Historically, the capital of Thailand has moved four times in history due to adverse conditions.
Definition:
Capitalthe capital city of Bangkok. No distinction between political, economic, or social capital.
Capital city, the area of a country, province, region, or state, regarded as enjoying primary status, usually but not always the
seat of the government
Move means to relocate permanently.
Scope: Thailand
Split: as pm, I will outline the harms of having Bangkok where it is, the model/principle, and the
justification. The dpm will go over the arguments for it economically, politically, and socially.
Harm:
1. Bangkok is sinking:
From time magazine, Bangkok is sinking a 1-3 cm a year and could be underwater by 2030.

a. The most under developed portion of the country is the northeast, by moving it to a
city in the northeast, this will spur infrastructure development and promote
economic gain.
b. A new airport, train and rail, and improved roads.
2. Moving the capital can help relationships between different groups.
a. There is currently a red/yellow crisis by moving the seat of govt to the northeast,
this will create a situation of understanding.
3. Bangkok can remain the economic center while the new capital is in transition, but the
impending flooding should not be on the centerpiece of the country.
a. When sukothai floods, the world doesnt care. When Chiangmai floods, people
dont care but when the capital has problems the world cares. The capital is the
focal point of the country.
4. Justification of private and government. We will use private companies to build the
infrastructure and give them subsidies and tax breaks. They will reach a deal similar to the
bts. Where a private firm has the right to finance the operational costs of the train system
while the govt provide funds for civil construction.
Important background but not part of speech: Regarding changes in the financing
of Skytrain, note that in 2002 the Thai government amended a law permitting a
private firm the right to finance the operational costs of the train system, whilethe government provided funds for all civil construction. However, by October2005 with no action forthcoming by the government on the civil works side, the
BMA decide itself to fund completion of the 2.2 km Silom line extension. Due to
difficulties with tendering the signaling system and other on-going designproblems, the line extension was delayed several years, finally opening in May
2009.As a results of BTSC's 67-billion-baht debt restructuring in 2008, the companyfinally achieved its first net profit period nine years after its initial opening andhope to soon begin paying dividends to shareholders. The company stated its
EBITDA (earning before interest, taxes, depreciation and amortisation) torepresent about 60% of its total revenue, which translates into collectingabout 5.5 million baht per day. Also, after the late 2008 debt restructuring,BTSC's total liabilities decreased to about 10 billion baht which is schedule to be
repaid over the next eight year period.
Weighing the advantages of a new capital vs keeping the current capital we see by moving Bangkok,
there will be an economic boom in that area. Bangkok meanwhile will survive and still be a major
economic player in the region.

Projections show the stimulus from the flood prevention spending has added to the economy and it
grows at 3%. By moving the capital, this will add to the development of the country overall and
create another modern city for domestic and international use.
Myanmar model in 2005 move from Rangoon to Nepidaw, b/c of natural disaster. After rebuild
Rangoon, still stay in Nepidaw b/c of national security. So basically, Rangoon can still be a big hub,but Nepidaw is political center.

see how safe and reliable the plant is going to be almost like a supervisor

the rate of energy growth is linear per year while nuclear energys statistics stand still.
i. This means with sufficient support, the energy production growth rate will be
