COORDINATING BENEFICIARYUniroma1 (“La Sapienza”, Roma) is the biggest University in Europe with 145,000 students and 5,000 academic staff members. In 2010, the University has completed a program of reorganization of departments, bringing together professors from different departments and on this line the Department of Astronautics, Electrics and Energetic Engineering (DIAEE) has been established.

Province of Rome, with the Civil Protection service, safeguards the physical integrity of people, protects their goods and the environment from risks, through the scheduling and planning instruments. Province of Rome recurs, thanks to specific agreements, to collaborations with all the institutional actors operating in the Civil Protection framework.

Cesefor is a non-profit private foundation established since 2003. Its administrative body includes the Diputación Provincial de Soria, the University of Valladolid, and two private companies (Tableros Losán and 56 Puertas Norma). Its mission is to develop the forestry sector and the industry built upon the exploitation of forestry resources so they make a greater contribution to the sustainable development of their environment.

The MATER Lab, UoWM constitutes the University’s platform that promotes ideas on innovation management and entrepreneurship within a regional and international environment and focuses its research and services.MATER Lab, UoWM works towards creating a technologically strong market place and developing economic development within the region of Western Macedonia and widely within Europe with emphasis to the South East part of the Continent.

The French National Forestry Office (ONF) manages nearly 5 million hectares of public forests belonging to the French State or to local authorities and plays a major role in regional sustainable development. The ONF works for the protection of many different environments, from coastlines, dunes and marshes, to peat bogs, mountains, glaciers and grasslands. Fire is also an ever-present danger to forest. Therefore, the ONF designs and implements protection systems: risk prevention plans, trails, firebreaks, clearing of undergrowth, water supply points, etc...

Spanish monitoring system

Background

The whole system consists of 19 detection cameras and 15 communications towers.

The Region of Castilla y Leon (Spain) has a total area of 9,422,543 hectares of which 51% is forest area. Currently 31% of the surface of the region is wooded and accounts for 15% of the national forest area. The province of Soria, has about 1,028,700 ha, of which 58% of its territory is forest and 42% is wooded.

The traditional way of visual forest fire detection uses 33 towers. A new early detection System has been implemented since 2006: In remote areas, far from populated areas, where it´s difficult to detect small fires visually and rapidly.

Spanish monitoring system

This system consists of the following components:• Infrared thermal camera.• CCTV high-performance camera• Georeferencing system.• Weather station.• Communication system.• Hardware / software development

The camera works on the top of 30 m. metal towers 24 hours a day.

The images captured by cameras (2 and 4) are sent to Provincial Command Center by radio links (3)

The system can be self-sufficient with solar panels, small wind turbine and gel batteries, or even methanol batteries. It is always better to havethe energy supply of a general network to avoid interruptions.

CESEFOR will install a multi-scale net of sensors for remotely monitoring the forest, developing an early-detection system based on the sensorization.

These towers are located in the field, in upland areas of good visual coverage, working 24 hours a day, detecting any hot spot in a 8-10 km radius around their 360º rotational oscillation. Covering about 20.000 hectares each. Time detection limit is about 8 minutes.

French monitoring system• ONF has bought a remote visual system, already used in France in the dept. of Landes with

19 cameras) that will be installed next month in the dept. of Alpes de haute Provence• This system will cover the Manosque basin, where are also towers with human detection

• Contribute to develop a common methodology for testing detection system:– creation/simulation of a calibrate source of ignition in terms of heat and smoke – choice of a range of different situations for the ignition point - topography, vegetation – choice of meteorological conditions (air humidity, with cloud or without, wind velocity...) – of the test distances between the ignition source and the detection system (5, 10 or 15 kms). – This protocol can be used to compare the efficiency of the different systems, and also the

human detection one .

• Study a fire behaviour simulation model

– ONF still use FARSITE model• Adaptation of the usual behave

models to the Mediterranean vegetation

• Integration of local wind effects

(Messenia) …a modular software system for Collaborative Natural Hazards Crisis Management, Decision Support and Mission Planning; …provides all the tools for Multi-agency incident and resource management by mapping the operations and hierarchical structure of each involved organization into the business workflow;

Operating Modes•Manual mode: control of the camera is taken by the operator.•Cyclic mode: the acquisition devices operate independently in a cyclic manner along a given path.•Automatic mode: the system operates by activating the automatic detection of fires.Presently the system comprises 2 points of observation but it is capable of supporting a theoretically infinite number of cameras.

An analysis for the expansion of the CICLOPE system has been carried out by the DIAEE. The choice of the area for the installation of the new cameras is based on the data about the parameters of vulnerability, risk and difficulty in the wildfire and the viewshield analysis.

High Resolution CameraThe camera operates in the visible spectrum. It is mounted in containers motorized for the outdoor use. The algorithm is based on the change detection and it identifies the smoke during the day and the flames in the night.

Objective and expected results

This project is devoted to the development of a common understanding of the capabilities of vision (optical or thermal) and detection systems on which a fire remote detection network can be based. The main objective of the project is the technical assessment and operational comparison among remote visual systems and detectors network devoted to monitor wooded areas or areas of particular environmental, touristic and/or cultural interest.

In particular , this project aims at:

- evaluating, through an agreed evaluation scheme, the performances of the monitoring systems based on visible or thermal camera already available in the countries of the project partners;

- evaluating the performances of the sensor network based on wireless sensors capable to collect meteorological as well as fire related parameters (CO2, temperature, etc.);

- comparing the results taking into account the different characteristics of the monitored area and the observation system;

- assessing the possibility of complementing the monitoring network with a system capable to simulate the fire behaviour providing the most probable, time dependent, propagation conditions by taking into account the meteorological conditions, the orography and fuel (vegetation) type and status;

- defining agreed criteria to guide the decision about the adoption of the situation reports based upon remote observation system, in terms of convenience and/or basic characteristics (visible or thermal camera).

Objective and expected resultsAs result of the technical and operational analysis that will be carried out on the information provided by the investigated technological systems, as well as the comparison of the performances and the final utilization of the available information will contribute in:

• the adoption of these technologies as common and shared good practices at EU level.

The comparison of the systems can bring to:

define an optimized system, a standardized set of information, a common method of using the situational reports for enhancing the correct,

effective and efficient utilization of the available data in facing emergencies (as wildfires are) and in reducing their consequences.

A deliverable consisting in a guideline describing the elements to be taken into account for selecting the most suitable surveillance system for monitoring, protecting a given area of interest and for optimizing the exploitation of the produced information.
