Spring 2014 Marches Access Point’s Open day Following extensive building work to the Old Police Station in Kington, a superb new community facility has been provided at Marches Access Point (MAP). The work has created an enlarged and improved training and meeting room, which will enable more training courses to be delivered for the local community and will also be Kington Town Councils’ new chamber. Due to this work MAP now have new computers in the Online Centre with Microsoft Office 2010 these are much faster than the previous Online Centre computers. MAP had an open day on Friday 7 th February to celebrate the new training room and Bill Wiggin MP cut the ribbon to announce the official opening of the room. Over 40 people attended including Kington’s Mayor, Mr Bob Widdowson. Council members both from Kington and Herefordshire Council also attended. The work that has been undertaken was greatly admired by all who attended the event and holds great future prospects both for MAP and the community of Kington. Spring 2014

Marches Access Point’s Open day

Following extensive building

work to the Old Police Station in Kington, a superb new

community facility has been provided at Marches Access

Point (MAP). The work has created an enlarged and

improved training and meeting room, which will

enable more training courses to be delivered for the local

community and will also be Kington Town Councils’ new

chamber.

Due to this work MAP now

have new computers in the Online Centre with Microsoft

Office 2010 these are much faster than the previous

Online Centre computers.

MAP had an open day on Friday 7th February to

celebrate the new training room and Bill Wiggin MP cut

the ribbon to announce the official opening of the room.

Over 40 people attended

including Kington’s Mayor, Mr Bob Widdowson. Council

members both from Kington and Herefordshire Council

also attended.

The work that has been undertaken was greatly

admired by all who attended the event and holds great

future prospects both for MAP and the community of

Kington.

Marches Housing Association in Kington

Welcome to the latest in our regular

bulletins, keeping you up to date with what

Marches is doing in Kington.

Welcome Back Lysette! Marches Housing welcomes back

Housing Officer Lysette Phillips, who has just returned to the Association after maternity leave. She has re-

joined Hannah Bragg as Housing Officers for the Kington area. We would like to thank Andrea Millichap who temporarily covered Lysettes

[email protected] and [email protected] Anti-social behaviour We’re very glad to say that, at the time of writing, we have no outstanding cases of anti-social behaviour. The

Association takes Anti-Social Behaviour (ASB) very seriously which has been evident in our latest successful court action. Housing Officers spend a large part of their working week dealing with ASB which is an essential part of our service. It is very important to us that that all residents who live in our communities live without fear of:

Violence, aggressive or threatening language or

behaviour

Unreasonable amounts of noise

Harassment, particularly because of someone’s

race, colour, creed or vulnerability

Behaviour which interferes with residents’ quality

of life The general term Anti-Social Behaviour covers a number

of different types of behaviour that are considered unacceptable and which may affect the quality of life of others. These can range from garden nuisance, inconsiderate parking, noise and disputes between neighbours to domestic violence and criminal damage. We work with the Police and Environmental Health as well as other agencies such as Social Services to try to

resolve issues as effectively as possible ensuring

residents are comfortable in their communities.

Fly Tipping Fly tipping continues to be an issue at Passey Court. Various household items including a fridge-freezer and

other general waste were recently discovered but have now been cleared. The cost of removing and disposing of this rubbish continues to rise and is paid for out the Associations budget for estate improvements. For the year 2013/14 so far, the Association has spent a massive £6939.50 on clearing fly-tipping. So please don’t dump it! If you have large items you need to

dispose of, you can arrange for the Herefordshire Council to collect it straight from your home. The collection costs £20 for up to three items and any

additional items cost £5 each. To arrange a collection, you can contact the Herefordshire Council on 01432 260500 or visit the

Herefordshire Council website www.herefordshire.gov.uk . Items collected through the large item collection service, which are suitable for reuse, are kept by the Full House Charity and are made

available to those in need who have

very limited resources

Neighbourhood Walkabouts Lysette and Hannah will be walking around our estates as usual this spring. They would like to meet as many people as possible, to share ideas about how to improve

our estates as well as to discuss any problems that may have arisen. We have recently introduced a new way of carrying out Estate Inspections, focussing on the expectations of tenants, knocking on doors and asking you about the environmental standards you want to see when walking down your street

The Officers are often joined by local Councillors, the Police and staff from other sections of MHA and we would very much like our tenants to join us on the inspections. Whether you are a current Marches Housing Association resident or an interested community member, you are welcome to come and join them on the following dates in Kington:

Update on asset transfer Following the last issue of the Chronicle, a public

meeting was held in December which

overwhelmingly endorsed the Town Council’s

proposal to continue negotiations to take over a

number of buildings and play areas from

Herefordshire Council.

Herefordshire Council has completed a major

refurbishment at the Old Police Station and the

building was formally re-opened by Bill Wiggin MP

on 7th February. The Town Council will move to

its new office in the Old Police Station shortly and

council meetings will now be held there on the

first Monday of the month.

The refurbishments have inevitably caused major

disruption to the work of Marches Access Point

(MAP) and we are grateful for the support it has

given during this period. With a newly refurbished

and much expanded training room MAP will be

launching a new series of courses for the coming

year.

A new home for the Tourist Information Centre

has been found in Church Street with support from

the Town Council and it is expected that the Mill

Street building will be vacated in early March. It

will then pass back to Herefordshire Council for

sale by them.

The Town Council is commissioning legal advice on

the best possible management arrangements of

the assets to safeguard them for the community in

the future.

Town Council precept 2014/15 The Town Council has agreed a budget of

£96,700 for 2014/15 compared to £73,910 in

2013/14. The increase includes £15,000 for

production of the Neighbourhood Plan which will

be covered by grants from other bodies, additional

support for the Tourist Information Centre and

legal costs for the asset transfer. The precept,

which forms part of everyone’s Council Tax

charge, has been increased from £64,000 in

2013/14 to £70,000 in 2014/15. For a Band D

property this is an increase from £64.11 a year to

£68.81 or 14p a week.

As this year we have one off costs such as the

legal costs, it is hoped that any increase in

2015/16 can be kept to a minimum but there is

some uncertainty about whether central

government funding (currently £11,139) will be

passed on by Herefordshire Council next year

when the rules governing this funding change.

The recent decision by Herefordshire Council to

increase the amount payable by people on low

incomes who had previously received full relief

from Council Tax puts added pressure on us to

keep any increases to a minimum.

Dog fouling There seem to be more dogs in Kington. It may be

just our imagination but what is real is that there

is a noticeable increase in dog fouling. Most dog

owners are responsible and clean up after their

dog but it is a pity that some are not.

Dog mess is not only an eyesore but a serious

health hazard. To request the clean-up of dog

mess, contact Herefordshire Council on 01432

261761

If you fail to remove your dog's feces, you may be

issued with a Dog Control Order. This could mean

an £80 fixed penalty notice, or even prosecution.

On the Council’s agenda Some of the issues we are currently dealing with

include:

• Withdrawal of the paramedic service at Kington

surgery

• Kington becoming a 20mph zone

• Cuts to the library service

• Loss of funding to the Leisure Centre

• Future of funding for the youth centre

• Control of dogs in public spaces.

Lady Hawkins’ School in Top 3

Schools of Herefordshire The recently published national Department for

Education School League tables report strong

results for the school. We already knew that our

2013 GCSE results were record results for the

school in several subjects, so we were confident

that we had made progress: 75% A*-C in

Mathematics, 72% A*-C in English, 91% A*-C in

Science. When the local rank orders are compared

the combined results put us in the top 3 schools in

the county. This is a fitting reward for all the hard

work put in by students, staff, governors and

parents.

Wizard of Oz Production Students from across the school are working hard

learning lines, songs and dance routines to put

together a production of the Wizard of Oz. There

are three performances Thursday 27th – Saturday

29th March at 7:30pm. Tickets will be available

from the school in March.

The last time Lady Hawkins’s School put on the

Wizard of Oz in 2003 Ellie Goulding was one of the

lead roles, the scarecrow, played this year by

Jasmine Woods in Year 9. Will Jasmine follow in

the footsteps of other famous ex-LHS students,

such as Jessica Raine (Call the Midwife) or Ellie?

Careers Convention On Wednesday 12th March, 6-8:30pm LHS are

holding a Careers Convention to enable students

and their parents to speak with representatives

from many different careers, the Armed Forces

and further education and training providers.

Following the success of Kington Past Day last

year, we have decided to hold it for a second year

running. On 7th June we will be staging “Kington

Past and Present” or, as the Festival Committee

prefer “The Summer of 1914”.

As many of you maybe aware, it is the 100th

Anniversary of the outbreak of World War One and

a number of events are being planned in

Herefordshire to commemorate this. We felt as a

Committee that the theme for Kington Past Day

should be in line with the “Summer of 1914” to

capture the last summer of peace before the war

started.

We hope to stage Kington Past Day like it was last

year, where we have the High Street closed with

all the shopkeepers in the High Street with their

stalls. We are in the early stages of planning the

day but we would like as many shopkeepers to get

on board with our chosen theme and dress up on

the day. As well as dressing up, we would also like

to see as many shop windows decorated with

items from 1914.

Back in 2001, the Festival Committee organised

“The War Years” and there were lots of original

items from the period in the shop windows,

including an original Herefordshire Regiment

uniform. If anyone has any of these items or know

of anyone that can help us then please contact

As usual we will have a fun packed fortnight full of

events for everyone to enjoy. The famous

Wheelbarrow Race will be held on Saturday 14th

June and the new look Gala Day, which is run by

the Lions, will take place on Saturday 22nd June.

GPs Dr Dhami has now joined Kington Medical Practice

as a long term locum. Dr Dhami will be seeing

patients 2 days a week.

you can have your treatment at Kington Medical

Practice with a physiotherapist. If you are referred

by a GP for straight forward dermatological

problems, you can see the Dermatologist from the

hospital at Kington Medical Practice. Please discuss

with your referring GP.

ECG MACHINES Kington Medical Practice would like to thank the

patient fund and donating patients for contributing

towards a portable ECG machine for each GP.

These machines can be taken wherever the GP

goes, which will enable them to perform ECGs on

home visits instead of having to call for an

ambulance, send the patient to hospital or send

them for an appointment at the surgery.

EMIS ACCESS Booking your own appointments on-line is now

back up and running at Kington Medical Practice.

out to you.

PRESCRIPTION DELIVERY SERVICE You can sign up for the prescription delivery service

Kington Walking Festival September 2014

Our walking festival returns for its third year,

already a firm fixture for all who love the great

outdoors. Nestled below Hergest Ridge, the

historic drovers' town of Kington stands alone

from a walking perspective with more long-

distance paths converging on the town than

almost anywhere else in the UK. In 2015 The

Wyche Way will be launched starting in Kington

and finishing at Broadway Tower where it will join

the Costwold Way. Meanwhile, as in previous

years, the programme will feature walks from the

gentle to the strenuous together with a range of

events including the return of the Remi Harris

trio.

The Community Wildlife Orchard at Park View is

really taking shape now. The apple trees and fruit

bushes are getting well established. The

overgrown elders and the ancient hazel have been

coppiced, the sticks made into habitat piles for the

local slow worms, hedgehogs and other small

creatures. The large old goat willow pollard is

being left alone for now as it provides an

invaluable source of early food for the local bees

when its pussy-willows flower in February-March.

Recently we have begun making two compost

areas, with the on-going help of Community

Service Volunteers, woven using coppice

materials. One, at the LHS end, will be used for

leaf mould, the other in the middle will be used for

nettles and other cleared materials and are

available for the neighbours’ garden clippings. The

resulting composts will be useful for mulch and for

potting.

At Crooked Well Meadow this winter we have

planted a few more donated apple trees to add to

those planted last year. When the Kington Town

Council asset transfer negotiations for the land are

(hopefully) complete, we hope to better manage

the rough orchard end for wild flowers. The over-

grown hedgerow needs relaying and trees on the

stream bank coppice managed to the benefit of the

wildlife in and around the water.

In time both of these orchards will provide fruit for

community juicing and a bit of healthy scrumping!

Last autumn the KLEEN Apple Presses were

borrowed 10 times for home use for small

donations which altogether amount to just over

£100.

As recently appointed Tree Warden (and now a

Town Councillor) I hope to develop the volunteer

group who help manage these community areas.

You are very welcome to join us on the first

Sunday of most months.

Standing On Its’ Own Two Feet

Kington & District Community Shop When they first started the shop, Rita and Ron had

no idea that it would become so successful and

such a regular part of fundraising for local groups.

Neither did they realise just how much hard work it

would take to keep it going for all these years.

We are sure that they are really appreciated for

their dedication but few people know how much

effort they have put into fundraising “behind the

scenes” to keep the shop open, and FREE to use for

Kington Clubs and Societies. Rita and Ron are now

semi-retiring and it is time for this amazing

community facility to learn to support itself and

cover its own costs.

With the help of Helen Yeomans (REACH) we have

set up a small committee to help keep the shop

going. The shop is currently booked for this year.

However, any group can ask to be put on the

waiting list at Marches Access Point by the

wonderful volunteers in reception (MAP is located in

Market Hall Street).

Since January this year, each group is being asked

to pay £100 for their week in the shop. These

contributions will make just enough income cover

the shop’s running costs which include rent,

cleaning, insurance and electricity bills. They also

make a signed agreement to observe some simple

“house-keeping” rules and generally look after the

place while they are there. Most groups running the

shop take around £1,000 so paying 10% towards

costs still makes an excellent income to their funds.

It is obviously such a good idea that the Kington

model has been copied to set up “Community

Shops” in other towns and we are delighted to

announce that Leominster’s is now open.

We also think that this recycling and re-use of

unwanted “stuff” contributes to our local

“sustainable” economy, re-circulating money which

stays in Kington and also by reducing a lot of

needless waste.

donations and paid advertising to meet the printing costs of each edition. In order to keep your newsletter free we desperately need to raise funds to meet these increasing costs.

The Kington Chronicle will be fundraising in Kington’s Community Shop between

Saturday 26th April 2014 and Friday 2nd May 2014.

We are looking for both volunteers to help with the shop and items to stock the shop.

Volunteers at Marches Access Point

Dave Attwood Dave joined MAP as a volunteer in June 2011 and

greatly supports MAP in his spare time (including

weekends) putting posters around the town and

delivering the Chronicle to homes in Kington.

Pat Connor Pat volunteers on Monday Mornings. Pat joined

MAP in December 2013

Grace Cronin-Cook Grace is one of our long term volunteers. Grace

has been volunteering since MAP started in 2007.

Bryan Giddings Bryan volunteers on Thursday mornings and is also

one of our long term volunteers. Bryan has been

volunteering since MAP started in 2007.

Anne Goodwin

Anne is a volunteer support tutor for our English

classes on Wednesdays.

Sue Hall Sue volunteers on Mondays and has volunteered at

MAP since September 2007. Her expertise includes

crafts and Photoshop.

Veselin Lazarov Veselin has been a volunteer for MAP since

September 2013 and usually volunteers twice a

week for two afternoons.

Darren Smith Darren volunteers on Fridays and mainly deals

with Reception duties as well as the odd bit of

filing. He is our youngest volunteer and started

volunteering for MAP in January 2014.

Tina Symes Tina mainly volunteers for an afternoon or morning

on Wednesdays. She has been a volunteer at MAP

since February 2014.

Ian Vernall Ian has been volunteering at MAP since January

2010. Ian does a variety of different computer

based work for MAP as well as giving Technical

Support to people who need help with their

computers.

Ken Victor Ken volunteers on Tuesday mornings. Ken joined

MAP as a volunteer in November 2013.

Joanna Xavier Joanna volunteers on Friday afternoons and joined

MAP as a volunteer in November 2013. Joanna was

a Community Police Support Officer and has many

years experience as a secretary and legal clerk.

After a successful 2013 The Chamber of Trade is

looking forward to continuing its work in

supporting local business by welcoming visitors

and tourists to Kington in 2014.

With this in mind and winter not yet over, we

arranged to have a salt spreader (and volunteers

to use it) available to clear the shopping centre

paths, if snow falls. To date we have not used it,

but we are ready for snow if it comes. Sorry about

the rain! This project has been backed by Kington

Town Council.

Our regular Local Market dates are set for the third

Saturday of each month throughout the year,

together with the superb Food and Drink Festival

on the first Saturday in December. Local Markets

will also be held on the two Saturdays prior to

Christmas. We are waiting confirmation on two

proposed dates for the return of the very popular

French Market. If you are interested in having a

stall at our Local Market, contact Bernard on

The Chamber of Trade continues to support

Kington Walking Festival which will be held

between the 18th and 21st of September 2014.

Feedback from our accommodation providers

indicates that the town is not only benefiting

during Walking Festival week, but bookings have

increased across the year. Our thanks go to the

organisers – Kington Walks for their hard work, to

the advertisers, sponsors and the walk leaders

without whom, it could not happen.

We worked alongside The Kington Festival

committee in 2013 with Kington Past and Present

during Festival week. We look forward to

supporting the Festival Committee again in 2014.

In the run up to Christmas we held two late night

shopping evenings which were well supported by

many shopkeepers. The Chamber of Trade wishes

to thank them for their support. Ideas and plans

for 2014 are to be rolled out soon.

Chamber of Trade meetings are held on the third

Tuesday of each month at 6pm, alternating

between The Oxford Arms and The Burton Hotel.

We are always pleased to see new faces, so why

KINGTON NEIGHBOURHOOD

DEVELOPMENT PLAN

PUBLIC LAUNCH EVENT

Under new rights and powers brought in under the

2011 Localism Act, Kington town council and King-

ton Rural and Huntington parish councils are pre-

paring a Neighbourhood Development Plan

which will give our communities a say in what kind

of future development we wish to see in this area.

Kington’s community led plan (KLAP) which was

completed last year will feed into this new Neigh-

bourhood Development Plan.

Expert speakers on the theme of

“ECO HOMES”

A public event offering an opportunity for all

those interested to come along, ask questions

and get involved.

It is understandable that many people feel uneasy

about the way in which the next five years – the

centenary years of the Great War from 1914 to

1919 – will be commemorated. In remembering

the service and sacrifice of millions, from those

men from Kington who served in the front line in

France, Palestine, at Gallipoli, to all those on the

home front – munitions workers, nurses, farmers,

and the families of those who served – we must be

aware at all times that war is never glorious. The

group exploring appropriate ways of

commemoration for Kington is very aware of this.

Research on the stories of the men from Kington

whose names are on the War Memorial continues,

and discussions are also the way the setting of the

Memorial itself could be improved. Information

and stories about other individuals, particularly

women, who played any part either in factories,

nursing or at home are welcomed, so that we can

create a much fuller picture of the way in which

the war touched lives in Kington. Please

contact…… in the first instance if you have diaries,

letters, photographs or anything else that can help

to give this bigger picture of the overall impact of

the war on this community.

At the County level, there will be a Candlelight

vigil at Hereford Cathedral on the day that marks

the outbreak of the war in 1924 – August 4th. The

Group is currently considering whether to hold a

similar vigil here in Kington, which would be a time

for quiet contemplation.

suggest appropriate ways in which we can mark

We have been making use of Electric Vehicles for 5

years in this area to see how practical they could be

in daily use. You may have seen our diy Electric

Fiesta around Kington, it’s been a useful

introduction to the pros and cons.

We have also been lobbying the HCC for charging

points, and they have finally delivered after

sponsorship from the OLEV we now have charging

points in all the market towns in Herefordshire, and

an increasing density in the West Midlands.

Now we have decided to take the next step with a 2

yr old electric car for use over a wider range and

make use of the charging points. I’ll only briefly

mention the free: road tax, use of the charging

points, home charging point and £5000 off the

purchase price of a new electric car, since these are

all initial incentives only.

The main point is that due to the inherent efficiency

of the electric car (approx 85% in comparison to

25% for the internal combustion engine / ICE) , no

matter where we agree that the energy for

recharging them comes from , per mile they are

using less energy than a comparable ICE car and

cause less air pollution . Typical costs for

recharging from empty is about £2 when charged

from the grid and that takes us 65 to 100 miles

depending on how many passengers, top speed ,

heating use etc. With fast chargers now available

on main routes 15 to 30 minutes charging times

are now possible. I’m not suggesting this could

replace all our present cars but since the majority

of journeys are less than 20 miles, it’s a possibility

for many.

So far for us it looks to be a good result, and if

there is any interest in a Kington based Electric Car
