About the Plan

• The Downtown Kingsport Master Plan will become an official policy document of the City to facilitate the direction, type, location, and scale of new development and associated downtown improvements for the next ten years.

• The plan will include components of traditional downtown master plans with a heavy emphasis on:• Public improvements and streetscape upgrades.• Demonstrating a path forward for the existing downtown Academic

Village• Creating a vision to reinforce and magnify Kingsport’s downtown role as

the economic and cultural heart of the community. • Consensus building

Key Findings

• Zoning is extremely permissive towards downtown development

• Little to no residential in the study area• Strong urban core and sidewalk system, but development

quickly becomes more sprawl-like as one moves away from it

• No major environmental constraints• A lot of surface parking that can be redeveloped• Academic Village will present a unique opportunity for

downtown
