Leah Krekel-Zoppi briefed the Committee and answered questions from the members. Claire Miccio, 4Culture Government and Community Relations Manager, addressed the Committee. Councilmember Kohl-Welles moved amendment 1. The amendment was adopted.

A motion was made by Councilmember Kohl-Welles that this Ordinance be Recommended Do Pass Substitute Consent. The motion carried by the following

SUBJECT

A motion confirming Hank Cooper to the 4Culture Board.

SUMMARY

This proposed motion would confirm the appointment of Hank Cooper, who resides in Council District 8, to the 4Culture Board for the remainder of a three year term expiring on December 31, 2021. Ms. Cooper is an active community member and has a background in heritage, meeting the criteria for Board members established in the 4Cutlure Charter.

BACKGROUND

The King County Council created 4Culture, King County’s Cultural Public Development Authority, in 20021 in to administer King County’s arts and heritage programs.

4Culture’s name was derived from its four cultural programs:

Arts. 4Culture provides capital and operating grant funding for individual artists,

groups, and community organizations.

Heritage. 4Culture provides capital and operating grant funding for organizations

focused on building the historical record, preserving and enhancing the character

of the region, and sharing local heritage resources.

Preservation. 4Culture provides project, capital, and operating support to aid in

the historic preservation of buildings, neighborhoods, and landscapes. The

organization also provides support for heritage tourism for King County

communities.

Public Art. 4Culture manages the County’s 1% for Art program, and manages

arts installations throughout the county.

4Culture is governed by a fifteen member Board of Directors. Directors are to have a demonstrated commitment to and knowledge of cultural resources, be active and experienced in community and civic issues and concerns, and have the ability to evaluate the needs of cultural constituencies in the region as a whole. Directors are to represent a range of talents, experience, backgrounds, and viewpoints and to be sought from a range of: professional artists; arts administrators; architects; landscape architects; administrators, professionals and specialists in heritage and historic preservation; administrators, professionals and specialists in cultural education; urban planners and designers; attorneys; community arts and heritage activists; business professionals; and the community at large. Directors must be residents of King County and are to be chosen to reflect the geographic and cultural diversity of the County.2 With the passage of Ordinance 18684 in 2018 and Ordinance 19036 in 2019, the appointment process for the 4Culture Board changed to the following:

Position 1 is to be appointed by the County Councilmember representing County

Council District 1;


Council District 2;


Council District 3;


Council District 4;


Council District 5;


Council District 6;


Council District 7;


Council District 8;


Council District 9; and

Positions 10, 11, 12, 13, 14, and 15 are to be appointed by the County

Executive.3

Appointments are subject to confirmation by the Council by motion.4 Board members may begin serving as voting members upon confirmation by the Council.5

Board members serve for terms of three years and may serve up to two consecutive full terms.6 In addition to the fifteen board members, 4Culture has five ex-officio board members which include one member of the Executive staff, three county councilmembers, and the 4Culture Executive Director.7 4Culture Board Candidate Hank Cooper Ms. Cooper lives in the Capitol Hill neighborhood of Seattle in Council District 8 and was appointed to fill a vacancy in for the remainder of the current term for 4Culture Board position 4 by Councilmember Jeanne Kohl-Welles. Ms. Cooper serves as the Arts Program Manager at Daybreak Star Indian Cultural Center, developing a program supporting emerging Native artists. Ms. Cooper has a Master’s degree in Museology and a Bachelor’s in Art degree in Indigenous and American Indian Studies, and has held various positions at several museums. She has also been active in several indigenous community organizations. ANALYSIS This proposed motion would confirm the appointment of Ms. Copper to the 4Culture Board for the remainder of a three year term expiring December 31, 2021. Mr. Cooper meets the criteria established in the 4Culture Charter for 4Culture board members and was nominated according to the process established in Ordinance 19036 and the 4Culture Charter and Bylaws. PUBLIC ART PROJECT AND EVENT EXPERIENCE -

Woodinville Rotary Peace Pole Project 2018-2019 I have painted three 5-sided, 8-foot tall wooden poles for the Rotary as part of their mission to promote peace. My designs represent the locations where they were installed. My poles are located at 21-Acres, the Sammamish Valley Grange Heritage Garden, and the Northshore YMCA.

Kenmore Mural Project 2016 Located on the west exterior wall of the St. Vincent de Paul building in Kenmore, WA. 188’x12’ I worked with artist A. Gaul Culley to create a design that would visually represent both the history of Kenmore and present-day Kenmore. The project was done in partnership with the city of Kenmore and St. Vincent de Paul. We came up with fundraisers to involve the community and help pay for the project, and many community members helped with the painting of the mural.

Kenmore Fire Hydrants 2015

I joined 3 other local artists in painting fire hydrants in central Kenmore for the Arts of Kenmore. Mine is located in front of Northshore Fire Station 51.

Artist In Action Spring 2015

Schack Art Center, Everett I spent two days demonstrating my process of recycling glass bottles into lampworked beads for dozens of elementary school classes who visited Schack for their Saving the Environment: Sustainable Art show.

Guest Lecturer, Artist Lecture Series February 2015

I presented images and selected actual pieces of my artwork and discussed the inspiration and processes behind them at the Northshore YMCA.

Restoration of the replica mileposts on the Iron Goat Trail August 2014

My husband and I volunteered to scrape, sand, prime and repaint the nine 8-foot-tall replica mileposts along this historically-significant hiking trail located off of Highway 2 near Stevens Pass.

KJH Artist-In-Residence Spring 2013

Kenmore Junior High Music Boosters I worked with the 9th grade Orchestra and Choir students to come up with a design for a group artwork they could create to leave as a legacy in their new music building. I prepared the components and organized work days for the students to put the project together.

Saint Edward State Park Playground Art Project Team Member 2003

I coordinated two projects included on this new, community-built play structure. For the first one I worked with all of the Kindergartners and 1st graders at Lockwood Elementary to cover two large cement eggs with a mosaic of miscellaneous small objects. For the second project I had a 2nd and a 4th/5th class create salmon out of plastic lumber to attach to the play structure. I arranged for a donation of 2x6 plastic lumber, worked with the students to create salmon drawings that the students transferred onto lengths of lumber. I cut the fish shapes out, the students painted them, and I attached them to a wire fence that is part of the play structure at the park.

I was recently invited to start showing my work in this new local gallery. Woodinville Arts Alliance Creative Experience 2018 & 2019

I was invited to join this group of artists and display work as part of both group and solo shows in locations around Woodinville. I currently have a solo show hung at Locust Brewery in Woodinville through the end of November.

Seattle Recycled Arts Festival, Seattle, WA 2018 & 2019 Recycled bottle-bead glass jewelry included in the show both years Cairn Brewery Murals, Kenmore, WA 2018 & 2019

I painted two murals inside of the brewery. One is a seaplane based on the digital art design created by one of their employees. The other is mountain silhouettes created based on an idea of the owner.
