President’s Report Club Members, We lost one of our favorite members, Joe Mays. Through his dedication to the support of firearms, Joe worked all of the events, those attending would learn the history of the firearms he would bring. Joe always brought a firearm to our meetings to display and answer questions. Mr. Joe Mays will not be forgotten and will be missed by the multitude of people that knew him. Thank you, Joe, for your contributions to furthering the future of firearms. It’s a new year for youth shooting sports. Be sure to sign up for the Youth Hunters Education Challenge in March and the Youth Sportsfest in April! Tell your friends!!! Recommended age is 10-18 years old. Free shotgun and air rifle continue on the second and fourth Thursday monthly! We continue to have 7-10 youth attend even in the winter months, shooting over 2 cases of shotgun shells each time! Grants to the Friends of NRA have been submitted to help continue these successful youth programs!

If anyone is interested in being a 4H Instructor to help, there is a training available in March at OKC Gun Club. More support is always appreciated! Safety Report Greetings Tri City Gun Club Members: Safety Reminders: Guest Waivers: All Guests will be required to complete a new Guest Waiver for 2019 beginning 01/01/19. New Members: We brought on about 100 new members on January 5th. You can tell a new member as their badge will be printed in portrait. If you encounter a new member, introduce yourself to them and welcome them to our club. Remember you and I were also new members at one time. Opportunities to Serve:

• Youth Hunter Education Challenge (YHEC) 03/02/19: We need RSO’s, general help and shooting coaches. Amil Lyon is coordinating this event and he may reach out to you individually.

• Brownell’s NRA Sportsfest, 04/06/19: This is an all-hands-on-deck event, we need RSO’s, shooting instructors and general help. We also need help setting up the Range on Friday evening. This event is open for youth ages 10 -18.

• Women on Target (WOT), 05/04/19: This is an all-hands-on-deck event, we need

RSO’s, shooting instructors, general help and women to be group leaders. We also need help setting up the Range on Friday evening.

Note: These events are set up in the TCGC Events calendar for volunteers to self-register and they count for 2019 work hours. If you want to volunteer and have questions or need help registering, please send me a note or give me a call and I’ll get you signed up. I can also sing you up during a Club meeting. Maintenance Report I would like to see a big turnout for work days this year. Your support to the range is valuable. Next scheduled work days; February 16, 0800–1200, March 1, 1600-2000. March workday is to set up for YHEC. You can work anytime on that day if you like. If you plan to attend a scheduled work day, I ask that you notify me by the TCGC web site, or email/text. If you do not have a computer call me and leave a voice mail. This will help me plan the work. If you want to work other than scheduled work day, call or email me. I have plenty of work. THE SPEED LIMIT STARTING FROM THE CATTLE GUARD THRU THE RANGE IS STILL 10 MPH. Driving too fast and not paying attention!!

From NRA-ILA Oklahoma: Constitutional Carry Pre-Filed in the Senate for 2019 Recently, Senator Nathan Dahm pre-filed constitutional carry legislation, Senate Bill 12 for the 2019 Legislative Session. This legislation was passed during the 2018 Legislative Session with overwhelming approval and placed on the desk of Governor Mary Fallin. Governor Fallin then broke her campaign pledge and vetoed this important self-defense legislation. Senate Bill 12 would recognize the rights of a law-abiding Oklahoma residents’ unconditional Right to Keep and Bear Arms for self-defense in the manner he or she chooses. Self-defense situations are difficult, if not impossible, to anticipate. Accordingly, law-abiding adults’ right to defend themselves in such situations should not be conditioned by government-mandated time delays and taxes. Governor-Elect Kevin Stitt has promised to sign this important self-defense legislation when it makes it to his desk in 2019. Please contact your state Senator and strongly urge them to support Senate Bill 12 when it comes up for a vote in the 2019 Legislative Session. The Bill is supported by the ORA.

General Meeting Minutes – January 4, 2019 1. Meeting called to order at 7:30. 2. Minutes from the last meeting were accepted. 3. Joe Mays brought a Mexican Mauser by Star Works. 4. Beverly thanked the membership and reminded them that she available to help get their questions

answered. 5. Bill reminded members of the upcoming workday. 6. Election results were provided.

a. The budget was approved. b. David Barbee is our new treasurer.

7. The finance committee has numerous members, but there is room for more, as does the scholarship committee. All members of both committees were accepted by the membership.

8. All of our grant proposals have been drafted and submitted. 9. A pair of new member orientations will be held. 10. Ads can be placed in the online version of the Hangfire. 11. A few people reported that they did not renew because members were rude to them. Please be polite to

everyone at the range. 12. It is a new year. Please fill out new guest waivers. 13. Shooting times are 15 minutes from sunup to 15 minutes from sundown. 14. Disposal of some club firearms was discussed. Some air rifles and .22 rifles may be sold. 15. We need help with upcoming events. 16. Five Guys burger night went well. Proceeds will go to cleaning supplies for your youth programs. 17. We are fully stocked on clays. 18. Stuart Haury thanked the membership and was thanked in turn for his time as secretary. 19. Woody discussed the balance sheets and the budget. They are available online. The budget numbers

are accurate as of 12/31/18. Membership dues are still coming in. Event income has been lower than projected, as has sales income. Some of our fixed expenses, such as utilities, are shifting. The proposed budget was approved.

20. The format is being changed for easier consumption by the membership. The accountant recommends that we collapse our budget into fewer categories, which we have done. Our accounting software allows us to tag purchases for continued ease of granular tracking. Carry over funds will be shown. We are moving to a cash accounting model. Discipline and designated funds were removed from the club budget as they are raised, managed, and spent (with board oversight) by the discipline members.

21. Several recent projects have been under budget. We came in about $38K under budget, overall. 22. All three CDs have been closed out. A club investment policy is being developed and will be presented

to the club at the next meeting. The board has established a mileage policy, pending review and recommendations by the accountant.

23. The watergun range was discussed in depth. 24. Berms, backstops, and general range improvements are being included as a long term, major project. 25. Allocated funds remaining after a project is completed or abandoned are to be rolled back into the

general fund. 26. Archery range upgrades have been carried over as there is a well-developed plan that is continuing to

be implemented. 27. Kodi Eberharter is the new webmaster. 28. The club has contacted an NRA range engineer to assist in developing a cohesive and effective plan

for upgrading the range berms, backstops, and other features. The engineer asked what distances the membership wants each range set at, as he recommends only using fixed distance ranges and will only design using fixed distances. He also needs to know what activities we want to do on each range, so that he can design around our needs. We may not do everything in the plan immediately, as these will be expensive projects. However, a plan will allow us to plan each project intelligently. A committee has been formed to articulate the needs and wants of the membership. The planning and implementation of

these range upgrades will be THE priority project. The berms and backstops will be the FIRST items to be addressed, once a plan is in place. No work will be done without a plan.

Board Meeting Minutes – January 4, 2019 1. Meeting called to order at 6:30. 2. Secretary was absent due to a prior commitment. 3. The previous meeting minutes were accepted. 4. A range improvement committee report was given by Jerry Tomlinson. Setting the long range as a fixed

distance 100- and 200-meter range is under consideration. In this scenario, all intermediate backstops would be eliminated, the patterning board would be removed, the IPSC berms would be removed, part of the existing 100-meter backstop would be removed, and an additional 100-meter backstop would be placed. This would allow 100 -meter shooting on both ends of the long range and would allow 200-meter shooting from the center positions. A 50 meter “sighting” range could be added at the end of the long range in the current location of the patterning board.

5. There was discussion of reducing the distance of the current short range from 80 meters to 50 meters. This would allow a greater variety of shooting on that range, including pistols. There was additional discussion of partitioning the current pistol range into three separate ranges by utilizing filled cinderblock walls. This would allow shooters to move closer to the backstop without infringing on other shooters, while maintaining targets in a fixed position at the backstop.

6. Mark provided via email and in hardcopy the following: “Since TCGC has now been put on notice of specified safety problems, the Board could show its concern by starting the process with the things that can be done now:

a. 1. start the process of moving all targets to base of berms, eliminating all movable target frames.

b. 2. remove all backstop berms on 200-yard range except the 200 yd and 100 yd. c. 3. no steel target frames, except for gongs at 200 yds d. 4. for pistol shooters and SDA classes, at north end of old archery range, build a temporary

pistol range 30 feet deep, 16 feet wide, using the short rifle side berm for left side berm & stored blocks for right side berm. large wooden beams from mid-west wrecking? covered with dirt for backstop.

These items were discussed in detail and were general agreed with, though there was some inconclusive discussion regarding a temporary pistol range. However, as was established the previous board and general membership meetings, no work will be done without a plan.

7. A non-member struck the outside gate keypad with his car. The keypad and the protective bollard were both pushed over. They have been temporarily put back into place. A police report is on file. We will ask the driver to pay for professional repairs. If he declines, we will file with his insurance.

8. Some member account settings on the website were not working correctly and were fixed. An inquiry will be placed with the vendor to identify how and when the settings changed, so that we can ensure that this is not a recurring issue.

9. The webmaster reported that setting up the club web store will be easy and that the website already supports what we would like to do.

10. Computers and software were discussed. We have a box account for centralized storage. However, we may change vendors if better pricing and/or service becomes available.

11. FNRA has banquets coming up and needs assistance with planning. Stephen suggested his wife as being possibly interested, as she is a chef, caterer, and event planner.

12. A lot more grants than usual have been submitted this year. We may have some competition in grant funding.

13. A gun safe raffle supporting Multiple sclerosis (MS) was shared. 14. Murray State 4H has an upcoming fund raiser that can be shared with the club.

15. The NRA Gold Club application needs to be filled out and submitted. 16. We need to create a list of recurring tasks such as payments, grants, donations, applications, etc.

Perhaps this could be a limited view calendar item. 17. Camera and lighting upgrades are budgeted, and action should be taken. The camera project will need

to be rebid. 18. The budget was reviewed. 19. If people wish to donate guns, ammo, or other items, they should contact the CRSO. 20. New member sign-up was discussed. 21. The down range safety fan was discussed. There is currently ample clearance. 22. A gate at the road head was discussed. There appears to be no need or benefit to the club for a gate at

this location. A motion was made to place a gate at the road head in partnership with a local land owner. The motion was seconded. The motion was unanimously declined by the board.

23. Club owned .22 rifle and air rifle disposal was discussed. We have more than we can use. A non-profit organization will be found that can take the air rifles. Five of the .22 rifles, all marlin model 25, will be sold at the next club meeting. A free raffle will be held for the opportunity to buy one of the rifles. The first raffle winner will get first pick of the rifles, the second winner the second pick, etc… The rifles will be sold for $100 each, based on fair market price for the condition of the rifles.

24. Steel targets for the long range were discussed. Though moving them will eventually become part of the range improvement plans, as there is no formal plan for them yet, funding their maintenance will continue to come of the target fund.

25. A motion was made to allocate a complimentary membership to the metal recycler. The motion was seconded and approved.

26. Paying members for range work was discussed. It was agreed that some members do a considerable amount of professional level work in their field on a volunteer basis at the club. Sometimes it is difficult to find volunteers or to get jobs finished. Paying members would present several challenges for the club including filing tax forms, workers compensation, liability insurance, and others. It was generally agreed that the current model of bidding projects that cannot be completed on a volunteer basis out to contractors was best for the time being. There was some discussion of giving club members preference.

27. The meeting was adjourned at 8:46PM.
