Assalamu Alaikum Wa Rahmatullahi Wa Barakatahu

At about this time of the year there are many TV andradio programmes reviewing the major events of thepast year. What has been the situation of the IslamicUmmah in these past months?

January 2000 started with Syrian Foreign MinisterFarouk Al-Shara negotiating with Ehud Barak inShepherdstown, USA. The coming months were towitness other treacherous American inspired meetingsincluding the second Camp David negotiationsbetween Ehud Barak and Yasser Arafat.

In Turkey, the secular government continued to showits hatred for Islam by enforcing the ban on the Hijabor Jilbab (the Muslim woman's dress) on university stu-dents, public sector workers, and driving license cen-tres. Many Muslims took part in demonstrationsagainst these laws.

In March, Bill Clinton preached the excellence of theAmerican way of life to the peoples of South EastAsia during his visit to Bangladesh, India and Pakistan. In Pakistan, he talked about the wonders of democra-cy (as opposed to ruling by the Shariah of Allah (swt)).He said "Clearly the absence of democracy makes itharder, not easier, for people to move ahead". He thenasked us to abandon Jihad to liberate Kashmir. Clintonsaid, "There is no military solution to Kashmir", andthe Muslim rulers duly applauded. He also talked abouthow he is a friend of the Muslims. Was this not thesame man who ordered the bombing of Muslims inSudan, Afghanistan and Iraq?

On his way home from South East Asia, Clinton hadtime to meet Syrian President Hafez Al-Assad. In earlyJune, Hafez Al-Assad died. His son Bashar Al-Assadsucceeded him and continued the rule by the laws ofKufr. It seems that the only people rejoicing were theAmericans who had succeeded in replacing one agentwith another.

In Uzbekistan, the regime of Islam Karimov contin-ued to wage a losing war against the Muslims.Thousands of Muslims calling for the re-establishmentof the Khilafah state continued to be imprisoned, tor-tured and killed, yet they and their supporters contin-ued to grow in numbers.

Later in the year, Western countries started lobbyingfor a reduction in what they considered to be the highprice of oil, though a barrel of oil costs less than a bar-rel of Coca-Cola. In response, at an OPEC meeting inVenezuela, Saudi Crown Prince Abdullah said, "Thekingdom is willing and ready to offer the amount nec-essary to stabilise the world oil market". He was disre-garding the Shariah rule that makes it clear that oil isone of the minerals from the resources of the IslamicUmmah, and must be for her benefit not that of theAmericans and others according to what was narratedby Kharash that the Prophet (saw) said, "Muslims are

partners in three things: water, pastures and fire".

We also heard the sincere call for the implementationof Shariah in many areas of Nigeria. In response tothis, many secular minded Muslim politicians now seekto exploit this call in order to retain their seats in thesecular legislatures.

The suffering of the Muslims of Iraq, Indonesia, theHorn of Africa and Afghanistan continued with manyat the brink of starvation. Whilst the Ummah as awhole possesses the ability to solve these problems ifunited under one state, the nationalistic rulers contin-ued to ensure that they remain unsolved.

September saw the start of the blessed Intifada (upris-ing) in Palestine demonstrating that the IslamicUmmah will never submit to her enemies. A few daysafter the Intifada began, as a mockery, the regimes ofIran, Iraq, Kuwait, Lebanon, Saudi Arabia andUzbekistan sent football teams to take part in the 2000Asian Cup football tournament held in Lebanon - notfar from the scene of the ongoing massacres inPalestine. On the other hand, the Islamic Ummaherupted all over the world calling for Jihad and chal-lenging the rulers to act. Under the guidance ofAmerica the rulers convened several conferences atSharm el-Sheikh, Cairo and Doha. They uttered emptyslogans and made it known that they will once againbetray the Muslims by not sending their armies to lib-erate Palestine and Masjid Al-Aqsa. Till now, hundredshave been killed and thousands injured.

What can be concluded from looking at the events ofthese past months?

These events have distinguished the Islamic peoplesfrom their rulers. The peoples are thirsty for honourand dignity and yearn for Jihad and rush towards sac-rificing their life and blood in this path. They have alsoshown that Muslims long to live according to theShariah in the Khilafah state. The rulers on the otherhand have been exposed and their reality has appearedto those who were ignorant of them. They haveappeared as agents to their masters, the Kuffar, espe-cially America. It has become clear that they do notrepresent their peoples but rather that they deceivethem and conspire against them.

What is now needed is that we all intensify our effortsin working to re-establish the Khilafah which willrelease the armies for Jihad, unite this noble Ummahand rule us according to the Shariah of our Rabb (swt).

It should be perfectly clear that the Qur’an is onlyauthentic in its original language, Arabic. Since per-fect translation of the Qur’an is impossible, theterm ‘Translation of the Meaning of the Qur’an(TMQ) has been used, as the result is only a crudemeaning of the Arabic text.

The Vatican has called upon Muslims to contribute inmaking the United Nations "International Year ofDialogue between Civilizations" (2001) a success. In anEid message, Cardinal Francis Arinze, President of thePontifical Council for inter-religious dialogue, said theyear had given the world community an opportunity topromote love and understanding between adherents ofdifferent religions.

"This month provides a propitious moment therefore for us toremind ourselves of 'the spiritual bonds which unite us', to usethe words of Pope Paul II."

"The Year 2001 has been proclaimed by the United Nations as'the International Year of Dialogue between Civilizations'. Thisgives an opportunity to reflect on the bases of dialogue, on its con-sequences and on the fruit which humanity may harvest from it."

Comment

Oh Cardinal! We address you frankly and truthfully, whilst others are hypocritically courteous to you. Webegin with the Almighty's (swt) statement: "Say (OMuhammad): 'O people of the Scripture (Jews and Christians):Come to a word that is just between us and you, that we worshipnone but Allah, and that we associate no partners with Him,and that none of us shall take others as lords besides Allah.'Then, if they turn away, say: 'Bear witness that we areMuslims.'" [TMQ Ale-Imran: 64]

The United Nations has nothing to offer those whobelieve in Allah (swt). Rather every nation that is partof the United Nations is established on the blasphe-mous ideal that religion should be separated from thestate, and that is called secularism. The inter-faith dia-logue they call to is nothing but a ploy to dampen thebeliever's sense of responsibility towards their Lord,The Creator (al-Khaliq) and The Commander (al-Amr), The Legislator (Ash-Shari') and the Sovereign(al-Malik). The United Nations seeks to repeat whatthe Roman emperors have done to the Deen that wasconveyed by Isa (as); that is to make the Muslims say"Unto God what is Gods and unto Caesar what isCaesars".

The dialogue between civilisations that they call to isnot aimed at seeking the truth. Rather it is aimed atturning all religions into some kind of game of com-parison; where people compare each others rituals,

Q u o t a t i o nmorals and beliefs but where none can question thebeliefs of Western civilisation.

A glance at the Western civilisation that casts its longdark shadows over the world reveals that it cannotguarantee tranquillity for man. On the contrary,Western civilisation is the cause of man's deep-rootedmisery and the United Nations continues to spearheadits propagation. It adopts as its basis the separation ofreligion from life's affairs, thus giving no weight to thespiritual aspect in the social order, and it depicts lifeonly as the fulfilment of desires and makes the attain-ment of benefit as the foundation for a relationshipbetween men. This inevitably will produce nothing butperpetual misery and anxiety. Colonialism is natural forthe adherents of this ideology.

The final aim of all of this dialogue is that the Muslimsrelinquish their call for Khilafah, a state based on therevelation of Allah (swt) and become like theChristians who have accepted the sovereignty of manabove the sovereignty of Allah (swt).

It is narrated by Ali (ra) who was the Khaleefah of thetime that he once stood to deliver a speech when oneof the Arab influentials, al 'Asha'th ibnu Qays, object-ed at the existence of many non-Arab Muslims sur-rounding him (Ali). So Ali replied that these non-ArabMuslims are more active for this deen than the Arabsand then he narrated a Hadith that he heard theMessenger of Allah (saw) which emphasised that"they" will force this deen on you in the same waythat you exerted the truth on them.

Abu Ayyub al-Ansari reported that the Prophet, uponwhom be peace, said, "Whoever fasts during themonth of Ramadhan and then follows it with sixdays of Shawwal will be rewarded as if he hadfasted the entire year." [This is related by "thegroup" except for al-Bukhari and an-Nisaa'i]

Zayd bin Thaabit (ra) and Ibn Mas'ood reported thatthe Messenger of Allah (saw) said, "Three thingspurify the heart of a Muslim: the sincerity in work-ing for the sake of Allah, taking up the task ofadvising the rulers, and not departing from thegroup of Muslims."

Ali ibn Abu Talib (ra) narrated Allah's Messenger(peace be upon him) said, "If anyone recites theQur'an, learns it by heart, declares what is lawful

in it to be lawful and what is unlawful in it to beunlawful, Allah will bring him into Paradise andmake him the intercessor for ten of his family allof whom have deserved Hell." [Ahmad, Tirmidhi,Ibn Majah and Darimi]

Imam Ahmed recorded from Tanim ad-Dari that hesaid, I heard the Messenger of Allah saying "Thismatter (Islam) will keep spreading as far as thenight and day reach, until Allah will not leave ahouse made of mud or fur, but will make thisDeen enter it, whilst bringing might to a mightyperson (a Muslim) and humiliation to a disgracedperson (the one who rejects Islam). Might withwhich Allah (swt) elevates Islam (and its people)and disgrace with which Allah (swt) humiliatesdisbelief (and its people)."

Thawbaan reported that the Messenger of Allah (saw)said: "Allah made the eastern and western parts ofthe earth draw near for me (to see), and the rule ofmy Ummah will extend as far as I saw." [Muslim,Abu Dawood]

The Messenger of Allah (saw) said, "Give glad-tid-ings to this Ummah of honour, establishmentupon the earth, help and victory, and pre-emi-nence of the deen. Whosoever does an action ofthe Hereafter for a worldly motive, will have noportion of the Hereafter." [Al-Hakim and Ahmad]

The Second Khaleefah of the Muslims and the devot-ed companion of Allah's messenger, Umar bin Al-Khattab said, "We are People whom Allah madeproud and respectable because of Islam; if weever take pride in anything other than Islam Allahwill humiliate us with that same thing."

The Messenger of Allah (saw) said, "There willremain a group of my Ummah adhering to thetruth, and those who forsake them or oppose themwill not harm them until the day ofResurrection." [Bukhari and Muslim]

Thawban reported that the messenger of Allah (saw)said: "Two groups of my ummah Allah has pro-tected from the Hellfire: a group that will conquerIndia and a group that will be with 'Isa ibnuMaryam." [Ahmad and An-Nisa'i]

Muhammad (saw) said: 'I feel a cool breeze (refresh-ment) from Al-Hindh (muslims of India)'. [AbuDawud]

In relation to the hadith on the kings being chainedand Isa (as)

Abu Hurayra said to this: 'The Messenger (saw)promised us the conquest of India. If I was tocome across that I will spend my soul and mywealth. If I am killed then I am among the best ofmartyrs, and if I return then I am Abu Hurayrathe freed' [Ahmad, An-Nisa'i, Al-Hakim]

?Muslims of Pakistan demand Khilafat

After over fifty years since the cre-ation of Pakistan, supposedly as aland of security and tranquillity forthe Muslims of the IndianSubcontinent in the name of Islam,it appears that the Muslims ofPakistan are increasing day by dayin their enthusiasm and desire forthe return of the Islamic Khilafahto the region.

Spurred on by the efforts of theirbrothers and sisters in Uzbekistan,Tajikistan, Turkey, Egypt andindeed throughout the MuslimWorld, they have begun to raisethe call for the return of theKhilafah.

The Pakistani newspaper "Dawn"recently quoted Hizb ut-Tahrir'sspokesman in Pakistan as saying"No Islamic state in the worldpractised truly Islamic system ofgovernance… re-establishment of

Khilafat-i-Raashida was the onlyway under which a true Islamicstate could exist". It went on toexplain that the movement for thereturn of the Khilafah "…is said tohave emerged from nowhere inmajor cities of the country in acouple of weeks and its presencewas felt in the city after it put uphuge billboards and banners in dif-ferent places".

One of the banners reads "Khilafah- The Need of the Time" (see maga-zine cover) and undoubtedly thisis an expression of not only thesentiments of those in Pakistan butrather of the entire MuslimUmmah who has made her soledemand the re-establishment ofthe Khilafah and the implementa-tion of the Shariah on the earth.

"And who is better in speech thanone who calls to Allah, and doesrighteous deeds and says 'I am

one of the Muslims'."[TMQ Fussilat: 33]

Dr Imran Waheed

Babri Masjid & the BJP

Eight years after fanatical Hindustore down the Babri Mosque inAyodhya, leading to thousands ofM u s l i m sdying as aresult ofmob vio-lence, theP r i m eMinister ofthe worlds' l a r g e s td e m o c r a -cy', India,Atal Behari Vajpayee, commentedthat the raising of the Masjid was"an expression of national senti-ment".

Such a sentiment is not surprisingfrom an uncivilised and unrulypeople; the Hindus of India havenever been able to provide stabili-ty to the country after MuslimRule. What is not so clear is whydid he bring out this feeling at thisstage. It seems these commentswere designed to pacify the rightwing Hindus, preparing them forsome form of negotiations overKashmir. This may come to light inthe next few months, but what isclear is the following Hadith thatthe Hindu government should bereminded of:

Na'im b. Hammad in al-Fitanreports that Abu Hurairah - mayAllah be pleased with him - saidthat the Messenger of Allah (saw)mentioned India and said, "A groupof you will conquer India, Allahwill open for them [India] untilthey come with its kings chained -Allah having forgiven their sins -when they return back [fromIndia], they will find Ibn Maryamin Syria."

While Abu Hurairah said, "TheMessenger of Allah (saw) promisedus the conquest of India. If I was tocome across that I will spend mysoul and wealth. If I am killed thenI am among the best of martyrs. And if I return then I am Abu

Hurairah the freed." [Reported byAhmad, an-Nisaa'i, and al-Hakim]

This Hadith is "an expression ofMuslim sentiment".

US Aid to Egypt - the Poison Chalice

"And never will Allah toleratethat the kafireen have anyauthority over the believers"[TMQ An-Nisa: 141]

The Washington Post in an articlepraising US aid to Egypt has high-lighted the effect this aid has hadon the development of theEgyptian economy. Egypt is thesecond largest recipient of US aidmoney behind only Israel. Over thelast 25 years, the $52 billion pro-gram - so far - has been used torebuild mosques, construct newschools, promote family planningand transfer high-tech weapons ata rate of $2 billion a year.

It appears as though the aid ismaking changes that improveEgyptians' lives. Per capita incomehas risen from about $1,000 a yearto $1,300 and gross domesticproduct has reached $90 billionafter several years of 5 percentgrowth. Many see a creeping turnto capitalism evidenced by thecontent of TV programmes whichno longer carry the empty rhetoricof past politicians like Nasser, butare now dominated by commer-cials, including glitzy attempts tomarket its cultural treasures tointernational tourists. That popula-tion growth has fallen to below 2per cent per annum is also seen asa success.

However, even the official line isshowing serious cracks.Economists still feel that economicinvestment is some $2 billion shortof what is needed to create suffi-cient new jobs and to markedlyraise living standards for the mas-sive numbers of poor. Anywherefrom a third to a half of the popu-lation cannot read or write. Eventhe weapons provided as part ofthe aid package are inferior tothose given to Israel.

Still, all of this pales into insignifi-cance when we examine the realfruits of these deals for the West. AsNixon quite rightly emphasised, there is never aid without stringsattached. What the US gains from:

1. Forced privatisation (buying theassets of the land cheaply)2. Population control (keeping theland under-populated, weak andnon-threatening)3. Its free trade agenda (openingup new markets for US producers)and most importantly,4. Political control, whetherNasser, Sadat or Mubarak (seen toappalling effect in the Egyptiancompliance with the invading USforces in the Gulf war, or inMubarak's pathetic attempts tobroker the US sponsored MiddleEast peace process)all far outweigh the US's $2 billionannual investment.

As Mohammed Ali a Cairo shop-keeper aptly sums up, "It's like giv-ing me a penny and then at thesame time stabbing me in theback".

The Liar called Peacemaker

The recent peace negotiationsheld on the burning issue ofPalestine have further emphasisedsomething that Mr Clinton failedto see. Approaching his last days inoffice he reportedly told Arafat, "Ifyou don't take this golden oppor-tunity you will have no mention inhistory, and coming generations ofPalestinians will curse you."

What Clinton fails to realise is thatthe entire Muslim Ummah,Palestinian and non-Palestinianalike realised his treacherousnature long ago. We curse himevery day in our prayers as wecurse all those who disregard thelaws of Allah (swt) and who workto fulfil the interests of the Kuffar.

The example of Arafat known asAbu Ammar is similar to Abu AzzaShayr, one of the poets in Makkah.Abu Azza wrote satire criticisingthe Muslims as Arafat criticisesthose who work to liberate the

?whole of Palestine today. After thebattle of Badr, the Muslims tookprisoners of war. Those withwealth ransomed themselves to befreed. The prisoners who werepoor, but were literate, were askedto teach ten Muslim children ofMadinah how to read and write.Abu Azza was an educated person, but he pleaded to Muhammad(saw) to set him free claiming thathe was a very poor man with manychildren. Muhammad (saw) askedAbu Azza to promise that he wouldcease to write satire and wouldnot fight Muslims in the future.Abu Azza agreed to these terms.

The following year, when the bat-tle of Uhud occurred, he was cap-tured as a prisoner of war again. This time around, Abu Azza madethe same excuse of being poorwith children and started to begthe Prophet (saw) to release himagain. The Prophet (saw) replied, "Iwill not let you go to your tribeand boast amongst them that youfooled Muhammad (saw) twice."He (saw) continued, "A believernever gets bitten from the samehole twice." Muhammad (saw) sen-tenced Abu Azza to be killed. Wehave come to realise the lies ofArafat - all that is left for the futureKhalif to decide is a fitting punish-ment.

GCC summit in Bahrain

The six nation Gulf CorporationCouncil had its 21st summit thismonth in Bahrain. The two-daymeeting ended with a call formember states to defend oneanother if threatened from outsidethe region and for the establish-ment of a rapid deployment force. The Gulf leaders have been dis -cussing the establishment of a sys-tem giving early warning againstpossible missile attacks fromeither Iraq or Iran who are deemedto be 'foreigners'. There are alsoplans for a communication net-work linking their militaries andfor the expansion of an existingjoint military force set up in 1986.The force, called 'Peninsula Shield',based in Hafar al-Baten in SaudiArabia, currently has about 5,000

soldiers, but that could now beboosted to 25,000.

One cannot but help wonderwhether these moves are motivat-ed by the Sunnah of Rasulallah(saw) or by the blind following ofthe example of the Europeans whorecently made moves for a rapidreaction force. Quite clearly theserulers are not upon the path ofRasulallah (saw) who said, "the

Imam is a shield from behindwhich you fight and defend your-selves" [Muslim].

It cannot be expected that by sign-ing a defence pact, the GCC mem-bers will find themselves in a posi-tion to get the Western forcesbased in the region to withdraw.Although the US and British mili-tary presence in the region doesnot enjoy popular approval fromthe Muslims, the governments ofthese puppet Gulf states continueto accept tens of thousands ofKuffar soldiers within Muslimland.

The Lying King

The late KingHussein ofJordan, fatherof the presentKing Abdullahof Jordan, called for anIsraeli airstrike onSyrian troops supporting a 1970Palestinian uprising against hisrule, according to documentsdeclassified recently.

The revelations in these docu-ments are hardly surprising, know-ing full well the extent of theJordanian royal family's history oftreachery and collusion with theKuffar. Indeed the ruling family ofJordan and the Zionist movementcould be considered to be identi-cal twins, since the British fosteredthem both at the beginning of thelast century.

If the lying kings of Jordan feelsthat the nation's memory is shortthen they are clearly mistaken, forthe nations never forget their faith-ful sons who uphold their princi -ples and make light of the sacri-fices no matter how major theymay be for the sake of those prin-ciples. The Muslim Ummah's histo-ry is full of dignified and bravesons who have stood before theoppressors throughout all theages. Where do all the faithful sonsof this Ummah wherever they maybe stand today? Would they standwith the traitors, the shame andthe disgrace, or with the Ummah, her Aqeeda and her high values?Would their legacy to the futuregeneration be disgrace in this lifeand in the hereafter, or would it bea sweet memory that shall last tillthe end of the world?

Lying is indeed a despicable act, itis against the high Islamic values, and lying becomes more despica-ble and ugly if it came from thosewho attribute themselves to theHashemites, while the father of theHashemites, the Messenger of Allah(saw) said: "Three types of peopleAllah will not address, praise orlook at on the Day of Judgement, and they will have a severe pun-ishment: An old man who commitsadultery, a lying king and an arro-gant and tyrant ruler." The Rewards of Statesmanship

Clinton, the man of scandals, leftoffice last month - but will he bejoining the millions of OAP's wholive barely above the poverty lineon a basic state pension? In fact hewill become the wealthiest statepensioner in American history.According to a tax policy group, it

is estimated that he will be paid$7.29 million (£4.8 million) overthe remainder of his lifetime.

As American President he earned$200,000 a year but the globalprofiteering racket which passesitself as the US Congress voted lastyear to double the presidentialsalary, so George W. Bush willreceive $400,000 a year. If Bush, who is already a multimillionaire, leaves office in four years he willget a pension of $6.6 million overhis projected lifetime. In spite oftheir outstanding legal bills, whichpaid for their evasion of the vari-ous crimes and sexual misde -meanours by which they reachedthe White House, the Clintons aresure to be living in the lap of luxu-ry after leaving office. This is theharvest awaiting a statesman thatled America to its position of unri-valled Colonial Empire, who ledhumanity away from the light ofAllah (swt) and into the darknessof kufr.

Compare this to the legacy thatIslam brought to humanity. Manyshining examples of true states-manship illuminate this nobleUmmah's history. Salman al Farsi(ra), who was the governor ofPersia, had no house but used tosleep beneath the shade of a tree.Abu Bakr (ra) accounted his wifefor spending some spare moneythat he received as compensationfrom the state on the luxury ofsweets. Umar ibn Abdul Aziz usedto be so careful of not misusingthe position of his office that hewould keep his own candles in hishome for after he had finished thework of the state. These were truestatesmen who were concernedwith nothing but the affairs oftheir people and the good pleasureof their Rabb.

It is high time this noble Ummah, who possesses the sublime valuesand the most superior of systemsrelegated this diseased ideology ofcapitalism to the annals of history. And no more will humanity haveto witness the pocket lining states-manship of Clinton and his under-lings.

???????????????????????????????????????????????????????????????????????????????????????????

There are many voices surrounding theSeerah (life) of the Messenger (saw)…somesay that the Seerah is not to be taken as asource for legislation, rather it should betaken as suggestions and refinement of man-ners. They say that the scholars, who record-ed the evidences regarding the life of theProphet (saw) and his battles, as theyrecorded the Seerah, did not pay much atten-tion to investigating the narrations or thevalidity of the chains.

Others went so far in their wordings thatthey deviated from Islam and nearly left itsboundaries, saying that the Seerah of theMessenger (saw) is like any other story of agreat man, it is specific to him and is notmeant to be followed by others. And othersand others…those who were driven by igno-rance and good intentions, and those withbad intentions enveloping them.

So, is it true that the Seerah of theMessenger of Allah (saw) is anything likethey say and believe, or fabricate?

The Seerah of our leader Muhammad (saw)is the Seerah of a Messenger (saw), whomAllah (swt) has made an example for thepeople to follow in his actions, words andsilence. His Seerah is not merely that of apersonality alone, or of some great charac -teristics, like the stories of famous menbetween their people, for people to learnfrom their example in a general way. Ratherit is a Seerah of a Messenger (saw), whichmust be taken as an example down to thesmallest details. This is why they paid veryclose attention to passing on all that wasknown of him (saw), and were very carefulin recording it, where they considered thatthe loss of any of it was the loss of a part ofthe Wahi (revelation), and that this cannotbe allowed. Their care was so much so, thatone would travel to very distant places, justfor one Hadith, and would not record theHadith until they would make sure of thequality of the narrator and the accuracy ofthe transmission.

The Seerah is a record of all the events thatoccurred during the time of the Messengerof Allah (saw), in chronological order. Itwould be incorrect and dangerous for aMuslim to look to the Seerah thinking that itis useful for advice and good manners only,or that it is a set of events isolated fromtheir context, teaching us of the truthfulnessof the Messenger (saw), his patience, hisendurance, his steadfastness…him (saw) andhis companions (ra), without linking this tothe circumstance that the Messenger (saw)went through, or without placing theseevents in the context of the Shar'i workrequired.

The Messenger (saw) lived in Makkah, in asociety that took its thoughts and actionsfrom ignorant tribalistic customs and tradi -tions. He (saw) did not look to this societyas a reality that must be accepted and con -formed to, nor did he (saw) merely coexistwith the people with what they were livingupon of ignorance and darkness, nor did he(saw) accept to compromise or concede orto bargain with the leaders of hisvillage…rather, he (saw) took a specific pathin his actions and reactions to the reality ofignorance, until he reached his Shar'i goaland established the Islamic society and theDar al-Islam (Abode of Islam).

So, the Messenger (saw) undertook specificactions and struggled an intellectual strug-gle with the false thoughts, which werewidespread in those days, and struggledpolitically with the ruling bodies of thetime, who stood in resistance to the Da'wa,fighting it and obstructing it from reachingthe people to achieve its purpose. Theseactions were specific and defined by therevelation, not by the opinion of theMessenger (saw), and were orders by Allah(swt). All these actions were linked to aShar'i goal, where the actions of theMessenger (saw) were successive Shar'iactions to achieve the required Shar'i goal, which is the establishment of Dar al-Islamand the founding of the Islamic State thatimplements Islam and carries it to the world

through Da'wa and Jihad to make the Deen(way of life) of Islam dominant over all otherways of life.

As for the actions undertaken by theMessenger (saw) while he was in Makkahcalling to his Lord (swt), the Shar'i evi-dences indicate that they were defined byrevelation, and that he (saw) did not decidethem on his own accord, meaning they wereorders from Allah (swt). Thus, he (saw) wasordered to perform them and was notallowed to disobey, for if he (saw) wasallowed, then he would have, due to theextreme difficulty he faced in performingthem.

In the beginning, he (saw) called in secretthose who seemed open to accept the call;he (saw) studied his followers, kindled theirIman and planted love for this Deen, thework for it and being a part of its goals deepin their souls, until Allah (swt) revealed theverse, "So go forth openly with what youhave been ordered, and turn away fromthe polytheists" [TMQ Al-Hijr: 94]. So theQur'an transferred him (saw), with thewords "So go forth…" from the stage of cul-turing those with him who believed in hismessage and establishing them firmly on thebasis of Islam, which he (saw) performed faraway from a struggle with society, to thestage of calling openly to the message, andentering into the intellectual and politicalstruggle. This struggle was linked to theorders of Allah (swt), by His (swt) saying:"…with what you have been ordered"meaning what you have been ordered byAllah (swt), so the matter was not left up tothe Messenger (saw).

The Messenger of Allah (saw) also soughtafter the support of an army from those withpower and influence during this period, where he (saw) met with over 15 tribes, who all rejected him. Some rejected himvery harshly, like Bani Haneefah, but despitethis he continued to seek it. Thus, if thisaction was an idea of the Messenger (saw)and was not revelation, then he (saw) wouldnot have continued it and would havelooked for another course of action, but hecontinued seeking it until Allah (swt) gavehim those who would support this Deen, who love Allah (swt) and submit to thetruth.

Ali bin Abi Talib (ra) made a statement thatleaves no room for misinterpretation, thatseeking the Nusrah (military support) is aHukm Shar'i from revelation. It was pro-duced by Ibn Katheer in the Seerah, that Alibin Abi Talib (ra) said: "When Allah orderedHis Messenger to present himself to the Arabtribes, he departed, taking Abu Bakr and

The Seerah of theMessenger (saw) isobligatory to follow

???????????????????????????????????????????????????????????????????????????????????????????

myself with him, to Mina until we reachedone of the meeting places of the Arabs."

This is how the Messenger (saw) clarifiedand showed the Muslims the Ahkam (Islamiclaws) on how to carry the Da'wa; where andwhen they are to fight Kufr and the Kuffarwith open defiance and with sharp, wellthought out speech, and where and whenthey are to fight Kufr and the Kuffar withweapons and in the battlefield; all this wasdefined and clarified.

It was narrated by Al-Bukhari in his 'Sahih',from Khabab bin Al-Aratt (ra), who said: "Wecomplained to the Messenger of Allah whilehe was resting in the shade of the Ka'ba, andsaid to him: 'Will you not ask for victory forus? Will you not pray for us?' He replied:'There was a time before you, where a holewould be dug, and a man would be placed init and a saw would be placed on his headand would be cut in two; he would bebrushed with brushes of steel, which wouldtear through his meat and bone, and noteven this would make him leave his Deen.By Allah, this matter will be completed sothat a rider would ride from San'a toHadhramawt not fearing anything but Allahand a wolf from his sheep, but you are apeople who rush.'"

In the second Bay'ah (pledge of allegiance)of Al-'Aqabah, Al-'Abbas bin 'Ubadah said, aswas narrated by Ibn Hisham in the Seerah, tothe Messenger of Allah (saw): "By Allah, whosent you with the truth, if you wish, we willturn on the people of Mina tomorrow withour swords": so the Messenger (saw) replied:"We have not been ordered (to do) this, soreturn to your (travel gear)."

The Messenger of Allah (saw) was showingthe Companions the details of the method ofcarrying the Da'wa, so they wait patientlyfor permission to fight, then permission isfinally given, so they fight: "Permission (tofight) has been given to those who arefought against, for they have beenoppressed and, verily, Allah is fully capableof granting them victory. Those who havebeen removed from their homes unjustly, for (no reason other than) saying Allah isour Lord." [TMQ Al-Hajj: 39-40]

In summary, the Seerah of the Messenger ofAllah (saw) is a practical recorded methodof how to complete this mighty obligation,to carry Islam and the Da'wa to it, how toestablish its state and how to perform Jihadfor its cause.

"It is He who sent His Messenger with theguidance and the Deen of truth, to make itdominant over all other ways of life

[Adyan] even if the Mushrikun (polythe-ists) may detest it." [TMQ At-Tauba: 33]

And the Messenger of Allah (saw) said to hisuncle: "By Allah, Oh uncle, if they were toplace the sun in my right hand, and themoon in my left, for me to leave this matter,I would not leave it until Allah makes itdominant, or I die without it." He (saw) car-ries Islam, cultures the Muslims, and carriesthe call openly…he seeks military support, establishes the state, leads the armies andsends envoys and caravans to the Arabs andthe non-Arabs, all this made clear for all tosee, bringing tranquillity and clarity to allthose who realise it.

This is the Seerah of the Messenger of Allah(saw), and it should all be linked to the Ayahof Qur'an "Whatever the Messenger givesyou, take it, and whatever he forbids youfrom, abstain from it" [TMQ Al-Hashr: 7]and the Ayah, "Let those who deviate fromHis order fear that they may have a Fitnahbefall them, or they may be seized by apainful torment" and the Ayah, "And he(Muhammed (saw)) does not speak of hisown desires. It is but revelation revealed"[TMQ An-Najm: 3-4]

If all this were to be realised, then the pur-pose behind the claims of those who saythat the Seerah is not meant to be followedbecomes clear; to distance the Ahkam of themethod from the carrying of the Da'wa andthe work to re-establish the state, to dis -tance Islam from everyday life and to dis -tance it from ever being used as a source ofguidance for mankind.

This is regarding those who claim that theSeerah is not to be used as a source of legis -lation, and the same goes for those whoclaim that the Seerah is specific to him(saw), as their argument is rejected and theirclaims are invalid.

As for those who claim that the scholarswho recorded the Seerah and the battles ofthe Messenger (saw) did not pay close atten-tion to the quality of the narrations or thevalidity of the chains, this may be so for cer-tain parts of the Seerah, but most of it,including all those dealing with the Ahkamof the method, from culturing, to struggling,to seeking military support, then the battles, the envoys, the implementation of Islam andthe carrying of the call; all this has an abun-dance of Ahadith, Mashhoor (well known)and Sahih (authentic) in narration andchain.

Furthermore, if those who make theseclaims were truly sincere in their state-ments, seeking the truth in their actions,

then what is stoppingthem from scrutinisingthem and removing the weak from them andfollowing the authentic? Their claims wouldthen be worth a look, but to say that thereare a few weak evidences and therefore theentire Seerah is not valid as a source of leg-islation is absurd and totally incorrect, anddraws a question mark over their intentionsin what they say and what they are aiming toachieve.

The Seerah of the Messenger (saw) is anincredible Seerah, of an incredible Prophet(saw) and an honourable Messenger (saw),whom Allah (swt) has made his (saw)speech, actions and silence obligatory to fol -low, from the moment Allah (swt) blessedhim with Prophethood, until Allah (swt)took his soul at the age of 64.

Therefore, his (saw) Seerah is obligatory tofollow, as is, in the Mubah (permissible), theMandub (recommended) and the Wajib(obligatory). And the efforts exhausted bythe Companions (ra), the Tabi'un (those whosaw the Companions (ra), but not theProphet (saw)) and the Tabi' Tabi'un (thosewho saw the Tabi'un, but not theCompanions (ra)) in recording the Seerah ofthe Messenger (saw) was a very great effort, which is unaffected in importance andunchanged in accuracy from what it mayinclude of weak chains of narration. Rather, the Seerah remains pure, holding a veryimportant role in the lives of the Muslims, especially the lives of the carriers of theDa'wa, where the defining and clarificationof the Ahkam regarding the method of car -rying the Da'wa, how to establish the state, how to perform Jihad and open lands toIslam are so necessary. As for the claims andcalls to lessen the importance of the Seerahusing a twisted thought from here and acheap excuse from there, these are no morethan calls enveloped with bad intentionsand deviation; even if the intentions arepure, the ignorance is inexcusable and is anerror that does not discharge its owner fromsin and punishment.

The Seerah of the Messenger (saw) must beplaced in the position it deserves and wasmade for, the position of guidance; it is aSeerah of a Messenger (saw) who does notwish to see you go through hardship and tothe believers is caring and merciful.

"Indeed, in the Messenger of Allah youhave an excellent example, for him whohopes for (the meeting of) Allah and theLast Day, and remembers Allah much"[TMQ Al-Ahzab: 21]

Arafat and his croniesimprison Imam for 29days after KhutbahThe following Khutbah was delivered inHebron (Al-Khaleel) on the 1st of Ramadhan1420 Hijri by a member of Hizb ut-Tahrir, afterwhich he was detained by the cronies ofArafat’s ‘Palestinian Authority’ for 29 days.

All praise is to Allah (swt), the Lord of theworlds; we thank Him (swt) and turn to Him(swt) in need, we ask Him (swt) for guidanceand it is to Him (swt) that we repent. We seekrefuge in Him (swt) from the evil of ourselvesand from the bad deeds we may commit;whosoever He (swt) guides will not be ledastray, and whosoever He (swt) leads astray istruly one of the losers. I bear witness that thereis none worthy of worship but Allah (swt), withno partners in His (swt) kingdom, to Him (swt)is all creation and all matters; to Him (swt) is allpraise in the beginning and in the end; the ruleis for none but Him (swt), and to Him (swt) isour return. There is not one beast in the uni-verse but will be taken by the forelock; truly, myLord (swt) is on the straight path. And I bearwitness that Muhammad (saw) is His (swt) slaveand Messenger, who fulfilled his mission andcompleted the trust given unto him, whoadvised the Ummah and lifted the misery fromher; who fought for the sake of Allah (swt) withall he had, until Allah (swt) gave him the doubt-less victory. Peace, blessings and mercy be uponhim, and upon his family and companions, andthose who followed their path correctly, withthe finest of blessings, until the Day ofJudgement.

Furthermore, Oh Muslims! I remind you to fearAllah (swt) and to follow the guidance of HisMessenger (saw), and warn you of the conse-quences of disobeying Him (swt) and trans-gressing His (swt) limits; you should know thatTaqwa (fear of Allah) is a shield, and disobedi-ence is a pitfall into the Hellfire, for he whofears Allah (swt) and is patient, will not have hisgood deeds lost by Allah (swt). One should notbe taken by pride into sin if one were to say tohim: Fear Allah (swt); for whosoever does so,will find nothing waiting for him but theHellfire, and what a horrible final dwelling. MayAllah (swt) protect you and myself from theHellfire and from anything that may bring us

near it.

Oh People! Imam Ahmed narrated, on theauthority of Ibn 'Abbas, may Allah (swt) bepleased with him, that the Messenger of Allah(saw) said: "Whosoever built a Mosque for thesake of Allah, even if it is like the dug out hol-low in the ground used by the sand grouse as anest for its eggs, Allah will build a house forhim in Paradise." So glad tidings to those whospent of their wealth on this blessed structure, and we ask Allah (swt), the Most High, to placethis action on His (swt) measure of good deeds, and that this Mosque becomes a platform forthe word of truth and a centre for Fiqh (Islamicjurisprudence) and a departure point for thework to raise the word of Allah (swt) High inHis (swt) Earth.

Oh People! Truly the one who is happy is theone who learned from the advice of others, theclear minded one who listens to admonitionand is aware of the truth, who repents from hissin and learns from the lessons that others gothrough, learning before he is forced to learn, recovering his dignity, returning to his right-eousness before he is turned back on his heels(into disbelief). So what do you think of some-one who goes through these lessons, enduringthe agony of trial and error, and suffering thepains of reality? For my life, he is more capableof understanding, and more worthy of benefit-ing from it. As for the one who placed his fin-gers in his ears, covering his head with hisclothing, insisting on his disobedience andbecoming proud and arrogant: he has beendrowned in his ignorance, deceived by histransgression, lacking in intelligence and will beenveloped in complete misery. This is exactlywhat happened with the majority of the MuslimUmmah in general, and with the people ofPalestine specifically, who we will use as anexample that we all know well and who wehave lived the miseries with, together, through-out the years.

They raised the calls to nationalism above thecall to Islam; they preferred the banner ofSykes-Picot to the banner of 'La Ilaha Illa Allah,Muhammad Rasool Allah'; they befriended a

nation whom Allah's (swt) wrath had befallen, and turned their backs on all the warm callsdirected to them by the sincere people amongstthe sons of their Deen and their 'Aqeeda.

It was said to them: 'The land of Palestine isIslamic.' but they insisted on it being no morethan Arabic land, narrowing their views, makingthem Palestinian views, where it all ended withonly certain areas of land and a number of resi-dential areas.

It was said to them: 'Do not form nationalisticorganisations' but they refused to listen andpoured all the resources of these disaster strick-en people into the service of these organisa-tions, that never stopped serving themselvesand disregarding their people. What have theyachieved since the day they were establisheduntil this day of ours? Their first battles wereagainst the Jordanian army instead of beingunited with them in the same barracks, fightingon the same side against a common enemy, inApril 1970…and what do you know of April1970… slaughter, exile and destruction, the pur-suit and persecution of the vanquished army inJarsh and 'Ajlun. If only it had stopped there! The Lebanese Militias and the Syrian andLebanese armies followed…the slaughters ofTel Al-Za'tar and the Basha Bridge, and the hor-rible battles of Beirut. Then the politics in theregion began to constrict upon them, which ledto the Israeli attack in 1982 and the siege ofBeirut, evicting them from it disgraced andhumiliated, this after the slaughters of Sabra andShatila.

They spent the following years lost in the landsuntil the Intifada came, where they all jumpedstraight into it once again, putting on theirmasks, the masks which prevent them from anysort of sincere, effective work that wouldachieve for the people what they truly aim for;instead they achieved, through the Intifada, themost horrid form of control over the sons oftheir people, the control which led to the situa-tion that we see today.

When the Islamic movements emerged withthem, it was said to them: 'Do not Palestinize asthose who have Palestinized before you.' SoAllah (swt) tore out the foundations of theirstructure and the roof caved in upon them fromabove, but they accepted nothing but to enterinto desolate mazes and to give in to the pres-sures of the reality. They had conspiracy afterconspiracy woven against them, where theywere filtered out, raided by the police and ban-ished from the land. Their ranks were exposeddue to the great number of spies betweenthem, and their backs were open and vulnera-ble due to the treason of the rulers of theMuslim lands, who have rolled in every type of

filth.

How many times was it said to them that Islamdoes not allow nationalism and that this isHaram, since it separates between theJordanian, the Palestinian and the LebaneseMuslim; it makes the Algerian Muslim an envoyin the lands of Kuwait and makes the TurkishMuslim a foreigner in the Arabian peninsula!

How many times was it said to them that theMuslim Ummah is one Ummah; that there is nodifference between the Kuwaiti Muslim and thePalestinian Muslim, or the Algerian Muslim andthe Pakistani Muslim, or the Jordanian Muslimand the Iraqi Muslim, except in Taqwa; that theyare partners in the public funds, that theirblood is equal, and that they protect their weak;that they are untied against their enemy, andthat it is the responsibility of the every Muslimto liberate the land Palestine!

How many times were they told that this divi-sion of the Muslim lands is the work of the dis -believing Kafir, and has nothing to do withIslam, and that the greatest priority is the workto unify them once again in one single IslamicState!

These words did not meet listening ears, andthe numerous excuses and justifications weregiven, and the result was one: to go forth withthose fighting, and to mix into the host nation, whether they be Jordanian, Syrian, Lebanese,Iraqi, Qatari or Kuwaiti, or maybe one day evenIsrael will be the chosen as the host of the day!

Oh People! The heart twists in agony, andbleeds from the situation we have reachedtoday, and the mind and heart are together inthe worry and watchfulness over what will hap-pen to the Palestinian refugee camps inLebanon, after hearing of the conspiracy takingplace silently against its inhabitants. So is thereanyone who will remember? Is there anyonewho will contemplate?

Oh People: It was narrated on the authority ofIbn Majah from Abdullah bin Mas'ood (ra), ofthe Messenger of Allah (saw), he said: "Truly, theone who is miserable is the one who was mis-erable in his mothers belly, and the happy oneis the one took the advice of others." And you,Oh Muslims: Ask your Lord (swt) for forgivenessand turn to Him (swt) in repentance, for theone who repents is as if he had never commit-ted a sin.

All praise is to Allah (swt), and He (swt) is suffi-cient, and peace be upon His (swt) slaves thatHe (swt) favoured above others. Who is better,Allah (swt) or what they associate with Him(swt) as partners? And I bear witness that there

is none worthy of worship but Allah (swt),alone, the One who all turn to in need, and thatMuhammed (saw) is His (swt) slave and His(swt) chosen, favoured Messenger.

Furthermore, Oh people: After the first Muslimsbelieved in Allah (swt), understood Islam, fol-lowed the Messenger (saw), bore the hardshipspatiently, received victory from Allah (swt),fought and were aided by the angels from theskies above, subdued the pride and tyranny ofthe arrogant rulers, were given the treasures ofthe earth, and some were given glad tidings ofParadise, even though he still ate food andwalked in the markets; they took the peoplefrom worshipping the slaves to worshippingthe Lord (swt) of the slaves, and from the nar-rowness of this world to the great expanse ofthis world and the hereafter. But when thosewho followed them inherited this responsibili-ty, they lost their prayers and followed theirdesires, they forgot what they were remindedof, abandoning the truth and seeking the false-hood, so their state fell, and with it the symbolof their dignity and honour; the earth becameconstricted around them for what they haddone, and they were chased away, defeated, los-ing their authority, having their armies tornapart, falling under the control of the disbeliev-ing Kafir, who raped them and killed them, lead-ing them into the narrow, constricted lizardhole, trapping them into a very tight corner.

So after the hooves of the earlier Muslims' hors-es reached the Atlantic Ocean to the West, andwhose shadow stood over China to the East, theMuslims have now become surrounded in theChechen city of Grozny, and the Palestinianrefugee camps, being killed wherever they arefound, constantly threatened with hunger, fear, exile and deportation. They had conspiraciesplanned and prepared against them from everydirection to corrupt them and to uproot theirexistence. This affliction has become universal, entering into every home; just yesterday we sawthe frivolous offerings of secularist nationalismthreaten our Deen in the heart of our lands;what else does it mean when we see so manyMuslims break their fast in the first Shar'i daysof Ramadhan? Have you seen how they havecaused us to fall in clear Haram and blatantShar'i defiance? Not to mention the separationand disparity caused between the Muslims dueto the arguments and bickering between them.

So I ask you, by Allah (swt), which Deen is moreworthy of being followed? The Deen of nation-alism or the Deen of Muhammad (saw)?

Oh, People: We remain with the example ofPalestine, where the Palestinian-Israeli talkshave reached their final stage, as all the issuesthat are related to the final decision have

become apparent: allowing the settlers to stay, giving them citizenship, pushing people to givein, offering compensation, rights for return andpushing others away, killing and exile; all thishas been put on the bargaining table. We cansee different agreements taking place national-ly, regionally and internationally to absorb thechanges due to the transfer to the final stage, despite the cost, despite the number of thosekilled in the process, and what happened inSyria is not far away from you, at all. So beware;beware from the 'final steps' and the 'filteringout' of issues; I call you, by Allah (swt), to causethis opportunity to pass them by, to preventthem, with all you have of strength, from com-pleting what they have so criminally and mali-ciously planned, these plans that could seem tobring the mighty mountains down.

Oh people! These people, with their crimes, their plans and their oppression, and theMuslims who follow their footsteps blindly, allhave ignored something that cannot beignored; they all have looked past somethingthat should never have been overlooked. Thisthing is the capability and control of Allah (swt)over all things, the capability and control thatbrings down the arrogant and the haughty, andprotects and supports the weak and oppressed. It is mentioned in the Qur'an that, "Verily, yourLord is Ever Watchful (over them)" [TMQ Al-Fajr: 14] and also, "And to not think that Allahis unaware of what the oppressors do" [TMQIbrahim: 42] and also, "Those who disbelievespend their wealth to hinder the way of Allah; They will spend it, then it will become agrievance upon them, then they will be defeat-ed, and those who have disbelieved will (all)be gathered into the Hellfire" [TMQ Al-Anfal:36].

Oh People: The time has come to take the point,to make use of the harsh lessons we havelearned. The time has come to return to Allah(swt), and to work with those who work seri-ously and sincerely, aiming to re-establish theIslamic Khilafah Al-Rashidah, on the way of theProphet (saw).

Let it be known, Oh people, the One whorevealed in the Qur'an, "But no, by your Lord, they do not believe, until they make you judgebetween them in all their disputes" [TMQ An-Nisa: 65] is the same One who revealed, "And itwas a right upon us to give victory to theBelievers" [TMQ Ar-Rum: 47]. So trust in Allah(swt) and depend on Him (swt), for He (swt) isall you need and He (swt) is the Finest ofTrustees. Know it…

Allah (swt) discharged the responsibility ofcarrying the Da'wa, of delivering the mes-sage of Haq (truth) to the whole world tonone other than this Ummah. It is a respon-sibility that bears great honour, great dignityand great reward on the Day of Judgement. Ithas been clear to see, that this responsibilitywas taken up with immense zeal and deter-mination by this Ummah, from the time ofMuhammad (saw) to this very day.

We see that the call of this Deen, the call toenjoin the ma'ruf and forbid the munkar, andthe call to establish the Deen of Allah (swt),the Khilafah, reverberates throughout theworld today. It has swept throughout thelands of this Ummah, and in its wake, it hasshaken the power of the kings, challengedthe authority of Presidents and struck fearinto the hearts of the tyrants.

But for the believers, those who love whatAllah (swt) loves and hate what Allah (swt)hates, it has awoken them from their slum-ber, refreshed their Iman, and charged themwith the energy to spread forward its call. The coolness of its breeze has blown overthe Arab lands; it has roused the Muslims inCentral Asia and has now stepped over thethreshold of the Muslim land of Pakistan.

Rasulallah (saw) said, "The good is in me andmy Ummah until the day of Judgement".

Rasulallah (saw) being the best of creation, the beloved of Allah (swt), indeed possessedthe best of the khair (good). This is the khair

Indeed, what this Ummah has come torealise is that it needs something better thanthis; something superior to this. Somethingthat will enable it to rise out of the darknessin which it finds itself in and allow it toenter into the light which the Deen haspromised it. In response to this desire of theUmmah, this willingness to submit to theShariah of Allah (swt) we offer it the honourof establishing and living under the shade ofthe Khilafah. For it is a promise made byAllah (swt) himself:

"Allah promises those of you who believeand perform righteous actions, that he willof a surety grant them inheritance ofpower, Khilafah, as he granted Khilafah tothose who came before you." [TMQ An-Nur:55]

Rasulallah (saw) struggled for thirteen longyears to spread the call and establish theDeen in Makkah. He, along with his Sahabah(ra), went through the harshest persecutionand exerted the greatest effort in order toconvince the Quraysh of the message. However, the place that the Prophet (saw)focused on declined and rejected his call andhis request for Nusrah. Allah (swt), by hismercy, allowed the Deen to be established inan area in which he (saw) had not engagedin the dawa himself. It was an honour to bebestowed upon the tribes of al-Aws and al-Khazraj, who collectively formed the Ansar,to take on the role of the protectors of theProphet (saw) and the Deen of Allah (swt).During their period of jahiliyyah, theirpotential had remained dormant; theirstrength had remained untapped; for theywere a people heedless of understanding orIman. But once they adopted the Islamicbelief and swore to uphold its system, theirpower became as apparent as the waking ofa dormant volcano. They then became one ofthe strongest regional powers and within aperiod of ten years, Islam became the domi-nant and unchallenged way of life of theArabian Peninsula.

that, as indicated in the hadith above, is alsopresent in the Ummah. Its presence has beendisplayed in their devotion, commitment andstruggle for Islam throughout all ages, andthe land of Bilad al-Hind, India, is no excep-tion. For the Muslims of the Indian subconti -nent have never abandoned their faith andnever abandoned the desire to adhere to itsmessage. They held fast to their Deen despitehaving been occupied by the colonialistBritish usurpers and having been ruled bythem for nearly two hundred years. Eventhough their power was snatched and theysuffered humiliation daily, their determina -tion remained strong and unrelenting.

Whenever the call to resume the Islamic wayof life was raised, they responded. Their sup -port for any change was conditional uponestablishing "La ilaha illallah". They held fastto this Deen despite the shock of the parti -tion of India into India and Pakistan - whenthe centuries of pent up hatred held up bythe Mushrikeen of the Indian subcontinentrevealed itself in bloodshed, killing andexpulsion. Despite the shock of realisingthat their sacrifice had been used to estab -lish nationalistic secular states, they holdfast to this Deen today, even though the cor -ruption of the rulers over them has reachedthe highest of proportions and the depths ofinsincerity.

It seems that every successive ruler hasstripped the Muslims of Pakistan of theirhonour, dignity and status. The people havecome to realise that the promises of suchrulers are hollow and that they have surren-dered the interests of this Ummah to theWest. So they found these rulers selling offthe assets of the nation in the name of pri -vatisation, placing the security of the land inthe hands of foreigners by begging the UN tointervene in Kashmir, and allowing the ero -sion of the values of Islam itself by permit-ting the culture of the West to infiltrate viasatellite television, NGOs, and culturalexchange programmes.

???????????????????????????????????????????????????????????????????????????????????????????

So the Muslims of the sub-continent neednot feel weak nor dejected, for it could bethat the ones who regard themselves asbeing the most divided, the most faction -alised, the furthest removed from this call, could be the ones who indeed becomeblessed with the honour of being that pointwhich marks the initiation of the global riseof the Khilafah; the point from which theelimination of the first border between theMuslims occurs.

For Allah (swt) has granted the power andresources to this land in abundance. Its armysits like a waiting lion ready to tear into thetrembling kafireen. Its lands lie waiting toproduce the nourishment of this Ummah. Itsresources desire to be utilised to build theinfrastructure of the Islamic State. Howcould this Ummah possibly feel weak when

the announcement of the Khilafah wouldherald the unification of the lands ofPakistan and Afghanistan? When a millionexperienced Mujahideen would be formingthe army of Jihad? When a wave of Imanwould topple the tyrants of Central Asia? When the Kuffar would quake at the thoughtof the birth of an ideological nuclear power? How could this Ummah possible feel weakwhen the Messenger of Allah (saw)announced that their Khilafah would beMinhaj an-Nabuwwa (on the way ofProphethood)? And that it will conquerRome and its dominance will be from theEast to the West.

O Muslims!

You must realise that it is your duty to re-establish the Khilafah. It is part of your obli -gation to give your bayah to one Khaleefah.Remember the words of your most hon -ourable and noble Prophet (saw), when hesaid in the hadith narrated in Sahih Al-Bukhari, "There will be no prophet after me.But there will be Khulafah, and they willnumber many" . The Sahabah asked, "What isyour command concerning them". He (saw)said: "Give them the Bayah, one after one."Your beloved Prophet (saw) commanded youto pledge your allegiance to the Khulafah. Sodo not neglect this duty, and in the absenceof the Khaleefah, struggle hard to establishthe Khilafah, working with a group, as theProphet (saw) worked with the group of the

Sahaba. Indeed, Hizb ut-Tahrir is the groupthat conveys this message to you and asksyou to join with it, support it, and work withit.

In a recent invitation to the Muslims ofPakistan to re-establish the Khilafah, Hizb ut-Tahrir Pakistan said, "We invite the Muslimsof Pakistan to liberate this region and theother Muslim lands from the governance ofkufr rule and partake in their role to returnIslam back to the affairs of life. We alsoinvite the Muslims of Pakistan to support theMembers of Hizb ut-Tahrir present in thewhole Muslim Ummah, who are indeed theirbrothers, in order that Hizb ut-Tahrir mayguide the Muslim Ummah in the noble dutyof re-establishing the Islamic Khilafah."

O Ulema!

Why do you stay silent when you witness thegovernment being hijacked by the secular-ists, when you see that the Qur'an hasbecome mahjoor (neglected), and when theauthority is for the Makhluq (creation)rather than al-Khaliq (Creator). You indeedhave an elevated status in the Deen, for youare the inheritors of the prophets. Soencourage this Ummah to perform its fard, guide them to the path of the Khilafah, androuse them to obey the commandments ofAllah (swt). Verily, this Quran came to beimplemented over the whole of mankind, sobe of the implementers rather than the spec -tators.

"Surely we have sent down to you the Book(Qur'an) in truth, that you might judgebetween Mankind by that which Allah hasshown you". [TMQ An-Nisa: 105]

In a leaflet dated the 1st of Ramadhan al-Mubarak 1421 Hijri, Hizb ut-Tahrir Pakistan, addressed the Ulema of Pakistan by saying,"We wish to draw their attention to the clearreality: that the people of this nation areMuslims and that they desire a governmentruling only by the Book of Allah (swt) andthe Sunnah of his Messenger (saw). Despitethis we see that the minority (who are equiv -alent to salt in flour) secularists who raisethe slogan of separating the Deen of Allah(swt) from the State, are dominant at everylevel of the government. Why is it that theUlema have accepted this? Why have theIslamic movements accepted this? And whyare the sincere Muslims content with this?"

O People of Power and Authority!

Does your blood not boil when witnessingthe oppression of the Ummah in Kashmirand Palestine? When from your mountainbunkers you witness with your own eyes thecold-blooded massacre, rape and destruction

of whole villages. When thelimbs of young children areblasted apart by the shelling of the mushri -keen. Do tears of blood not flow from youreyes when observing the humiliation of thisUmmah? Do you not realise that Allah (swt)has granted you the mightiest of power? Foryou are well equipped in conventional armsand also in nuclear arms. Do you fear the fee-ble people of this world in place of Allah(swt)?

Know that you hold the position of theAnsar. You could be the protectors and sav -iours of this Ummah. We remind you of yourhonourable position in the words of yourfirst commander in chief, Rasulallah (saw),who after the battle of Hunayn stated: "Byhim in whose hand is the soul ofMuhammad, were it not for the Hijra, Ishould be one of the Ansaar myself. If all themen of the world went one way and theAnsaar went another, I would take the wayof the Ansaar. O Allah! Send your mercy onthe Ansaar, their sons and their sons' sons."So take the way of the Prophet (saw). Workto establish this Khilafah, for your Deendemands this from you.

Hizb ut-Tahrir Pakistan's invitation to theMuslims of Pakistan concludes with a sin -cere call to those who have influence andauthority in Pakistan to rise to this work andthis responsibility:

"We specifically invite the people of influ -ence and authority from amongst theMuslims of Pakistan to join Hizb ut-Tahrirand with full commitment utilise the author -ity and power that Allah (swt) has providedthem with to re-establish the Khilafah."

The Muslims throughout the world areundoubtedly ready for the rule of Allah(swt); they are ready for the Shariah, andthey are ready for the Khilafah. So let us notbe slack in the conveyance of this call. Letnot a Muslim that we know escape fromreceiving the message of the vital issue, themessage of the Khilafah. Let this Da'wa be sostrong that it destroys and drowns out thepropaganda of the Kuffar and the dominanceof their ideas. Let us make this call resoundthrough the streets of Cairo and Damascus,Lahore and Karachi, Multan and Peshawar, indeed throughout the entire Muslim World.Let us finally close this humiliating chapterof our history, restore the dignity and gloryof Islam back to this earth and witness theroar of a billion takbeers greeting theannouncement of the Khilafah's return.

Our final du'a is "Alhamdulillahi rabbilaalameen".

The understanding of the foreign policy isgiven to us by Allah (swt) in Surah Saba':

"And we have not sent you [O Muhammad(saw)] except as a giver of glad tidings anda warner to all mankind, but most of menknow not" [TMQ Saba: 28]

Thus the foreign policy of the Islamic state isto spread the message of Islam. Allah (swt)obliged the Prophet (saw) to convey the mes-sage of Islam to the whole of mankind. He(saw) exerted great effort in inviting nationsand tribes to live by Islam, so that Islam wouldspread to the whole of the world and be thereference point in every sphere of life. Fromthe moment he (saw) arrived in Madinah heconcentrated on building an Islamic society, where the rules and laws stemmed from Islamonly and so that the message of the haq(truth) was conveyed.

Nothing was allowed to come in the way ofthe call to spread Islam. An example of this iswhen Muhammad (saw) signed a treaty withthe Jews of Madinah so that they would notstand as an obstacle to him (saw) spreadingthe Deen of Allah (swt) in the Hijaz. Similarlyhe signed the Treaty of Hudaibiyah with theQuraish so that he could expand the Islamicstate in the Arabian Peninsula. The letters ofthe Prophet (saw) that were sent to othernations outside the Peninsula inviting them toIslam are also an indication of how the mes-sage of Islam was not confined to any region.

Subsequently the Khulafaa of Islam continuedthis duty and adhered to the call of Allah (swt)as mentioned in the above ayah. It was withthis foreign policy in mind, that when theProphet (saw) left the life of this world - uponhim be peace and blessings - that Abu Bakr(ra) continued in conveying the Deen of Allah(swt) and engaging in J ihad. Abu Bakr (ra)sent the army of Usama (ra) that had beencommissioned by the Prophet (saw) to con-tinue the Jihad in Bilad ash-Sham. Umar bin al-Khattab (ra) followed on from Abu Bakr (ra)in this foreign policy. Famous battles such asthe battle of Yarmouk and Qadisiyyah werefought under the Khilafah of Umar (ra). Upuntil the last days of the Khilafah , the spread-ing of Islam to the entire world remained theforeign policy of the Islamic State and thisnever changed no matter who was ruling the

state. Indeed, the obligation of propagatingIslam to the world is a command from Allah(swt) and we must abide by His (swt) com-mand. The State therefore always organised itsrelationship with other states on the basis ofspreading Islam alone and no other basis. Thisconstituted a fixed basis for conducting theforeign policy of the State.

The Prophet (saw) wasted no time in fulfillingthis noble duty of spreading Islam and ensur -ing that it was and remained the only way oflife until the Day of Judgement, such that itprevailed over all other ways of life, systems, beliefs and ideologies.

The method ordained by the Shariah for theforeign policy is Jihad, and this never changesor fluctuates, irrespective of a change in ruleror change of the age in which we are living.Allah (swt) made the propagation of Islam tothe entire world an obligation on all Muslims, male or female, and the Islamic texts stipulat-ed the Shariah method to achieve this.

It is a duty on both men and women to ensurethat they are living by Islam. Thus Muslimwomen have played an active role in the for -eign policy of the Islamic state. They did thisin four ways: Firstly, women physically foughtin battles when it was required of them andwhen the Shariah stipulated this to be thecase. Secondly, women had ancillary roles inJihad such as nursing the wounded and pro -viding the fighters with supplies. Thirdly, women prepared and nurtured their sons tobecome Mujahideen. Finally, women gaveDa'wa to non-Muslims to invite them to Islam.

It was famous Sahabiyat, such as Nusaybahbint Ka'ab (Umm Umarah) and Sumayyah bintKhattab who bravely fought in battles againstthe Kuffar. Nusaybah (ra) fought courageouslyin the battle of Uhud. She brought a sword, abow and quiver of arrows as well as her waterskin and bandages. During this battle whenthe Muslims were on the defensive she posi -tioned herself near the Holy Prophet (saw)and she began shooting arrows until theywere all used up. She was also part of thegroup who surrounded the Prophet (saw) toprotect him (saw) from the Kuffar who weretargeting him. Nusaybah (ra) was also presentat Khaybar, Hunayn and the battle ofYamamah. The battle of Yamamah was fought

under the Khilafah of Abu Bakr (ra). Nusaybah(ra) approached Abu Bakr (ra) to seek permis-sion to join the expedition with Khalid binWaleed (ra) against Musaylamah, the liar. AbuBakr (ra) replied, "We know your worth in warso go out, in the name of Allah". In this battleshe received eleven wounds and also herhand was severed.

Other women also participated in battle. Inthe battle of Siffin, Hind, the wife of AbuSufyan, led the women in repulsing the attack -ing Byzantines when the Muslims broke rank.During the conquest of Iraq a woman, 'Azdabint al-Harith devised a plan to make theenemy think that reinforcements had arrived. All the women made banners out of theirscarves, and under her leadership marchedchanting poems for the victory of Islam. Onseeing this group reach the battlefield, theenemy thought they were reinforcements andretreated.

In the battle of Yarmouk, Asma bint Yazidkilled nine Romans with the heavy nail of hertent. Hind also participated in this battle.Umm Haram fought alongside Abu Dharr, AbuDarda and 'Ubadah ibn Samit in the battlefought for the conquest of Cyprus. This ful-filled her desire that she expressed to theProphet (saw) in a famous incident. One dayafter the farewell pilgrimage the Prophet(saw) was resting in Umm Haram's house. Heawoke smiling and said "I have seen in adream that some people of my Ummah are onboard of the sea ready to fight." Umm Haram(ra) said, "O Rasulallah pray that I should alsobe one of them." He (saw) prayed and thenfell asleep. He again awoke smiling andrepeated the dream and informed her that shewould be among them.

These women, who held on firmly to theShahada were just as enthusiastic as theMuslim men to fight in the way of Allah (swt)to make His (swt) word the highest. Theywere determined to see the enemy defeatedand ensure that the message of Islam reachedfar and wide. Although some women foughtphysically in the battle, others played a role intreating the wounded and providing theMuslims with water and military supplies. Thisalso aided the Jihad and made it efficient inachieving the objective of the foreign policy.

Al-Bukhari and Ahmed ibn Hanbal reportedthat ar-Rubayyi' bint Mu'awwidh said, "Weused to participate in the battles of theProphet of Allah. We gave water to the fight -ers, served them and returned the dead andwounded to Madina." The Tabbaqat of IbnSaad has the biography of Umm Sinan al-Aslamiyah. She said, "When the Prophet (saw)wanted to go out to Khaybar I came to himand said, Messenger of Allah, let me go out

Women and the ForeignPolicy of the Islamic State

with you to bring the water and treat the sickand wounded. I will look after the saddlebags. The Messenger of Allah (saw) said, 'Go out inthe blessing of Allah. You have women com-panions who have spoken to me, and I havegiven them permission both among your peo -ple and others. If you like, then go out withyour people, or if you like go with us' I said,'with you' He (saw) said, 'Then be with UmmSalama my wife'. "

In al-Bukhari, in the Book of Expeditions, there is a chapter on the Jihad of women. In ithe relates from Anas that when the peoplewere routed from the Prophet (saw) on theday of Uhud, "I saw Aishah and Umm Sulaimwith their dresses rolled up, I saw theiranklets. They were carrying water skins ontheir backs. Then they returned and filledthem up. Then they came and emptied theminto the mouths of the people." We also seethe example of Ku'aybah bint Daud al-Aslamiyah in which she treated the sick andwounded. In the Battle of Khandaq Sa'ad ibnMu'adh was brought to her to be cared forand she treated his wound until he died. Shewas also present at Khaybar where she wasallotted a man's portion of booty along withUmm Dahhak bin Masood.

From this we can see the role women playedin spreading the message of Islam. There arecountless examples of women who wereinvolved in wars fought against the Kuffar andspreading the word of Allah (swt).

Muslim women must remember that they area part of the Ummah that has been ordered tocarry the Haq (truth) and make Allah (swt)the legislator in every matter. This shouldmotivate us to explore every action that wecan do to facilitate this objective.

The beautiful example of Safiyyah (ra) (theaunt of Muhammad (saw) and the sister ofHamzah) underlines the Sahabiyat's under -standing of the Islamic foreign policy andtheir love for Islam. Safiyyah (ra) took part inthe battle of Uhud, when the Muslims weredefeated and some of them began to flee fromthe battle, she would smite their faces andencourage them to go back and fight. In thebattle of Khandaq, the Prophet (saw) had col-lected all the women in a fortress and haddeputed Hassan bin Thabit (ra) to look afterthem. The Jews, who were always on the lookout for such opportunities for doing mischief, surrounded the place and sent one of them tofind out if there were any men with theladies. Safiyyah (ra) happened to see the Jewsapproaching the fort. She said to Hassan,"There is a Jew coming to spy on us. You goout and kill him." Hassan (ra) was a weak per -son so Safiyyah (ra) got hold of a tent peg andwent outside the fortress and gave the Jew a

blow on the head and killed the Jew on thespot. She came back to Hassan, "the man isdead. I have not removed the clothes andarms from the body for reasons of modesty. Now you go and remove everything from hisbody. Also bring his head after severing it fromthe body". Hassan was too weak hearted to dothis too. She herself went again and broughthis head and threw it over the wall amidst theJews who were besieging the fortress. Whenthey saw this, they thought that were menpresent in the fortress. (Narrated by At-TabariTa'rikh al-rusul wa'l-muluk)

Another major way in which Muslim womencontributed to spreading the Deen wasthrough preparing and nurturing their sons, husbands and fathers to go out and give thecall to Islam and fight Jihad.

During the Khilafah of Umar (ra), Khansahbint Amr came to fight to spread Islam to Iraqin the battle of Qadisiyyah. In this battle shealso brought her four sons. Before engaging inthe battle, she motivated her sons with thisaddress: "My dear sons! You have acceptedIslam and undertaken migration of your ownfree will. You have brought your old motherand put her in front of Persia. By Allah, you arefrom one father and from one mother whonever played foul with loyalty to your father. To fight with Kuffar is a great virtue for highreward. Allah (swt) has said "O you whobelieve, persevere in patience and keep yourcoordination" so get ready to fight for Islamfrom early morning and fight to the last". Afterhearing this, her four sons advanced into theheat of the battle and fought diligently untilthey were martyred one by one. Not only didKhansah bring her sons to motivate themwith Islamic concepts but when she heardthat they all died as shuhadaa instead of feel-ing sorrow and remorse, she thanked Allah(swt).

As mothers, women have a vital responsibilityin developing and nurturing the sons of theUmmah to make them realise the urgency offulfilling the foreign policy. They must con-centrate on giving them the correct conceptsabout this issue. Just as mothers provide theirsons with food and clothes to wear they mustdevelop their mentality so that they under-stand this important duty of inviting nationsto Islam and fighting Jihad for the dominanceof Islam. Anything other than Islam is unac -ceptable is the mentality that should beinstilled in the minds of their children and therest of their family, so that they are fully moti-vated and enthusiastic to give their lives forthe sake of Allah (swt). It is therefore impera-tive that women realise this responsibility andensure that they are moulding their sons inthis way. Similarly it is the mothers duty toensure that she instils an Islamic mentality in

her daughters as well so thatthey do not prevent or dis-courage their husbands, brothers, sons and fathersfrom engaging in jihad, but rather motivatethem to fight.

From the example of Khansah (ra) we can sehow this had an effect on the Jihad andspreading the message of Islam. She willinglygave up her four sons for the domination ofAllah's (swt) Deen. She was even happy tohear that they had died Shaheed. We shouldlearn from the examples of the Sahabiyat andfrom the examples of the pious women givenabove. These examples should make us realisethat we have a great deal missing in our lives,by not living up to what Allah (swt) com-manded of us. We must make sure that we arefulfilling every obligation however small it is.The duty of spreading the deen of Islam is animperative duty and one which the Prophet(saw) spent every effort in. His (saw) lifebears testimony to how seriously he (saw)took this responsibility.

Without the Khilafah we cannot invite othernations to Islam and spread its message theway in which it was conveyed by the Prophet(saw). We therefore cannot adequately fulfilthis responsibility given to us by Allah (swt). This is an issue of vital importance and can -not be delayed, just as we cannot and do notdelay our other obligations. We must activelywork so that we can fulfil our role in takingIslam to the entire world and removing thewhole of mankind from the shackles ofoppression by man-made ideologies.

Do we really want to die without fulfilling thepurpose that Allah (swt) assigned us in thislife knowing that our fathers, husbands, sonsand brothers were not engaged in this duty ofspreading the deen that He (swt) ordered usto spread? Can we be proud that we were theMuslim women who encouraged and nurturedthe male members of our family to remainsteadfast in battle for victory of Islam or mar -tyrdom?

O Allah! Make us from amongst those who areworking sincerely for the return of theKhilafah. O Allah! Let us be from amongstthose who will resume the Islamic way of lifeand carry the Da'wa to the rest of mankind. OAllah! May you accept our sincere efforts andgive the Muslims victory the Kuffar. Ameen.

"It is He who has sent the Messenger with theDeen of truth and guidance so that it maybe dominant over all other deens eventhough the Mushrikeen may detest it". (TMQAt-Tauba: 33)

This address was presented by ShihadahArar in front of the State Security Courtin Zarqa, Jordan, on the 7th ofFebruary, 1968.

Respected judge, the case for which Iam being tried in front of you, is ofpolitical consequence. It is not a crimi -nal case. Rather, it involves the destinyof this country. It is not a case of politi -cal criticism or of simply exposing anordinary plan. In addition to my naturalright of defending myself, it becomesmandatory upon me to explain to thecourt the reality of this vital case and itscatastrophic consequences, as well asthe awaiting catastrophes and calami -ties, in addition to the present andfuture situation which includes a com-plete destruction of the country and itspeople. Therefore, I demand from thecourt to grant me the opportunity toaddress the court on behalf of myself. Infact, I insist on it and promise the courtthat my address will be concise. However, if I am denied of this rightthen I will refuse to answer any ques-tions or say a word to the court. Rather,I shall turn my back to the court andface the people. The court can do what-ever it wants and let it even sentenceme by what the ruler has dictated to it.

Oh judge! The case for which I am beingtried for is my membership in Hizb ut-Tahrir along with preparing and distrib-uting its leaflets. In regards to the firstpoint of being a member in Hizb ut-Tahrir, I will not answer it. An over -whelming majority of people in thiscountry are either members of Hizb ut-Tahrir or fully support Hizb ut-Tahrir.No government department, or min-istry, not even the Royal Palace or thePrime Minister's office, is without amember from Hizb ut-Tahrir or support-ers from Hizb ut-Tahrir. I will notrespond to this accusation, as I do not

consider this an accusation. It is an hon-our that Allah (swt) has given me. It is ofthe greatest bounty that Allah (swt) hasbestowed upon me and the greatestbounty in this Universe, after that ofIslam.

In regards to the claim of distributingthe leaflet, you cannot put a person ontrial for distributing a leaflet. Ratheryou can place a person on trial for thecontents of the leaflet. Thus, the issue isnot of distributing a leaflet, instead it isthe contents of the leaflet.Consequently, my trial is on the contentof this leaflet, which was distributedand my address to you is on the con-tents of it as well. I am assuming thatthis leaflet can be found in the file ofthis case.

The material in this leaflet exposesKing Hussein's conspiracy with Israel ofgiving the West Bank to it. The leafletexplains the scenario and the dramathat took place. The surrendering of theWest Bank to Israel by King Hussein is awell-known fact. The people of Jordan, all politicians in general, and the rulersin the Muslim world, especially in theArab world, are aware of this. Most ofthe people in the Arab world are awareof this treachery as they are with thetreachery of Judae the Isharyuti1 andAbu Rughal. Therefore, all of those whoknow of this fact and talk about itshould be put on trial for the same rea -son as I am.

Yes! This is a well-known issue. In reali-ty it is a great treason. We in the leafletaccused King Hussein, of surrenderingthe West Bank. In other words, weaccused him of being a traitor. Thus, someone may say, that insulting KingHussein for committing the treason isthe reason for this trial. If this is thecase, then my answer is, that this is just

an accusation and not an insult. Anaccusation is basically to blame a per-son for a specific action. If this accusa-tion can be proven then it is no longeran accusation because it then becomesa fact. Thus, the one who is accused ofin the first place should not be pun-ished. I admit that we accused KingHussein of surrendering West Bank toIsrael. In other words, we accused himof treason and I am ready to prove thistreason. I have tawatur witnesses toprove this treason. Thus, I demand fromthe court to ask me to prove this trea-son by presenting those tawatur wit -nesses.

It is King Hussein, the one whom youare defending by placing us on trial justbecause we described him as a traitorand for which I am on trial. He does notcare about this treason since he com-mits it every day. Just a week ago, theKing presented a memorandum to becirculated to the League of Arab Nationssuggesting that there is a possibilitythat the East Bank of the Jordan River iscollapsing and falling under Israelioccupation. He cannot even bear theresponsibility of the East Bank and theWest Bank together. He requests fromthe Arab nations to agree with him onhaving a peace treaty with Israel. KingHussein presented this explicit speechto the League of Arab Nations and to allArab nations in general. The memoran-dum means that King Hussein is threat -ening the Arab nations that if they donot approve of his plan with Israel, thepeace treaty with Israel, then he willthen surrender the East Bank exactlythe same way he surrendered the WestBank.

Does such a person care about treason? This is a new treason, which is in itsearly stages of being committed. Afterall of these facts, it should not beallowed to put any person on trial foraccusing King Hussein of being a trai-tor. I therefore demand from the court,to ask me to prove the treason of KingHussein through the tawatur witnessesin order to convince the judge aboutthe truthfulness of my accusationagainst King Hussein. This proof wouldlead to a mistrial.

Riba is not the Only Issue

The announcement that riba will be abol-ished by the 1st of July only in domestictransactions not only makes a mockery ofIslam but it also confuses people into think-ing that the most important issue in our eco-nomic life is riba. This undermines thewhole notion of what an Islamic economicsystem represents.

We must understand that the Islamic eco-nomic system does not equate to the capi-talist economic system minus riba. Ratherthe capitalist economic system contradictsIslam both in its fundamentals and details.Fundamentally, the capitalist economic sys-tem always concentrates wealth into thehands of a few rich people whether theylive in the West or reside in third worldcountries, whereas Islamic economic systemis based upon the distribution of wealth andprohibits the accumulation of wealthamongst a few individuals. It is mentioned inthe Quran "In order that it may not merelycirculate between the wealthy amongyou." [TMQ al-Hashr: 7]. Also in its details thecapitalist economic system contradictsIslam such as the free market economy, deregulation, privatisation, price fixing, monopolies, stock exchange, public limitedcompanies, income tax, GST, life insurance, bonds etc. and therefore it is haram uponMuslims to either call for them or to imple-ment them.

Sadly, we find that the state continues to foolthe Ummah by prohibiting riba in domesticaffairs and at the same time permitting itsuse in international economic affairs such asdebt servicing and repayments of riba to theIMF. Furthermore, the state not only remainssilent on the above-mentioned aspects ofthe capitalist economic system, but alsoencourages Muslims to enter into haramcontracts by forcing the implementation ofthe capitalist economic system upon them.Consequently, the Ummah has been robbedof her wealth, plunged into poverty and hasbeen deprived of her basic needs all in thename of capitalism.

The wealth, prosperity and the basic needsof the Ummah can only be safeguarded ifshe returns to live under shade of theKhilafah. The Khilafah state is the one thatapplies the Islamic Ahkam internally andexternally. This includes all the systems ofIslam whether they are ruling, social, eco-nomic, educational and judicial or mattersconcerning international relations. There isno room for gradual or partial implementa-tion of the Islamic rules as the currentregime and its institutions have led us tobelieve. The Islamic rules must be appliedimmediately and comprehensively. It is men-tioned in the Quran

"Then is it only a part of the Book that youbelieve in, and do you deny a part? What isthe reward for those among you who doso, except disgrace in this life? And on theDay of Judgement they shall be consignedto the most grievous penalty."[TMQ Al Baqarah: 85]

PRESS RELEASE

"And from among His Signs are thenight and the day, and the sun and themoon. Prostrate yourselves not to thesun nor to the moon, but prostrate your-selves to Allah Who created them, if youreally worship Him". [TMQ Fussilat: 37]

On Tuesday 9th January, Allah (swt) whohas ordered the universe in a clock workfashion had allowed the moon to eclipse. The site was an astounding one, and onlythose who have been blinded by kufrwould not marvel at the creation of Allah(swt). These are the ayat of Allah (swt)

that Allah (swt) sends to remind Mankindof his magnificence.

However there is another sign that we getfrom the eclipsing of the moon; a sign ofthe greatness of an Ummah, a light thathas temporarily dimmed, and a historythat allowed the Ummah to eclipse all thesigns of kufr. In April 1453, the Ottomanslaid siege to Constantinople. Despite theheavy Ottoman bombardment of thewalls, the inhabitants of the city wereable to repair the fortifications everynight. The Byzantines were exhausted buttook solace in the old legend thatConstantinople would never fall whilethe Moon was waxing. Then, on the nightof 22 May, the Moon rose in eclipse andtheir morale was crushed. Muhammad al-Fateh knew of the legend and waited afew days before starting a fresh attack.During the battle a small gate was leftopen by accident but it was all theMuslims needed. The sack ofConstantinople lasted three days, as theMoon waned.

Surely these are signs of the shrewdMuslims of years gone by, and these arethe signs the Muslims need to pay heedto. So where are the sons of Muhammadal-Fateh, to destroy the morale of the arro -gant West? Ya Allah, may this be a lesson tous.

Book Review:How to Re-estab-lish the Khilafah -The Method ofMuhammad(saw)

The Ummah of theM e s s e n g e rMuhammad (saw) iscurrently living at alow point in com-parison to her glori-ous past. Herresources have

become easy to plunder and her blood is viewedas unworthy of protection. A cursory glance at theoccupation of Palestine, the enslavement ofKashmir and the attempted annihilation ofChechnya illustrates the sorry situation that thisUmmah finds herself in.

It is unsurprising that any people faced with suchbloodshed would search for the causes and solu-tions to their problems, and further to this, whenthe people are Muslim, it is unsurprising thatIslam has a major role in determining the methodof their search and its outcome. Undoubtedlysuch a search has led to many solutions, but it isnot a generalisation to suggest that the IslamicUmmah has come to realise that the solution liesin her adherence to Islam as represented by there-establishment of the Khilafah.

Those who call for other than the Islamic Stateare isolated by the Ummah, who has becomeimpatient at the failure of multiple groups andstates to achieve this. It has been alleged thatIslam is simply untenable as a complete system allat once. Therefore some would say that Islamneeds to be implemented gradually. Others pointto individual perfection and Du'a alone as thekeys to the Khilafah.

All of these methods require scrutiny, from thepoint of view of Islam, and indeed this is the sub-ject matter of the book, 'How to Re-establish theKhilafah - The Method of Muhammad (saw)',

issued by Members of Hizb ut-Tahrir in Britain earlier this year.

In a concise and yet detailedmanner the book shows the

invalidity of these incorrect methods, whilst qual-ifying this by providing the correct manner bywhich to extract the solution from the Islamictexts. This is why the often-misunderstood tool ofIjtihad is clarified. A short taste of the style andcontent of this book is provided by its refutationof the modernist schools that replace the Creatoras Legislator with their whims and desires cou-pled with the human intellect. Such an under-standing is legitimised by falsely claiming that thisis the Maqasid al-Shariah (the objective of theShariah).

The book mentions a saying of the Prophet (saw),

"Whosoever interprets the Qur'an according tohis opinion, even if he gets it right, he has indeedcommitted a sin". [Abu Dawood and Tirmidhi]

The book also quotes Imam Shatibi from hisbook, 'al Muwafaqat fee Usul il Ahkam',

"The objective behind the Shari'ah is to liberatethe individuals from his Huwa (desires) in orderto be a true Abd (slave) of Allah and that is thelegitimate Maslaha (interest)." He further went onto say, "Violating the Shari'ah under the pretext offollowing the basic objectives or values (Maqasidal-Shari'ah) is like the one who cares about thespirit without the body and since the body with-out the spirit is useless therefore the spirit with-out the body is useless too." [Vol.2, page 25]

We are further reminded that Ijtihad exists onlyupon the Daleel [evidence] that is indefinite, notupon the definite texts - for example those thatlead to the rule of Salah being an obligation, orRiba [usury] being prohibited. The one whoexerts his effort to ascertain the Shar'iah verdictregarding a new reality not explicitly addressed inthe Islamic evidences must only do so in relationto the indefinite matters. Therefore a scholar maynot address the issue of peace with Israel, legit-imising the usurpation of Al-Quds, for this is a mat-ter the Islamic evidences have strictly forbiddenin an explicit manner. The vital element of Ijtihadis not to mix evidences that did not come toaddress the subject matter that the Mujtahid is

investigating. Therefore to study the evidencesrelated to fasting whilst aiming to determine therules of Salah is incorrect. The case is similarwhen determining the method to re-establish theKhilafah.

In the methodological manner of this book, which builds in a structured manner the methodof the Prophet (saw) to re-establish the Khilafah,it deals with those who believe that Islam must begradually applied like the so-called 'Islamic exper-iment' in Sudan, which utilised the existing con-stitution and apparatus to slowly wean Islam intosociety. The book then clarifies the positionregarding those who believe that fighting theruler is the correct method by which Islam is tobe applied; this is dealt with by explaining thecontext in which the Ahadith related to fightingthe ruler came.

The concluding chapters of this book deal withthe correct method to re-establish the Khilafah asshown through the Ta'assi (emulation) of theProphet's (saw) actions, from the starting point ofthe Da'wa, which involves the culturing of thegroup, to the interaction with society and theseeking of Nussrah (physical Support).

In conclusion this book is a sincere attempt toprovide, with attention to precision and detail, theanswers to questions often asked in relation tothe steps needed to be undertaken in order to re-establish the Khilafah.

We ask Allah (swt) to make this book an asset inour endeavour to re-establish the Khilafah withHis Help and His Strength, and to accept from usour efforts, and to overlook our mistakes.
