overflowing from the storm water drain and stagnating in themargin of Madley Road, T. Nagar, near its junction with GuildStreet since rains began .

Corporation workers have been pumping the water fromMadley subway into a nearby tank which is connected to thestorm water drain. As the drain has not been de-silted orcleaned, there is no free flow of water leading to flooding.

Resident falls prey to mobiletower rental fraudBy Our Staff Reporter

A resident of Ashok Nagar fell prey to a mobile tower rentalfraud and lost Rs. 71,000.

He was enticed by an advertisement in an English dailywhich stated, ‘If you have vacant land or high rise apartment, please contact for mobile phone tower installation’.

“On contacting the advertiser, a person purporting to be arepresentative from a cell phone tower company visited myhouse and collected Rs. 12,500 as registration fee. Later, another person, with a company identity card visited me andsigned a rental agreement for Rs. 25 lakhs and took Rs. 58,500for documentation charges,” he said.

After that no one turned up for several days and the numbersmentioned in the business card went unanswered.

He said that after posting his experience on social networkingsites, he got several comments from persons who had fallenprey to similar frauds.

He has appealed to the public to be wary and not respond tosuch enticing advertisements.

By Our Staff ReporterFollowing the report ‘Jutting base of light post in G. N. Chetty

Road poses danger’ published in Mambalam Times (Oct.14-20,

Obstruction removed following reportin Mambalam Times

2017 issue), the officials concerned took action to remove the obstructing metal base from the middle of the road on Oct.16.

Chennai Corporation hasidentified 117 missing links inthe storm water drain networkwhich cause inundation inseveral neighbourhoods. How-ever, the work on restorationhas not yet started.

With the northeast monsoonexpected shortly, residents whowere affected by inundation inthe last few years havereminded the Corporationabout their woes. For example,a 30-meter stretch of G. N.Chetty Road, T. Nagar doesnot have storm water drainwhich prevents flow of waterto the Mambalam Canalbecause of the missing link inthe drain.

“During previous monsoons, access to roads such as G. N.Chetty Road was restricted.

117 missing links in stormwater drain networkCars were submerged. Thesituation has continued formany years,” said T. Meghan-athan, a resident of the locality.

B. Santhi (former Councillorof Ward 113) said thatCorporation officials had failedto maintain a record of thedrawings of storm water drains.“Officials in charge now knownothing about the storm waterdrain network. They wastemoney on developing newdrains without knowing aboutencroachments on open drainsor about old drains. Many drainswere closed during constructionof bridges,” said Santhi.

Pointing to an encroachmenton an open drain near atelevision office on Kodam-bakkam High Road, Santhi saidthat storm water flowed

through an open drain toMambalam Canal a few yearsago. “The drain has beenencroached upon. They areplanning to build another drainnow. This will cause a loss tothe exchequer,” said Santhi.

As the Corporation is facinga funds crunch, officials planto improve the missing links inthe drain network using SmartCity project funds.

Roads such as G. N. ChettyRoad, Kodambakkam HighRoad, Periyar Road, CathedralGarden Road, Prakasam Road,South Boag Road, MambalamHigh Road, Dr. SadasivamRoad, Sivasailam Road,Rathinammal Street, Brin-davan Road, Satyapuri Street,Lake View Road, Arya GowdaRoad, Duraisamy Road,

Madley Road, Natesan Streetand Burkit Road are expectedto get links to the storm waterdrain network with these funds.

“Though Corporationofficials claim that the drain atthe junction of North UsmanRoad and Habibullah Road iscomplete, it is not. Heavy rainwill expose the officials whomislead their higher-ups,” saidSanthi.

Residents have also pointedto closure of a drain during theconstruction of the NorthUsman Road flyover a fewyears ago.

At least Rs. 9.37 crores willbe spent for the developmentof drains in 17 stretchescovering 1.4 km., an officialsaid. However, other stretchescontinue to wait for funds.

LETTERS TO THE EDITORElevated road levels cause flooding of houses

Sir, There are 10 apartment complexes andindividual houses in Motilal Street, T.Nagar. While the individual houses have been inexistence for several decades, the apartmentcomplexes were built over three decades back. When built, most of these houses were aroundfour feet above street level.

Over a period of time, the Chennai Corporationhas re-laid the street several times without millingor applying proper road engineering therebyraising its level above that of the houses. Now,even during light rainfall, water flows into thehouses on the street because of they are at alower level. Storm water drains are no help asthey have not been cleaned and remain chokedwith silt and garbage. While it is essential to de-silt storm water drains to make them functional, the method being followed to de-silt then is farfrom satisfactory. In the name of de-silting, theworkers only remove the piled up muck in themanhole chamber and not in the drains, eitherdue to lack of access or equipment.

Due to the above factors, every time it rains, there is inundation of houses in the street. Thoseresiding in the ground floor are the worst hit asduring incessant or heavy rain water not onlyenters the compound, but also the houses.

Further, the rain water enters sewers andcauses sewage overflow, leading to pollution ofsumps and wells. This necessitates residentsspending sizable amounts to clean wells andsumps every time the water gets polluted.

Moreover, the electricity meters and mainswitches of each flat in residential apartmentswhich are installed in the ground floor also getsubmerged forcing EB to cut power supply.

Post rains, residents have the Herculean taskof cleaning up. The only way to resolve thisproblem on a permanent basis is to completelymill the surface of the street and bring itslevel down to three feet below the floor level ofthe residential buildings/individualhouses. Pensioners can register biometrics in PF Office or E-seva centers

Sir, Pensioners need to provide ‘Life Certifi-cate’ each year during November/December toensure continuity in receiving pension. The cer-tificate has to be signed by the bank officer wherethe pension account is held.

It can be presented in person by the pensionerin the Regional Provident Fund Office or thedesignated banks can also forward it on behalf ofthe pensioner.

This is to ensure that pension is only disbursedto pensioners who are alive and not drawn bysomeone else.

Following digitization in Nov 2016, pensionerswere informed by the banks that they should goto the PF Office and get the Aadhaar linked to thePension Payment Order [PPO]. They were fur-ther told that from Nov. 2017, there was no needto furnish the life certificate and that they should, instead, visit the respective banks and get theirbiometrics recorded.

Based on the above guidelines, when the pen-sioners visited the banks, they were told thatbanks have not been provided with the equip-

ment to record the biometrics and that they shouldgo to the PF Office for this purpose.

In order to ensure that the pension is notdiscontinued, pensioners have no option but tovisit the PF office. As a result, there is overcrowd-ing of pensioners in the PF Office in Royapettah.

In this regard, I must appreciate the excellentarrangements made by the officials in PF office,by providing chairs for the pensioners many ofwhom are very aged, infirm or in poor health. Theexercise of registering biometrics has been ex-tended upto January 2018 to ease the anxiety ofthe pensioners.

The service has also been extended to e-sevacenters.

The only misgiving is that there was no priorannouncement that pensioners should visit PFOffice for registering their biometrics due to theabsence of necessary equipment in banks, or thatit can be done in e-seva centers.

The inconvenience to the pensioners couldhave been minimized by a prior announcement.V. S. Jayaraman, 31, Motilal Street, T. Nagar

Doctors and death certificatesSir, Health is the most important part of

wellbeing and doctors play an important part init by curing their patients or saving them fromdeath due to ill health. I recently learnt that theirrole does not end there. They also play a veryimportant role when someone dies. A doctorcertifies that a person has died of natural causes.

I did not understand the importance of this fullytill recently when my friend’s father passed away.It was a death due to old age and he was 85+. Whena person dies, a certificate by a qualified doctor ismandatory for cremation. Since my friend’s fatherdied at home and was not attended to by anyspecific doctor, it was a Herculean task to find adoctor to certify that he had died of natural causes. We contacted several doctors in our area, but noone was willing to visit my friend’s house. In fact, some of them even suggested calling an ambu-

lance to take the body to a hospital to declare himdead. That is when I understood the plight of thefamily struggling with the dead body and waitingfor the deceased to be declared dead to performthe last rites. I am sure many families would havefaced a similar situation. It is possible that doctorsavoid taking the risk of certifying the death unlessthe deceased is well known to avoid any legalhassles in the future.

Still, after looking at the plight of the family,I request doctors to be more compassionate insuch situations by visiting the home and issuinga death certificate, especially in the case of anelderly person. Such action will enhance thegrace and nobility of the medical profession. V. R.Sridhar, No .4, Swathi Kanaka Flats, 23/11,Veerasami Street, West Mamabalam, Email:[email protected], Ph: 98845 68963

Encroachments hinder riders on cycle trackSir, Earlier this year, the 3.8 km cycle track

on P. T. Rajan Salai, Lakshmanaswamy Salaiand Ramaswamy Salai was laid at a cost of Rs.3 crores. It is popular among students and alsomorning exercisers who pedal their way to goodhealth. Chennai Corporation has installedbollards and has also erected sign posts withwarning messages against parking vehicles orencroaching on the cycle track. But this doesnot deter those who use the cycle track to park

their vehicles, especially 2-wheelers. Vendorstoo are encroaching on the cycle track to set upshops to sell their wares. At sections of en-croachments, cyclists are forced to leave thecycle track and use the main carriagewaythereby risking their lives

Though traffic police conduct regular checksand fine offenders, it is the moral duty of everycitizen not to misuse public utilities. R.Vandana, 7th Avenue, Ashok Nagar
