Kirkland and District Hospital Board of Directors

Board Chair Report 2015-2016 Michelle Lafreniere, Chair

As Chair of the Kirkland and District Hospital (KDH), I am pleased to provide a Board Chair report for the 2015-2016 year. The past year has certainly been a challenging one with a significant amount of activity by breaking new ground and shaping our future. Change was the ongoing theme of anything we did. Our Partnership with Englehart and District Hospital came to fruition and an agreement was signed in Octo-ber 2015. The Blanche River Health Partners continue to move forward with our common vision of im-proving patient health care without boundaries! The Partnership fortified our common purpose and was/is advantageous for both hospitals. We continue to build a strong and sustainable future and grow together to improve patient care in our area. Hiring one common CEO was paramount in our integration efforts. Gary Sims brings with him 25 years of experience, most recently as President and Chief Executive Officer of Deep River and District Hospital where he led this organization to implement many significant changes and was acknowledged for this work with the Small Rural and Northern Hospital Provincial Award of Excellence for local health service integration. He is often seen drying dishes, or doing laundry or interacting with all of the Staff in all departments. His open door policy and emphasis on front line engagement has been key in planning, project successes and new ventures. Followed by the hiring of two more integrated positions, CFO and CNO, he has solidified collaboration within our hospitals. Other management positions were integrated and now many people work diligently between both sites which allows for a more consistent and expert approach for all our patients and staff. Physician recruitment has been very successful thanks to the efforts of Helene Studholme, our Physician Recruitment Coordinator. Kirkland Lake’s Family Doctor crisis has been eased as a direct result of this program and we are now almost at full complement. Helene’s hard work earned us four new permanent Physicians in 2015 with another one signed up for 2017. Also the program recruits Locum Physicians that we have access to for meet shortfalls in scheduling. She also has three more potential Physicians coming up to visit our communities in the near future. Great job! I congratulate everyone on what was a successful financial year for the hospital as stated by our auditors! KDH is operationally doing well at a time when many other hospitals are incurring deficits and struggling to reach a balanced budget. In regards to working capital and cash flow, KDH is in a deficit position, which unfortunately is very common in the hospital sector. The Ministry of Health’s 1% increase seems insufficient in today’s growing infrastructure costs. The next year will prove to be challenging as we look to improve and strive towards a stronger financial position for future safeguarding and development.

The roof is now fully completed and funds received from the Hospital Infrastructure Renewal Fund (HIRF) from the Ministry of Health and Long Term Care (MOHLTC) were helpful to cover most of those costs. A new roof will impact and reduce our heating costs going forward. Renovate a room is also coming along with more than 50% of the rooms complete. A high occupancy rate impedes construc-tion. Renovations require us to close 2 rooms at a time therefore we need to wait for the opportunity to do the renovations when occupancy is down. This work is getting done slowly as keeping ongoing pa-tient care in mind is critical.

Other major outcomes for our hospital include Organ Donation. Kirkland and District Hospital was one of only 9 hospitals out of 68 that had routine notification of 100% for organ transplant potential, again demonstrating our commitment. Our Lab has earned an exemplary status in this years’ audit and KDH has earned Accreditation for another 4 years. This only further proves the effectiveness of our dedicated clinical staff and their commitment to be in the lead of anything we put our minds to. Also, KDH is the lead in a new community based Ethics Committee which is led by our dedicated Cindy Honeyborne. Our Quality Committee continues the hard efforts to ensure quality in our hospital. Very recently, Englehart and Kirkland Lake have joined to one integrated Quality Committee. This new structure will be efficient and extremely productive in terms of direct patient care. Patient engagement is very important and was in the forefront as we now have a Patient advocate on our Quality Committee to provide us with insight, suggestions and guidance to further improve the Patient experience. Kirkland and District Hospital has a very dedicated group of Volunteers, both in the Auxiliary and Founda-tion. They continue to both deliver critical services to our hospital and enable us to stay innovated, up to date and Patient focused. Thank you! We are overwhelmed and ecstatic with the Kirkland Lake Gold donation as well as the donations we received from our community family. The interest in helping our hospital with necessary projects cannot have happened at a better time. We struggle with the necessity to keep up to date and to expand with equipment to meet higher standards of care with limited capital funds. Help such as this will ensure we continue to save lives, promote recovery and prevent disease. Projects like revamping the Intensive Care Unit, Diagnostic Imaging suite and purchase of much needed equipment such as a new x-ray ma-chine and CT scan, will make a real difference in our community. Thank you is just not enough! It has been very difficult year to move forward with the loss of our dear Annie Weiler. She was a tower of strength and a pillar in our hospital. The colossal loss of Annie was felt by everyone, not just in our hospi-tal, but by our community as a whole. We also lost our dear friend Ted Butt who was a dedicated Board member and adviser. I remember meeting him for the first time and immediately I had a high regard for him. They will never be forgotten.

The Board of Directors have experienced huge change in the restructuring of our Committees and moving more towards a focus on governance and planning. Working more closely with the Englehart Board of Directors and planning on joint meetings and future planning for the Blanche River Health Partners with the theme of “improving Patient care with no boundaries” we will accomplish anything we put our minds to....together we can. Doctor engagement has been key to our movement and I wish to thank Dr. Spiller and Dr. Visbal for their devotion, enthusiasm and passion to make a difference. I also want to personally thank Directors Serge Moreau and Brian Bronson for their expertise and tireless dedication to the Board of Directors. They will both be stepping down this year and I am honoured to have worked with both of them and wish them very well. In closing, it took us a long time to grow and I look forward to the upcoming exciting new things that will help us grow older and wiser going forward. I know that my family, friends and neighbours are being well taken care of by this large group of excellent people. Congratulations on a very successful year! Once again throughout 2015 the “Kirkland and District Hospital Foundation” continued to support the “Kirkland and District Hospital” through its charitable fund raising efforts. All funds donated are used to enhance and to improve patient care at the Kirkland and District Hospital and specifically for the benefit of the patients and the residents of Kirkland Lake and area. I wish to acknowledge all of the Individuals, families, employers, employees, organizations and corpora-tions who have made donations to the Foundation in 2015. Our donor recognition wall, located in the Hospital lobby, serves as a testament to the many donors who have made contributions to our Founda-tion. In 2015 the KDH Foundation committed funds for:

Progress continues on the “Renovate a Room Project” with 19 rooms now completed, accommodating 37 patients. There are 8 rooms (11 beds) remaining to be completed. The KDH Foundation is a registered charity under the Income Tax Act and can issue official donation receipts for the gifts they receive from both individual and corporate donors. I continue to be awestruck by the selfless generosity of our volunteer Board, the KDH staff and the many contributors to our Hospital’s Foundation. Cumulative donation total from 1999 to 2015 is $1,911,835. On behalf of the Kirkland and District Hospital Foundation Board and the patients of the Kirkland and District Hospital, I extend a big “THANK YOU” to all of our many allies who continue to help us in facilitating these significant improvements at Kirkland and District Hospital. RENOVATE A ROOM PROGRESS REPORT

To date we have renovated 19 rooms and it remains our goal to complete three to four rooms each year until complete. The Kirkland and District Hospital and the Kirkland and District Hospital Foundation would like to extend their sincere thanks to the businesses and individuals in the community for their support of this project.

Kirkland and District Hospital Auxiliary

President’s Annual Report 2016

As we look forward to another year of serving the patients and visitors in our Hospital, it is my pleasure to take a moment to say “Thank you” to our many volunteers who have given freely of their time to make our organization so successful. At present, we have approximately 50 active members who work in the Gift Shop, sell Nevada and Raffle tickets, and help at the 18-20 Bingo events held each year. This past year we were able to raise enough money through the above activities to donate over $31,000 to our Hospital for much-needed equipment. Some of the items we purchased were: side rails for beds, bariatric wheelchairs, IV pump alerts, an anesthetic cart, a cast cutter and blades set, a wireless fall monitor, flushing pumps and accessories, and several articles for our diagnostic imaging and visiting specialists departments. We sent two representatives to the August Gift Show in Toronto. We are hoping to attend the Show again this year. Our Auxiliary has also decided that, in the interests of saving money, we will order as much as we can on-line so our Purchasing Committee takes care of the Gift Shop orders. In December of 2015 we held our Annual Christmas Raffle; first prize was $1,000 and second prize was $500. The first prize winner donated $100 back to the Auxiliary and the Hospital. The second place winner donated his entire winnings back to the Auxiliary and the Hospital! We are very proud of our Kirkland Lakers and their generosity! In November of 2015 we sent 3 Auxiliary members to the HAAO Convention. They brought back many interesting stories and ideas to share! Our Auxiliary hosted it’s first ever Stop ‘n Shop last November. We raised over $1,100. It was a busy time for our volunteers but a lot of fun! In February, our Auxiliary began the first of our new monthly in-shop raffles. The tickets are sold throughout the month and the draw takes place on the last Friday of each month. So far we have given away a pasta bowl set, a handmade lap quilt and a basket of gardening supplies. The draws are inexpensive to hold because all of the items are donated. In this way, the Hospital benefits from just that little bit of extra money when needed! For May and June we will have a Mother’s Day draw and a Father’s Day draw, respectively, instead of a monthly draw. One of our Auxiliary members will prepare the baskets for each draw. This annual draw is very popular among our Hospital staff! Our new Integrated CEO, Gary Sims, has been a wonderful supporter of the Auxiliary and has relayed to us the thanks of the Hospital Board and the Hospital staff for making a difference in the lives of the patients that we serve. I applaud our Hospital Administration, the Board of Directors, and the Hospital’s staff for their continued support of our Auxiliary activities. I would especially like to thank each and every one of our dedicated volunteers. Without them, we would not be able to exist.

President and Chief Executive Officer

  As President and CEO of Blanche River Health Partners I am pleased to provide an annual report for 2015/16. This has been a year of growth, change, challenge, celebration and loss. We have grown to become one integrated organization partnering Kirkland and District Hospital (KDH) and Englehart and District Hospi-tal (EDH). Thank you and congratulations goes out to both Boards of Directors for their vision and cour-age during this exciting time. This partnership has seen alignment of the organizations in policies and procedures and quality based practices. As a result we are seeing improved access for patients, sharing of expertise across sites, and cost savings. We have seen a complete change in the executive leadership team. Thank you to Lois Kozak for stepping up as the integrated interim CEO during the transition period and to the management team for their hard work. Congratulations to all, as the management team are now fully integrated across both sites. We have faced increased challenges from funding shortages for both sites. Congratulations to all staff and managers for getting both sites to a slight surplus financially for the year end. This would not have been possible without $800,000 in one time funding for EDH from the North East LHIN. We cannot celebrate the year’s achievements without thanking all those who make what we do each day possible. To all staff who come to work every day and give of themselves to better the lives of each patient and family, we thank you! To our dedicated physician group and community health care partners without whom coordination and continuity of care in the hospital and community would not be possible, we thank you! To our Foundation, volunteers and auxiliary staff whose ongoing support ensures we can continue to provide quality equipment and services, we thank you! To our Board of Directors, without your guidance and leadership we would not be where we are today, we thank you! To our physician leaders who give of themselves to ensure the best possible patient outcomes across the continuum of care, we thank you! Our greatest loss this year was our beloved Annie. Annie represented our organizations in heart and soul. As the guiding spirit Annie always put the patient first. Annie is now and will always be our guardian. We will miss you Annie but we will not forget you. We celebrate this year as a year of transition and growth. A year that embraces the future while recog-nizing the strength of our past. We are fortunate to have a foundation of committed staff and partners across both sites from which to build our future. With all the financial and industry pressures we remain committed to delivering efficient patient focused quality healthcare that addresses our population health needs. Kirkland and District Hospital Chief of Staff Report

2015-2016 Dr. Mark Spiller

This past year at the Kirkland and District Hospital has probably seen more change than any year I can remember. Sadly, when An Weiler passed away we lost one of our most dedicated, hardworking nurses, managers, administrators and friends anyone could imagine. She will never be forgotten, terribly missed and impossible to replace. On the brighter side, the physicians welcomed our new CEO, Gary Sims, who is energetic, visionary, personable and seems to be an excellent fit for our organization. The partnership with Englehart and District Hospital has seen unprecedented support among physicians including cross coverage of physicians to fill in at the other sites when needed. This has presented op-portunities for flexibility and efficiencies that should benefit both hospitals. Lastly, Dr. Denton has retired after a long distinguished and varied career. We thank him for his service to the hospital and community and wish him well. The physicians at the Kirkland and District Hospital wish to thank the Board, Administration and community for their support and look forward to exciting announcements in the near future and over the next year which will contribute to improved services, access and care to the people of Kirkland Lake, Englehart and the surrounding communities. Kirkland and District Hospital Chief Financial Officer

2015-2016 Sean Conroy

As the Chief Financial Officer of the Kirkland and District Hospital I am pleased to report on the 2015/16 fiscal year. From a financial and operational perspective, the Hospital was successful with achieving a balanced budget as it continued to assess opportunities for change aimed at enhancing quality, efficiency and the overall patient experience. In terms of our financial results for the fiscal year ended March 31, 2016, we ended the year with a small operating surplus of $55,176. While we have seen a significant improvement in our operating results in comparison to the prior year, there has been further erosion in our cash position in 2015/16 due to necessary capital expenditures aimed at maintaining our building infrastructure and the replacement of aging equipment. As disclosed in our Statement of Operations, we ended the fiscal year with an operating surplus of $55,176 (compared to a deficit of $798,109 in 2014/15) and an overall deficit of $323,316 (compared to an overall deficit of $1,156,262 in 2014/15). Addressing financial and operating pressures as we move forward will encompass: i) advancing our integration strategy (sharing staff, services and other resources) among other Hospitals in the District; ii) assessing opportunities to maintain and/or enhance services through a cost recovery model; and iii) internal departmental reviews aimed at as-sessing efficiency, quality / enhancements in patient service, and cost savings. As disclosed in our Statement of Financial Position, we ended the fiscal year with a slightly weaker cash and working capital position. Our current ratio (a measure of our liquidity) has reduced to 0.43 (compared to 0.45 in 2014/15). Capital expenditures of $962,840 ($1,788,534 in 2014/15) have declined as we focus on maintaining core assets and infrastructure while judiciously managing our cash position. Future capital investments will require support through various funding programs and fundraising initiatives. Despite the operational and financial challenges our Hospital is facing, there continues to be a strong sense of commitment to our patient services and community, as well as optimism for the future. Our management team is to be commended for their ongoing commitment to financial stewardship in an environment of resource challenges and increasing operating costs. Integration efforts between our Hospital and the Englehart and District Hospital (through the creation of the Blanche River Health Partnership) are producing positive changes that are bringing departments and teams together in a more collaborative and supportive environment to discuss opportunities and standardize operations across the organizations. Our executive management team and Board also continue to pursue funding opportunities and advocate for our Hospital with key funding partners to assist with our ongoing capital and operating needs. This has been a year of transition, change and growth, and I believe we are positioned to embrace the challenges that lie ahead while remaining committed to providing efficient, quality and patient-focused health care in our communities.
