The Twenhofel Honor Choir performed at the "Festival Disney" National Music Competition in Orlando during spring break with over 60 other bands and choirs. The choir received first place with a superior rating, a "Mickey Mouse trophy" for being "BEST IN CLASS", and a "FESTIVAL DISNEY GOLD MICKEY" trophy for scoring the highest in the middle school division. ODYSSEY OF THE MIND TEAMS ARE WORLD BOUND

Odyssey of the Mind is an international education program that provides creative problem-solving opportunities for students from kindergarten through college. Team members apply their creativity to solve problems that range from building mechanical devices to presenting their own interpretation of literary classics. Over 700 teams from almost all U.S. states and around the world will be competing at World Finals.

Advancing to the World Finals at the University of Maryland from May 27 – 30, 2011 are teams from Fort Wright Elementary, Simon Kenton High School, two teams from Turkey Foot Middle, and four from Dixie Heights. Dixie also has one team competing in Poland right now. A senior scholarship award has been awarded to Sarah Keene from Simon Kenton High.

KENTUCKY PTA PRINCIPAL AND CLASSIFIED OF THE YEAR

The Kentucky PTA has honored Pat Goetz, Kenton Elementary Principal, as the Principal of the Year and Jerry Ferguson, as the Classified Personnel of the Year. Pat was selected for this honor based on her involvement in all PTA activities. Not only is she a member of PTA but participates in every PTA event. Jerry goes above and beyond for students and PTA. In addition to his duties as Building Operations Supervisor, he serves as the Fort Wright Odyssey of the Mind Coach. Jerry’s principal wrote in his nomination, “Jerry is a team player and loved by all.” This statewide recognition for Pat and Jerry is well deserved. Congratulations Pat and Jerry on this great honor.

WHAT OUTSTANDING WORK AWARD

Dwayne Humphrey, Teacher at Turkey Foot Middle SchoolNominated by colleagues

As the Activities Director for Turkey Foot, Dwayne has consistently gone above and beyond expectations to motivate and encourage all students and to create an opportunity for everyone to be involved in and to be excited about school. He works extremely hard to make every program he is involved in a great program for the kids and a testament to the district, as shown by the incredible science fair, the remarkable improvement in the math counts program, and the hugely successful intramural soccer program. After working with Dwayne on both math counts and soccer, we continue to be impressed by professionalism, genuineness, and strength of character.  He exemplifies what a WOW award should represent.

Carey Wolking, Teacher at Taylor Mill Elementary Nominated by parents

Coming into the public school system last year from a private kindergarten we did not know what to expect at Taylor Mill Elementary. However, when our son was placed in first grade with Mrs. Wolking, we found out what an honor and blessing we had received having her as our son’s teacher. She has a top-notch teaching method that brings out enjoyment for learning within her students. She promotes the students academically by giving them the support they need, while allowing them to feel comfortable raising their hand even when they may not have the right answer.

Thank you Mrs. Wolking for making a WOW difference in a young boy’s life and being that special teacher who has a caring heart for learning.

Under Kentucky law it is necessary that a teacher hold a teaching certificate in order to be able for his or her position. STATEMENT OF INTENT TO TERMINATE CONTINUING CONTRACTS (EXPIRATION OF CERTIFICATION)

The following teachers are on a continuing contract status with the Board of Education but have teaching certificates which will expire on June 30, 2011. In accordance with KRS 161.020, no person is eligible to serve as a teacher, or receive salary for services rendered in such position, unless the person holds a certificate of legal qualification for such position and no teacher is eligible for continuing contract status unless the person holds a valid teacher certificate.

No person shall enter upon the duties of a position requiring certification qualifications until the certificate has been filed and credentials registered with the district employing the person. This month our district wide energy consumption is down 19.1% compared to our baseline year (2005-2006).  We used 349654 kWh less than in April 2006, that is a reduction of 524481lbs. of CO2.  This is equivalent to removing 35 cars from the roads or planting 71 acres of trees.  We avoided over $37,000 in energy costs this month.

C. Emergency Substitute Teacher “Blanket Approval”

The State Department no longer needs to approve emergency substitute teacher application provided the Board of Education approves a “blanket” approval for that position. Staff would still ensure that applicants meet the requirements for the position and would also ensure that emergency substitute teachers will be hired only when regularly certificated and substitute certificated individuals are not available. This new “blanket” approval eliminates paperwork and expedites the hiring process. Like all other personnel, the names of emergency substitute teachers will appear on the Board agenda following the date of hire.

Recommendation: It is recommended that the Board approve the Emergency Substitute Teacher “Blanket Approval.

1. Field Trip Request – Dixie Heights High School – Winter Guard

Dixie Heights High School requests permission for 22 students to travel to Dayton, OH on April 7, 2011 for the Winter Guard International World Championships at Nutter Center at Wright State University. The students qualified on 4/2/11, and paperwork was completed on the day of the last board meeting. Supervision was provided by staff at a ratio of 1:22. Transportation was via Kenton County bus and lunch was at McDonalds in Fairborn, OH. There was no cost to the students.

Recommendation:  It is recommended that the Board approve the trip request.

Dixie Heights High School requests permission for 7 students to travel to Gdansk, Poland April 26 to May 9, 2011 to participate in the Odyssey of the Mind EuroFest against teams from 15 countries. Supervision will be provided by staff and parents at a ratio of 1:2. Lodging will be in youth hostels in Gdansk. Cost per student is $1,500. Funds have been secured for indigent students.

V. DISCUSSION AND ACTION

1. BG-11-002 Revision for Turkey Foot Middle School Solar Photovoltaic System Enc. 9

This BG-1 revision is required to allow for the total bond sale necessary to match the Kentucky Energy Cabinet Grant of $2,000,000. Expenditures totaling $662,533 within the construction of the Turkey Foot Middle School are allowable and it is necessary for the School District to bond the balance of $1,340,000, with the two totaling approximately $2,000,000.

Recommendation: It is recommended that the Kenton County Board of Education approve the revision of BG 11-002 for the construction of a solar photovoltaic system and to prepare an interface with the electric grid on the roof of the new Turkey Foot Middle School, contingent on approval of the Kentucky Department of Education.

WRIGHT, KENTUCKY; AUTHORZING AND APPROVING CERTAIN ARCHITECTS' PLANS FOR THE CONSTRUCTION OF CERTAIN SCHOOL BUILDING PROJECTS; APPROVING THE PLAN OF FINANCING THE COST OF SAID PROJECTS; CONFIRMING THE ACCEPTANCE OF AN OFFER OF ASSISTANCE FROM THE KENTUCKY SCHOOL FACILITIES CONSTRUCTION COMMISSION; AUTHORIZING AND APPROVING THE EXECUTION OF A PARTICIPATION AGREEMENT WITH SAID COMMISSION; AUTHORIZING THE EXECUTION OF A CONTRACT, LEASE AND OPTION WITH THE KENTON COUNTY SCHOOL DISTRICT FINANCE CORPORATION AND ANY FURTHER NECESSARY INSTRUMENTS;

Each school’s SBDM Council has developed and approved a professional development plan for the 2011-21 school year, which addresses the goals of their respective Comprehensive School Improvement Plan and the District’s Goals.  As most school plans include a flexible calendar option, the board is requested to approve the plans as presented. 

Recommendation:  It is recommended that the Board approve the 2011-12 professional development plan of each school as submitted in the enclosure.

4. 2011-2012 Student Fees

6. Section Seven School Allocations – KAR 3:246 Enc. 11

Section 7 of KAR 3:246 School Council Allocation Formula provides that if there are funds available to be distributed after council allocations are budgeted and general operating expenses are met, that those funds may be distributed in the following ways;

(a) An amount per pupil based on prior year average daily attendance (b) Based on pupil needs identified by school councils in their adopted school improvement

plans and designated by the local board(c) For specific instructional purposes based on student needs identified by the board from

disaggregated student achievement data(d) A combination of (a), (b), and (c) above.(e)The section seven allocations presented for approval are those indicated by the schools’ improvement plans, enrollment adjustments, and budget requests. Additions from last year are as follows: An Associate Principal, ½ secretarial position, and ½ instructional assistant has been added to Turkey Foot. 7. Summer School Enrichment Program Request – Summit View Elementary

Summit View Elementary requests permission to serve as a pilot program that can be expanded district-wide in the future by offering a one week enrichment program for students indentified in the primary talent pool (grade K-3) and formally identified gifted (grade 4 and 5). Teachers were presented information regarding a potential summer enrichment program and parents of PTP and gifted students were surveyed regarding interest in a summer enrichment program. Teachers and parents indicated strong favorable response. The program will be named The Stallion Academy and classes will be taught during the week of June 6-10, 2011, from 9:30 a.m. to 12:00 p.m. at Summit View Elementary. Teacher, Krista Miller will serve as the project manager. The principal or assistant principal will be on location during the academy. Summit View teachers will write the curriculum for the class and teach the class. The anticipated tuition of classes will be $80.00 to cover teacher salaries, supplies and a daily snack. Class size will be 8-10 students per class. Parents will be responsible for transportation to and from Summit View Elementary. Funds will be available for indigent students. Anticipated class offerings include Lego/Problem Solving; Chemistry; Mini Musical; CreArtivity; Technology with I-Pads; Spanish Culture and Language; Photography of Nature; Ocean Adventures; Planting a Garden/Body Nutrition; African Animals.

Recommendation: It is recommended that the Board approve the Summer Enrichment Academy.

8. Meal Price Recommendation

The Healthy, Hunger-Free Kids Act passed by Congress requires that school nutrition programs move towards charging paid meal category students at a price that is on average equal to the difference between free meal reimbursement and paid meal reimbursement. School districts are allowed to gradually phase in the increase, which is a total of 71 cents in Kenton County. In addition, districts will be required to price a la carte items(including adult meals) at a price that assures that they are not being subsidized by the child nutrition program. Therefore, it is recommended that meal prices be increased for the 2011-2012 school year as follows:

9. Change Order No. 7 – Triton Services Inc. – New Turkey Foot Middle School – Phase II – BG 08-143 Enc. 12

This change order is the seventh of the construction of the new Turkey Foot Middle School – Phase II associated with Triton Services Inc. The original contract with Triton Services, Inc. was $2,855,182.00. This change order of $2,485.00 with previous change orders totaling $45,699.00 brings the contract total to date to $2,903,366.00.

Item No. 1 – Contractor’s request – Provide labor and material to modify duct work in the Kitchen Office/Kitchen area per drawing A101-A issued as Bulletin #11. ADD: $1,048.00

Item No. 2 – Engineer’s Request – Provide labor and material to complete installation of mechanical pad and install piping for the make-up water tank. ADD: $1,437.00

At the April 4 Board meeting the Board approved the bid for Phase II-A – Scott High School Improvement which reflected that materials totaled $891,624.00. The electrical materials were inadvertently overlooked and not added into the total. The materials total should have been $1,209,275.00. They were included at the time of the bid opening but did not get added in when the figures were being totaled for the agenda. This does not change the base bid of $6,595,000.00. ($6,595,000.00 base bid, minus $55,400.00 for alternates, minus $1,209,275.00 for materials for final contract sum of $5,330,325.00).

Recommendation: It is recommended that the Kenton County Board of Education approve the correction of $1,209,275.00 for purchase orders to the material suppliers for a final contract sum of $5,330,325.00.

11. Capital Outlay Funds Request Enc. 14

The General Assembly gave latitude to school districts to pay for general operating expenses out of the Capital Outlay Fund if the funds were not required for servicing debt. The net effect is that General Fund balances may be increased. In preparation for an uncertain funding picture for next year, we are recommending that the entire Capital Outlay Allotment of $1,315,767 be utilized for the items listed on the attached KDE request form. Building Fund revenues will service 100% of the 2010-11 debt requirements.

Recommendation: It is recommended that the Board of Education approve the KDE Capital Funds Request Form.

12. Revised Job Descriptions Enc. 15

The job descriptions for Assistant Director of Special Education, Special Education Lead Teacher, and Due Process Coordinator have been revised to reflect current district, state and federal policies and procedures.

13. Enrollment forms for 2011-2012 Enc. 16

The enrollment form for 2011-2012 is being submitted for board approval.  The changes recommended include a box put around the race ethnicity coding so that it stands out more.  Additionally, minor changes have been made in the wording for transportation to make it easier for guardians to answer.  In addition to the new student enrollment form, we are also requesting that the second form, a pre-filled form from the student information system, be allowed in place of student enrollment forms for students that are currently attending.  Parents will be able to change information and send back to the school.  This form will make it easier for families and easier for school employees to process.  We continue to review options and will hopefully be able to automate the process even more for the future.

The position of Middle School Activities Coordinator was added last year to address the needs in the middle schools with students who have been involved in elementary activities.  This position was successful, however the need to increase high school opportunities is present.  Therefore, we are asking the job description be changed to allow for this focus to be added.

Recommendation: It is recommended that the Board approve the changes to Middle School Activities Coordinator Job Description.
