The Committee was established by Amiri Decree No. 43 of 2009 dated Oct. 3, 2009, later the Cabinet issued decision on July 10, 2011 to transfer terms of reference of the committee to the KISR as the right executive body that can assume the completion of existing efforts in this area in cooperation with the various con- cerned parties, as well as preparing to secure the requirements and needs of the peaceful nuclear program, including the security, tech- nical, legal, economic needs and safety and se- curity systems according to the programs and guidance of the International Atomic Energy Agency (IAEA), and benefit from the expertise and potential of countries that possess the most advanced technologies in this regard. Political Warning In the meantime, Head of Political Science Department at Kuwait University Dr. Abdul- lah Al-Shayji warned that the recent reports concerning Kuwait’s intention to build nuclear reactors on the island of Warba will allow in- volving the country in strategic conflicts with Iraq. He said that it is not logical to engage with Iraq in a new escalation while the disputes over Mubarak Al-Kabeer Port remain unsettled. He added that the idea of building a Kuwaiti nucle- ar reactor will confirm the concerns of Iraq to- ward Kuwait as claimed by some Iraqi parties. Al-Shayji stressed that the Kuwaiti govern- ment shouldn’t rush in the direction towards the use of nuclear energy as an alternative to oil, especially in the presence of many negative and destructive aspects for the use of such a kind of energy. He stressed that the transition towards the use of nuclear energy requires preparing feasi- bility studies on economic, political, environ- mental, aspects taking into account the impli- cations in the event of the occurrence of human or natural errors, considering what happened in the reactors of Fukushima in Japan, which was proof on the devastating effects of this al- ternative energy. According to Shaiji, Kuwait does not need to use nuclear power at the present time as a substitute for oil, especially since many of the world countries began a comprehensive assess- ment and review of their nuclear reactors after the devastating events that took place because of the reactors in Japan. He added that Ger- many, which is one of the industrialized and scientifically developed countries, is seeking to shut down its ten nuclear reactors in the future. He added that the biggest dilemmas facing any country using nuclear energy is the high cost of construction and maintenance of the reac- tors as well as the ways in which nuclear waste is disposed without polluting or damaging the environment or even threatening the lives of humans. Objectives of the Committee Al-Shayji said that the aims of the Com- mittee were clear from the outsets which were developing the general policies and the needs of the peaceful nuclear program, which does not include building nuclear reactors for elec- tricity generation only, but the development of laws and regulations governing the handling of radioactive materials and devices. Regarding the agreements signed by the Committee with the countries that possess nuclear programs such as the United States, France, Japan and Russia, sources in the Com- mittee said that these agreements did not ad- dress the construction of nuclear plants, but include cooperation in the exchange of infor- mation and expertise, training and support in conducting technical studies, if necessary, noting that these agreements are non-binding agreements of the parties. عمادي: ارتفاع مؤشر إنجازات قطاع المساحة خالل النصف األول أكد مساعد المدير العام لشؤون قـــطـــاع الـــمـــســـاحـــة بــبــلــديــة الــكــويــت المهندس عبدالله أســد عــمــادي، أن الربط واالستخدام اإللكتروني بين الــبــلــديــة والــــــــــوزارات والــمــؤســســات الــحــكــومــيــة الــمــخــتــلــفــة أحـــــدث نقلة نـــوعـــيـــة كــــبــــرى صـــاحـــبـــهـــا ارتــــفــــاع ملحوظ في مؤشر إنجاز المعامالت لتلك الجهات في فترة زمنية قياسية، والتي ستدفع بعجلتها نحو مزيد مــن التقدم والتطوير على مختلف

وقال عمادي في تصريح صحافي "إن إجــمــالــي عـــدد الــمــواقــع الــتــي تم تــثــبــيــتــهــا لــتــســلــيــمــهــا إلــــى الــجــهــات الحكومية، بعد تخصيصها من قبل الــمــجــلــس الــبــلــدي خـــالل الــفــتــرة من األول مــن يناير حتى نهاية يونيو مـــن الـــعـــام الـــحـــالـــي 2011 بــلــغ 438 ، بينما تم إنجاز عــدد 5882

معاملة لتحديد العقارات المتنوعة إلى جانب 169 معاملة لتنفيذ أحكام
البيوع. وأشار إلى أن عدد المواقع التي تم تثبيتها وتسليمها إلــى مجلس الـــــــــوزراء بـــلـــغ 6 مــــواقــــع عــــبــــارة عــن مناطق للتخزين، بينما تــم تثبيت لــــــوزارة
وتــســلــيــم عـــــدد 66 مـــوقـــعـــا
األشغال العامة التي اشتملت على مبنى بريد للصفاة وشبكات الطرق ومــواقــف لــلــســيــارات، بــاإلضــافــة إلى محاور الطرق والمداخل والمخارج

المساجد ومواقف السيارات ودور تحفيظ القرآن الكريم ومقر لحمالت الـــحـــج، إضـــافـــة إلــــى مــســاكــن األئــمــة والــمــؤذنــيــن، والمصليات، وتثبيت وتــســلــيــم مــوقــع مــخــصــص لمسجد ومـــركـــز إســـالمـــي بـــاســـم ســمــو ولــي
العهد بمنطقة الصديق.وذكـــــــر أنــــــه تــــم تــثــبــيــت وتــســلــيــم إلــى وزارة
الــقــطــاع لــعــدد 45 مــوقــعــا
الــشــؤون االجتماعية والعمل، التي اشتملت عــلــى مــواقــع قــســائــم النفع الــعــام لجمعية الفنانين الكويتية، وأحـــــد األســــــواق الـــمـــركـــزيـــة، ومــركــز لرعاية األمومة والطفولة، إلى جانب حديقة أطفال، ومركز تأهيل التائبين من اإلدمان، وديوانية الرعيل األول، وصاالت لألفراح، ومجمع للخدمات الــعــمــالــيــة بـــالـــجـــهـــراء وآخــــــر ألفــــرع
الجمعيات التعاونية.

وأشــار عمادي إلى أنه تم تسليم 13 موقعا لوزارة الداخلية، اشتملت على معسكر لــقــوات األمــن الخاصة واإلدارة العامة للنظم والمعلومات والمخافر والمختارية، إلــى جانب مــــواقــــع إلدارة الــــطــــرق الـــخـــارجـــيـــة )الــــــــــــدوريــــــــــــات( وأخـــــــــــــرى لــــمــــواقــــف السيارات، بينما تم تثبيت وتسليم 12 مــوقــعــا لـــمـــدارس وزارة التربية والتعليم العالي، إضافة إلى 8 مواقع لـــــوزارة الــنــفــط، اشــتــمــلــت عــلــى مرفأ تصدير النفط الخام، وربــط مداخل ومـــخـــارج خــاصــة بــمــشــروع مباني األمــن والسالمة، ومكافحة الحريق للقطاع النفطي، إلى جانب مسارات
تمديد خط األنابيب.وقــــــال "لـــقـــد تــــم تــثــبــيــت وتــســلــيــم عدد 8 مواقع إلى وزارة المواصالت اشــــتــــمــــلــــت عــــلــــى مــــــواقــــــع مـــحـــطـــات تقوية اإلرســال واالستقبال ومكتب للبريد وأبــــراج لــالتــصــاالت، بينما تم تسليم 9 مواقع للمراكز الصحية واإلســـعـــاف والــمــســتــودعــات لـــوزارة الصحة العامة، إضافة إلى 75 موقعالــــــوزارة الــكــهــربــاء والـــمـــاء اشتملت عــلــى مــحــطــات الــتــحــويــل والــتــولــيــد الــكــهــربــائــي الــرئــيــســيــة والــثــانــويــة،
قال عمادي "بلغ عدد المواقع التي تم تثبيتها وتسليمها إلى مجلس الوزراء 6 مواقع، و66

وأضــاف عمادي أن عــدد المواقع الـــتـــي تـــم تــثــبــيــتــهــا وتــســلــيــمــهــا إلــى الــهــيــئــة الـــعـــامـــة لـــلـــزراعـــة والــــثــــروة اشتملت
الــســمــكــيــة بــلــغ 45 مــوقــعــا
على الحدائق والمتنزهات، إضافة إلى 9 مواقع للهيئة العامة للشباب والـــــريـــــاضـــــة اشـــتـــمـــلـــت عـــلـــى مـــركـــز للشباب ومواقف للسيارات، بينما تـــم تــثــبــيــت وتــســلــيــم عــــدد 5 مــواقــع لــشــركــة الــبــتــرول الــوطــنــيــة اشتملت على مستودع للمحروقات ومحطات
للوقود وموقع المدن العمالية. وذكــــــر أنـــــه تــــم تــثــبــيــت وتــســلــيــم موقعين لكل مــن المؤسسة العامة لــلــتــأمــيــنــات االجـــتـــمـــاعـــيـــة، ومــعــهــد الــكــويــت لــألبــحــاث العلمية، ووزارة الــدفــاع، والمؤسسة العامة للرعاية السكنية، واألمانة العامة لألوقاف، والــهــيــئــة الــعــامــة للصناعة، ومــوقــع واحــــــد لـــكـــل مــــن مـــؤســـســـة الـــبـــتـــرول الكويتية، والرئاسة العامة للحرس الــوطــنــي، والــهــيــئــة الــعــامــة للبيئة، واإلدارة العامة للطيران المدني، إلى
جانب وزارتي العدل واإلعالم.
