PD Phone No: +85630 Website: WWW.SKULAO.Org The Global Partnership for Effective Development Co-operation (GPEDC) is an inclusive multi-stakeholder partnership that brings together the full range of development actors to en- sure funding, knowledge and policy have maximum impact on development results. 2015-16 are important years for the GPEDC, with the roll-out of a second country-focused monitoring round in 2015 and a High Level Meeting in Kenya in 2016, and the opportunities these pre- sent to support implementation of the Addis Ababa Action Agenda and the 2030 Agenda for Sustainable Development… The unprecedented scale and ambition of the 2030 Agenda call for a revitalized global partnership. The GPEDC fosters multi stake holder action to improve the quality, effectiveness and impact of development co-operation. The Addis Ababa Action Agenda on Financing for Development reinforced the importance of improving the quality and effectiveness of development co-operation and recognized the role of the GPEDC. The principles of effective development co-operation – country ownership, focus on results, inclu- sive partnerships, and transparency and accountability – will be critical in achieving sustaina- ble development for all (GPEDC flyer UN Summit Final 18 Sep). According to the Procurement Guidelines under Loans Extended by the OPEC Fund for In- ternational Development (OFID) In the financing of which the OPEC Fund for International Development (OFID) participates, and those interested in providing the goods and services for that project, of the arrangements which should be made for procuring the goods and services required. The rights and obligations of the recipient of OFID loans, with respect to the suppli- ers of goods and services for the financed project, are governed by the relevant bidding docu- ments issued by the recipient and not by these guidelines or the loan agreement. Unless OFID requires otherwise, these guidelines shall be followed in the procurement of goods and ser- vices under the loans extended and administered by OFID. To the maximum extent possible, they shall also apply to the pro cerement of goods and services under OFID loans adminis- tered by other agencies, and, when practical, to the procurement under OFID grants. OFID is required to ensure that the proceeds of any financing from its resources are used with due at- tention to considerations of economy, efficiency and social equity. Accordingly, OFID re- quires its recipients to obtain goods and services, as a general rule, on an international com- petitive bidding basis. (OFID, Vienna, Austria As approved on November 2, 1982). and cross-sectorial levels in response to these challenges. The country‟s overarching develop-

ment goals are to reduce poverty, achieve growth with equity and meet the MDGs, with the aim

of graduating from the “Least Developed” category of countries by 2020. Key challenges recog-

nized in the current five-year 7th National Socio-Economic Development Plan (2011-2015) in-

clude the need for a “more visible shift” of employment from farm to non-farm sectors, ad-

dressing environmental issues and mitigating the impact of climate change. One of the seven

“directions” of the Plan addresses rural development and poverty eradication, the aim being to

reduce income inequalities between rural and urban areas, between geographical areas and be-

tween rich and poor. In 2011 the Ministry of Agriculture and Forestry (MAF) adopted a Strate-

gy for Agricultural Development to 2020. This lays out four developmental goals, namely: (i)

improvement of livelihoods through agriculture and livestock, with food security as its first pri-

ority; (ii) increased and modernized production of agricultural commodities and “pro-poor

green value chains” based on smallholders‟ organizations and partnering with the private sec-

tor; (iii) sustainable production patterns, including stabilization of shifting cultivation and cli-

mate change adaptation measures adapted to local agro-ecological conditions; and (iv) sustain-

able forest management to preserve biodiversity and significantly increase forest cover to bene-

fit rural communities and public and private processing enterprises.

constrained by feed quality and quantity, land availability and disease impacts. Economic devel-

opment in many emerging economies, globalization of again food chains and rapidly urbaniz-

ing populations is increasing demand for animal protein, creating opportunities for these live-

stock keepers to become market-oriented livestock producers.

According to Condition actual current, Over 70% of the country‟s population lives in rural

areas, and agriculture is their primary livelihood. The agricultural is still accounted as the

primary sector of the national economy. It contributes to food security, poverty alleviation

and management of natural resources. Agriculture sector is challenged by several emerging

trends are most importantly, smallholder based production with modest commercial produc-

tivity, insufficiently skilled human resources and weak extension services. a low level of

farmer experience with appropriate agriculture technologies and a less developed market

orientation. Post-harvest losses could be avoided and additional value is often generated

outside the country; for some products there is a high regional and international competi-

tion .The Initiatives and development to increase agriculture productivity for reduce poverty

and improve food and nutrition security are very important. The livestock production is an

important component of smallholder farming systems.

SISTY Fund started USD 150 $. we are service about the animal vaccination 2 time/

year for help smallholder Focus anti HS and FMD. For depends USD 0.4$/1 cattle. We are

service focus 3 villages near SAVANAKHET University Area douse to I don't have car for

work, don't have Charges and a little Budget. There are limits of time for this activity. How-

ever, the second global of this activity for training my student In practice, That are the vol-
