BOARD OF DEPARTMENT OF HUMAN SERVICES AGENDA:
The Board of County Commissioners meeting was called to order at 10:38 AM. The
Pledge of Allegiance was recited. Those present were Cory Wall, Gary Koop, Dave Hornung,
Dawn James, Paula Weeks, and Susan Corliss.

Dave Hornung moved to go into the Board of Public Health meeting, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.
INDIRECT COST NEGOTIATION AGREEMENT
The Indirect Cost Negotiation Agreement between Kit Carson County Public Health and the Colorado Department of Public Health and Environment (CDPHE) concerns the rate(s) that may be used to support the county’s claim for indirect costs on grants and contracts with CDPHE. Fixed rate from January 1, 2020 to December 31, 2020 is 21.21% on all programs based on Total Direct Costs. This was a precent change.
Dave Hornung moved to sign the revised Indirect Cost Negotiation Agreement fully executing the agreement, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.
ORANGE SHEET - NEW HIRE CTC Dave Hornung moved to approve the Public Health New Hire – Orange Sheet for Dalene Colglazier
at $26.08 per hour for 0.8 Communities that Care (CTC) and 0.2 Tobacco Program as a Full Time Employee with Benefits effective January 20, 2020, with a trial period June 20, 2020, seconded by Gary Koop. The motion was carried by unanimous vote by Cory Wall.
Dave Hornung moved to adjourn the Board of Public Health meeting at 10:54 AM, seconded by
Gary Koop. The motion carried by unanimous vote by Cory Wall.
The Board of County Commissioners meeting recessed at 12:00 PM for lunch.

NICOLE RICHARDS –MCC LETTER FOR EMS STUDENTS
EMT BASIC TUTION AGREEMENT
A request was received from Shannon Finch to attend the EMT – Basic training at
Morgan Community College in Burlington.
Dave Hornung moved to sign the EMT-Basic Training Agreement with Shannon Finch to
cover the tuition cost and book costs of $2,442.13 with the agreement that she works for Kit
Carson County Ambulance Service for an additional two years, seconded by Gary Koop. The
motion was carried by unanimous vote by Cory Wall.
Dave Hornung moved to sign the Morgan Community College Accounts Receivable
Office 3rd Party Sponsor Authorization for Shannon Finch for EMT classes Januay 16 – May 8,
2020, seconded by Gary Koop. The motion was carried by unanimous vote by Cory Wall.
DELLA CALHOON – OEM – 4TH QUARTER REPORT
Della Calhoon presented Calendar Year 2019 EMPG-LEMS 4th Quarter Grant Activities
Work Plan – Part I with documentation for activities during October through December of 2019.
The financial report will be submitted in a couple of weeks.
Dave Hornung moved to sign 2019 4th Quarter EMPG-LEMS Grant Activities October
through December Work Plan, seconded by Gary Koop. The motion was carried by unanimous

CONSENT AGENDA
The following items were reviewed by the Board of County Commissioners: Minutes of
January 2, 2020, and Accounts Payable.
Dave Hornung moved to approve minutes of January 2, 2020, and to pay the Accounts
Payables in the amount of $162,096.25, seconded by Gary Koop. The motion carried by
unanimous vote by Cory Wall.
NIKKI WALL – FAIR PROMOTIONS
Dave Hornung moved to sign the contract with Nikki Wall for the Kit Carson County
Fair & Pro Rodeo Promotions from February 1, 2020 to August 1, 2020 for a flat rate of $500.00
for Advertising and 15% of collected Rodeo Sponsorship Money, seconded by Gary Koop. The
motion was carried. Cory Wall abstained from the vote.
ELECTION MOUS WITH PARTY CHAIRS
Susan Corliss, County Clerk and Recorder, presented a Memorandum of Understanding
(MOU) for the 2020 Presidential Primary, Special District, Primary and General Elections.
Dave Hornung moved to sign the MOUs Diane Homm, Republican Party County
Chairman and Jeanette Trimmer, Democratic Party County Chairman, for the 2020 Presidential
Primary, Special District, Primary and General Elections, seconded by Gary Koop. The motion
was carried by unanimous vote by Cory Wall.
APPOINTMENT LETTERS
The Board of County Commissioners received an acceptance letters from Donna Shaver,
Valerie Rhoades, Shila Adolf, and Raymond Dobler.
Dave Hornung moved to appoint Donna Shaver to serve a 1-year term to serve as the
Arbitrator of Property Valuation Disputes for Kit Carson County Board of Equalization that will
expire on December 31, 2020, seconded by Gary Koop. The motion carried by unanimous vote
by Cory Wall.
Gary Koop moved to appoint Valerie Rhoades to fill a 1-year term to serve as the
ECCOG Economic Development representative that will expire on December 31, 2020,
seconded by Dave Hornung. The motion carried by unanimous vote by Cory Wall.
Dave Hornung moved to appoint Shila Adolf to serve for a 1-year term on the Citizen
Review Panel for Child Welfare that will expire on December 31, 2020, seconded by Gary Koop.
The motion was carried by unanimous vote by Cory Wall.
Gary Koop moved to appoint Raymond Dobler to serve a 3-year term to serve on the Kit
Carson County Fair Board that will expire on September 2022, seconded by Dave Hornung. The
motion carried by unanimous vote by Cory Wall.
ROCKY MT RODEO CONTRACT
The Board of County Commissioners reviewed the agreement from Rocky Mountain
Rodeo contract for bulls, saddle bronc horses, bare back horses, 2 pick-up men and horses, 1
flank man, chute help, roping calves, roping steers, steer wrestling steers, timekeepers, rodeo
secretary, and contractor liability insurance for $1,000,000 with Kit Carson County as additional
insured. There may be a negotiation for a fuel surcharge if the price of diesel goes above $4.00
per gallon.

Dave Hornung moved to sign the agreement with Rocky Mountain Rodeo to provide
services for the Kit Carson County PRCA Rodeo, July 30, 31, and August 1, 2020, for a total of
$16,500.00 as described above with the Board of County Commissioners to provide: announcer,
2 bullfighters, clown act, additional experienced chute help, hay for stock, two motel rooms for
contractor, Glenn Southwick, on July 29 and four motel rooms for July 30, 31, and August 1,
seconded by Gary Koop. The motion was carried by unanimous vote by Cory Wall.
NEBRASKA SAFETY & FIRE EQUIPMENT, INC. CONTRACT
The Board of County Commissioners reviewed the new service agreement with Nebraska
Safety and Fire Equipment, Inc. to perform the required fire alarm inspections of the hood
system at the Annex.
Cory Wall moved to sign the Nebraska Safety and Fire Equipment, Inc. fire alarm
inspection agreement effective March 2019 until further notice for two inspections per year at
$210.00 each, seconded by Dave Hornung. The motion was carried.
PRCA RODEO ANNOUNCER
The Board of County Commissioners reviewed the Rodeo Contract Multi-Year Labor
Agreement with Doug Mathis.
Gary Koop moved to sign the PRCA Rodeo Announcer Rodeo Contract for Multi-Year
Labor Agreement for Doug Mathis to announce three rodeo performances, no slack, on July 30,
31, and August 1, 2020, for $5,400.00 and the county will provide a 50 amp electric outlet and a
water outlet at the rodeo arena for the Announcer’s bus, seconded by Dave Hornung. The motion
carried by unanimous vote by Cory Wall.
SPECIAL TRANSPORTATION PERMIT – MORRELL OVERSIZE
Gary Koop moved to approve two the Special Transportation Permit for Morrell Oversize
to move a Grove Crane exiting Hwy 59 south of Seibert from County Road J from County Road
10 from County Road G from the Bronco Plains project site on County Road 6 south of Flagler
instead of their proposed route, seconded by Dave Hornung. The motion carried by unanimous
vote by Cory Wall.
PURCHASE ORDERS
Purchase Order #1054
Dave Hornung moved to approve the Purchase Order #1054 for Sheriff to Complete
Wireless Technologies Invoice #96764 for seven 800 radios at $21,932.19 with trade in of
$15,330.00 totaling $6,602.19, seconded by Gary Koop. The motion carried by unanimous vote by
Cory Wall.

CLERK’S ELECTRONIC RECORDING TECHNOLOGY FUNDS REPORT
The following report was submitted by the Clerk and Recorder’s Office for Recording,
including the Electronic Recording Technology Funds Report to be approved by the Board of
County Commissioners for the month of December 2019 from the County Clerk & Recorder’s
office:
Dave Hornung moved to approve the Clerk’s December ERTF Report as presented that
will be transferred and pay $358.00 via ACH to the State Treasurer, seconded by Gary Koop. The
motion carried by unanimous vote by Cory Wall.
ASSESSOR’S QUARTERLY REPORT
Gary Koop moved to accept the Assessor’s Report for December 2019 as presented,
seconded by Dave Hornung. The motion carried by unanimous vote by Cory Wall.
DEREK BARTON – ANNOUNCER/MUSIC
Dave Hornung moved to sign the PRCA Announcer/Music Director contract with Derek
J. Barton for the three 2019 Kit Carson County Pro Rodeos – July 30, 31, and August 1, for
$750.00 per performance for a total of $2,250.00 with motel room for fair week, equipment and
assistance to setup sound, seconded by Gary Koop. The motion was carried by unanimous vote
by Cory Wall.
RICHIE HARRIS CONTRACT – RODEO BULLFIGHTER
Dave Hornung moved to approve the contract with Rodeo Clown & Bullfighter Richie
Harris Barton for the three 2020 Kit Carson County Pro Rodeos – July 30, 31, and August 1,
2020, at $600.00 for each of 3 performances for a total of $1,800.00 and trailer parking with
electrical hookup, seconded by Gary Koop. The motion carried by unanimous vote by Cory
Wall.
The Board of County Commissioners meeting recessed at 2:15 PM and went into work
session to review reorg resolutions and the final version of the policy manual for reorg next
week.
