In giving glad tidings of the re-establishment of the Islamic Khilafah, tranquillity and ease was brought to the hearts of the believers, driving the Muslims, espe- cially those who are working to re-establish the Islamic State, to work more seriously and with greater sincerity. Insha'Allah, may Allah (swt) hon- our them with the return of the Khilafah through their efforts so that they may achieve the great reward in both worlds: a mighty victory in this world and a noble residence in the Akhirah (the afterlife). These involved camping out all night just to see a glimpse of an Oscar nominee, or queuing up in the rain for hours to be able to claim to be one of the first of "the public" to see the fourth sequel to a film whose original was released in the 1970s. Rituals also include the daily reading of the verses of the celebrity magazines. It should be perfectly clear that the Qur’an is onlyauthentic in its original language, Arabic. Since per-fect translation of the Qur’an is impossible, theterm ‘Translation of the Meaning of the Qur’an(TMQ) has been used, as the result is only a crudemeaning of the Arabic text.

Assalamu Alaikum wa Rahmatullahi waBarakatahu,

While foot-and-mouth disease is said to be onthe wane across the pastures of the Britishcountryside, with the total number of new casesper week falling, the similar sounding, but unre-lated 'foot-in-mouth' disease remains rampantamongst the leaders of the Muslim world.

The disease has not spared a single ruler of theMuslim world and all can be seen to exhibit itscardinal symptoms that include hypocrisy, cow-ardice and betrayal. With each utterance it canbe seen that they have forsaken the vital inter-ests of the Ummah and betrayed her, anddeserve to be ousted and accounted harshly forwhat they have committed.

Some of the rulers of the Arab world, includingKing Abdullah of Jordan and President Bashar al-Assad of Syria, have obviously inherited the dis-ease from their fathers who lived their livesstooped in treachery and cowardice.

At the recent Arab Summit held in Amman,Jordan, the Arab rulers washed their hands ofany responsibility towards the people ofPalestine even after they had witnessed thespilling of blood and listened to the wailing ofchildren, widows and the old every day andevery hour, when they declared that, "The lead-ers again reiterate their request to the securitycouncil of the need to bear responsibility in pro-viding the necessary international protectionfor the Palestinian people...and the formation ofan international force for this objective..."

The conference produced resolutions that aredevoid of any content that has an effect on theliberation of Palestine. Rather they covertlymaintain the Israeli State as a dagger in theMuslim lands and give legitimacy to its usurpingof Palestine, and its continuous brutal crimes,which have increased in recent days. The factson the ground are that since the upsurge in vio-lence began seven months ago, 421 Palestinianshave been killed and the sanctity of Masjid al-Aqsa has been breached on numerous occa-sions.

We have not heard one ruler from the Muslimlands declaring that he wants to remove theJews from Palestine. Instead some of them criti -cise the Israelis for the predicament theMuslims of Palestine find themselves in, whileothers of them yearn for the day that theMuslims normalise relations with the state ofIsrael.

As Khilafah Magazine goes to press this month,Israel shamelessly celebrates 53 years of inde-

pendence, and the rulers of the Muslim coun-tries shuttle from capital to capital in search ofa treacherous peace agreement. Their latestendeavour is a conference in Tehran, under theauspices of the Iranian Parliament, seeking tobring about unity amongst Muslims, but in reali-ty just producing more hot air. There is nodoubt that the presence of these impotent con-ferences is evidence of the fragmentation anddivision of the Muslim Ummah. Instead of theArabs being divided into more than 20 states,and the Muslims being divided into more than50 states, Allah (swt) has obliged them to liveunder the authority of one state; the IslamicKhilafah.

Verily, Allah (swt) has granted the Muslims ofPalestine the honour of standing guard in Hispath, and the blessing of protecting the holysites, and the blessing of fighting the peoplewho are the most hostile to the ones whobelieve, at a time when Kufr, and its people, areall conspiring against them, and when the rulersof the Muslims have betrayed this Ummah. So besteadfast, O brave heroes. Be patient with theaffliction, for indeed the victory of Allah (swt) iscoming:

"Verily, Allah will help those who help His(Cause)." [TMQ Al-Hajj: 40]

As for the Muslim rulers - we shall not tell thesetraitors to fear Allah (swt) and fear His (swt)punishment, since the passion of Islam left theirhearts a long time ago. But rather we warn themof the Ummah's anger and retribution and of thefate of their likes throughout history. TheUmmah will not accept for the pure blood thatwas spilled to be the path for the shame andhumiliation by abandoning al-Quds and the holysites and the people of Palestine.

Rather, her pure blood will be the path fordestroying every traitor that stands in her wayand destroying every entity that occupies herland. This is what the Ummah wants anddemands and she is able, by Allah's leave, todestroy every traitor and agent who stands inher way.

"And had We willed, We would surely have ele-vated him with them (Our Ayat) but he clungto the earth and followed his own vain desire.So his example is that of a dog: if you drivehim away, he lolls his tongue out, or if youleave him alone, he (still) lolls his tongue out.Such is the example of the people who rejectOur Ayat. So relate the stories, perhaps theymay reflect" [TMQ Al-A'raf: 176]

coal fields andother public utili-ties, he has beenquoted to havesaid, "if we can'trun our industriesproperly weshould sell them."It would seemthat he may havemissed economicslessons at schoolbut without doubthis current

schooling is with the IMF whose Pandora's boxof policies have led to the rise of gas priceswithin Pakistan and a mountainous foreigndebt, which currently stands at $38 billion. TheChief Executive's economic wizardry is laugh-able, he recently proposed a solution with hismagic wand at a press conference in Karachiwhere he said that if 30,000 rich Pakistanis cancontribute $200,000 each it will help toreduce the foreign debt by $ 6 billion. Inreturn, "We can call them as 'saviours ofPakistan' and give them a special status so thatwherever they go they can be treated with spe -cial attention." At the last count, a debt inexcess of $30 billion doesn't get wiped out bynaming some individuals as saviours or givingthem special attention.

Maybe his statement concerning the conver-sion of Karachi into Hong Kong is expressinghis puppeteers true intention for Pakistan, toensure that it is a passive colonised land withno standing on the international arena with theAmerican's rather than the British as Imperialmasters. Musharraf's next policy could beintroducing Chinese to the population ofPakistan, who knows?

Al-Harth narrated on the authority of IbnMasood that the Messenger (saw) said: "Forevery matter, there is a thing that spoils it, andwhat spoils this Deen is the evil rulers."[ImamSuyooti: Saheeh]

ReferenceIbn 'Umar (ra) reported: The Prophet (saw)said, "Every one of you is a caretaker, and isresponsible for his consignment. The ruleris a caretaker of people, and is responsiblefor his subjects. A man is a caretaker of hisfamily, and is responsible for them. Awoman is a caretaker of her husband'shouse and children, and is responsible forthem. A slave is a caretaker of his master'sproperty, and is responsible for it. All ofyou are caretakers, and all of you areresponsible for their consignment"[Bukhari, Muslim, Tirmidhi, Abu Daud andAhmed]

Muslim narrated on the authority of UmmSalamah (ra) that the Messenger (saw) said,"There will be leaders upon you that youwill know and deny (their evil). The onewho hates (their evil) shall be innocent,and the one who denies shall be safe (frompunishment), but the one who is pleasedand follows (them, he will be punished)."

Al-Hakim narrated on the authority of Jabirthat the Messenger (saw) said, "The onewho pleases the ruler by what causes theanger of Allah, he goes out from the neckof the deen of Allah". [Imam Suyooti: Hasan]

Bukhari and Muslim narrated on the author -ity of Abu Saeed (ra) that the Messenger(saw) said: "Let not the fear of people pre-vent one of you to utter the truth when hesees it (i.e. sees the munkar) or hears it".

Imam Ahmad, Tabarani, Al-Hakim and Al-Baihaqi narrated on the authority ofAbdullah Ibn Amr that the Messenger (saw)said, "If you see my Ummah afraid of tellingthe oppressor: You are an oppressor, it isfarewell to the Ummah". [Imam Suyooti:Saheeh]

Al-Dailami narrated on the authority of AbuHurairah that the Messenger (saw) said, "Ifyou see the scholar is mixing with the rulertoo much, then know he is a thief". [ImamSuyooti: Hasan]

Abu Hurairah, may Allah be pleased withhim, reported: The Prophet of Allah (saw)said, "The Imam (of the Muslims) is a shieldfor them behind whom they fight and pro -tect themselves. If he enjoins fear of Allah,the Exalted and Glorious, and dispensesjustice, there will be a (great) reward forhim; and if he enjoins otherwise, itrebounds on him" [Bukhari, Kitab al-JihadNo. 2737].

Ahmad and Tabarani narrated on the author-ity of Udai Ibn Umairah that the Messenger(saw) said, "Allah will not punish the major-ity by the doing of the minority unless themajority are able to change on the minori -ty. If then the majority did not change onthe minority, Allah will punish both themajority and the minority".

Al-Darmi narrated on the authority of HayyaBintu Abi Hayya. She said...O slave of Allah(Abu Bakr): Until when will the ruling ofIslam be like this? He said: "As long as yourrulers straighten for you". [Ibn Katheer saidthis isnad (chain) is hasan and good.]

Bukhari narrated on the authority of QaysIbn Abi Hazim that Abu Bakr (ra) entered ona woman from the people of Ahmas namedZainab.... She said, "Until when will we stayon this good matter (Islam) which Allahbrought after the ignorance time?". AbuBakr said, "As long as your rulers straightenon it". May Allah be pleased with him.[Hadith number 2068 in Jami'al Usul by IbnAl-Atheer.]

Al-Baihaqi narrated on the authority of Ali(ra) that he said, "The people will not bestraightened except by an Imam (Khalifah)whether he is good or bad".

Imam Al-Khateeb narrated in his historyand Imam Al-Khattabee narrated that OmarIbn Al-Khattab (ra) said, "By Allah, WhatAllah protects and prevents by the ruler isgreater than what he will protect and pre-vent by the Qur'an".

Bukhari and Muslim narrated that Abu Bakr(ra) had said in one of his speeches:

"And it is not lawful for the Muslims to havetwo rulers. Whatever the reason is, theiraffair and laws will then differ, and theirunity will be broken, and they shall disputewith each other. Then the Sunnah will beabolished, and the innovation will appear,and the fitna will be severe". May Allah bepleased with him.

Alqasem Ibn Mukhaimara, from amongst thefirst generation that succeeded the genera -tion of the Companions of the ProphetMuhammad (saw) said, "The quality of lifethat you live in depends on the type of yourrulers, if they were good your life will begood, if your rulers were bad then your lifewill be bad".

4Heat turned up in Central Asia

Kyrgyz Premier has pushed for themonitoring of mosques in responseto the escalating Islamic activities.More than 1,300 mosques exist inKyrgyzstan alone.

Over 200 Members of the Islamicpolitical party Hizb ut-Tahrir weredetained last year for distributingleaflets calling for an Islamic State;these figures trebled within the firstfew months of the New Year. Similarprojects currently taking placeinclude the surveillance of over1285 persons suspected of beingMembers of Hizb ut-Tahrir. Humanrights groups estimate that over fivethousand people are currentlyimprisoned in the region for similaractivities.

Such is the nature of the IslamicDa'wa. The ones who stand to losethe most are usually the ones whofight the most against the call. Didnot Pharaoh persecute the believersfor following Musa (as)? And did henot kill the male children of thebelievers in order to stop the call?And didn't Pharaoh's army pursuethe believers in order to destroythem all?

O Allah Accept our du'a as youaccepted Musa's (as) du'a:

"Our Lord! You have given toPharaoh and his chiefs the glittersand wealth of this worldly life. OurLord! They misled people from Yourway. Our Lord! Obliterate theirwealth, and harden their hearts, sothey will not believe until they seethe grievous chastisement.' Allahsaid: 'Your prayer is answered, sobe steadfast, and follow not theway of those who have no knowl-edge." [TMQ Yunus: 88-89]

Muslims of Turkey shout, "IMF go home"

Thousands of Muslims took to thestreets in cities across Turkey.Seventy thousand protesters gath -ered in Istanbul shouting, "IMF gohome", "IMF equals unemploymentand hunger", and "We're not the ser-vants of the International MonetaryFund". This protest was sparked bythe current economic crisis. This

came even after the $11 billion dol-lar IMF package given to Turkey,which, they have us believe, wasaimed at curbing inflation. In fact,Turkey has been taken into thedepths of a major economic down-turn. People are not being paidwages and 500,000 people havebeen laid off work. On top of thisthe government plans to freezesalaries for over 400,000 state work-ers for six months as part of the IMFplan. This is despite up to 50%increases in the price of petrol, elec-tricity and telephone. The govern-ment was "forced" to float the Lira,which led to it losing a third of itsvalue. People awoke to find thattheir money had become worthlessovernight. At one point, the curren-cy was worth 985,000 Liras to thedollar. After all this, the Turkish gov-ernment, as reported, went grovel-ling back to the IMF for a further$25 billion loan. The Prophet (saw)said, "The Muslim is never bittenfrom the same hole twice" [Sahih al-Bukhari].

Such is the nature of the capitalistsystem that Kamalism sought toemulate. A system where the slight-est rumour can send the wholeeconomy crashing as happenedwhen the president and prime min-ister fell out over corruption in thebanking sector; an economy whereit is essential to maintain the confi-dence of foreign investors.

Prime Minister Bulent Ecevitresponded to calls for his resigna-tion by saying, "If they are shoutingresign, they also have to provide analternative". Dear Mr. Ecevit, we arenot shouting for your resignation,rather we are calling for the uproot-ing of your whole system, and youare well aware of the alternative sys-tem whose return the sincereMuslims of this Ummah work dayand night for.

own Mosque. "A person can be halfFrench and half Arab…but it is diffi-cult for a man to be half Catholicand half Muslim," said ProfessorHuntington, of Harvard University.Not so, it seems, for the Mufti ofDamascus.

The Umayyad Mosque in the Syriancapital, which is said to contain thebody of Yahya (as), is to be the spec -tre of this macabre scene. As part ofAmerica's attempt to eradicate theMuslims of their Aqeedah, the Popewill lead the Christian prayers, whilethe Mufti of Syria will conduct the'Muslim' part of the ceremony.

It is amazing that despite theoppressive sanctions from the UNon the Muslims of Iraq, that the cru-elty of this dictator is so flagrant.Whilst the Ummah suffers sickness,disease, poverty and hunger, he hassquandered money on palaces,birthdays, and other such actions ofself-glorification and self-praise.

If we look at the reality rather thanthe rhetoric of any of the rulers,could we ever expect anythinghopeful from them?

We say to all of them, to fear Allah(swt).

Whilst the PML has manufactured aname change, it hasn't changed itssecular basis; therefore the 'M' willalways stand for 'Machiavellian' as adescription of the corrupt, under-hand and scandalous manner inwhich they have conducted them-selves in Pakistani politics for manyyears.

When we seek a solution in our per-sonal affairs, we seek to determinethe Hukm (rule) of Allah (swt).Similarly when establishing a politi -cal party it is incumbent on theMuslims to refer to Islam. The orderto establish a political party basedupon Islam has been commanded inthe 104th verse of Surah Ale-Imran.The raison d'etre of this party mustbe based upon this command and itthus seeks from this to uphold therules of Islam comprehensively.

Al-Gaddafi referred to Al-AqsaMosque as: "…just a mosque and Ican pray anywhere." Hence, theenemy of Allah (swt) rejected theQur'an by denying the words ofAllah (swt) in Surah Israa. By sodoing, he denies the significance ofMasjid Al-Aqsa, the first Qiblah andthe third most sacred site afterMakkah and Madinah, where theMuslim's blood was spilt whenSalahuddin Al-Ayyubi opened it.

Muslim blood is still being spilt toprotect it until this very day. But we

should not be surprised at thesewords of his, for this is not the firsttime we have witnessed Gaddafiinsulting the Deen of Allah (swt), forhe has previously rejected theSunnah of the Prophet (saw) andattempted to change the Qur'an bysuggesting the removal of a few"unnecessary" words. The true shockis to see the Muslims, who are theinheritors and protectors of theDeen doing nothing to stop this. Atthe time of the Prophet (saw) a mannamed Ka'ab Ibn Al-Ashraf insultedthe Prophet (saw) and incited thepeople against him; the IslamicState, under the leadership of theMessenger of Allah (saw), delegatedthree men to kill him. The IslamicState implemented these punish-ments and protected the Deen inthis manner, but unfortunately thisprotector is no longer here today.

Oh dear Muslims! Allah (swt)obliged us to establish the protectorof the Qur'an and the Sunnah, andindeed this is the Islamic Khilafah;and to this we call you, to work withthe sincere workers for the Deen ofAllah (swt).

"Oh you who believe, answer thecall of Allah and His Messenger ifHe calls you to that which givesyou life" [TMQ Al-Anfal: 24]

Police in Bangladesh have arrested astudent suspected of carrying out abomb attack on a music concert inthe capital, Dhaka. Nine people diedand many more were injured. Theexplosion occurred during the cele-bration of the Bengali New Year. Thesuspects were all linked withIslamic movements, one of thembeing a member of the Islamic stu-dent organisation, the Islami ChattraShibir, the student wing of theJamaat-e-Islami. General electionsare due in July, and Jamaat-e-Islami isa partner in the four-party opposi-tion alliance that has been cam-paigning against Sheikh Hasina.

In the current electoral climate, it isobvious that the Bangladeshi peopleare being used as innocent pawns inthe power games of the politicalparties vying for leadership.

The Western secular thought hastaken deep root in the Muslim world- not only is this apparent in theMachiavellian politics of the rulingclasses (who use terror tactics forpolitical aims), but also in the workof some Muslims; hence resulting inindividuals and groups seeking topromote Islam by way of bombattacks, partaking in the kufr politi -cal process, or by any other meansnot emanating from Islam.

Islamic groups that compromise onmatters of the Deen are just as badas the corrupt regimes they seek toreplace, no matter how sincere theymay be. Islam has defined not only asystem of governance, but also amethod for implementing that sys-tem in society. Islam does not yieldto the corrupted principle 'the endjustifies the means'.

The Muslims of Bangladesh mustrealize that 30 years of 'independ-ence' under a secular system hasbrought them nothing but povertyand humiliation. As long as they con-tinue to adhere to the status quo, orwork for Islam according to theirwhims and not the Propheticmethod, we will see more and moreinstances of political instability andthe Ummah being cynically manipu-lated by its rulers.

Arafat's greetings reciprocations by bombingsand incursions

It was report-ed in theLondon DailyTelegraph, thatAvi Dichter,the Shin Betsecurity serv-ice head, andAmin al-Hindi,the Palestiniani n t e l l i g e n c e

chief, have met to discuss therenewal of security co-operationbetween Israel and Arafat'sPalestinian National Authority. This isthe same PNA that agreed covertlyto control and report Muslimactivists to Israel, that has agreed to

sign over most of Palestine, and nowis working to find a way to quietly"lose" Masjid al-Aqsa. This followscountless secret and not so secretliaisons such as those that culminat-ed in the Oslo accords. The Ummahis not so easily fooled; in publicrenouncing Israel, whilst private col-lusion and scheming is now not soprivate.

On the same day that Arafat calledand congratulated Sharon for hisJewish Passover celebrations, Sharonwas directing his tank forces to shellthe Muslims of Ramallah (which issupposedly under the authority andprotection of Arafat and his PNAcronies).

Is it not strange that Arafat recognis -es Passover, a festival that Allah (swt)does not! Arafat's latest Jewishfriend Sharon (who sparked the cur-rent conflagration via his visit toMasjid al-Aqsa last year) has orderedhis security services to study how toenable Jews and other non-Muslimsto enter the city's Haram al-Sharifsanctuary thereby letting all andsundry to walk all over Bait al-Maqdis. Another group (not dissimi-lar to Arafat and his PNA), theTemple Mount Faithful (who wantto tear down Masjid al-Aqsa), recent-ly lobbied Sharon for rights to visitthe area unimpeded. At least theTemple Mount crowd have alwayspublicly stated their objectives.

Much press coverage has been givento Arafat's recent denunciations ofthe Israelis for their violent attacksupon Muslims in Southern Lebanonand throughout Palestine. Such pub-lic denunciations just don't agreewith the reality of a rising toll ofMuslim blood. Blood which is on thehands of these rulers includingArafat which are happy to encour-age such conflict as a precursor totheir next "peace" agreement con-spiracy.

"O you who believe! Take not theJews and Christians for yourfriends and protectors. They are butfriends and protectors to eachother, and he amongst you thatturns to them is of them. VerilyAllah guides not a people unjust."[TMQ Al-Ma'idah: 51]

All praise is due to Allah (swt). We thankHim (swt), seek help, guidance and forgive -ness, and we turn to Him (swt) in repen-tance. We seek refuge in Him (swt) from theevils of ourselves and from the evils of ouractions. Whomsoever Allah (swt) guides willnever be misguided, and whomsoever Allah(swt) sends astray will never be guided. Ibear witness that there is no Lord worthy ofworship but Allah (swt), who has no part-ners, and is capable of all things. He (swt) isthe Initiator of creation, the Repeater of iton the Day of Resurrection. He (swt) is freeof all needs; worthy of all praise, the Onewho gives life and death, and to Him is thedestination of all things. He (swt) is yourLord and the Lord of your forefathers beforeyou. I bear witness that Muhammad (saw) isHis slave, His Messenger and His Prophet, abringer of glad tidings and a warner of agreat torment. Muhammad (saw) was sentwith the Book that illuminates the way andwarns of the Day of Gathering, in whichthere is not doubt. This Book tells us of agroup in Paradise and a group in the blazingflames. Peace and blessings be upon ourbeloved Prophet (saw) and upon his family,companions, those who succeeded them,and those who follow their guidance withperfection, until the Day of Judgement.

Oh Muslims, I recommend that you fearAllah (swt). This is the most valuable of rec-ommendations and the most precious oftreasures. There is nothing superior to it orequal to it. The Qur'an makes mention ofthis:

"Verily We have recommended to the peo-ple of the Scripture before you, and to you(oh, Muslims) that you (all) fear Allah"[TMQ An-Nisa: 131].

A Word ofTruth from

Bismillah Ar-Rahman Ar-Raheem

"Now has been sent to you aMessenger from amongst your-selves: it grieves him that youshould perish; ardently anxious ishe over you: to the Believers he ismost kind and merciful. But ifthey turn away, Say: "Allah suf-fices me: there is no god but He: On Him is mytrust, He the Lord of the Throne (of Glory)Supreme!" [TMQ At-Taubah: 128-129]

Oh people! What the Friday speaker had said inhis speech is true! The rulers of the Arabs haveforsaken their nations. It is true that they donot want to defend the lands of Palestine, andit is also true that they want the UnitedNations, the Security Council and America tointervene and solve the issue of Palestine andto save the Palestinian people. Yet the Arabrulers, whom on one hand relate themselves toMuhammad (saw), and those who are related toAli (ra), 'Umar (ra) and 'Amr ibn Al-'Aas (ra), arerejected by them. They are not from us, nor arewe from them, nor will they be brought to theHawdh (pond) of Muhammad (saw).

What is taking place in the Islamic world today,of conspiracies against its people, is the great-est evidence of the absence of the just ruler,the sincere caretaker, the trustworthy and hon-est leader ruling over the Muslim world today.The Ummah is in dire need of an Amir and ajust ruler, who obtains his laws from Allah(swt), the legislation of Allah (swt), not fromthe legislation of the West, not from the UNand not from democracy and secularism.

Your rulers are similar to traders, who tradeusing their nations for their own personal gain;and the worst form of treachery is the rulerselling the welfare of his people for his owngain - for he is meant to represent them. YourMessenger (saw) said: "Two hungry wolvesattacking a (herd) of sheep is less destructiveto the sheep than the love of money and statusis destructive to man." And our leaders lovetheir status and wealth and have no love for

the people they are supposed toprotect.

Your leaders, your kings and therulers ruling over the Muslimlands everywhere are nothingmore than traders who trade usingtheir nations. They have beenappointed as traders, not as care-

takers, nor leaders, nor rulers who rule theirsubjects with integrity and justice; rather theyhave been appointed as thieves to loot thewealth of the Ummah.

Look to Palestine for example; for Palestine is atreasure to the PLO and its men. Even if wewere to one day hear that Israel had arrestedall the leaders of the PLO and denied Arafatentry into Palestine, we would still hear himsay to us and to the rest of the world: "Therewill be no going back on peace with the Jews."For Palestine is to them a source of wealth, andthey trade with it at the expense of its people.So we see them driving around in luxury cars,building tall buildings, eating to their heartscontent, wearing the finest clothing, and fillingtheir bank accounts with millions of dollars;meanwhile their people are pounded by steeland fire and are forced to drink sewage water!

When will this Ummah return to her hon-ourable origin? To her ideology and her sourceof legislation? For she well knows that thesekings and rulers are of the most treacherous oftraitors. They are thieves, not statesmen, theyare Fujjaar (those who indulge in vice) and it isthe responsibility of this Ummah to stand upagainst them and demolish their thrones. Toappoint a Muslim ruler who will rule her bythe legislation of Allah (swt) and declare Jihad,liberating the slaves and the lands. How can itbe that the Khateebs raise their hands to thesky and say: "Oh Allah, give us the Khilafah!"and then not work for its return?

ing His (swt) commandments, for the warn-ing is clear:

"And let those who oppose the Messenger'scommandment beware, lest some Fitnahbefall them, or a painful torment beafflicted on them" [TMQ An-Nur: 63].

Oh Muslims, on a day like this, seventy-seven years ago, oppression became mani -fest in the worst possible way when theaccursed Mustafa Kamal and his party decid -ed to eliminate the Islamic Khilafah system.It was replaced by a secular Kafir systemthat separates Islam from the affairs of thestate. This enabled those in power a treach-erous and unceasing rule. From the destruc-tion of the IslamicUthmani Khilafah, theAhkam of Islam disap-peared, all the obliga -tions related to the statewere removed, and theobligations related toindividuals were madeoptional. Now there wasno one to watch overthem or account them.

On a day like this one,the last card in the handof justice fell, and eviland wrongdoing spreadamongst the entireUmmah. This is without mention of thedarkness that will be waiting for thembecause of this on the Day of Resurrection.This evil and wrongdoing demonstrated bythis troop that ruled over Istanbul has beendescribed in the Qur'an as the worst formof evil and wrongdoing:

"And who does more wrong than he who isreminded of the Ayat of his Lord, thenturns aside therefrom? Verily, We shallexact retribution from the criminals"[TMQ As-Sajdah: 22].

Oh Muslims, we do not need to display theevidences of the oppression that has befall -en us as a result of this crime; for, the situa -tion of the Muslims is beyond words. Theatrocities befalling the people of Palestineand other disaster stricken areas in ourUmmah is enough to explain the effects ofthat evil and malicious order. Today, howev-er, we wish to warn the Muslims from theconsequences of assisting the oppressors.We will also explain the duty of the Muslimstowards these oppressors. The Qur'anspeaks of these oppressors and their fate,while deliberately omitting a description oftheir destination to increase their fears:

"And those who oppress will come to knowby what overturning they will be over-turned" [TMQ Ash-Shu'ara: 227].

Assisting an oppressor in his oppression isan enormity that many people pay no mind

to. Often they rush to help the oppressorsand link their fates, and they depend onthem in their times of difficulty and ease.Regarding these people, the Messenger ofAllah (saw), as it is recorded in the book "Al-Firdaus Bi-Ma-thoor Al-Khitaab, by AbiShujaa' Al-Hamthaani" from Anas b. Malik(ra), told us: "Whosoever assists an oppres-sor in his oppression will come on the Dayof Resurrection with: 'In despair of Allah's(swt) Mercy' written on his forehead." MayAllah (swt) protect all of us from such adark destination, for if the Messenger ofAllah (saw) does not enter Paradise exceptby the mercy of Allah (swt), then what of allthe other people? The one who is in despairof Allah's (swt) mercy will have no destina-

tion other than theHellfire. "Whosoeverreads the Qur'an beforean oppressive ruler tolift the blame from himwill be cursed ten timesfor each letter (hereads)" [Al-Bukhari].

Oh Muslims, we mustremember the fate ofthe oppressors, the trai-tors and their helpers inboth ancient and mod-ern history. In ancienthistory we have thelikes of Fir'aun, Haman

and Qaroon, who were political and eco-nomic superpowers in Egypt. They werecast out of the opulence that they werebasking in. In return, neither the skies northe earth, nor was their recompensedelayed.

Another example of aiding the oppressorcan be found in Surat Al-Fil. In Al-Maghmas,a place near Makkah on the way to Al-Taa'if,a man named Abu Righal passed away. Heproved himself a traitor by assisting theowner of the elephant, Abrahah, to Makkah.Abrahah was attempting invade and destroythe Ka'bah, but was prevented from doingso by Allah (swt). Later, Arabs who passed byAbu Righal's grave would demonstrate theirhatred for his treachery by throwing stoneson it.

In more recent history, we have the exam-ple of Mustafa Kamal and Hussein bin Ali:the pillars of the conspiracy to destroy theKhilafah. This includes those who followedthem, ruled over the divided Muslim lands,and their aides. Included were everyonefrom ministers to heads of ministries, intel-ligence agency directors and their employ -ees, among others. Allah (swt) took all ofthem, and they could not escape. They weresent to meet what their hands put forth;some of them even, at the end of their lives,pleaded from those who they were orderedto torture to forgive them!

Let us also consider the Shah of Iran and hissecret police "Al-Saafaak" some of whomwere executed in the streets after the fall ofthat oppressor.

Anwar Sadat of Egypt is another example.He met a bullet that knew its way to hischest, to carry him and his diseased plan tothe podium of Divine justice after he trans-gressed on the podium of human oppres-sion by forcing everyone to abide by hisrule. Furthermore, it was not too long agothat we saw what became of what wasknown as the SLA (South Lebanon Army).

Our history today is overflowing withoppression and oppressors and treason andtraitors. There are those who have beenoverthrown and have fallen, and no onemisses them, and there are those who awaittheir black, miserable fate, when the hourfor revenge comes to them and theirhelpers. Their destination in this world isone, and their abode in the Akhirah is one:the Hellfire. It is a most miserable final des-tination! Oh Muslims, this is how forbiddenit is to oppress and how forbidden it is toassist the oppressors. The fate of everyoppressor in this world and the next is thesame.

Let us now discuss our duty towards whatwe see and hear based on definite evidence.Let us consider why the Muslims have beencompletely incapable, ever since the fall ofthe Khilafah, of solving any of their prob -lems. First of all, they have followed thepath of their Fir'aun, and that is not an hon -ourable path. This only added calamities totheir affliction, disgrace to their humilia -tion, disappointment to their disappoint-ments and poverty to their destitution! Wesuffer today from severe oppression andtreachery on a historical scale, whether inPalestine or in the other Muslim lands. Wefind the media spotlights focused more onthe issue of Palestine than on any other. Infocusing on Palestine, the extent of theoppression has become undeniable.Muslims are being oppressed all over theworld. The events that took place and con -tinue to take place, of heinous killings anddestruction of property in an unequal bat-tle, was a direct result of the political con -spiracy that has been called "The PeaceProcess," "Concessions" and "Land forPeace." and other names that do not exist inthe policies of warfare in Islam. We do notdepend on the protection of internationalsecurity forces, however, nor must we begAmerica, Russia, or the European Union forassistance. Instead we must remain vigilantin not raising the flags of patriotism andKufr, whose colours were decided in theSykes-Picot agreement!

We understand that the duty of the Muslimstoday is to uproot these oppressors, and toremove the corrupt control that they hold

Minister after minister in the British Cabinet isbeing exposed for some kind of sleaze. Oneonly needs to consider Peter Mandelson, theformer Northern Ireland Minister. Recently hewas exonerated of lying in the Hinduja cash forpassport affair, however this is only after hisexpulsion due to his behaviour that lead to hisultimate resignation. Mandelson, however, isnot the only example. Keith Vaz and RobinCooke are also under scrutiny. . In addition,some Muslims in the West have resorted tosinging the praise of such a system of govern-ment and instead of exhorting the Muslims topiety they exhort them to participate whole-heartedly in such corruption.

Recently, however, even these scandals areovershadowed by the spectre of Foot-and-Mouth Disease that marks its progress overEngland's green and pleasant fields with funer-al pyres and mass burial sites. A disputebetween the treasury and the army may havedelayed a full military involvement that couldhave brought the disease under control andended disputes between the Prime Ministerand the Agriculture and Environment Ministersover policies that have embarrassed the gov-ernment. The Prime Minister's postponementof the elections, due to fears about his ownpopularity during the Foot-and-Mouth Diseasecrisis, has only served to weaken him to theadvancement of his main rival within theLabour Party, the not so loyal cabinet Minister,Gordon Brown.

In Britain the ruling authority is vested in aministerial Cabinet whose members share col-lective responsibility for the rule. Each minis-ter is assigned a specialised portfolio overwhich he has some mandatory powers. Amongthe ministers is a Prime Minister who is con-sidered "prima pares," meaning first amongequals. It is their duty to coordinate the others.Despite its conduciveness to corruption,Muslim countries are using this ministerialstyle of the republican framework as theirmodel, rather than striving for the Khilafah.This article will demonstrate how this systemof rule is not fit for the Islamic Ummah to fol-low.

Khilafah:The Only

Solution forMinisterialIntrigue!

Lord (swt)? Was it not these same names andtitles that caused disasters to fall upon usand drove us onto the most treacherous andhumiliating of paths? We seek help in othersfor our strength, honour and the most basicof rights. We will never achieve this, howev-er, while they dominate us. While we are thegreatest of nations in our Aqeedah, systemfor life, strategic location, natural wealthand our numbers, we are missing the mostvital characteristic: independence in ourIslamic political decision-making. It isabsolutely vital to reclaim it, no matter howlong it takes, and in spite of all those whooppose. Let us not forget:

"And Allah has full power and control overHis affairs; but most among mankindknow it not." [TMQ Yusuf: 21].

In reclaiming all that we lost, the mostimportant are ruling by what Allah (swt) hasrevealed and appointing a Khalifah. At thatpoint, we warn the oppressors and theirassistants of the fate of those tyrants whopreceded them, the likes of Abu Righal,Sadaat and others, who were recorded intothe black books of history. Those whorespect their Aqeedah will continue tostone our oppressors with something moredamaging than stones: their words. Theywill also continue to make prayers againstthem and threaten them with revenge bycalling the curses of their Lord (swt) uponthem to destroy their filthy plans.

O Allah (swt), we seek Your help and callupon You using Your finest names and YourDivine attributes; we seek refuge in Yourmight and seek shelter in Your superior pro -tection. Oh, He who answers the prayers ofthe desperate and Who lifts away the pain,we call upon You, our Lord, to exact duepunishment upon those who conspired toexpel us from our homes, murder us andinvalidate the Qur'an and Sunnah. Oh Allah(swt), gather them all and kill them, notleaving a single one out of Your severe pun -ishment. We ask You to bring Your relief andvictory quickly. We ask you to let us re-establish the Islamic State that rules by Yourcommand. Oh Allah (swt), grant those whoare working sincerely to re-establish theState success. Make us amongst those whosucceed in this great task, and keep us firm -ly amongst their ranks. You, oh Protector arecapable of all things, and to our prayers Youare close and All-Hearing. Peace and bless-ing be upon all the Prophets andMessengers. All praise is due to Allah (swt),the Lord of the worlds.

Assalamu Alaikum Wa Rahmat Allah WaBarakatu

over the power and authority of thisUmmah. We must appoint a single ruler intheir place, and we must give him theBay'ah (pledge of allegiance) to listen andobey his rule by the Book of Allah (swt) andthe Sunnah of his Messenger (saw). Then wemust declare war for the sake of Allah (swt),to raise the word of Allah (swt) and reclaimthe lands and the holy sites and liberatemankind from the worship of man. Theseare the actions that must be taken in orderto fulfil the Prophet's (saw) command:"…then seek support from Allah and fightthem." The Messenger (saw) tells us: "And ifyou meet your enemy, from amongst theMushrikeen (polytheists), then call them to(one of) three choices: to Islam, and if theyrefuse, then to (paying) the Jizyah, and ifthey refuse, then seek support from Allahand fight them." This is done by preparingas much power against them as possible.The Qur'an explains:

"And make ready for them all that you canof power" [TMQ Al-Anfal: 60].

The capability of the Muslims in preparingpower far exceeds the capability of somechildren with stones and a few unhappyarmed organisations. Whoever wishes to fol-low the guidance of our beloved Prophet(saw), the leader of the first Mujahideen,should implement the Messenger's (saw)orders down to the finest details and seekhelp in Allah (swt) by remaining obedient toHis (swt) command. He should do every-thing in his power to remove any obstruc -tions to Allah's (swt) word.

What should we do, however, if oppressiveand corrupt Kafir rulers obstruct all of ourmilitary capabilities? At this point, the mostvital of duties would be to uproot them. Wewant our Khalifah, our Imam, to implementthe legislation of our Lord (swt) upon us.We cannot allow men to form an obstaclebetween Allah's (swt) command and us. Icall you to work with those striving to re-establish the State.

Do not forget, we are Muslims! We are notPakistanis, Palestinians, Egyptians or anyother nationalistic or patriotic group. Allah(swt) has never authorised these groups.Allah (swt) is the Creator, the One whogives us our sustenance, the One whobrings death, the One who will raise usfrom our graves and account us for ouractions. It is He (swt) who makes the finaljudgement of Paradise or Hellfire. It is alsoHe (swt) who addressed us as the Muslims,and even described us as the best nationbrought forth for mankind. Everyone else,He (swt) labelled Kuffar.

Why then, would we take names and titlesother than the ones chosen for us by our

Leadership in Islam is Singular

Allah (swt) ordered the implementation ofIslam among all Muslims, however the execu-tion of these laws is the duty of the Khalifah.The Khalifah is the shield for the Ummah, andit is he who is given the amana (trust), forwhich he will be held accountable. In onetranslation, the Prophet (saw) said, "the Imamis a guardian and he is responsible about hissubjects" [Bukhari].

In Islam, leadership is singular. Shari'ah evi-dence gives the responsibility of leadership toonly one. Ahmad narrated on the authority ofAbdullah b. 'Umru, that the Messenger of Allah(saw) said, "it is not allowed for three personsto be without appointing one of them as anAmir." Abu Dawood's narrated from Abi Sa'idthat the Messenger (saw) said, "if there arethree persons on a journey let them appointone (ahad) of them as an Amir." The word Amiris used in these Ahadith in the indefinite form(nakirah) and lacking the definite article. Forthis reason, the Ahadith refer to Amirs in gen-eral. This is the case for every Amir then,whether Amir al-Mumineen or otherwise. Theword 'ahad' in these texts, as in the verse:

"Say he Allah is one (Ahad)"[TMQ Al-Ikhlaas: 1]

is equivalent to the word 'wahid,' which indi-cates 'one,' and from the opposite understand-ing, (Mafhoom al-Mukhalafah) not more thanone. The role of the Amir, therefore, includingKhilafah, is for one person at a time, andresponsibility lies fully on that man's shoul-ders.

The post of Khalifah has been specificallyaddressed by the Shari'ah texts. Muslim narrat-ed that 'Arfajah said "I heard the Messenger ofAllah say, "whosoever comes to you while youraffair has been united over one man, intendingto divide your power or dissolve your unity,kill him." From this hadith it is clear that theunity of the Islamic Ummah rests upon the sin -gularity of leadership, i.e. "one man". The orderto kill the disputer is an indication (qarina) ofthe grave nature of this issue. Also in SahihMuslim regarding the many Khulafah whowould succeed the Prophet (saw) in rule, weare ordered to "fulfil allegiance (ba'ya) to themone after the other" and in another hadith nar-rated by Sahih Muslim, "if ba'ya has been takenfor two Khulafah, kill the latter of them." Theunity and strength of the Ummah dependsupon the unity of leadership, which uniquelyresides on a single Khalifah.

The Messenger (saw) never appointed morethan one Amir at a time. We may recall that inthe 7th year Hijri, Allah's Messenger (saw) sentan army of 3000 Mujahideen to fight theRomans in al-Sham under the command ofZayd ibn Harithah (ra). The Prophet (saw)

instructed, "if Zayd gets hurt Ja'far should takecharge and if Ja'far gets hurt Abdullah ibnRuwahah should take charge." So rather thanpooling the military expertise of these greatwarriors in a council of war, he (saw) instruct -ed them to lead one after the other, and indeedone after the other they each attained theirmartyrdom. May Allah (swt) grant us his bless-ings to follow them in this noble manner underthe Khalifah's banner. Ameen ameen yaa Rabb!

The Collective Ruling of "Equals" is Weak and Divisive

The 'buck passing' which occurs when leader-ship is shared among the members of aCabinet, such as theone that Tony Blairheads in DowningStreet, is a constantsource of scandal andintrigue. If we sneak aninside look from thepages of AndrewRawnsley's revealingbook, "Servants of thePeople," we wouldunderstand the tension that exists between thePrime Minister and his Chancellor of theExchequer:

"'Shouldn't you do it' wheedled Blair as theydebated in his study that day. 'No I think you should do it,' refused Brown.... 'It's important,' said Prime Minister. 'It's important' nodded Chancellor Brown.... 'If it's so important, Gordon, perhaps youshould do it,' said Blair, trying to flatter Browninto the task. 'If it's that important, you shoulddo it,' stonewalled Brown. The watching aidesexchanged smirks at their masters' manoeu-vres. It was Blair who finally gave the speechon 23rd February 1999 as Brown stared intent-ly at his fingernails on the front bench."

The Chancellor and the Prime Minister are thetwo most powerful and uneasy figures in theBritish Cabinet.

Internal wrangling and back stabbing amongstCabinet ministers cannot be good for anynation. Every Muslim integrationist shouldknow that the ministerial Cabinet frameworkfor ruling is riddled from within by a divisiveculture of self-seeking and blame aversion.

The ministerial system has too many compet-ing egos to manage for effective and decisiveleadership to prevail. The Chancellor's starappearance each year is a case in point when,for a few fleeting moments, he eclipses the restof the Cabinet and captures the greedy atten-tion of the nation for his taxation and spendingplans. The popular 7th March 2001 budget, inwhich Chancellor Brown announced an addi-tional £2bn for the National Health Service,was his last before the next General Election.

He hopes the positive front-page headlines thathe picked up for his budget will help himrealise his ambitions for power beyond merere-election of New Labour for another term inoffice. However, this £2bn hand out for health,to be spread over the next 3 years, is dwarfedby the £20bn wiped off share values in just 20minutes of trading at the stock exchange onwhat has been called "Brown Monday." Thisfiasco was due to an escapade of ministerialself-seeking over ownership of a clear Europolicy! The controversial issue of the Euro sawBrown upstage Blair in a story that the Timesran on 18th October 1997, "Brown rules outsingle currency for lifetime of this parliament"and the Sun's headline read, "Brown saves

pound." The only prob-lem was that PrimeMinister Tony Blair wasignorant of this policychange as were thebemused Cabinet min-isters who repliedwith the official partyline in various inter -views that weekend.The confusion was

captured in the Daily Telegraph headline"Brown in a spin over Euro."

The Chancellor did not find it so easy to gaincentre stage for last year's budget! When theflu epidemic of January 2000 left PrimeMinister Tony Blair riding a downward spiral ofpublicity over the collapsing NHS, he neededto appear serious over the issue of health, andhe needed it quickly. Rather than waiting forthe March budget to give a massive injection offunds to the NHS, he insisted on taking theglory by announcing the proposals himself. Thefury of the Chancellor over Blair's stealing thelimelight in advance of the budget, was madeevident by the actions of his aides who tookBlair's bold 'commitment' over NHS spendingand downgraded it into a mere 'aspiration.'William Hague, leader of the opposition packscorned, "so far we've had frost on Sunday,panic on Monday, U-turn on Tuesday and waffleon Wednesday." The Chancellor's aides, havingsunk Blair's sound bite commitment, had savedthe glory for Brown's March 2000 budgetspeech, which promised a 6.1% spendingincrease for the NHS over and above inflationfor each year until 2004.

The Khalifah's Assistants

Despite the shambles created by so many gov-ernment ministers vying for prestige, thoseenchanted with the West claim that the burdenof ruling in the modern world is too great forone man. They claim that we should have aframework that assists the Amir, like the minis -terial framework found in many Europeancountries. Surely we can find a solution with-out looking to Kufr systems. The Qur'anexplains:

Labour AgriculturalMinister, spent most ofhis time chasing upand down the countryfrom press conferenceto media engagementwhile the veterinaryexperts got on withthe real work of imple-menting the samerehearsed policy that

has been waiting on the shelf for decades:killing all cattle and sheep in areas where Foot-and-Mouth Disease has been confirmed. All thatis needed from the minister is a signature atstrategic moments during the crisis. When hetried to avoid answering questions in theHouse of Commons by claiming that he wasbusy, the opposition MPs immediatelyexpressed their fury at the hypocrisy of a min-ister too busy to be accounted when his onlywork was to keep telling the media that Foot-and-Mouth Disease outbreaks are really undercontrol. If it were true that a minister withportfolio is an expert in a specific area of rul-ing, then one would expect the AgricultureMinister to be aware that Foot-and-Mouth dis-ease is caused by an extremely contagiousvirus capable of spreading through the air overa great many miles, and with cases being con-firmed at about five times the rate of thefamous 1967 outbreak. Things are far frombeing under control!

If the Minister with portfolio was truly anexpert in his field, he would understand thatwith each breath the infected animal took,many doses of virus are released into theatmosphere. In the 1967 outbreak, the viruswas reported to blow all the way across thechannel from France, which is a distance ofover 40 miles. How then, could the diseasepossibly be under control when the time takento kill and dispose of infected animals canamount to several days? At the time of writingthe total number of animals authorised forslaughter since confirmation of the first out -break on 23rd February was 1,366,000. Ofthese, 478,000 are still awaiting slaughter, and329,000 carcasses are still awaiting disposal.

Brown's unsuitability is not surprising whenwe remember that he was formerly better castas the government's chief whip but was boot-ed out into the Agriculture Ministry as part ofBlair's 1998 Cabinet reshuffle. This was noth-ing less than a purge on those who were sidingwith Gordon Brown in the never-endingCabinet intrigues. The 'Daily Mail' referred tothis as "Blair's scalpel shows Brown who is theboss." Blair needed his chancellor too much tofinish him off altogether and so the reshufflewas just an internal containment policy similarto Nick Brown's current containment policyfor Foot-and-Mouth Disease, which similarlyrelies on the slaughter of innocent lambs in thevicinity of confirmed outbreaks of disease. folio. This is because the minister with portfo-lio is given responsibility over a single aspect.Nick Brown, for example, is the Minister forAgriculture, and Peter Mandelson was, until theHinduja affair, the Northern Ireland Minister.The delegated assistant to the Khalifah has allthe mandatory powers of the Khalifah so thathis assistance is not restricted by the artificialand blurred boundaries of a narrow portfolio.He is subject to the Khalifah's supervision andthe Khalifah can overturn his decisions.

Those who doubt Islam's political effective -ness have argued that this is not applicabletoday, and that the Western ministerial systemis better because the world today is far morecomplex than the world that the Sahabah (ra)had to deal with. Clearly, technologicaladvancements are such that no single man cangrasp the complexities of medicine, agricul-ture, transport and the economy; thus, speciali-sation is claimed to be a necessity. This under-standing of our time is correct but fails to dis -tinguish between the nature of ruling and thenature of administration. The Prophet (saw)appointed individuals to administer some tech-nicalities required for sound managing of thepeoples' affairs, and the Khulafah Rashideenthat succeeded him multiplied these appoint -ments and established departments to managemany specialities which the Khalifah cannothave precise knowledge of, or time to dealwith. For this reason, specialists are indeedrequired to manage affairs according to thereality of the time and place as evidenced bythe Prophet (saw) and the consensus of theSahabah (ra), however, the nature of rulingdoes not change according to time and place.Islam has thus defined a specific system for rul-ing that must be adhered to now, just as it was1300 years ago.

Umar bin Al-Khattab (ra) and the Khulafah whofollowed him were, in fact, able to rule in a farmore challenging reality than that faced by theBritish government, or indeed any Western gov-ernment, today. They were able to rule over aconstantly expanding area of authority inhabit-ed by many different races, each with theirown language, customs and religions. TheKhilafah was also in a constant state of war -that is real war against people rather than dis -eases of sheep and cattle. It was the strength ofIslam, its ideological clarity, comprehensive-ness as a single deen amongst all peoples andthe unity of its state that enabled it to tackleand change such challenging realities. In con-trast, the Prime Minister's overriding chal-lenges are the media and keeping one stepahead of the ministers in his own Cabinet, whoseem to be more of an embarrassment than ahelp to him. The country he governs mustcome third!

The early days of the Foot-and-Mouth Diseasecrisis serve as a good example of how trivial aminister's work can be! Nick Brown, the New

When Allah (swt) charged Musa (as) with thetask of addressing Fir'aun, Musa (as) recognisedhis limitations and called upon his Sustainerwith the famous du'a:

"O my sustainer! Open for me my chest andease my task for me and loose the knot frommy tongue that they understand my speech,and appoint for me a helper (wazir) from myfamily" [TMQ Ta-Ha: 25-29].

Musa (as) sought Allah's (swt) help andrequested permission for a helper, or 'wazir,'which Allah (swt) granted him. Allah (swt), theAll-Powerful and All Knowing, understands His(swt) creature's limitations, so He (swt) did notleave his Prophet Musa (as) without a helper.

Muhammad (saw) was also helped in hisduties, Al-Hakim and at-Tirmidhi narrated fromAbu Sa'id al-Khudri that the Messenger of Allah(saw) said, "My two ministers (wazirs) from theheavens are Jibra'il and Mikha'il and on earthare Abu Bakr and Umar." The word 'wazir' isused again in this hadith to mean helper orassistant and this help is unrestricted (mutlaq).Abu Bakr (ra) and Umar (ra) did not assistMuhammad (saw) in the tasks of ruling, butwhen Abu Bakr became Khalifah he appointedUmar b al-Khatab as an assistant. The nature ofUmar's assistance was such that some of theSahabah commented to Abu Bakr, "we cannottell whether the Khalifah is yourself or Umar."When 'Umar held the post of Khalifah, Uthman(ra) and Ali (ra) were his assistants, but they didnot assist in matters of ruling. However whenUthman became Khalifah, Ali and Marwan b. al-Hakam were his assistants, and of these,Marwan's 'wizara' was clearly one of assistingUthman in the tasks of ruling.

Based on the hadith of 'wizara,' and supportedby the consensus of the companions duringthe rule of the four Khulafah rashideen, theKhalifah may appoint 'delegated assistants'who aid him as a deputy during his rule. Theyhave the same mandatory powers as theKhalifah. They can appoint and remove judgesand administrators and fulfil any acts of ruling.This is because they are agents of the Khalifahin rule and government. Their powers cannotbe restricted to a specific portfolio, becausethe word 'wazir' has been used in an unre-stricted (mutlaq) sense.

Superiority of Delegated Assistants overMinisters with Portfolio

The delegated assistant is quite different to theminister with portfolio, who shares the collec-tive ruling powers as part of a Cabinet. The del -egated assistant actually has greater individualpower than the democratic minister with port-

Khilafah magazine recently received an e-mail from a brother that included a groupof authenticated Ahadith and their chainsof narration regarding the return of theKhilafah, Insha'Allah. In giving glad tidingsof the re-establishment of the IslamicKhilafah, tranquillity and ease was broughtto the hearts of the believers, driving theMuslims, especially those who are workingto re-establish the Islamic State, to workmore seriously and with greater sincerity.Insha'Allah, may Allah (swt) honour themwith the return of the Khilafah throughtheir efforts so that they may achieve thegreat reward in both worlds: a mighty vic-tory in this world and a noble residence inthe Akhirah (the afterlife).

The Salaf Al-Saalih (our pious predecessors)would understand such Ahadith, which givetidings of victory and conquest, as a moti-vator for them. Such Ahadith drive us toachieve this victory; yet, we cannot usethem to wholly depend on while we sitdoing nothing. This is how the Muslims inthe past understood the hadith that gavethem glad tidings in the conquest of thecity of Heraclius (Constantinople). TheKhulafaa and their soldiers in the past werevery intent on conquering Constantinople,in order that they be among those whomAllah (swt) honoured with the conquest.Finally, however, the honour was bestowedupon the Ottoman Sultan, Muhammed Al-Fatih. Heraclius then became the capital ofthe Islamic State known as Islam Bol, 'thecity of Islam.' Lather this land would beknown as Istanbul.

These Ahadith gathered by our dear brothermust be used as a motivator for the

Muslims, to be earnest and sincere in ourwork to re-establish the Islamic State, sothat they may also be honoured with whatthese Ahadith indicate of conquest and vic-tory. Inshallah, then they to may achievethe reward in both worlds; and that is thegreat success.

Before going into the subject of theKhilafah, and whether it is truly coming ora dream in the minds of the pious amongstthe Ummah of Muhammed (saw), it is bestthat we first define the Khilafah, theHukum (ruling) regarding the appointmentof a Khalifah, and the evidences to supportthis, in summary:

The Khilafah is a general leadership of theMuslims. It is a worldly leadership to imple-ment the Islamic Shari'a and to carry theDa'wa to the world. Therefore, it is a publicleadership and not a private one. TheKhalifah is the Amir (leader) of the believ-ers who succeeds the Messenger of Allah(saw) in implementing Islam and not inconveying it, and thus, it is a worldly lead -ership and not a religious one. The Khalifahdoes not communicate a message fromAllah (swt), nor has he been personallyappointed by Allah (swt), rather he isappointed by the Muslims to representthem in the implementation of Islam withinDar Al-Islam (the land ruled by Islam), andin carrying the da'wa outside it.

Appointing a Khalifah is a Fard (obligation)of sufficiency, meaning that it is requiredfrom the Muslims as a whole, and the sin isnot removed unless the obligation is met

course the Conservatives have forgotten thedesperate attempts of their own formerAgriculture Minister to salvage their govern-ment's reputation a few years ago by stuffinghis children with beef burgers in order to reas -sure the public that there was nothing to fearfrom 'mad cow disease.'

If the Prime Minister thought he had containedNick Brown by sending him to MAFF, he wasmistaken. The Times newspaper said it all onthe 26th March with its front page headline"Ministry and No 10 split on mass cull." Thearticle began, "Tony Blair's Foot-and-Mouthstrategy was in disarray last night with theMinistry of agriculture deliberately stalling theprime Minister's measures to contain the epi-demic." Nick Brown led an assault on Blair'sfighting talk of a mass 'firebreak' cull of healthyanimals by raising counter proposals such asvaccination or selective culling and claimingthat more scientific advice was needed. He alsosuggested that the ministry lacks the resourcesto implement Blair's policy.

This disease has opened other schisms withinthe Cabinet. On the 3rd of April, MichaelMeacher, the Environment Minister called for athorough public enquiry into the outbreak,only to be rebuffed by a counter strike fromBlair emphasising the need for "looking for-wards, not backwards." Looking backwards,however, could only damage Blair by exposinghis many failures in leadership. With all thesefailures, combined with the pressures hereceives from the public, Blair could certainlytake advantage of having a delegated assistant.Unfortunately for him, however, this is not afeature of the ministerial system. It can only befound in the Khilafah.

The concept of an assistant to the ruler has noplace amongst Britain's Cabinet ministers withportfolio! These ministers are competitors. Theminister is a hopeful Prime Minister or at leasta survivor and the other ministers are opposi-tion candidates as far as the minister is con-cerned.

In conclusion, the Khilafah system is the onlysystem worthy of human acceptance. Only itcan provide us with the model of true leader-ship. It is only through this means that we aregiven strength and direction in caring for theaffairs of the Ummah. The assistants to theKhalifah provide a stark contrast to the backstabbing parasites bred under the Western min-isterial system, the model for those who aredeluded into ignoring Islam's ruling system forthe sake of a cheap alternative.

hadith is an evidence for the obligation ofappointing a Khalifah, as the Bay'ah is notto be given to anyone but him. It was alsonarrated by Muslim, from the hadith of AbuHurairah (ra), who said he heard theProphet (saw): "The Imam is a shield; youfight from behind him and you seek protec-tion with him." This is a notification withthe intent of an order; in other words, itinforms us that the Imam is a Shield, butalso makes it an obligation for this to exist.It was narrated by Imam Ahmad, Al-Tirmidhi, Al-Nisaa'i and Al-Tayalasi from theHadith of Al-Harith Al-Ash'ari: "…and Iorder you five (things) that Allah hasordered me to do: to (stay with) the Jama'a,to listen and to obey, to emigrate (to DarAl-Islam) and to perform Jihad for the sakeof Allah; for whoever leaves the Jama'a,even the measure of an inch, has removedthe rope of Islam from around his neck,unless he returns…" The Jama'a cannot beachieved except by having one man as theImam, as is narrated in the hadith ofHuthayfah, narrated by Muslim. In thishadith, the Prophet (saw) was recorded,"You keep to the Jama'a of the Muslims andtheir Imam…" This is further corroboratedby a hadith by 'Arfajah, narrated by Muslim,"Whoever comes to you while you are unit-ed upon one man, and wishes to sow dis-sension amongst you or break your unity,kill him." In another hadith, the hadith ofFadhaalah b. 'Ubayd, narrated by Ahmad andAl-Bayhaqi: "Three (people), do not ask ofthem: a man who abandoned the Jama'a,and disobeyed his Imam and died in (thatstate of) disobedience…" Thus, theMessenger of Allah (saw) orders us to havea Jama'a and clarifies that this cannot beachieved except by having one man as theImam. Since the Jama'a cannot be achievedexcept by having an Imam, appointing onebecomes an obligation based on the princi -ple: what is necessary to complete an obli -gation is in itself an obligation.

Third we shall look to evidences from theIjmaa' (consensus). The Companions (ra)have established a consensus regarding theappointing of a Khalifah within three days,and there is no need for further detail inthis area. Therefore, the work to re-establishthe Khilafah is an obligation, and through itall other obligations are implemented.Whether the Khilafah is re-established ornot has nothing to do with it being an obli -gation, nor is it permissible for the oneupon whom the obligation falls to use theknowledge of Allah (swt) and His (swt)decree as an excuse to sit and not under-take this obligation. Just like one who hasan obligation to support someone financial -ly but does not possess the necessary fundsto do so, it becomes obligatory upon him towork to attain the funds. Evidence for this

may be found in the hadith, "It is enough ofa sin for a person to neglect his family(under his care) or those who need finan -cial support (who are his responsibility)."Thus, it is not permissible to sit idle, notseeking money and financial gain, based onthe excuse that Allah (swt) will give onesustenance.

Victory is through the re-establishment ofthe Khilafah, and sustenance is in the handsof Allah (swt). Allah (swt) is the One whogives victory and sustenance, and this hasnothing to do with the slave of Allah (swt).It is the slave's duty to work to attain thenecessary sustenance to meet the obligato-ry expenditures and undertake the neces-sary work to re-establish the Khilafah. Allah(swt) has not placed a burden upon us thatwe cannot bare. The fact that America andmany other countries are powerful doesnot give us an excuse to sit idle, for as longas we are obligated to work, we must con -tinue to work. Allah (swt) will take care ofthe victory.

Allah (swt), having revealed some of His(swt) knowledge of this issue through defi-nite evidences that prove that the Khilafahwill return, gave us hope for the impendingjustice. This knowledge should increase ourIman, determination and seriousness in ourwork, for the narrations have becomeMutawaatir in meaning, which leaves noroom for doubt, or to sit idle.

The following are the evidences of this:

Firstly: The hadith of the Khilafah on theway of the Prophet

It was narrated by Ahmed in his Musnad,from Al-Nu'man b. Bashir, who said: "Wewere sitting in the mosque of theMessenger of Allah (saw), and Bashir was aman who did not speak much, so AbuTha'labah Al-Khashnee came and said: 'Oh,Bashir bin Sa'ad, have you memorised thewords of the Messenger of Allah (saw)regarding the rulers?' Huthayfah replied, 'Ihave memorised his words'. So AbuTha'labah sat down and Huthayfah said,'The Messenger of Allah (saw) said'Prophethood will be amongst you whatev-er Allah wishes it to be, then He will lift itup if He wished to lift it up. Then therewill be a Khilafah on the way of theProphet, and it will be whatever Allahwishes it to be, then He will lift it up ifAllah wished to lift it up. Then there willbe an inheritance rule, and it will be what-ever Allah wishes it to be, then He will liftit up if He wished to lift it up. Then therewill be a coercive rule, and it will be what-ever Allah wishes it to be, then He will liftit up if He wished to lift it up. Then there

fully or the work to implement it is under-taken. In other words, no one is saved fromsin before the Khilafah is re-established,unless serious work that would lead to itsre-establishment is undertaken. TheMessenger of Allah (saw) has drawn out amethod for this work when he (saw) estab-lished the Islamic State the first time, butits details are another topic.

As for the evidences regarding the obliga-tion of this work, these come from theQur'an, the Sunnah and Ijmaa' Sahaba (con-sensus of the Companions):

First, let us look to the evidences in theQur'an. In doing this, we shall examine thefollowing ayat:

"And rule between them with what Allahhas revealed" [TMQ Al-Ma'idah: 48].

"But no, by your Lord, they do not believeuntil they make you judge between themin all their disputes" [TMQ An-Nisa': 65].

"And hold fast, all together, by the Rope ofAllah and be not divided among your-selves" [TMQ Al-'Imran: 103].

The first ayah addresses the Messenger ofAllah (saw). An address to him (saw) is anaddress to his Ummah, unless there is anevidence to make it specific to him (saw);and, the rule by what Allah (swt) hasrevealed cannot be performed except bythe ruler. Similarly, the second ayah, alsocannot be fulfilled except by the ruler, andwhat is necessary to complete an obliga-tion, is in itself an obligation. As for thethird ayah, Allah (swt) orders us to be oneJama'a (group) and forbids us from separa-tion. Since the Jama'a cannot be achievedexcept with the existence of a Khalifah, asis understood from all the evidencesregarding the Jama'a, this makes appointinga Khalifah an obligation, based on the pre -viously mentioned principle.

Secondly, let us look to the evidence in theMessenger's (saw) Sunnah. Abdullah b.'Umar (ra) said that he heard the Messengerof Allah (saw): "Whosoever removes hishand from the obedience of Allah will meetAllah on the Day of Resurrection with noexcuse for him, and whoever dies withouta Bay'ah (pledge of allegiance) on his neck,has died a death of Jahiliyyah (the days ofIgnorance)" [Muslim]. The obligationimposed by this hadith is that every Muslimmust have a Bay'ah on his neck, not thateach Muslim must give the Khalifah theBay'ah personally; rather, it is the existenceof the Khalifah that establishes the Bay'ahupon every Muslims neck, whether he gavethe Bay'ah personally or not. Therefore, the

will be a Khilafah on the way ofProphethood.' Then he was silent."

Secondly: The hadith regarding the enter-ing of Islam into every home on the face ofthe Earth

It was narrated by Ahmad in his Musnad,from Tameem Al-Daari, who said that heheard the Prophet (saw) say: "Verily, thismatter (Islam) will reach where day andnight have reached, and it will not leave ahouse of Madar (mud or clay) or a house ofWabar (fur of camels and goats, i.e. tents)except Allah will bring it into this Deen,(either) with the honour of an honouredone, or the disgrace of a disgraced one;honour with which Allah honours Islam,and disgrace with which Allah disgracesKufr." Al-Haithami said: This was narratedby Ahmad and Al-Tabarani, and the men ofthe narration of Ahmad are the men ofauthentic Ahadith.

This hadith was also narrated by Al-Haakimin Al-Mustadrik, who declared it Sahih(authentic) according to the conditions ofthe two Shaykhs (Bukhari and Muslim). Al-Haakim's Al-Mustadrik is a work of SahihAhadith that met the conditions of bothBukhari and Muslim with regards toAhadith. The Ahadith in discussion, was,however, omitted from both of their works.

It was also narrated by Al-Haakim in Al-Mustadrik, on the authority of Al-Miqdad b.Al-Aswad Al-Kindi (ra), who said that heheard the Messenger of Allah (saw) say:"There will not be one house on the face ofthe earth, made of either Madar or Wabar(meaning all homes), except Allah willbring the word of Islam upon them,(either) with the honour of an honouredone, or the disgrace of a disgraced one;Where Allah will honour them and makethem of its people, or He will disgracethem and they will not submit to it." Al -Haakim declared this hadith to be Sahihaccording to the conditions of the twoShaykhs.

This hadith was also narrated by Al-Baihaqiin his book: "Al-Sunan Al-Kubrah." In thisnarration, however, the end of it reads:"…or He will disgrace them and they willsubmit to its authority."

This hadith by Al-Miqdad was also narratedby Ahmad in his Musnad, as well as Al-Tabarani in his book "Al-Kabeer." Al-Haythami said that the men of the narrationof Al-Tabarani are the men of authenticAhadith. It was also narrated by Ibn Habbanin his book of authentic Ahadith.

It was also narrated by Al-Haakim, from the

Hadith of Abi Tha'labah Al-Khashni, whosaid: "When the Messenger of Allah (saw)would return from a battle or travel, hewould first come to the mosque and praytwo Rakahs, then he (saw) would go to hisdaughter Fatimah (ra), then he (saw) wouldgo to his wives (ra). So after he (saw)returned, he left the mosque and was metby his daughter Fatimah (ra) at the door ofhis (saw) home, and she began kissing hismouth while her eyes cried, so he (saw)said to her: 'My daughter, what makes youcry?' She replied: 'Oh, Messenger of Allah, itis because I see you all ruffled and exhaust-ed, and your clothing are all worn out!' Hesaid: 'Do not cry, for Allah, Azza Wa Jall,has sent your father with a matter that notone house made of Madar or Sha'ar (fur, i.e.tents), will be left on the face of the earth,except Allah will enter them into it, withhonour or disgrace, until it reaches wherenight has reached.'" According to Al-Haakim, this hadith has a Sahih chain ofnarration, and it was not narrated by thetwo Shaykhs.

This hadith by Abi Tha'labah was also nar-rated by Al-Tabarani in 'Musnad Al-Shamiyeen.'

The above hadith was narrated by three ofthe Sahaba (the companions of the Prophet(saw)), to at least three of the Tabi'een(those who followed the Sahaba, but didnot meet the Prophet (saw)), to at leastnine of the Tabi' Tabi'een (those who fol-lowed the Tabi'een, but did not meet theSahaba). It conveys information regardingthe entering of Islam into every house onthe face of the earth. Most of WesternEurope has not entered into Islam, neitherhave the Americas, Australia, nor much ofAfrica. The meaning of the entering of Islaminto every house in the hadith was inter-preted as either becoming Muslim, or sub-mitting to its authority. Their submissioncannot be achieved except by ruling overthem.

All the narrations speak of submission toIslam, except one hadith narrated by Al-Haakim. This hadith can be understood thatthey will not submit to the belief in Islam,but they will be degraded by paying theJizyah and by submitting to its rulingauthority. Thus, it does not have the samecontext as the other narrations.Furthermore, submission to the rule ofIslam necessitates the existence of theIslamic State; therefore, the hadith indi-cates that the Islamic State is coming, andthat it will bring the whole of the earthunder its authority.

Thirdly: The Hadith of the hanging papers

It was narrated by Al-Haakim, in Al-Mustadrik,on the authority of 'Umar(ra), who said that while sitting with theProphet (saw), he heard the Messenger ofAllah (saw) say: "Do you know whomamongst the believers have the best Iman?He replied, 'the angels, oh Messenger ofAllah?' The reply came, 'They are so, andthey have the right to be so, for what stopsthem when Allah has given them such a sta -tus that He has given them; but it is otherthan them.' He then said, 'Then it is theprophets whom Allah (swt) has honouredwith prophethood and the message. Thereply came, 'They are so, and they have theright to be so, for what stops them whenAllah has given them such a status that Hehas given them; but it is other than them.''Then who are they, oh Messenger of Allah?'The answer came, 'They are Aqwaam(groups of people) that come after me, inthe loins of men (meaning that they havenot been born yet); so they believe in me,(even though) they have never seen me,and they find the hanging papers, so theywork according to what is in it; they arethe best of the believers in Iman.'"According to Al-Haakim this hadith has aSahih chain of narration, and was not nar -rated by the two Shaykhs.

It was narrated by Al-Bazzar, on the author-ity of 'Umar (ra), "…they are the very bestof creation in status and the very best ofcreation in Iman with Allah on the Day ofResurrection."

This hadith was narrated by at least threeTabi' Tabi'een, from three Tabi'een, fromone of the Sahaba. It indicates that theKhilafah State will return after it has beendestroyed. This indication lies in the words:"…so they work according to what is in it."In the Arabic language, the word 'Maa' (inEnglish: 'what') indicates generality (i.e.everything). This includes all the duties ofan individual, such as Salat, fasting, carryingout the duties of the state, carrying theda'wa, forming treaties and implementingall the Ahkam that Allah (swt) has made theresponsibility of the State. As for the indi -cation that this will be after the destruc-tion of the Islamic State, this comes fromthe words: "…and they find the hangingpapers." The hanging papers (Al-Waraq Al-Mu'allaq) include the Qur'an and theSunnah. These papers existed during thetime of the Sahaba (ra). Generally, thesewere Ayat written down and hung inhomes. They were also hung in homes inthe generations that followed the Sahaba,so what is the difference between them andus? The difference, and Allah (swt) knowsbest, is that they found the hanging papersand found the State which implements it,

him and said: "The Messenger of Allah (saw)sent us to seek booty on foot, so wereturned and did not find anything, and he(saw) could see the exhaustion in ourfaces, so he stood up and said: 'Oh Allah, donot leave them for me, where I would betoo weak for them, and do not leave themto themselves, where they would be tooweak for themselves, and do not leavethem for the people, where they wouldkeep (the good) from them, keeping it forthemselves.' Then he (saw) placed his handon my head…" (or he said: "…on my fore-head): 'Oh, Ibn Hawalah, if you see that theKhilafah has come to the sacred land (Al-Quds), then the earthquakes, the troubles,and the great happenings have come, andthe hour on that day is nearer to the peoplethan my hand here on your head.'"

Al-Haakim also narrated this hadith on theauthority of Ibn Zughb Al-Ibaadi. Hedeclared that this hadith has an authenticchain of narrators, and it was not narratedby the two Shaykhs. Ahmad narrated it withthe same Isnad (chain of narrators) as Al-Haakim.

If Ibn Zughb is Abdullah, then he is one ofthe Sahaba, and if he is Abdul-Rahman, thenhe is one of the Tabi'een. Therefore, thishadith was narrated by two Sahaba if he isthe first (Abdullah), or one of the Sahaba ifhe is the second (Abdul-Rahman); and oneof the Tabi'een if he is the first, or two ofthe Tabi'een if he is the second; and threeTabi' Tabi'een in both cases.

This hadith indicates that the Khilafah willcome to the land of Al-Quds. It cannot besaid that the Khilafah came to it during theKhilafah of 'Umar (ra), because the earth-quakes, troubles and tumultuous events didnot come at that time. This means that therewill be a second coming of the Khilafah inwhich these events will follow.

Fifth: The hadith regarding the 'Uqr (ori -gin) of the land of the believers (Dar Al-Islam) being in Al-Shaam

It was narrated by Ibn Habban in his bookof Sahih Ahadith, that Al-Shaam (the regionwhich covers Jordan, Syria, Palestine,Lebanon and part of Iraq) will be the baseof the land of the believers at the end oftime. On the authority of Al-Nawas b.Sam'aan, who said that he heard theMessenger of Allah (saw) say, "…and the'Uqr (natural origin) of the land of thebelievers is Al-Shaam."

It was also narrated by Ahmad from thehadith by Salamah b. Nufayl, "…verily, the'Uqr of the land of the believers is Al-Shaam…"

Furthermore, it was narrated by Al-Tabarani, in 'Al-Kabeer,' on the authority ofSalamah b. Nufayl: "The 'Uqr of Dar Al-Islamis in Al-Shaam." According to Al-Haythami,this was narrated by Al-Tabarani, and hismen (chain of narration) are trustworthy.

This hadith was narrated by five Tabi'Tabi'een, from two Tabi'een, from two ofthe Sahaba. Due to the nature of the defi-nite truthfulness of the speaker (theMessenger of Allah (saw)), this hadith iswith regards to the second 'Uqr of Dar Al-Islam, and not the 'Uqr of the first, for themeaning of the 'Uqr of the land is its centreand origin, and the 'Uqr of the first IslamicState was in Al-Madina Al-Munawwarah;therefore, this means that what is meanthere is the 'Uqr of the second Islamic State.

Sixth: The hadith of justice and injustice

It was narrated by Ahmad in his Musnad, onthe authority of Mu'qal b. Yassaar: "Injusticewill not remain dormant after me for longbefore it comes out; where every timesomething of injustice comes out, the sameamount of justice disappears, until (peo-ple) will be born into (a world of) injusticewho know nothing other than it. ThenAllah (swt) will come with justice, whereevery time something of justice comes, thesame amount of injustice disappears, until(people) will be born into (a world of) jus -tice who know nothing other than it."

Al-Shafi'i said in 'Akham Al-Qur'an' in theTafseer of the following ayah means 'toabide by His revealed legislation":

"That you judge with justice" [TMQ An-Nisa': 58].

This hadith was narrated by one Tabi'Tabi'een, from two Tabi'een from one of theSahaba. It indicates that there will come atime when the people will rule by Islamalone, after going through a period of rul-ing by other than what Allah (swt) hasrevealed. We have seen people born intothis world who know of nothing but injus -tice, and Allah (swt) will soon come withjustice, the Islamic State. Only then can thelegislation revealed by Allah (swt) be imple-mented, and it will be untouched by foreigninfluences.

It is incorrect to say that justice will comegradually. It would be incorrect to say thatthere will be a time where people will rulewith a mix of justice and injustice, thenafterwards justice would be freed of allinjustice and become pure. This is incorrectbecause justice cannot be combined withinjustice, nor can it then be called 'justice'.

whereas we found nothing but the hangingpapers, and did not find the State, so weworked to re-establish it and will workaccording to what the papers say when itreturns, Insha'Allah (swt). Here, the mean-ing of the hadith becomes: '…and they findthe hanging papers abandoned, so theybegin to work according to it completely.'In other words, the hanging papers werenot implemented, so worked to implementit. The Believers will put the words of thehanging papers into practice.

There is an important point that must beclarified in this hadith, which is that thesegroups of people are not better than theangels and prophets. The Messenger ofAllah (saw), when he spoke of the angelsand the prophets used the words: "They areso." This choice of words implies that theyare the best of the believers in Iman, for itis clear to see that they are so, and such aquestion is unnecessary. The ones whoshould be asked about are those who arenot given this status, rather the level oftheir Iman is what makes them deserving ofthis status that Allah (swt) has given them.These groups of people are the best of thebelievers in Iman, other than the angels andthe prophets. Furthermore, their status asthe best of the believers in Iman, however,does not make them better than theSahaba. This is because their status is limit-ed to their Iman and is not an unrestrictedsuperiority. This is made clear by theProphet (saw) mentioning: "…in Iman." Assuperiority can be in Iman, Taqwa oractions, these groups of people are superi-or in Iman due to their believing in thehanging papers without ever seeing aprophet, revelation or a State. Thus, theirstatus is restricted to this specific charac -teristic. If we were to gather all areas ofsuperiority that a Muslim can be charac -terised with, i.e. superiority in general, wewould find that the Sahaba are better thanthem, without argument.

Fourth: The hadith of the coming of theKhilafah to the land of Al-Quds

It was narrated by Abu Dawud, on theauthority of Ibn Zughb Al-Ayadi, who saidthat Ali Abdullah b. Hawalah Al-Azdi came to

The ruler who seizes all public propertybut cuts the hand of the thief, is not a justruler. The ruler that allows the existence ofIslamic groups that calls to individual actsof worship and prints books on Islamic cul -ture, but forbids the existence of politicalIslamic groups, is also not just. Neither isthe ruler who buys weapons from foreignKafir countries and forbids its productiondomestically just. Likewise, the ruler whoencourages reviving dead land by permit-ting interest-based loans is also unjust.Furthermore, any ruler who permits freemixing between the sexes while permittingthe seclusion of men and women, butimplements the Hadd (prescribed punish-ment) for fornication, is unjust. Therefore,justice can come gradually to differentplaces on earth, but cannot enter into itsdescription and laws. Hence, every time aregion is added to the State, justice isbrought to it and injustice is removed.

Seventh: The hadith of the location of theHijra of Ibrahim, and the Hijrah after theHijrah

It was narrated by Abu Dawud in 'Al-Sunan',on the authority of Abdullah b. 'Amr (ra):"There will be a Hijrah after a Hijrah, so thebest people on earth are those who keep tothe (land of the) Hijrah of Ibrahim (i.e. Al-Shaam)."

This Hadith was also narrated by Al-Haakim,who said that it is Sahih according to theconditions of the two Shaykhs, and theyhave not narrated it. On the authority ofMusa b. Ali b. Rabah, who said: I heard myfather say: '…Abu Hurairah said, I was toldby Abdullah b. 'Amr b. Al-'Aas (ra): I heardthe Messenger of Allah (saw) say…' and hementioned the hadith.

It was also narrated by Ahmad in hisMusnad, on the authority of Abdullah b.'Amr, and said: 'I heard the Messenger ofAllah (saw) say…' and he mentioned thehadith.

This hadith was narrated by at least fiveTabi' Tabi'een, from three Tabi'een, fromtwo Sahaba. It indicates that there will be aHijrah (emigration) to Al-Shaam after theHijrah to Al-Madina. The purpose of Hijrahis to leave Dar Al-Kufr (land ruled by Kufr)and to emigrate to Dar Al-Islam (land ruledby Islam). The first emigration was to Al-Madina, and the second emigration will beto Al-Shaam. This understanding supportsthe hadith regarding the 'Uqr of Dar Al-Islam.

Eighth: The hadith regarding the strangers,who separate away from their tribes

It was narrated by Muslim in his book ofSahih Ahadith, on the authority of AbuHurairah (ra): "Islam began as a strangerand it will return as a stranger, so, blessedare the strangers."

Ibn Majah, also narrated this hadith on theauthority of Anas b. Malik (ra) of theMessenger of Allah (saw), who said…thenhe mentioned the hadith.

In the narration by Ibn Majah, from Abi Al-Ahwas, from Abdullah: "Islam began as astranger and it will return as a stranger, so,blessed are the strangers . It was asked: Andwho are the strangers? He replied: Thosewho separate away from the tribes. "

In the narration of Ibn Majah also, on theauthority of Abu Hurairah (ra), who said:The Messenger of Allah (saw) said…then hementioned the hadith.

It was also narrated by Al-Tirmidhi fromtwo different chains of narration, and saidthat they are Hasan Sahih:

The first: From Abi Al-Ahwas, from Abdullah,who said: The Messenger of Allah (saw)said…and mentioned the hadith; and in thesame section from Sa'ad, and Ibn 'Umar, andJaber, and Anas, and Abdullah b. 'Amr.

The second: On the authority of Katheer b.Abdullah b. 'Amr b. 'Awf b. Zayd b. Malha(ra), from his father (ra), from his grandfa-ther (ra): "The Deen will slither its way toAl-Hijaz (region surrounding Makkah andAl-Madinah) the same as the snake slithersits way to its burrow; and the Deen will belinked to Al-Hijaz, the same as mountaingoats are linked to the top of the mountain(i.e. place of return)."

This hadith was also narrated by Ahmad,from Abu Hurairah, of the Messenger ofAllah (saw)…and mentioned the hadith.

The chains of narration of the aboveAhadith include seven of the Sahaba, fromnine of the Tabi'een, from nine of the Tabi'Tabi'een. This hadith gives the news thatIslam will come back, returning the sameway it came the first time. The return ofIslam means the return of its state.

In conclusion, the news of the coming ofthe Islamic State and its return has becomeMutawaatir (firmly established due torecurring narrations). At least 25 of theSahaba narrated to 39 Tabi'een, who narrat-ed to 62 of the Tabi' Tabi'een. This overrulesthe possibility of them conspiring to lie,and thus Tawaatur of the subject is estab-lished. There are other Ahadith and narra-tions in this section that do not need to be

mentioned, which con -firm the Tawaatur ofthis matter. Theseinclude narrations by Al-Haakim, whichhave been classified as Sahih. Of these isthe narration from Abi Shareeh: "…I haveheard those who say that they will betwelve banners, and under each bannertwelve thousand (men), and the Muslimswill gather to their comrade (or Imam) inBait-ul-Maqdis (Al-Quds)." There are alsoothers narrated by Ibn 'Asaakir, which I didnot include, from Maseerah b. Jaleese,where he heard the Prophet (saw): "Thismatter (the Khilafah) will continue afterme in Al-Madina, then (move to) Al-Shaam,then to the peninsula, then to Iraq, then tothe city, then to Bait-ul-Maqdis. So if itreaches Bait-ul-Maqdis, then it would havereached its (natural resting place); and nopeople who remove it (i.e. the capital ofthe Khilafah) from their land will ever getit back again (for them to be the capitalagain)." I believe that what he (saw) meantby 'the city' is the city of Heraclius. In addi -tion there are others from Ibn 'Asaakir,from Abdul Rahman b. Abi 'Umayrah Al-Muzni, who said that he heard theMessenger of Allah (saw): "There will be, inBait-ul-Maqdis, a (rightly guided) Bay'a."Furthermore, there are other narrations byAl-Haakim such as the hadith from AbuHurairah (ra), who said that he heard theMessenger of Allah (saw): "If the fierce bat -tles take place, a delegation of supporterswill come out of Damascus who are thebest of the Arabs in riding and the mostskilled in weaponry, and Allah will assistthe Deen through them."

It was narrated by Al-Haakim, and classifiedas Sahih, the narration of Abdullah b. 'Amr,who said: "There will come a time whenthere will not be one believer left, but willrush to Al-Shaam."

Hence, the happy one is he who begins towork with those working to re-establish thestate by putting in sincere effort for thesake of Allah (swt). He does this work sothat Allah (swt) may accept his actions andmake him of the strangers who separateaway from their tribes, whom Allah (swt)employs to serve this Deen. Miserable is theone who helps the Kuffar and the hyp-ocrites in their work to obstruct the pathof this Deen. Truly the loser is the one whofollows his vain desires and stands watch-ing, waiting to see to whom the tables willturn to next.

through acres of column inches intabloids, broadsheets and magazines. Everyfaith has its equivalent of the Ganges, andfor this cult it is Hollywood, the 'Mela' herebeing the Oscar's ceremony. To date thereare no authorised accounts on how manymembers of the faith exist. The members ofthis faith dub themselves with no officialtitle for their group, with many even deny-ing being members, whilst others publicisewith pride their commitment to the faith.Although they have no unified body interms of administration and structuralorganisation, it is estimated that there aremillions of members of the cult that wor-ships celebrity.

In a way not dissimilar to Hinduism, the rit-uals of this faith are extremely diverse.These involved camping out all night justto see a glimpse of an Oscar nominee, orqueuing up in the rain for hours to be ableto claim to be one of the first of "the pub-lic" to see the fourth sequel to a filmwhose original was released in the 1970s.Rituals also include the daily reading of theverses of the celebrity magazines. Thesescriptures giving detailed accounts of thecelebrities' daily lives, whilst the photo -graphs they provide give something theycan aspire to. The worship of celebrity isan issue that seems to dominate the flowof information to the public. This is sup-posedly the epoch of the information revo-lution. However the channels of informa -

tion seem to be clogged up with informa-tion on celebrities. More, defiantly, hasbecome to mean less in terms of informa-tion.

This insatiable desire for information onthe trivial, untrue and tragic is merely a by-product of a mindset that has beeninstilled in the general public by the pow-ers that be. This is the nature of capitalism.In order for the system to work the peo-ple's minds have to be disabled or disen-gaged. Thinking has to be discouraged.However Allah (swt) created us as humanswith an enquiring mind, and the desire toseek out the truth of what life is about. Thesystem cannot beat this trait out ofhumans, so as an alternative the systemensures that minds are occupied with thetrivial. Western society has lost its sense ofreality. When this happens societies haveto seek refuge in various forms ofescapism. The dispirited, confused andhopeless people of the West retreat intothe inner world of subjectivism and fanta-sy. Materialism and self-absorption take theplace of true worship, an enquiring mindand community spirit. The pathologicalsymptoms that manifest are a retreat intofiction, a desire not to participate, but toremain as an onlooker, and to hold realityat an arm's length. It is in this atmospherethat the film industry comes into its own.This explains how films have come to playsuch a major role in the western way oflife. Films have become a metaphor for reallife. People speak, write and communicatein clichés taken from film scripts.

The mere passive occupation of the humanmind is actually only half the story. There isalso the active indoctrination of the humanmind with corrupt thoughts and emotions.Films and the mass media industry have animportant role to play in this process. Thehistory of Hollywood movies is a history ofcorporate America messing with people'sminds. Hollywood has epitomised theupholding of the golden rule of theAmerican way of life, the rule being that,those who have the gold make the rules.Films have painted a picture of Blacks,Native Americans, women and just aboutevery non-American creed, race and cul-ture in a manner that came to define thesegroups in the 20th and 21st century. TheApache, Blackfoot and Xu have been por -trayed to the world as being the bad guysand the cowboys were the gallant heroesof How The West Was Won. The Europeanmarauders invaded the land of NorthAmerica. They farmed the land in anintense and exploitative manner, clearingout acres of natural animal habitat in orderto herd cattle. They built railroads to trans-port livestock and other booty around thecountry and also to bring the wealth from

January 2001 saw the world's biggest gath-ering of human beings, by the banks of theRiver Ganges. The rituals that the Hindus atthe Kumbh Mela participated in werediverse. One man held his hand up abovehis head for twelve years, several peoplestood for years on end, and thousandsbathed in the polluted waters of theHindu's holiest of rivers. Others merelysoaked up the atmosphere whilst smokingthe "weed of wisdom", or even sippingfrom cow's urine. The congregation itselfwas also diverse. It comprised of weird andwonderful factions, or perhaps just weirdfactions. Take, for example, the Aghoris, asmall sect who are the followers of Shiva,the Hindu god of destruction. They have amorbid fascination with death, many ofthem spend their time surrounded bycorpses, and drinking from human skulls.

A couple of months after the Kumbh Mela,members of another faith participated in adifferent type of ritual. This mass gatheringwas conducted in a very twenty-first cen-tury manner. It crackled over the cable andsatellite receiver networks, the World WideWeb, mobile phones and by word ofmouth. The spirit of worship ran freely

the west and mid-west to the colo -nial capitals of theeast of the Union.They had to mas-sacre the NativeAmericans inthese earliertimes. Then, to addinsult to injury,Hollywood por-trayed these proudtribes that lived atpeace with theenvironment, as

bloodthirsty savages that killed at will justto obtain a scalp as a trophy. The NativeAmericans now live in economic depriva-tion in communities riddled with socialproblems, drug and solvent abuse, poorhousing, and no prospects of competing onan equal footing with those that raped andplundered their land.

The violence of the founding of the USbecame sanitised for the white Europeansby Hollywood. The escapism of the movietheatre created a blurring between fantasyand reality. The public would leave the cin-emas taking home whatever messageHollywood wanted them to take. On theway home from the theatre people couldstop at a McDonalds, eat the beef of theWild West, eat the apple pie of the whole-some mid-west, get the free toy of a Disneycharacter, such as Pocahontas, and contem-plate on how good the American dreamreally is. They could reflect on how theconquering of the "Red Man" was not pret-ty, but was necessary, in order to build thisgreat American dream. Thus Hollywoodwould dispel any element of guilt that theconqueror may have harboured in theirhardened hearts and at the same time rein-force the policy of destroying the NativeAmerican nation.

The Hollywood treatment of the NativeAmericans is paralleled in its treatment ofBlacks. The very first moving images madeby Thomas Edison portrayed stereotypes ofblack savages boiling people in pots readyto be eaten. This theme was carried on tothe first-ever Hollywood blockbuster, thesilent movie of DW Griffith, Birth Of ANation. The first ever feature with a sound-track, The Jazz Singer, was one where aRussian Jew (Asa Yoelson aka Al Jolson)blacks up his face and re-enacts racialstereotypes and gets paid for doing this onthe stage. The first glorious "Technicolor"movie, Gone With the Wind, was set on theSouthern plantation. The film is a stream ofsubtle images of Blacks in Uncle Sam'sintended role for them. There weren't anyBlack characters central to the plot nor didany have a major role, although Blacks

appear throughout the film. They arealways cooking, cleaning and generallyserving the every whim and desire of thewhite stars and starlets in the film. Theother image of Blacks, apart from servantor savage, was that of entertainer. ThusBlacks were shown as having rhythm, theywere shown as dancers and singers andperformers to please the white audiences.

This sent home another stereotype thathad more resonance in the ghetto. Themessage being that the only thing that theBlack people are good at is moving to therhythm of 'black music'. This was given thegrandiose title of dancing. Later on, thepeople of the ghetto started to believe inthis myth themselves. That is, the myth thatgod had given black people brains in theirfeet, and that they could dance their wayout of a life of poverty. So many aspired todegrade themselves by playing their danc-ing roles for the movies, whilst those goodhonest white folks insisted that they hadno rhythm and could not entertain.However they were good at collectingmoney from the punters who wanted tosee the Black people performing circustricks. This is a tradition firmly establishedin the early days of Hollywood, and wasseen in the first version of the musicalShowboat. However the blatant racism ofShowboat was toned down in the later re-makes of the film. These were released atthe time of the cold war, where the Sovietsmade an issue of the way the US exploitedtheir own citizens. Hollywood was sensi-tive in that period to exposing any chinksin the armour of the "land of the free."

However this tradition continued withvigour through the "Blacksploitation"movies of the 1970s. Today this goodAmerican tradition of exploiting black-skinned bodies is kept alive on MTV. Todaythe music video fulfils the role of planta-tion slave master, African slave trader,pimp, player and hustler. Thousands ofblack kids all over North America andEurope practice their moves and studyvideos in the hope that they could one daybe like their heroes of the three-minutemusic clips. Their only dream and aspira-tion in life is to gyrate their bodies in timeto a programmed drum machine.

There are a substantial number of Blacks inthe US. However the image of America tothe outside world through Hollywood liesexclusively in white hands. So the imagesof Tarzan, spear throwing and cannibalsthat swing from trees, are the images thatHollywood provided the world with.The other major group that has been giventhe Hollywood treatment is women. Themisogynist, racist cartel that ranHollywood exploited women more than

any other sector of Western society. Womenwere used, and still are used, purely toappeal to the most base of human drives,which is the sexual instinct. The femaleform is exploited as part of story lines, thefemale form is exploited in trailers, and thefemale form is exploited in the hyperbolaegenerated by the general media in order topromote a film in more indirect advertis-ing. The etymology of the maxim "sex sells"could easily be traced to Hollywood.

We have touched on a few issues to dowith Hollywood's treatment of sections ofAmerican society, those being Blacks,Native Americans and women. This is thetype of treatment they meted out to theirown kind. One can only imagine what theyhad in store for foreign cultures. The redand yellow peril has become clichéd in anuntold number of films from the cold warperiod. Then there were the propagandafilms of the Second World War. In this dayand age the world frowns upon the propa-ganda machine of Goebbels in NaziGermany. However nothing that Goebbelscould churn out could compare to the bla -tant racism and sheer power of mindmanipulation that Hollywood producedduring the Second World War. The otherissue that is obviously more relevant to usis the image of Muslims on the silverscreen. The whole American understandingof Islam and Muslims is seen through theeyes of Peter O'Toole in Lawrence ofArabia (1962). This is one side of the coin,whilst the other is the portrayal of theJews.

The issue of the Jews in Hollywood is anepic in its own right. Jews built the veryfoundations of the studios, hence it wouldcome as no surprise that their output offilms were often to serve the Zionist cause.The blatant examples of the direct linkbetween Hollywood and Israel can be seenin the 1960 film starring Paul Newman,Exodus, which traced the events of 1947(in Hollywood style of course), and laterSteven Spielberg's Schindler's List (1993).These two films were overtly pro-Jewish.Exodus had more effect on US public opin-ion for supporting Israel than decades oflobbying politicians had ever had.However, for every one, in-your-face,Zionist propaganda film there are ten thatgive a more subtle hint of pro Israeli sup-port.

DW Griffith has already been mentioned,and is mentioned here again as being oneof the key forgers of the den of iniquitycalled Hollywood. His biographic film, TheBirth of a Nation (1915) helped to formu-late and stabilise Hollywood's oft-recyclednarrative style. This film became the tem-plate for almost every film ever made by

Hollywood in term of its structure andpresentation. Griffith's Birth of a Nationwas an adaptation of The Clansman, a novelabout the Civil War and reconstruction bythe South. Griffith was a Kentuckian whosefather had served as a Confederate officer.Griffith was deeply sympathetic to thematerial, and to the Ku Klux Klan. The bla-tant bigoted content of The Birth of aNation prompted riots in northern states.Certain states even banned the film out-right. However this did not prevent DWGriffith's so-called classic from becomingthe single most popular film in history todate; in the year of its release nearly3,000,000 people saw it. Griffith, a manfamous for courting controversy, was total-ly unrepentant about the uproar his filmhad caused. He later issued a pamphletabout the film and the issue of free speech.Griffith was a significant figure in that hehad been called the "the Shakespeare ofthe screen", and he has been widelyaccepted as being "the man who inventedHollywood." Hollywood was created by thelikes of DW Griffith. Should we be sur-prised as to what DW Griffith's fledglingtown, Hollywood grew into?

It was in 1915 that the collaboration incorruption began to take a strongfoothold. The main studios then wereFamous Players-Lasky Corporation (laterParamount Pictures, 1927) and UniversalPictures, founded by Carl Laemmle in1912. Later on small independents startedto merge; Samuel Goldwyn and EdgarSelwyn, Metro Picture Corporation andLouis B Mayer Pictures merged to formMGM in 1924. In the same year ColumbiaPictures, Inc. became incorporated byHarry and Jack Cohn. Warner BrothersPictures, Inc., was a year earlier foundedby Harry, Albert, Samuel, and Jack Warner.These organisations became the backboneof the Hollywood studio system, and themen who controlled them shared one com-mon trait: they were all first, or second-generation Jewish immigrants from easternEurope, most of them with little formaleducation, while 90 percent of the audi-ence they served was Protestant orCatholic. By the 1920s, when moviesbecame a mass medium, this Jewish cab-bala started to influence every Americancitizen. Hollywood went on to become thechief purveyor of American culture to theworld.

Over eight decades later this same cartel ofcarpet-baggers are in charge of deliveringthe cheap and nasty all-American culture,the main cash export from the US, to theworld. Only now they have many moretools at their disposal. The companies suchas Fox, Warner, and United Artists also con -trol TV networks and the mainstream

"He has created everything and has measuredit exactly according to its due measurements"[TMQ Al-Furqan: 2].

Allah (swt) created everything in a precise way.He (swt) fashioned his creations such that theyare equipped to fulfil their needs. Each is a cre-ation made with wisdom and exact measure.Creation (khalq) is making something fromnothing, not something from what alreadyexists. Dolly the sheep was the product ofcloning. She was not created but producedthrough an understanding of what alreadyexists.

The objective of science is to formulate anappreciation of the knowledge that sustains theuniverse. Cloning, as a scientific discovery, canonly be done because certain laws exist thatgovern the processes of life. If these laws werenot present there would be no life, and therewould be nothing to study.

A development that allowed for the successfulcloning of the sheep was the use of stem cells.The British government's Chief Medical Officerhas recommended that Parliament approve ther-apeutic cloning; that is to grow human organ-specific tissue from pluripotent stem cells.Parliament has since approved this.

All the tissues in our bodies are derived fromstem cells, thus they could be used to grow newtissues. They exist naturally in the body and arethere to replace cells that are lost through natu-ral processes. We lose cells all the time from var-

music record labels, hence the magiciansof these companies can adopt a multi-pronged approach. The United States hasmany tools at its disposal for dominatingthe globe, economically, politically and mil -itarily. However the drive in these fields issupplemented by the US's striving forWorld cultural domination. There is no onesingle industry that augments the cause ofsubjugating the world in terms of heartsand minds to American culturalImperialism, than the film industry. So wor-shipping at the altar of celebrity may seempernicious enough. However it is only thetip of the iceberg in terms of the sinistermonstrosity that looms below the surfaceof the film industry.

It is unfortunate that the world, that hadpreviously seen the justice of Islam, hasbecome dominated by the capitalistnations such as Britain, the United Statesand France, looking to secure as manyinterests for themselves as they could.Islam, and only Islam, will liberate theworld from the ills of the capitalist domi -nated world, by solving the problems thatit has caused and establishing a system ofjustice for all peoples, and only the IslamicKhilafah will establish Islam in the affairsof life. This chaotic situation, which is wit-nessed throughout the world, is a directresult of the capitalist way of life that ischaracterised by the poisonous ideas offreedom, democracy and pluralism. It isalso the consequence of the absence of theIslamic Khilafah, which is the method thatAllah (swt) ordained to practically estab-lish his deen on the earth.

We ask Allah (swt) to help this Ummah torise to her greatest duty, which is for her tochoose an Amir, sincere to her deen oftruth, so that he may lead her with it,returning the Islamic Khilafah as the num-ber one state in the world, and on that daythe believers will be happy with the victo -ry of Allah (swt); and all praise is to Allah(swt), the Lord of the worlds.

"Know that the life of this world is onlyplay and amusement, pomp and mutualboasting among you, and rivalry inrespect of wealth and children. (It is) asthe likeness of vegetation after rain,thereof the growth is pleasing to thetiller; afterwards it dries up and you seeit turning yellow; then it becomes straw.But in the Hereafter (there is) a severetorment (for the disbelievers) andForgiveness from Allah and (His) GoodPleasure (for the believers). And the lifeof this world is only a deceiving enjoy -ment" [TMQ Al-Hadid: 20]

ious parts of our bodies. Stem cells exist in eachlocation to replace those that are lost. Normallythey divide just enough to maintain the organ'shealthy state, but in cases where there is acci-dental damage or a disease, which affects a tis -sue or an organ, then sometimes the stem cellsare not able to divide fast enough to replace thedamaged tissue.

It is thought that by isolating the stem cells,manipulating their development into specifictissues and then growing them in a test tube,stem cells can be used to replace lost cells inthe human body. Examples of this include theuse of insulin-secreting cells in diabetes, nervecells in strokes or Parkinson's disease and livercells to repair cirrhosis (irreversible liver dam-age). Studies, mainly in mice, have demonstratedthat stem cells can be made to differentiate intospecific cell types and that cells developed thisway can be successfully transplanted.

From the perspective of the Hukm Shari, it is theuse of stem cells that needs to be examined todetermine if it is halal or haram.

Stem cells, as suggested by the government'sexpert group, can be derived from a number ofsources:

1. From some adult tissues (such as bone mar-row)2. Early embryos made through in-vitro fertili-sation (IVF) that are not needed for infertilitytreatment3. Early embryos made by inserting the nucleusfrom an adult stem cell into an egg with itsnucleus removed, i.e. cloning4. From the germ cells or organs of an abortedfoetus5. From the blood cells of the umbilical cord atthe time of birth

Problems arise when the properties and poten-tial of these different cell sources develop intoparticular tissues. Stem cells derived from earlyembryos have the potential to develop into agreater variety of different tissues. The potentialof tissues from the umbilicus, foetuses (matureembryos) and adult tissues are more limited.

1. Use of adult tissues to produce stem cells

If the origin were a live human being then thiswould be allowed with his consent. This isbecause the person has a legal (Shari) authorityover his organs. For example, if a person's handor eye is removed by another person, then thewounded can take diya (blood-money). The vic-tim also has the right to choose forgiveness.From the Shari point of view he has final sayover the organs and has the right to make deci-sions regarding them. Hence, he can donate hisorgan to somebody who needs it. Allah (swt) hasallowed forgiveness or diya. The Qur'an states:

"But if the relatives (or one of them) of thekilled (person) forgive their brother (thekiller) something (i.e. not to kill the killer byaccepting the blood-money in murder) thenthe relatives should demand blood-money in areasonable manner, and the killer must paywith handsome gratitude. This is an allevia-tion and a mercy from your lord" [TMQ Al-Baqarah: 178].

However, for a donor to donate an organ theorgan should not be vital for his own life. Stemcells fulfil this requirement.

The Qur'an clearly explains:

"Do not kill yourselves" [TMQ An-Nisa': 29].

Deriving cells from dead adult tissue would notbe allowed. Aisha (ra), the mother of the believ-ers, narrated that the Prophet of Allah (saw)said, "Breaking the bone of a dead person is justlike breaking it when he is alive" [Abu Dawood].

2. Use of IVF to produce stem cell

This is where stem cells are derived from earlyembryos, which are no longer needed for infer-tility treatment ('spare embryos'). From theShari point of view this would be allowed.

IVF as a means to aid fertilisation between a hus-band and wife is allowed according to Ijtihadfrom Qur'an and Sunnah. Anas (ra) narrated thatthe Messenger of Allah (saw) said, "Marry theaffectionate who is prolific; I will be boastingabout your number to the Prophets on the Dayof Judgement."

The nature of the IVF process is that embryoswill be formed that will not be needed for place-ment in the woman's womb. These can beutilised for the purpose of producing stem cells.This is because they would be considered najus(impure). The Hukm Shari has allowed for theuse of najus in the pursuit of medical treatment.

Qatadah narrated on the authority of Anas (ra)that the people from Uqul and Urena came tothe prophet (saw) and spoke to him aboutIslam, and the people of Medina were sufferingfrom gastrointestinal disease, so the Prophet(saw) ordered them (the people from Uqul andUrena) to protect themselves from this illness.He instructed them to go outside of Medina andto drink from the urine and milk of the Camel(Bukhari, Muslim & Musnad of Ahmad).

It is permitted to consume najus in the pursuitof medical treatment. In the above hadith theMessenger of Allah (saw) ordered some peoplevisiting Madinah to seek preventative treatmentin the form of the najus. This establishes itslegality from a Shari perspective.

These embryos would not be considered asdead since they never had life. Imam Muslim

narrates from Ibn Mas'ud that he said that heheard the Messenger of Allah (saw) saying,"When 42 nights have passed on the nutfah(mixed male and female discharge of semen),Allah sends an angel to form it. He creates itshearing, vision, skin, flesh, and bones. Then theangel says, O Allah! Male or female?" In anothernarration "40 nights" was mentioned instead of42.

3. Use of cloning to produce stem cells

By taking a living cell from a human, taking outthe nucleus and implanting it in a woman's egg,an embryo can be produced. This process allowsfor genetic selection.

An example would be the correction of faultyDNA in mitochondria that at present result inmore than 50 inherited metabolic conditions.Mitochondria are small energy-producing struc-tures within each cell. They can only be inherit-ed from the mother and they contain a tiny bitof DNA, the vast majority being in the cell nucle-us.

It is postulated in the British governmentappointed Expert Groups Report on therapeuticcloning that, 'it may be possible to prevent achild inheriting damaged mitochondria fromthe mother by inserting the nucleus of themother's egg into a donor egg with healthymitochondria which has had its nucleusremoved." The report continues to explain that,"the egg formed in this way would then need tobe fertilised by the father's sperm using in vitrofertilisation techniques. This is haram (forbidden) from Islam. By usingthe donor egg this leads to loss of kinship. AbuHurairah (ra) narrated that he heard the Prophetof Allah (saw) say, "Any woman who introducedto some people an offspring that does notbelong to them, then she has nothing to do withAllah and she will not enter Paradise; and anyman who denies his son while looking at him,Allah will not reveal Himself to him and Allahwill disgrace him in front of the first and lastgenerations."

The purpose of stem cell production throughcloning would be to eradicate genetic faults. Itwould mean choosing the characteristics amongmales and females regardless of marital status.Genetic elements would come from threesources: the husband, wife and a third femalewith the correct mitochondrial DNA. This wouldresult in kinship being lost and mixed. Thiswould prevent the application of many of theSharia rules such as those related to marriage,alimony, inheritance, custody, Maharim and'Usbat (forbidden consanguinity).

A US spy plane crash-lands on the Chineseisland of Hainan. India offers talks withKashmiri separatists. The Pakistani leadershipindicates a softening in its stance on the sign-ing of the CTBT (Comprehensive Test BanTreaty). Observers of current affairs may seethese as isolated events in the internationalarena. Closer scrutiny of these events reveals aset of inter-related moves shaped by the ambi-tious in the 'Game of Nations'. A game in whichmajor powers vie for regional and global dom-ination, and Muslim states are cast in the roleof perennial pawns.

Tensions in US-China relationship

The mid air collision between an EP-3 surveil-lance aircraft and an F-8 jet fighter in April trig-gered a mini crisis between the US and China.After eleven days, the standoff culminated intwenty-four US servicemen being returned, andin return, China extracting a semi-apology fromthe US.

The crisis highlighted the simmering tensionsand suspicions that lie at the heart of US-Chinarelations. Some analysts describe this period asthe dawn of a new cold War in Asia Pacific.

Many regard China as the major threat to USdominance in Asia Pacific, and possibly a futurerival in global hegemony. The most populousnation in the world and third largest in land-mass, China has a growing military withnuclear armoury in the PLA (PeoplesLiberation Army) and is a permanent memberof the UN Security Council. China is a playerthat US foreign policy planners cannot ignore.The United States has a long-term interest incontrolling the geo-political dynamics in theAsia Pacific where there are approximately100,000 American soldiers stationed. The only

Islam, by means of Ijtihad, is dynamic. Islam'sboundaries clearly demarcate what is allowedand what is not through the Hukm Shari. Stemcells can be used from live adults, umbilicalcords, IVF embryos and aborted foeti under 40or 42 days gestation. Good and bad are defined by Allah (swt)

The concept of good in Western civilisation cor-relates with man's desires. Man, as an individual,committee or a government, is unable to act ina way that benefits humanity as a whole. Only Allah (swt) can define the way man shouldlive. Only the Creator, Allah (swt), has full knowl-edge of good and bad, of what will bring pros-perity and what will bring disaster. He (swt) isaware of the past, present and future. He (swt)created human beings and knows his nature,what will satisfy him and what will make himmiserable. Accordingly, the only fit means bywhich a human being should live is by the sys-tem of Islam.

Muslims underneath the Khilafah would havethe expertise and technology to utilise stemcells. These primitive cells which can be encour-aged to grow and develop into more specific tis -sues such as skin, neurons and pancreatic tissuecould be used to treat burns, Parkinson's dis-ease, motor neuron disease, diabetes, multiplesclerosis or even head injury.

Unlike the Kafir scientists the Muslim would bemotivated by the worship of Allah (swt) and notprofit, power, status or even ethical or humani-tarian reasons. Under the carefully regulated sys-tem of Islam he or she would not be allowed tofollow their desires, despite some potential per-ceived benefit to humanity. Rather the wholeprocess would be carefully monitored by thetaqwa of the individual, Hukm Shari and theState, which is there to look after the affairs ofthe Ummah and not to make people rich.

The failure of Muslims has been their inability toimplement Islam in its totality. For over onethousand years the Islamic State demonstratedhow science and technology could be broughttogether in harmony with the environment andwith respect to Allah's (swt) creation. We ledmankind in every field of life. Islam still has allthe answers for man's problems, but with theabsence of the Islamic State, these solutions willcontinue to go unrecognised.

4. Use of germ cells /organs of an aborted foetus to produce stem cells

In line with the discussion surrounding the useof embryos from IVF, the use of aborted foetus-es to extract stem cells from them would beallowed only if the foetus was less than 42 daysold (according to the hadith narrated by ibnMas'ud).

5. Use of blood cells of the umbilical cordto produce stem cells

The Umbilical Cord is considered najus from theHukm Shari. It can be used to extract stem cellsif it is required for medical treatment orresearch. This is in line with the Shari opinionon the use of embryos from IVF.

The 'Ethical' argument

In relation to the use of embryos, the Kuffar aretorn between two opposing points of view. Onebody of opinion says that the use of any embryofor research purposes is unethical and unac-ceptable on the grounds that an embryo shouldbe accorded full human status from the momentof its creation. The other body states that theembryo deserves no particular moral attentionwhatsoever.

The UK Human Fertilisation and EmbryologyAct of 1990 regulated the use of embryos inmedical research. It allowed for the making anduse of embryos, arguing that the embryo is spe-cial as a potential human being. The act assertsthat respect is at a minimum when the embryois in its early stages, hence, it would be suitablefor medical research. Apparently, the judgementto use embryos is reconciled through benefit.Potential benefits from research on an embryo,outweighs the need to preserve it.

This is characteristic of the Kuffar. They do notthink about the consequences of their actions,as they do not view actions as a path to Jannahor Jahannam. They view actions only as a meansto an end. Since they do not refer to Allah's (swt)revelation, they are constantly opening'Pandora's Box.' Clearly, deciding matters forthemselves is a grievous mistake.

threat that can potentially affect US interests inthe region is an expansionist China. The US hasstrategic interests along the Korean peninsula,on the Straits of Tiran (the centre to theworld's busiest shipping routes) and inIndonesia. All these potential hotspots areareas that an ambitious China could seek toencroach upon.

China, on the other hand, views any moves bythe United States in the Pacific with great sus -picion, as it threatens her own security. In par-ticular, her attention is prompted by Americaninterference in Taiwan. America's promises ofweapons and missile transfers, has not beenreceived well amongst the Chinese, particular-ly as Taiwan is regarded as being an integralpart of China. The US promise of selling theTaiwanese arms was met with a hostile reac -tion from China. In response to the sale thePeople's Liberation Army daily, the officialnewspaper of the military stated, "When theterritorial land, water and air are violated, wewill fight to the end at any price."

For a number of years the threat of the Chinesedragon has been at the forefront of the mindsof foreign policy planners in America. The lat-est crisis triggers the threat further. Accordingto press reports, a wide ranging strategicoverview carried out by the Pentagon will callfor a refocus away from Russia to China as themajor rival to the US's interests in the comingyears. Pentagon analysts believe that the US ismore likely to fight China in a future war thanRussia. According to this view, the Pentagonshould shift its thinking to the Asia Pacificregion and begin to emphasise more durable,long range weapons in its planning.

Whilst the US continues to be suspicious ofChina in terms of it being a potential regionalrival in the Pacific, and eventually a globalrival, the economic dimension to their rela-tionship cannot be ignored. China is undergo-ing extraordinary economic growth and prom-ises to be a pre-eminent economic power earlyin the coming decades. US corporations andmulti-nationals have a major stake in this. Overthe last decade the economic interactionbetween the two nations has increased dra-matically. Economists predict both imports andexports to reach $300 billion by 2002. Thestakes are undoubtedly high.

China offers American corporations a hugemarket in which to invest and sell their goodsand services. The US is currently the thirdlargest investor in China, with heavy invest -ments coming from such companies as Coca-Cola, Ford, United Technologies and GeneralElectric. Kodak has undertaken a $1.2 billioninvestment in the last three years alone withthe opening of 6000 outlets in Mainland China.Motorola commands one-third of a $53 millionmarket in Chinese mobile phones. GeneralMotors Shanghai has over a $2 billion invest -

ment on the Chinese mainland.

The spy plane incident brought conflictinginterests to the forefront of the US's strategicplanning. Whilst seeing China as a land ofimmense opportunity, it is wary of her poten-tial threat to the US's interests in the AsiaPacific region. This apparent conflict of inter-est gives a confusing public appearance toAmerican foreign policy.

The question arises as to how to deal with theimpending Chinese threat whilst benefitingfrom its economic growth. The US does notwant any direct confrontation with China, andpublicly she rejects and dismisses any disputewith China in the near future. It seems that thebest approach to deal with China is to engageher with trade and economy. The Clintonadministration sought to engage with China asa 'strategic ally' through the granting of MFN(Most Favoured Nation trading status), pendingChina's entry into the WTO.

The argument that the proponents of engage-ment put forward is that whilst trade and econ-omy will be mutually beneficial to both Chinaand the US, it will also lock China into a rela-tionship from which any radical shifts will beagainst her own interests. Radical shifts, suchas aggressive military posturing, can potential-ly harm US interests in the Pacific. They alsoargue that it will create a generation of entre-preneurs and interest groups within Chinawho will seek to preserve the status quo.

Whilst engaging with her economically, the USis making plans to keep any future hegemonicexpansion by the Chinese in check through anumber of alternative moves.

Courting India

India is the one power that can significantlyalter the balance of power within this region.She is a growing economic power with a sig-nificant military and an ambitious politicalleadership with high goals. The US has courtedIndia for a number of years and is now makingmuch more headway with a BJP governmentthan the Congress Party.

Pakistan and India, armed with nuclearweaponry and acting as proxies for US inter-ests in the region, would be a major coup forthe Americans and a significant bulwarkagainst an expansionist China. The attainmentof nuclear weaponry by both sides may not beso bad for the United States, providing that itcan be portrayed as a minimum deterrent forsecurity purposes whereas in reality it acts as athreat to China.

Ambitious plans of using Pakistan and India asthe front line states would only work, however,if the major differences between the twonations can be resolved. The significant issues

are India's security concerns and the long-standing dispute in Kashmir.

The security concerns on India's part wereseverely exacerbated by Pakistan's Kargil affairin 1999. Though Pakistan eventually had towithdraw from Kargil, by all accounts, it wasseen as a severe set back for India's security,which did not foresee the attack. The Indianmilitary suffered tremendous losses in attempt-ing to reclaim the strategic outpost on her sideof the Line of Control (LoC).

India has since embarked on plans to increaseits defence forces over the last two years tofully safeguard themselves against any futureincursions. In February of this year Indiaannounced significant increases in its defencebudget. India increased its defence spendingby about 13% to Rs620 billion ($13.3 billion)for Fiscal Year 2001-2002, to enable it toreplace obsolete weapon systems and build acredible nuclear deterrent based on a triad ofaircraft, mobile-based missiles and sea-basedassets. The increase this year came on top oflast years largest single-year increase in Indianhistory. "Jane's Defence Weekly" reported thatIndia increased defence spending by 28.2% toRs585.87 billion ($13.94 billion) for Fiscal Year2000-2001. Prime Minister Atal Behari Vajpayeejustified this by saying, "After the Kargil warIndia has to gear itself up."

Whilst publicly calling for restraint to prolifer -ation within the Sub Continent, the US may tac -itly agree to this so as to alleviate the Indiansecurity concerns. With India reassured abouther safety, she may be more likely to negotiateover Kashmir and resolve outstanding differ -ences with Pakistan.

Kashmir has been the bane of both India andPakistan over the last 50 years. The financialstrain in maintaining an effective Indian pres -ence along the Line of Control is immense.India has plans for major economic growth andinvestment for the upcoming decade, planswhich are not compatible with a perpetualwarlike scenario on its front door step. It hasbeen the view of many high level politicians,analysts and think tanks, that India can nevertruly aspire to become a global power andmake avail of the immense opportunities thatlie before her, if she does not fully resolve theKashmir conflict. There are compelling finan-cial and political motives for India to satisfac -torily resolve the dispute.

Monitoring the events in Kashmir over the lastyear, it seems moves are on the way to pave theway for a resolution to the decades old con-flict. As early as last May 2000 India's "DailyExcelsior" reported America's 'secret' plan forthe resolution of the Kashmir conflict. It stipu-lated minor adjustments to the Line of Controlin Jammu and Kashmir before its classificationas an International Border. The plan included

promise Pakistani security for the benefit of USaspirations in the region.

A compliant Pakistan is required to fully allevi-ate Indian security concerns. A Pakistan that'plays ball', and does not match increasedIndian defence expenditure triggering an armsrace in South Asia. This seems to be the casewhen examining the recent pronouncementsby the Pakistani leadership.

On the 27th March, this year, whilst addressingmedia representatives in Karachi, ChiefExecutive Pervez Musharraf told the audiencethat he was opposed to entering an arms racewith India or competing with it. He also statedthat there would be no increase in militaryexpenditure for the coming year. This state-ment was a response to India increasing itsdefence budget. On the same day, the govern-ment also softened its stance on the signing ofthe CTBT. Pakistan foreign office spokesman,Riaz Muhammed Khan said, "In principle we donot have any problems with this treaty."

Pakistan's attitude may placate a suspiciousIndia. It may well be enough to secure her con-sent to be used as a front-line state againstChina in accordance with America's granddesigns on the regions as a whole.

Pakistan's stance over the last year appears tohave become more moderate. Pakistan has dis -played compliance to the US inspired Track IIinitiative. In January this year, former ArmyChief Jahangir Karamat left for New Delhi toattend a seminar in connection with Track IIdiplomacy. According to official sources,Jahangir Karamat met with Chief ExecutivePervez Musharraf during his visit to Lahorebefore departing. This visit to India was con-sidered, within official circles, as an importantstep in the developments on the Kashmirfront.

Mansoor Ijaz, was most succinct when he stat-ed, "Pakistan is on the edge of a precipice, fac-ing economic bankruptcy and political disinte-gration simultaneously. It has a military withinwhich the hawks and the doves are fiercelycompeting to set the national agenda, often atconflict with one another's objectives. Thequestion to be asked is at what point do thosewho are entrusted with ensuring the life andlongevity of the country find 'jihad' a counter -productive strategy to ensuring national secu-rity."

All these evidences are indicative of back-ground diplomatic moves gaining momentum.They indicate US involvement, behind the pub-licity glare. More importantly, however, thisindicates a willingness by both India andPakistan to achieve a political solution that willstand in stark contrast to hard-line pronounce-ments of the Indian and Pakistani governmentsand certain Kashmiri militants. There are

undoubtedly major obstacles to achieving truepeace in Kashmir; however, compellingmotives on India and Pakistan's part may bethe main ingredients for success. Were this totake place, the stage will be set for the US tobenefit from a fruitful South Asian climate.

A world without visionary Muslims

What these events indicate is a fiercely com-petitive international arena in which nations ofvarying strengths compete over their respec-tive interests. Some nations are possessed of avision, aspiring to dictate the political eventsaccording to their terms and not be dictatedto. Chief amongst these nations is the USA.Being the Leading State she is best placed tomanoeuvre the international situation to heradvantage.

It is indeed a humiliating state of affairs that acountry, which professes to be a nuclearpower, and has ballistic missile capability,should have little or no vision to be a majorplayer in the world. Apologists for Pakistan'ssecular regime will argue that beggars cannotbe choosers and that the priority in this cur-rent state of affairs is to put Pakistan's internalsituation in order. The reality, however, is thatPakistan has been putting its house in ordersince 1947. The systematic cycle of democraticrulers plundering the nation's resources, andbeing replaced by generals orchestrating mili-tary coups, has all taken place within the secu-lar nationalist framework of Pakistani politics.

The stark reality is that it was for Islam that thenation was established; yet Islam has nevercome to the fore. The raw potential of theMuslim Ummah can never be harnessed andutilised efficiently unless it is managed and co-ordinated at a macro level, a state level. APakistan based on the politics of secularismand petty parochialism, with its economic sur-vival depending on the scraps of loans extend-ed by the IMF and World Bank will never be amajor player.

Ambitious manoeuvres a Khilafah State could make

Pakistan's problem necessitates radical change.The cornerstone of this radical change needs apolitical system that is based on the IslamicAqeedah. It requires an Aqeedah that inspiresvision, offers dignity and provides liberationfrom the mental stranglehold, the politics ofsecularism and nationalism.

An ambitious Pakistan based on Islam wouldseek to project an image of might and powerthat sends signals to India and the rest of theworld. Based on a policy of re-unification ofIslamic lands, Pakistan could seek to harnessthe potential of Islamic lands in its vicinity tocreate a critical sphere of influence. The gasreserves of the Gulf States and Bangladesh,

proposals made by the American basedKashmir Study Group (KSG) for the creation ofa quasi-independent Kashmiri State carved outof the Muslim majority areas of Jammu &Kashmir. The State of Jammu would become apermanent part of India whereas the remain-der would be autonomous, leading to a possi-ble referendum after an agreed period. The arti-cle suggested that amongst the closed politicalcircles, it was an open secret.

The report highlighted high levels of Indianand Pakistani contact, albeit in secrecy, due tothe sensitivity of the issue. Under PresidentClinton's administration, Mansoor Ijaz, a USbased Pakistani businessman, was acting aschief intermediary between both sides. The"Daily Excelsior" report highlighted MansoorIjaz's close contact with key officials on bothsides of the dispute. Indian officials labouredquite hard to ensure that Ijaz's meetings withvarious leaders and officers remained a secret.All those who had quiet meetings withMansoor Ijaz, adopted 'mother-knows-best' pol-icy and kept the media at bay. Top officials, par-ticularly Lt Gen Krishan Pal, Corps Commanderof Srinagar-based 15 Corps, and Mr. GurbachanJagat, Director-General of J&K Police, werefound tight-lipped even after their separatebriefing sessions with Mansoor Ijaz. Such highlevel contact was cited as being indicative ofDelhi's willingness for talks.

India has paved the way for some progress onthe Kashmir dispute. If one goes beyond therhetoric of hard line public pronouncementsof the Indian Government, there is a softeningof the Indian stance. Last year's declaration of acease fire by Indian troops in Kashmir wasseen as a significant gesture. The initial cease-fire was followed by extensions, the latestbeing to May 2001.

In recent months, the Indian government hasindicated its willingness to sit down for uncon-ditional talks with the APHC (All Party HurriyetConference), an umbrella group of Kashmiripolitical parties. Furthermore, India says it isprepared to hold talks with separatist groups ifthey are prepared to lay down their arms.

Compromising Pakistani interests and security

In the game of nations, with major powers pre-serving their position and new aspirants hop-ing to join the major league, it is the minorplayers that often fall by the wayside. Pakistan'sruling establishment has long been manipulat-ed and used by the US as a cheap pawn inSouth Asian affairs. The Afghanistan conflict isjust one of many examples. The latest militaryregime provides no reason to think otherwise.Saddled with crippling economic problems, apolitical void in domestic politics and increas-ing ethnic and sectarian tensions, a pragmaticChief Executive Musharraf seems ready to com-

which are currently being eyed to meet India'senergy needs, would be used as commoditiesfor the benefit of the Ummah. The immensewindow of opportunity that exists within theFergana Valley and Central Asian Republics,would be not be neglected.

For inspiration and guidance there can be nogreater example than that of the Messenger ofAllah (saw). After the Hijrah to Madinah 1421years ago, and with the establishment of anIslamic society on a sound basis, his IslamicState set about making ambitious moves on theHijaz peninsula. As Head of State basing his pol-itics on Islam, the Messenger (saw) set out totransform the geo-political dynamics of theHijaz. The Muslims were not content to livecomfortably in Madinah only, but sought todiminish the influence of Quraysh and theirCity State of Makkah. Within four months theMessenger dispatched 3 military expeditionsthroughout the Hijaz in an open show of defi-ance to Quraysh and as a projection of the mil-itary might of the Muslims. They were not will-ing to live as minor players but sought to intim-idate, weaken and eliminate any obstacle thatlay in the path of Allah's (swt) Law being madeSupreme. This Islamic State sought to strike atthe economic interests of Quraysh by activelyseeking to plunder their caravans on route toSyria and Yemen. In an act of ingenious diplo-macy and strategic thinking the Islamic Statemade alliances with Bani Damrah and BaniMudlij, with whom the Quraysh had previouslycome to rely on for the safe passage of theircaravans. The Strategy, foresight and planningby the Islamic State set the Muslims on theroad to regional hegemony, which was finallysealed with Fath al Makkah in 6 AH - and thenglobal domination which came after the falland break-up of the Persian and RomanEmpires in the era of subsequent Khulafah.

In comparison the recent history of Pakistanmakes sorry reading. The tragedy is that thesecular nature of Pakistan has made them polit-ically defeated and without such vision.Pakistan seems reconciled to being a pawn inthe hands of the powerful.

The 'Game of Nations' requires a resurgentIslamic State. An Islamic State not only for theMuslims, but also for those oppressed majori-ties who have been subjected to the bitterseeds of Globalisation, Nationalism andCapitalism. It is through the Khilafah that lib-eration will be achieved from the dominantvalue system of today that lays benefit as itssole axiom.

"It is He who has sent his Messenger withguidance and the Deen of truth so that itmay prevail above all other deens eventhough the Mushrikeen may detest it" [TMQAs-Saff: 9].

Ahmer Feroze

While a numberof old establishedpolitical partiesare busy girdingup their loins tofill up the politi-cal vacuum thathas existed inPakistan now formore than a year,the country'smosques havestarted echoingthe slogan of atotally unknownnew politicalparty. Hizbul Tehrir is the latest addition to themultitude of religious parties already known tothe people of Pakistan. This new party whichmade its debut on the first of the last Ramazanclaims to be a part of a vast network whichalready encompasses the entire Muslim world.Its stated mission is to launch a worldwidemovement for the restoration of Caliphate, witha view to uniting the whole of Muslim Ummah,extending the message of Islam to non-believ-ers, and ultimately establishing an Islamic worldorder. The emergence of Hizbul Tehrir was her-alded by a sudden appearance of a large num-ber of banners and placards in the streets of thetwin cities, in Lahore, and maybe in other bigcities of Pakistan, exhorting the people to joinits ranks. There was also a lavish distribution ofhandbills among the people in and around var-ious mosques which are unusually crowdedduring Ramazan. These handbills contained theraison d'etre for the setting up of the party andwere of the nature of an open invitation to thepeople of Pakistan to join the Hizb as membersin the light of various verses quoted from theHoly Qur'an. The Hizbul Tehrir claims to be apolitical party quite different from all other reli-gious parties known to exist in the wholeMuslim world. The new party has not yet givenmuch information about the political set-upand the system of government it visualisesunder the proposed Caliphate. It only says thatthere will be one Emir heading the Ummahwhose main responsibility will be to extend aninvitation to the people to join Islam, and toorder the people to do what Islam ordains todo, and not to do what Islam orders not to bedone. The party claims to be working for theentire Muslim Ummah without any discrimina-tion between various geographical regions orsectarian groupings. It plans to select some suit-able Muslim state or a number of states as the

Accordingly, the Hizb has invitedthe Muslims of Pakistan to come forward, ridthis country and all other Muslim regions oftheir present 'infidel' governments, and per-form their due role in bringing back Islam as aforce to guide their lives. It appeals to thePakistani Muslims to cooperate with the mem-bers of Hizbul Tehrir so that the party may beable to guide the Muslim Ummah in the dis -charge of its sacred duty of restoring IslamicCaliphate.

After the initial hullabaloo, the Hizb has kept alow profile, restricting its propaganda cam-paign to the distribution of small stickersamong petty shopkeepers and vendors, for dis-play in their outfits. These stickers declareKhilafat to be the only system of governmentbased on Islam, all other systems being basedon 'kufr'. Apparently, the party wanted to assessthe reaction of the military regime to the emer-gence of this new movement. It is surprisingthat, despite the lapse of over three months, thegovernment agencies have kept their lipssealed on the subject. It is hard to believe thatthe authorities are totally unaware of this high-ly significant development. Surely, the sharphawkish eyes of Moinuddin Hyder, assisted bythe eyes and ears of a vast network of intelli-gence agencies, could not have missed to seethe profusion of majestically fluttering banners,reams and reams of handbills moving from per-son to person, and stickers adorning all shop-ping centres right under the very nose of therulers. What then is the mystery surroundingthe silence of the military regime over a phe-nomenon that is of the nature of a challenge,not only for the present government of Pakistan

Our own econo-my is in no position to show the red rag to theinternational financial bulls. Our relations withIran and some of the Central Asian republics areunder extreme pressure due to a faulty foreignpolicy. These will worsen if Pakistan becomesthe seat of revived Caliphate. Even China hasbeen feeling uneasy because of the umbrellabeing allegedly provided to fundamentalist ele-ments to carry out their operations. We arebound to lose a time-tested friend forever if werun in search of Caliphate. And if the ChiefExecutive claims to hold Ataturk as his ideal, hemust not forget why the latter had done awaywith the institution of Caliphate. I hopeGeneral Musharraf knows that an emissary,claiming to represent the Indian and EgyptianMuslims, had suggested to Ataturk that, insteadof abolishing Caliphate, he himself shouldbecome Emir-ul Momineen, and that Ataturkhad flatly refused the offer. The General shouldalso realise that in his capacity as Caliph, hisedict will not run in any other Muslim country,even if he succeeds in making it run in his ownland. True patriotism demands that nationalinterests are not sacrificed at the altar of asecure exit.

Editor's Comment:

There can be little doubt that the call for thereturn of the Khilafah that echoes around thealleyways of the old city of Lahore and throughthe bazaars of Karachi is making the corrupt

secular rulers and politicians of Pakistan fearfulof the challenge of the Islamic call.

One only needs to pick up a newspaper, or lis-ten to the radio, to hear the multitude of signsof the return of the Khilafah that unfold as eachday passes. The call for the Khilafah continuesto shake the thrones of the tyrannical Kings andterrify the unjust Presidents, whether inPakistan or elsewhere.

As the victory grows closer, the workers for theKhilafah can expect resistance and oppressionin the way of slander and libel, from those whomake their daily work the conjuring up of fan-ciful theories and conspiracies to hinder thosewho call to Allah (swt).

How laughable that a man who takes one of themost well-known traitors in history, MustafaKemal, as his ideal role model, is going to erectan Islamic Khilafah, while his role model playeda vicious instrumental role in the destruction ofthe Islamic Khilafah, which led to the disap-pearance of Islam from the affairs of life.

It seems to have escaped the attention of theauthor that Hizb ut-Tahrir is an Islamic politicalparty founded in 1953 by Taqiuddin an-Nabhani. Hizb ut-Tahrir works throughout theIslamic lands to return Islam to its rightful posi-tion at the helm of society, by the return of theIslamic Khilafah.

Hizb ut-Tahrir invites the Muslims of Pakistan,and indeed Muslims wherever they are, to lib-erate the Muslim lands from the governance ofkufr rule and partake in their role to returnIslam back to the affairs of life.

The mystery becomes all the more per-plexing because of the fact that the new party'splacards, handbills, and stickers give no infor-mation regarding the party's address, or otherinformation required by those wishing to con-tact some responsible party officials for furtherdetails about the movement. On the basis ofthese facts, one is tempted to assume that themovement is no more than an official ploy engi -neered by the military regime itself, so as toassess the public response to the proposal. Thatgives credence to the hypothesis floated byBenazir Bhutto towards the end of her articletitled 'A caliphate in Pakistan' (The News, April11), though she herself does not seem to beaware of the emergence of Hizbul Tehrir andtheir Ramazan operations. The above hypothe-sis gains further credibility from a series ofrecent statements by the Chief Executive, aboutthe need for amending the Constitution to cre-ate assured balance of power between thefuture Prime Minister and the President so thatthe latter no longer remains a mere figurehead.These statements have led to widespread spec-ulation in the media that, as a part of his exitstrategy, General Musharraf is planning to ele-vate himself to the post of the country's presi-dent with sweeping powers to exercise effec-tive control over all important institutions ofthe state. Assessed in the light of these proba-bilities, the statement that the chief of theNational Reconstruction Bureau, General Naqvihad made during a recent PTV panel discussionon provincial autonomy, and you will be leftwith no doubts about the way things are beingcooked in the GHQ [General Headquarters]cauldron. Replying to a question as to how themilitary regime is going to ensure the continu-ity of the various reforms after the troops goback to the barracks, the General had said,"Well, you don't have to worry. We will some-how make sure that the new systems continueto be operated by future governments", orwords to that effect. There was an air of confi-
