FRANKFORT, KENTUCKY

Meeting called to order at 10:00 AM Eastern Standard Time.Sheriff Chuck Korzenborn called role. Sheriff’s absent: Sheriff Blackburn, Sheriff Hampton, Sheriff Peoples, and Sheriff Whittaker. Sheriff Korzenborn certified a quorum. Motion was made by Sheriff Boggs and seconded by Sheriff Young to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

Motion was made to approve the February 21, 2013 minutes made by Sheriff Sparrow and seconded by Sheriff William’s to approve the minutes of the prior meeting as written. Motion was approved unanimously.

KSA EXECUTIVE DIRECTOR’S REPORTKSA BOYS/GIRLS RANCH REPORT

KSA Executive Director Wagner Report

KSA Director Wagner submitted the February and March financial report for the ranch

Motion was made to approve the reports made by Sheriff Wright and seconded by Sheriff T. Hampton to approve the financial report. Motion was approved unanimously.

KSA Camp- The ranch is in the process of hiring counselors, the first day is June 9th.

Upcoming Conferences:

NSA Conference Charlotte NC 06/20-06/26/2013

The KSA is looking for sponsors for this year’s hospitality room at the NSA, in the past years the KSA paid for any expenses that where not covered by sponsorships. A motion was made by Sheriff Cain to cover any extra expenses not covered, 2nd by Sheriff Leavell. The Motion was approved unanimously.

Discussion brought to the floor in reference to co-hosting a KY-Indiana night at NSA conference. The board decided not to do this at this year’s conference.

The NSA is requesting that each state bring a charitable gift for the silent auction. Sheriff Wright graciously will donate a basket from the KSA.

Sheriff Coffey urged other Sheriff’s to attend the NSA so Kentucky has a good showing at the conference.

Upcoming Conferences

KSA Conference Bowling Green KY 09/09-09/13/2013

The board members rooms have been booked for the upcoming conference.

The training schedule is almost complete, a copy will be sent out to the board sometime in the near future for final approval.

Please keep Sheriff Redmond from Graves County in your Prayers, Sheriff Redmond has been seriously ill is now on the path to recovery.

KACO REPORT

Sheriff Hampton absent No ReportKLEC REPORT

Sheriff Cain- The next meeting will be in May.

LEGISLATIVE UPDATE

Shelly Hampton from KACo updated the board on the past legislative session regarding pension reform. The new law will go into effect on 01/01/2014. See attachment for more information.

Sheriff Aubrey- No new update on the KSA law suit;

Sheriff Aubrey-HB 430 passed that allows motor vehicle enforcement personnel to retire and come back to work with no contribution back to the retirement system.

PRESIDENT AGENDA

KSA Board Meeting- Sheriff Coffey requested the board hold its next meeting at the ranch. The date has been set for May 21 10:00 Central Standard time, 11:00 a.m. Eastern Time.

Upcoming Conferences:

NSA Conference Charlotte NC 06/20-06/26/2013KSA Conference Bowling Green KY 09/09-09/13/2013

Sheriff Coffey requested that other Sheriff’s reach out to surrounding county Sheriffs to come to both conferences.

KSA letter to EOC- the KSA sent a letter to the state EOC requesting a seat at the table. The KSA will have a seat at the table when the EOC is activated. Sheriff Melton is the KSA representative. The EOC is going to put training together to help other Sheriffs to be involved with the EOC. Look for future training information when it becomes available.

KLEC- Sheriff William’s has represented the KSA on the KLEC over the past four or five years, Sheriff William’s requested to step down. The nomination committee submitted Sheriff Boggs name to the President and the board, a motion was made by Sheriff William’s and 2nd by Sheriff T. Hampton to have Sheriff Boggs represent the KSA on the KLEC board. The motion was approved unanimously.

OLD BUSINESS

KSA Director Wagner-A model policy is being developed by KACo relating to off duty details and private security details. The auditor’s office is requesting that sheriffs’ have a policy relating to off duty details. Sandy Goin’s- A special deputy from Franklin County Sheriffs’ Office donated a check for $100.00 to the KSA boys and girls ranch. Special Deputy Goin’s is doing the wood carving for Sheriff’s; the price is $100.00 for the carving, $25.00 of each order will be donated to the KSA Ranch. See information attached.

NEW BUSINESS

Library Law Suit- Colonel Morgan from Kenton County shared with the board recent rulings on Library boards and ruling that have come out of Campbell and Kenton County relating to the Library’s raising their tax rates. The Judges both in Kenton and Campbell County ruled that the Library’s have raised their rates in contrary to the KRS and will need to reduce their rates. Suits have been filed is 79 other counties, Please see attached articles.

NEW BUSINESS

Sheriff Blackburn tendered his resignation as the President of the KSA. Sheriff Wright made a motion to accept Sheriff Blackburn’s resignation, 2nd by Sheriff Melton, Motion was passed unanimously.

Sheriff Cain wanted to thank Sheriff Melton on the training relating to active shooter and school violence that his office put on.

NEW BUSINESS

Sheriff Matthews- is working with KDI on information that can be shared throughout the Commonwealth. KDI stated that they could put something together that will allow sheriffs to put their transports on a Blog to help reduce the transports of prisoners.

Sheriff Williams informed the board with a problem to with Prison Transport Service. Sheriff Williams contracted through them to move a prisoner and received a bill for medical cost when the prisoner stated he was having a heart attack. The bill for the cost and medical expense is $18,000.

NEXT MEETING

May 21, 2013 at the KSA boys and Girls Ranch will begin at 10:00 a.m. CST and 11:00 a.m. EST

Motion to adjourn was made by Sheriff Gaines and seconded by Sheriff Melton. Motion was passed unanimously.
