New Graduation Requirements

• Proficiency is defined as successful completion of secondary coursework.

• Keystone exams will count as one-third of the final course grade.

• A 100 point scale will be developed.• Students must score Basic, Proficient or

Advance to receive points toward their final grade.


Phase one: Class of 2015 and 2016

Students must demonstrate proficiency in:

1. English Composition

2. Literature

3. Algebra I, and

4. Biology


Phase 2: Class of 2017 and beyond

Students must demonstrate proficiency in six of ten content areas:

• Both English Composition and Literature; • Two of three Mathematics (Algebra I, Algebra II,

or Geometry); • One of two Sciences (Biology or Chemistry); and• One of three Social Studies (American History,

Civics and Government or World History).


Option Two: Local Assessment System

LOCAL ASSESSMENTS must be independently validated to ensure the standards for locally-developed measures are rigorous, comparable across districts, and reliable.

Three advisory committees are specified in the regulation:

The future of the Grade 11 PSSA• PDE will seek to replace the Grade 11 PSSA

with Keystone exams.• AYP will be based on Algebra I and

Literature exams. Biology will satisfy the NCLB science requirement

• There will be a transition period.• We will seek approval for banking scores

and retesting with the higher score used for AYP.


Project–Based AssessmentProjects will be:• aligned with the Keystone Exam modules• developed by the department• administered by school staff• scored by regional panels of educators• points will be added to a student’s highest

Keystone score if his/her performance is judged

“satisfactory.”


Eligibility for ProjectsStudents will qualify for projects if he/she:

1. has taken the course.

2. was unsuccessful after two attempts with the Keystone exam.

3. has met the district’s attendance requirements for the course.

4. Has participated in supplemental instructional services.


Pending Implementation Policy and Guidance Issues

• Retesting• Repeating the course• Point ranges for Basic, Proficient and

advanced on the 100 point scale• Accommodations for ELLs, students with

disabilities; and gifted students


Implications of the new K-12 Common Core Standards

• PDE will compare CC to State Standards• Current assessment anchors and eligible

content will be matched to CC standards and learning progressions.

• A “crosswalk” will be created.• PDE can add up to 15% state specific

standards.• Phase in new cross-state common

assessments


Classroom Diagnostic Tools (CDTs)

An Overview

OverviewThe Classroom Diagnostic Tools provide a diagnosis of

student’s strengths and weaknesses to guide instruction and/or remediation.

Available to students in grade 6 and above Online assessments delivered in a computer adaptive (CAT) format Multiple-choice items Multiple assessments a year Real-time reporting Reports dynamically linked to curriculum resources in SAS
