts, Northland Cricket Association. We know that they will continue their fine tradition of producing fantastic cricket facilities for tournament play. GENERAL MANAGER’S MESSAGE

On behalf of the Northland Cricket Association, I’d like to welcome all players, management and supporters to the 2016 Junior Secondary Schools District Association Tournament.

Northland is proud to host this tournament and hope that the players enjoy the chance to experience Northland, both on and off the park. The Northland Cricket Association is also excited to offer players the chance to play on an international ground, in Cobham Oval, and hope that this gives players in every District Association the opportunity to experience what current First Class and International player’s experience.

Tournaments such as this one, are a very important component of playing representative cricket. It is hoped that all players in all teams develop skilfully and socially during the tournament and the Northland Cricket Association encourages every player to play fairly be a team player.

Every team would enjoy the glory of winning this tournament but there will be only one eventual winner. Therefore, it is imperative that players, management and supporters enjoy each and every moment of their tournament experience, because win, lose or draw, the tournament will be a success if this happens.

Northland Junior Cricket warmly welcomes all the player, administrators and supporters to Whangarei for the annual ND junior secondary school cricket tournament. We hope you enjoy your cricket in Whangarei and especially our hospitality.

To the players, congratulations on your selection to represent your district, play hard, give it 100% and play fair. At this tournament you will meet other players who you can judge for yourself against the best from other teams and have an opportunity to stake your own claim for higher honours.

Please remember to thank your coaches, managers and your parents to enable you to participate in this grand tournament.

THE SPIRIT OF CRICKET

Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

Responsibility for ConductThere are two Laws which place the responsibility for the team’s conduct firmly on the captain:

A) Responsibility of Captains The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws;B) Players Conduct In the event of a player failing to comply with instructions by an umpire, criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the players captain, and instruct the latter to take action.

Fair and unfair play

According to the Laws, the umpires are the sole judges of fair and unfair play.

The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

The umpires are authorised to intervene in cases of:Time wasting

Damaging the pitch

Dangerous or unfair bowling

Tampering with the ball

Any other action that they consider to be unfair

The Spirit of the Game involves RESPECT for:

Your opponents

Your own captain and team

The role of the umpires

The game’s traditional values

It is against the Spirit of the Game:

To dispute an umpire’s decision by word, action or gesture

To direct abusive language towards an opponent or umpires

To indulge in cheating or any sharp practice, for instance:

• to appeal knowing that the batsman is not out;• to advance towards an umpire in an aggressive manner when appealing;• to seek to distrct an opponent either verbally or by harrassment with

persistant clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side.

Violence

There is no place for any act of violence on the field of play.

Players

Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

PLAYING CONDITIONS

1. Tournament Format Two groups round robin. 2 x T20s, 1 x 50 overs. Then 50 over semi-finals across pools [1 v 2, 2 v 1, 3 v 4, 4 v 3]. If teams are equal on points semi final positions shall be decided as follows: - who beat who - average runs per wicket scored minus average runs per wicket against Final and playoffs over 2 days The composite team is eligible for the final.

2. Hours of Play Starting time set by the host Association. A finishing time to allow for adjustments if weather affected, shall also be set For the two day game play shall not exceed 6 1/2 hours on any day, unless the minimum number of overs have not been bowled.

3. Teams May be composed of 12 players, but only 11 may bat. All 12 players are able to field and bowl, but only 11 players are to be on the field at any one time. In a two day game the non batter may be a different player in each innings.

4. Equipment Each team is expected to provide its own set of stump and bails. 4 piece 156 gram balls will be provided by NDC.

NOTE: All batsman, and wicketkeepers standing up to the stumps MUST wear a helmet. NOTE: REFER TO NOTE 14. 5. Dress Teams may wear either white cricket clothing or Association coloured clothing.

6. Drinks Breaks Coaches are permitted on the field of play during the drinks break. However coaches should not take up more time than is usual for a drinks break. The Tournament Manager will reprimand coaches who are time wasting.

7. Interruptions to play due to ground conditions, weather, and light All decisions shall be in the hands of the Umpires and The Tournament Manager. Play for the day can only be abandoned by the Tournament Manager.8. T20 Games [a] An interrupted game must have a minimum of 5 overs per side to obtain a result. [b] 15 mins between innings. [c] Bowling teams are advised that they should complete their 20 overs with in 1 hr 20 mins. [d] In the event of a tie a one over per side eliminator shall apply [e] Fielding Restrictions • No more than 5 on legside or 2 behind square leg • For first 6 overs only 2 fielders are allowed outside the 30 yard circle • For remainder of overs only 5 fielders are allowed outside the 30 yard circle [this applies to an eliminator over as well] [f] Bowling Restrictions: max 4 overs per bowler

9. Wides [all formats] Balls wide of off stump that the batsman cannot reasonably reach

Balls pitching outside leg stump and going wider down leg. Strictly enforced in T20 and One Day games. Some leeway in a 2 day game if the batsman could have been expected to hit the ball [e.g. against a slow bowler] Balls over head height

10. No Balls [all formats] Usual rules for foot faults apply In both T20 and One Day games the next ball shall be a free hit. NOTE: NEW RULE All No Balls the next ball will be free a hit

Penalty of one run in addition to any other runs scored

11. One Day Games (a) The result (i) A result can be achieved only if both teams have batted for at least 15 overs, unless one team has been all out in less than 15 overs or unless the team batting second scores enough runs to win in less than 15 overs. (ii) In the event of a tie, the result will be decided in favour of the side losing the least number of wickets. If both sides have lost the same number of wickets, a one over eliminator will be played. (b) Interrupted games Either start delayed or play suspended. The aim is to rearrange the number of overs so that both teams have the opportunity of batting for the same number of overs. Each team must have a minimum of 15 overs to get a result.

NOTE Duckworth Lewis Calculations will apply using the CricHQ scoring method (c) Fielding restrictions: NZC one day rules apply - in summary

• There may be no more than 5 fielders on the on side at any time • There will be 3 blocks of power play overs • Power play 1: in the first 10 overs only 2 fielders are allowed out side the 30 yard circle • Power play 2: The second power play overs 11- 40 – only 4 fields men are allowed outside the 30 yard circle. • Power play 3: Overs 41 – 50 5 fielders allowed outside the circle • Where overs are reduced umpires should consult the NZC rules for adjustments to the field restrictions.

For reduced overs consult the NZC One Day Rules.

NOTE point 14 player safety (d) Bowling restrictions: • all bowlers except spin bowlers are restricted to 6 overs in one spell.

no bowler shall bowl more than 10 overs in an innings. • when a match is reduced, no bowler shall bowl for more than 1/5 of the over allotted to that innings. • if a bowler is injured during an over, another bowler must complete the over.12. Two Day Games (a) There shall be a lunch break of at least 40 minutes and a tea break of 20 minutes. (b) 17 overs must be bowled in the last scheduled hour of the match. (c) The minimum number of overs per day, unless there is an interrup tion, is 100. If play is interrupted the minimum number of overs per day is reduced at the rate of 1 over per 3.5 minutes. (d) If not dismissed, the team batting first shall declare their innings closed at stumps on the first day or at the completion of half the scheduled overs in an interrupted match. eg. day one only 60 overs are bowled plus 100 overs minimum on 2nd day = 160 overs divided by 2 = 80 overs (e) If the minimum number of overs is exceeded on the first day and the team batting first is not dismissed, then the team batting second is entitled to the same number of overs. eg. Team A bats for 109 overs before their compulsory declaration at stumps, Team B is entitled to 109 overs on Day 2. (f) Bowling restrictions • there are no restrictions on the number of overs bowled by a spin bowler • all other bowlers are limited to a maximum of 14 overs per day and six overs in any one spell (g) If less than 50 overs are bowled on Day 1 then that game is abandoned and a one day game will be played on Day 2.

13. Major Weather Disruption [one day games] Tournament Managers may use their discretion to change to 20/20/20/20 over format if at the start of the day it seems the weather is likely to curtail play part way through the day. This helps increase the likelihood of a result. Games played in this format will be determined by the scores at the end of the first pair of 20 overs if the game is then abandoned before the other pair of 20 overs are completed. If this format is chosen bowlers have a maximum of 1/5 of the overs (ie 4 overs in each of the 20 over sessions). A side partly

through their innings at the end of the first 20 overs resumes at that stage in the second 20 overs. It is still a single innings game.

14. ND CRICKET PLAYER SAFETY REGULATIONS 2016/17 The following Player Safety regulations will apply to all ND Cricket competitions in 2016/17: 1. All batsmen under 19 years of age must wear a helmet with a face guard when batting in hardball cricket. Note: we recommend that this applies to net practices as well.

2. ND Cricket recommends that all batsmen, regardless of age, should wear a helmet with a faceguard when batting in hardball cricket.

3. All wicketkeepers under 19 years of age must wear a helmet with a faceguard when standing up to the stumps [within 5 metres] in hardball cricket.

4. ND Cricket recommends that all wicketkeepers, regardless of age, should wear a helmet with a faceguard when standing up to the stumps in hardball cricket.

5. All players, regardless of age, must wear a helmet with a faceguard when fielding closer than 7 metres from the stumps of the batsman on strike in hardball cricket, except behind the wicket on the off side. ND Cricket recommends that they also wear a protector and shin pads.

6. No player up to and including Year 10 shall be allowed to field closer than 10 metres from the stumps of the batsman on strike, except behind the wicket on the offside.

Kensington Park.From Auckland follow State Highway 1 all the way to Whangarei, continue along state highway 1 you will pass Burger King on your right hand side. Just after passing Burger king you will go up a slight hill at the top of the hill on the right hand side is Kensington Park.

Cobham Oval.From Auckland follow state highway 1 all the way to Whangarei, as you enter Whangarei at the traffic lights outside Harvey Norman take a right turn onto Rewa Rewa Road. Follow Rewa Rewa Road all the way to the end (note it changes to Kioreroa Road. At the end of the road turn left you will travel over a roundabout and Cobham Oval is situated on your right hand side.
