Greetings!
On behalf of the Korean Association on Intellectual & Developmental
Disabilities(KAIDD), I cordially invite all of you who play a leading role in the welfare
of Asian people with intellectual disabilities to the 20th Asian Conference on
Intellectual Disabilities, scheduled to be held from August 21 to August 26, 2011 in
Jeju, Korea.
The theme for the Conference is "Passing from Freedom to Happiness".
The 11th ACMR was successfully held in Seoul, Korea in 1993. Eighteen years
later we of KAIDD are honored to invite you once again. We hope that the
conference will not only be a foundation for reinforcing interaction and networking
among the people in Asia concerned with intellectual disabilities but to also provide
a great opportunity in promoting the welfare for all people with intellectual
disabilities. We promise to make every effort in creating excellence for the 20th
Asian Conference on Intellectual Disabilities.
Through this conference, we hope that the local and international participants
can come together and share topics of concern from each individual countries and
practices of education and welfare, thereby making a contribution to the growth and
networking of the people concerned with intellectual disabilities. As the first step
toward a successful conference, we welcome your enthusiastic participation in the

Welcome to Jeju Island !
On behalf of the Organizing Committee of the 20th Asian Conference on
Intellectual Disabilities(ACID), I would like to extend my warmest welcome to all of
you. Each one of you brings a wealth of experience and ideas that enhance the
work we accomplish in education and welfare for people with intellectual disabilities.
We are anticipating an excellent program in 2011 and will work hard to provide
you a stimulating and enjoyable environment at the Conference. With the scholarly
Keynotes and multitude presentations and exhibitions, the conference will provide
participants a platform for exchange and interaction, as well as to obtain the latest
knowledge on researches and practices done all over Asia. The Study Visits and
tours will enhance for you a descriptive picture of the multitude implementations and
accomplishments in the field of Special Education and its welfare aspect in Korea.
Our exciting social programs and tours will certainly manifest an unique experience
for each of you.
We trust that everyone's time will be well spend both at the Conference and on
the Jeju. As all of you explore across the island, be sure to enjoy the seascape
scenery and fine dining, experience Jeju Island cultural traditions, museum tours,
golfing, hiking, and trail the world-famous 'Olle Road' which is a narrow pathway that
is connected from the main roads to mountains, seasides, and villages. Once
again, I encourage all of you to take an active role in the various events, activities,
and presentations that are scheduled throughout the Conference.
We hope this Conference will be a significant experience in your life and will
impact you as an individual and in your professional endeavors. I look forward to
meeting you and wish you a very pleasant stay in Jeju Island, Korea.

AFID History & Chronicles
Brief history of AFID
At the Conference- "Hope for the Retarded in Asia" -held from November 19-22,
1973 in Manila, Philippines, under the auspice of UNESCO, the 420 delegates from
21 countries had unanimously concorded to the establishment of the Asian
Federation for the Mentally Retarded(AFMR). Thus the Federation was
inaugurated. Father Arthur Martin, the founder and inspiration of AFMR, was
presented as the First Honorary Member of the Executive Board.
Since then, a Conference subjected to the "Asian Conference on Mental
Retardation" has been held every two years by each of the full member countries.
At the 18th ACMR held in Taipei(Nov. 18-23, 2007), the name of the Federation
was officially changed to the current "Asian Federation on Intellectual Disabilities"
(AFID).

“Passing from Freedom to Happiness”
People have been striving for freedom for a long time. The well known saying "Give me liberty or give me
death!" expresses succinctly this value that people have been seeking. A dichotomous way of thinking prevailed in
industrialized society where emphasis was placed on objectivity and the concrete. In such a society there was
always a neglected class of people who were outside the social norms, outcasts, the inevitably marginalized.
The structuralist way of thinking in the 1960s held for an inequality among the classes and said that class
struggle would make social justice come true. As a result, productivity and unemployment decreased and the
economy deteriorated. In this situation life for the suppressed and marginalized became worse. Under this
paradigm people could not find true freedom. Social, economic, and cultural isolation was the lot of the oppressed.
Equality and the guarantee of human rights were the focus in mass production and democracy. Our society
developed into one where people could escape from social oppression and be assured of cultural equality. The
social system improved so that individuals were esteemed and were able to realize their dreams. In this situation
special education was able to develop a number of programs such as integrated education, main-streaming, IEPs,
and diagnostic educational assessments. All of these were designed for children who were supposed to take part
in special education. Today we live in an information age where individuality and the quality of life are central. Our
concept of education, welfare, and social policy has changed. While every human being whose existence in history
is very important, he or she is just part of the total environment. Individuals and groups are linked together as in a
living organism.
We should let each person pursue what is most meaningful for himself or herself and what the person finds
meaningful rather than what he or she must get interested in. What is most important in the life of this person?
This is what has to be encouraged. This is pursuing personal happiness. The goal we are pursuing is leading
individuals to be happy. While modern industrial society adhered to the values of equality, freedom, and self-
realization, including quantitative, institutional, and objective concepts, in the post-modern era there has been a
change toward quality of life with focus on the individual and the subjective.
Education, social welfare, and social policy must be centered around supporting the individual in his/her pursuit
of happiness. We have to focus on what a person needs, on the most fitting environment for the person's survival,
and on whether he/she wants something rather than the outcome of diagnostic assessments. We have to
formulate education, social welfare, and social policy, keeping these facts in mind.
Now is the time to pass on from freedom to the pursuit of happiness and to focus all our efforts on this!

The following guidelines are provided to assist in the submission of abstracts and thepreparation of presentations.

Abstracts
•Abstracts are due by April 30, 2011.
•Abstracts should not exceed 400 words.(200-400 words allowed)
•Abstracts should specifically includeintroduction(the purpose/rationale of thestudy), method, results and implications.
•Submission outcome will be posted on thewebsite by May 16, 2011. Authors(presenters)need to log on to view the result of theirsubmissions. Thereafter, presenters whosepapers have been accepted will be invited tosubmit their final papers.
Oral Presentations and Interactive Posters
•Oral Presentations should last a maximumof 30 minutes, including Q & A.
•Posters should be presented in a 90 minuteconcurrent session, including Q & A (Thetime of oral presentations and postersdepends on the number of speakersscheduled in each session. The columnar joints are situated at seashore east Jungmun Tourism Complex.Black hexagonal stone pillars are piled on top of each other; they unfold like a foldingscreen as if a god elaborately piled up blocks of stone. The sound of the wavescrashing into the rocks is remarkably refreshing. At the Daepo Columnar Joints,visitors can feel the mightiness and exquisiteness of the nature. It was designated asCultural Property No. 50 by the Jeju Government. Standing before the spectacular pillar-shaped joints, you feel as if you were listeningto a poignant story of a stonecutter in bursts of white foam. When the tide is high,
they jump up to 20 meters high as if lava were spouting. Thanks to its dramatic scenery, it stands in the spotlight fortourists on a theme tour. The columnar joint is a pillar-shaped joint that can be commonly seen in basalt-covered areas. The rocks are hexagonalpolygons. It is a result of volcanic activities; thick lava flowing from the mouth of a volcano cools abruptly down andcontracts. The Daepo Columnar Joint is 30-40 m high and has a width of 1 km. It is the largest of its kind in Korea.The place is part of Jungmun-dong, Seogwipo-si and called "Jisatgae Rock", named after the old name of Jungmun-dong"Jisatgae".

San Gumburi is the government-designated Cultural Properties Natural MonumentNo. 264. Along with the approximately 360 parasitic volcanic cones in Jeju Island, itexploded under a geological bridge, erupting many times without any furtherexplosions, and formed a crater with a hole. The area inside the crater is 300,000㎡with an inside bottom circumference of 756m, an outer circumference of 2,070m,and a vertical height of 130m. It is bigger and deeper than the crater of Mount Halla.
It is open from 9:00 a.m. to 5:00 p.m. from November 1 to February 28, from 9:00a.m. to 6:00 p.m. from March 1 to July 14, from 9:00 a.m. to 7:00 p.m. from July 15 to August 31. and from 9:00 a.m. to6:00 p.m. from September 1 to October 31.

The waterfall falls from a precipice with thundering sounds, creating white waterpillars. It has the name Cheonjiyon, meaning the heaven and the earth meet andcreate a pond. At 22 m in height and 12m width, the waterfall tumbles down to thepond to produce awe-inspiring scenery. The valley near the waterfall is home toElaeocarpus sylvestrisvar, ellipticus, which is Natural Monument No. 163, Psilotumnudum, Castanopsis cuspidatavar.sieboldii, Xylosma congestum, Camellia andother subtropical trees. This place is also famous as home to the eel of Anguillamauritiana, which is Natural Monument No. 27 and is active primarily at night. The
Chilsipri Festival is held in every September at the falls.
