WEIGH-IN: All participants’ will weigh-in wearing a properly worn singlet. A nail, skin and special equipment check will be conducted before entering the weigh-in area. A missed call will not be considered proper notification, but a voicemail (with time/date stamp) will be considered in any decision making process.

Friday, March 23 4:00 - 7:00 pm Saturday, March 24 6:00 - 6:30 am

When weighing-in, you will be required to have all paperwork and special equipment with you (mouth guard, etc). Wrestlers shall be clean shaven, with sideburns trimmed no lower than the earlobe level. If a wrestler is suspected by the referee of having a communicable skin disease or any other condition that makes participation appear inadvisable, the parent/coach shall provide current (dated within one week of the State Tournament) written documentation as defined the NFHS or USAW Kansas, from an appropriate health-care professional stating that the suspected disease or condition is not communicable and that the athlete’s participation would not be harmful to any opponent. This document shall be furnished at weigh-in. The only exception would be if a designated, on-site meet appropriate health-care professional is present and is able to examine the wrestler either immediately prior to or immediately after weigh-in. Covering a communicable condition shall not be considered acceptable and does not make the wrestler eligible to participate. If a designated, on-site meet appropriate health-care professional is present, he/she may overrule the diagnosis of the appropriate health-care professional signing the medical release form for a wrestler to participate or not participate with a particular skin condition.

Wrestlers and their families will be able to enter the facility at 2pm through Exhibition

Hall. You may either stay in Exhibition Hall or go into Landon Arena and be seated. However, you will not be allowed on the wrestling arena floor (Landon Arena) until your weight is called. Weigh-in’s will not start until 4:00 pm.

Wrestlers will be seated on the west side of the arena by age and weight. Wrestlers will be called to the floor by groups. If you miss your age/weight group, you will weigh in after the other groups are complete If you do not make weight you will be able to weigh in again after the groups are done. Wrestlers will be able to use all scales to try to make weight. Once you have made weight, you will exit to Exhibition Hall and you can either stay in

that part of the building or leave. The Topeka Lodging Association will be hosting a BBQ from 4pm-7pm just outside

Exhibition Hall for participating athletes. A ticket, which will be handed out at weigh in, is required to take part.

COACHES MEETING: Saturday, March 24 7:30 a.m. The meeting will be held in the Exhibition Hall.

PARADE OF ATHLETES: The procession will start at 8:00 AM Saturday, March 24. All officials, wrestlers, and coaches should be in Exhibition Hall no later than 7:45 a.m. ready to go. WRESTLING STARTS: 8:30 a.m. Saturday, March 24th 8:00 a.m. Sunday, March 25th SMOKING POLICY: The Kansas Expocentre is SMOKE-FREE! During all events, designated smoking will be outside the south center glass doors. Kansas Expocentre personnel will staff this area and they will provide individuals with a hand stamp. This hand stamp will allow admittance back into the facility. PASS GATE: The pass gate is located on the south end / lower level of Landon Arena (handicap entrance). It is REQUIRED that anyone entering the facility FREE OF CHARGE, enter through the pass gate. The pass gate is for wrestlers who are participating in the tournament (arms must have the appropriate marking), coaches with 2017-18 coaches cards, officials, table workers, and press officials. SECURITY: The Kansas Expocentre handles all of our security needs. If they find you on the floor without proper identification, you will be asked to return to the stands. Do not disagree with them, just do as they ask! Please inform your coaches and parents that to be on the floor, they must have the correctly colored wristband visible at all times. COACHES: You will be allowed in the building free of charge when entering through the pass gate provided you have your 2017-18 (current year) coaches card with you. To be allowed onto the arena floor you must have the coaches’ band on and visible at all times.

COACHES BANDS: A motion passed at the 2008 State Body Meeting requires any coach to have a Bronze card certification, current year USA Wrestling Coach Membership Card, be in good standing with their Club, District and State to receive a nontransferable coaches pass. You can pick up your Coaches Bands in Exhibition Hall on Friday from 2:00 – 7:00 pm.

The Club Directors MUST submit a list of coaches names who are NOT in good-standing or will not be allowed to have a coaches pass after Districts to the State Tournament Director by email on a Deadline of Monday midnight, March 19th to Mark Stanley.

Email your list of coaches who are NOT in good standing to: Mark Stanley, Asst. Folkstyle Director at [email protected] and Alicia Edwards, Administrative Assistant at [email protected] . To pick up your coaches bands, you will need to provide the information listed below, at a designated table in Exhibition Hall from 2:00 – 7:00 pm on Friday. The only other time coaches’ passes will be available is at the pass gate / handicap entrance until 10:00 a.m. Saturday and Sunday morning. In order to obtain a coaches pass, you must present the following:

1. 2017-18 Coaches Card 2. Bronze Level Certification Card (check to be sure your name is on the list

on the web site prior to the Qualifying Tournament Series) 3. Identification (must be a photo ID)

TABLE WORKERS: District directors are in charge of finding table workers from their area. Club directors should contact them if you who are willing to offer your clubs assistance. District Directors are District I – Joe Knecht (913) 709-9875, District II – Richard Salyer (316) 541-2764, District III – Rich Zimmerman – (785) 823-3987, and District IV - Steve Woody (785) 626-3309. Table workers will be admitted free only the day they are working. Table workers must enter through the pass gate (handicap entrance) and be wearing the correct colored wristbands. You can pick up your table workers wristbands/passes Friday evening during weigh-in from your District Director. Table workers should not purchase a ticket for the day they are working. There will be two different colored bands for each day. You are allowed on the floor only during the shift you are working. Security and/or officials will not allow a table workers pass to be at mat side coaching. PARADE OF CHAMPIONS / FINALS ROUND: The finals round is tentatively scheduled to begin at approximately 3:00 p.m. on Sunday. ALL WRESTLERS participating in the Parade of Champions will be required to be in a team uniform. Before the start of the finals round, all six wrestlers will be escorted into the arena. Only those wrestlers competing for the title of “Champion” will be introduced. These wrestlers should begin lining up in Exhibition Hall at 1:30 p.m. Remember, these times are approximate! We will begin earlier schedule permitting! COOLERS AND BAGS: The Kansas Expocentre will not allow ANY food, glass containers, or coolers to be brought into Landon Arena. They are under contract for all food, beverage, novelty, and concession services in Exhibition Hall and Landon Arena. If you bring a large bag, do not be alarmed when you are asked to open it. BAGS MAY BE CHECKED! DIABETIC WRESTLERS: If you have a wrestler that is diabetic, the Kansas Expocentre will allow you to bring in some snacks. They will also have the necessary type of food to be available in the event of an emergency. AWARDS / PHOTOS: Plaques will be presented to the top six finishers in each age group and weight bracket. The awards will be given in Landon Arena and then photos will be taken in Exhibition Hall. J & C Imaging will be taking action photos throughout the tournament and an awards photo immediately following the presentation of the awards. They will begin taking “awards” orders for photos on Friday. Parents will be able to gain entrance to Exhibition Hall through Exit 8 (near section 125) located at the north end / upper level of Landon Arena. They will also be taking action photos throughout the tournament. If you would like to order one, you can do so in Exhibition Hall. VIDEO CAMERAS: Video cameras will be allowed in the upper level only. This means there are to be NO VIDEO CAMERAS on the wrestling floor during the tournament. We ask that tripods not be used because of safety and fire codes within the Kansas Expocentre. Please try to be considerate of others watching the matches when filming. This is not the decision of the tournament directors, but your executive council! PRESS PASSES: Press passes will be provided by Kansas Expocentre Security personnel at the Pass Gate / Handicap Entrance to individuals who are employed by their local newspaper or other recognized media outlet to cover the 2018 State Tournament and will be admitted free to the tournament and allowed on the arena floor, provided they have their official press card from their local newspaper or other recognized media outlet. Letters requesting individuals to take pictures that do not have the appropriate credentials are not acceptable! Individuals with press passes will need to enter from the south-end (handicap entrance) / pass gate to gain admission. Only the “official event photographer” will be allowed down the center of the mats.

CLUB BANNERS: Club banners may be placed around the arena, however, the Kansas Expocentre ask that they be hung with string or zip-ties only….NO TAPE IS ALLOWED. MOTELS: We hope that your club has been able to locate motel rooms in Topeka. If you are having a problem, please contact the Visit Topeka, Inc as they are notified of the availability of rooms. You can contact them at (800) 235-1030. Topeka has more than enough motels to handle our event, so please contact them if you are staying out of the area. We offer the following suggestions when booking motel reservations:

Keep in contact with the motel throughout the year Do not overbook, book only approximately what you will need Provide a rooming list to the motel on Monday prior to state (fax it to them and then

follow with the original) Cancel immediately any rooms that you will not be needing - do not hold them past

Tuesday Club Directors, coaches, and parents - try and watch your children a little closer while

at the motel Be responsible - you are representing your club and USAW Kansas Kids!

CAMPERS: The Kansas Expocentre does have camper electrical facilities available on the grounds at a charge of $15 per day. They are on a first-come, first-serve basis. A dump station is available on-site. If you would like to use the camper hook-up, you will need to check in at the security entrance upon arrival.

2018 STATE PROGRAM BOOK: We would like to invite your wrestling club or local businesses to be a part of the 2018 Kansas Kids State Wrestling Program Book. The program book contains pictures of 2017 State Finishers, names of the 2018 state qualifiers, blank brackets, upcoming events, ads, general information pertaining to the state tournaments, etc. Why not make your club a part of the book? These are available for sale during weigh-in on Friday night and in Kansas Wrestling Hall of Fame booth throughout the tournament. In the past, several clubs have placed a team photo or have gone around to local businesses and asked them to help sponsor an ad in the book. Parents can also place an ad in the book wishing their son / daughter “GOOD LUCK!” The cost of placing an ad in the program book is listed below. This year, we will also be selling advertising for the space above each of the 14 scoreclocks. If you (businesses) are interested in doing both, prices are listed below. Please see ad information form enclosed. MEMORIAL PAGE Each year we have a few wrestling friends that leave us and pass on to a more peaceful world. If you would like to remember a wrestler, coach, or club supporter from your club who has passed away this past year, we would like to publish a photo, along with your club name, and some general information about this person. If you keep the information to one-half page, there will be no charge for this!

DEADLINE We must receive the information for the program book no later than February 28, 2018 to be able to include it in the 2018 program book. When you have your ad information complete, please mail it along with your check, made payable to the Kansas Chapter - National Wrestling Hall of Fame.

NFHS MEDICAL RELEASE FORM

FOR WRESTLER TO PARTICIPATE WITH SKIN LESION(S)

The National Federation of State High School State Associations’ (NFHS) Sports Medicine Advisory Committee has developed a

medical release form for wrestlers to participate with skin lesion(s) as a suggested model you may consider adopting for your state.

The NFHS Sports Medicine Advisory Committee (SMAC) conducted a survey among specialty, academic, public health and primary

care physicians and reviewed extensively the literature available on the communicability of various skin lesions at different stages of

disease and treatment. No definitive data exists that allow us to absolutely predict when a lesion is no longer shedding organisms that

could be transmitted to another wrestler. Another finding from the survey was the significant differences that exist among physicians

relating to when they will permit a wrestler to return to participation after having a skin infection.

Neither the NFHS nor the NFHS SMAC presumes to dictate to professionals how to practice medicine. Nor is the information on this

form meant to establish a standard of care. The NFHS SMAC does feel, however, that the guidelines included on the form represent a

summary consensus of the various responses obtained from the survey, from conversations and from the literature. The committee also

feels that the components of the form are very relevant to addressing the concerns of coaches, parents, wrestlers and appropriate

health-care professionals that led to the research into this subject and to the development of this form.

GOALS FOR ESTABLISHING A WIDELY USED FORM:

1. Protect wrestlers from exposure to communicable skin disorders. Although most of the skin lesions being discussed generally

have no major long term consequences and are not life threatening, some do have morbidity associated with them and student-

athletes should be protected from contracting skin disorders from other wrestlers or contaminated equipment such as mats.

2. Allow wrestlers to participate as soon as it is reasonably safe for them and for their opponents and/or teammates using the same

mat.

3. Establish guidelines to help minimize major differences in management among appropriate health-care professionals who are

signing “return to competition forms”. Consistent use of these guidelines should reduce the likelihood of wrestlers catching a skin

disease from participation and suffering from inequalities as to who can or cannot participate.

4. Provide a basis to support appropriate health-care professional decisions on when a wrestler can or cannot participate. This should

help the appropriate health-care professional who may face incredible pressure from many fronts to return a youngster to

competition ASAP. This can involve any student athlete who never wins a match or the next state champion with a scholarship

pending.

IMPORTANT COMPONENTS FOR AN EFFECTIVE FORM:

1. Each state association needs to determine which appropriate health-care professional can sign off on this form.

2. Inclusion of the applicable NFHS wrestling rule so appropriate health-care professionals will understand that covering a

contagious lesion is not an option that is allowed by rule. Covering a non-contagious lesion after adequate therapy to prevent

injury to lesion is acceptable.

3. Inclusion of the date and nature of treatment and the earliest date a wrestler can return to participation. This should mitigate the

need for a family to incur the expense of additional office visits as occurs when a form must be signed within three days of

wrestling as some do.

4. Inclusion of a “bodygram” with front and back views should clearly identify the lesion in question. Using non-black ink to

designate skin lesions should result in less confusion or conflict. Also including the number of lesions protects against spread

after a visit with an appropriate health-care professional.

5. Inclusion of guidelines for minimum treatment before returning the wrestler to action as discussed above. This should enhance the

likelihood that all wrestlers are managed safely and fairly.

6. Inclusion of all of the components discussed has the potential to remove the referee from making a medical decision. If a lesion is

questioned, the referee’s role could appropriately be only to see if the coach can provide a fully completed medical release form

allowing the wrestler to wrestle.

This form may be reproduced, if desired, and can be edited in anyway for use by various individuals or organizations. In addition, the

NFHS SMAC would welcome comments for inclusion in future versions as this will continue to be a work in progress.

Below are some treatment guidelines that suggest MINIMUM TREATMENT before return to wrestling: Bacterial Diseases (impetigo, boils): To be considered “non-contagious,” all lesions must be scabbed over with no oozing or discharge and no new lesions should have occurred in the preceding 48 hours. Oral antibiotic for three days is considered a minimum to achieve that status. If new lesions continue to develop or drain after 72 hours, MRSA (Methicillin Resistant Staphylococcus Aureus) should be considered. Herpetic Lesions (Simplex, fever blisters/cold sores, Zoster, Gladiatorum): To be considered “non-contagious,” all lesions must be scabbed over with no oozing or discharge and no new lesions should have occurred in the preceding 48 hours. For primary (first episode of Herpes Gladiatorum), wrestlers should be treated and not allowed to compete for a minimum of 10 days. If general body signs and symptoms like fever and swollen lymph nodes are present, that minimum period of treatment should be extended to 14 days. Recurrent outbreaks require a minimum of 120 hours of oral anti-viral treatment, again so long as no new lesions have developed and all lesions are scabbed over.

Tinea Lesions (ringworm on scalp or skin): Oral or topical treatment for 72 hours on skin and oral treatment for 14 days on scalp.

Scabies, Head Lice: 24 hours after appropriate topical management.

Conjunctivitis (Pink Eye): 24 hours of topical or oral medication and no discharge.

Molluscum Contagiosum: Upon treatment with curettage and hyfrecator, may cover with biooclusive and wrestle immediately.

Note to Appropriate Health-Care Professionals: Non-contagious lesions do not require treatment prior to return to participation (e.g. eczema, psoriasis, etc.). Please familiarize yourself with NFHS Wrestling Rules 4-2-3, 4-2-4 and 4-2-5 which states:

“ART. 3 . . . If a participant is suspected by the referee or coach of having a communicable skin disease or any other condition that makes participation appear inadvisable, the coach shall provide current written documentation as defined by the NFHS or the state associations, from an appropriate health-care professional stating that the suspected disease or condition is not communicable and that the athlete’s participation would not be harmful to any opponent. This document shall be furnished at the weigh-in for the dual meet or tournament. The only exception would be if a designated, on-site meet appropriate health-care professional is present and is able to examine the wrestler either immediately prior to or immediately after the weigh-in. Covering a communicable condition shall not be considered acceptable and does not make the wrestler eligible to participate.”

“ART. 4 . . . If a designated on-site meet appropriate health-care professional is present, he/she may overrule the diagnosis of the appropriate health-care professional signing the medical release form for a wrestler to participate or not participate with a particular skin condition.”

“ART. 5 . . . A contestant may have documentation from an appropriate health-care professional only indicating a specific condition such as a birthmark or other non-communicable skin conditions such as psoriasis and eczema, and that documentation is valid for the duration of the season. It is valid with the understanding that a chronic condition could become secondarily infected and may require re-evaluation.”

Once a lesion is considered non-contagious, it may be covered to allow participation. 2017/18 Rules Modifications for Sanctioned Tournaments (references to NFSHSA rules book)

Rule 1 A club may enter as many wrestlers per age and weight class as are otherwise

qualified.

There is no limit to the number of matches per day per wrestler. Wrestling will not continue past 10:00 P.M. and no more than twelve hours per day.

No contestant shall wrestle in two (2) consecutive matches with less than fifteen (15) minutes rest between matches in the same bracket, unless both of the coaches and wrestlers involved agree to waive the rest period.

Rule 2 Every wrestling area, no matter what size, must have a minimum three (3) foot safety mat area next to any floor surface and five (5) foot from any wall or post. Two (2) coaches’ boxes will be marked in appropriate locations within the safety area. The coaches’ boxes are to be no more than five (f5) foot in width. The wrestling area of the mat shall be based on the age group competing, as follows:

Under 11 must have a minimum wrestling area of 15'x15' 11 to 14 must have a minimum wrestling area of 20'x20' High School must have a minimum wrestling area of 24’x24’

or a circular area of 28 feet in diameter

The rule on mat markings is omitted.

Rule 3 A minimum of fifty-percent (50%) of the officials will be required to be USAWA-Kansas and high school registered for all sanctioned tournaments. One registered official will serve on the tournament disciplinary committee and be in charge of all officials. It is recommended that all officials be both kids and high school registered.

The enforcement of rules regarding facial hair, fingernails and communicable diseases will be the responsibility of the tournament committee at the time of weigh-in. The Tournament Director will have a medical aid procedure in operation and at a minimum of an E.M.T. present on site, and will advise the coaches who the medical director may be.

The safe handling of blood cleanup on the mats will be the responsibility of the host tournament director, who will have cleanup materials at all mat areas.

Rule 4 The legality of all uniforms will be up to the referee, and need not conform to the NFSHSA rule.

There is no restriction on hair length. A hair cover is not required.

The written documentation required by Rule 4-2-3 must consist of the form approved by USAW Kansas Kids. This form must be accompanied by a physician's letterhead or prescription form.

Competition shall be in the following age and weight classes (6 & Under is advisory only). Ages are determined as of midnight, August 31, 2016. The wrestler or the wrestler's club must, within one week, provide a birth certificate or similarly reliable verification that the wrestler's age and school grade stated on his/her membership card is accurate. The High School Division is available for wrestlers currently attending high school, or middle school if their age does not qualify them for a younger age division. Wrestlers qualifying for two different age divisions may only enter one of those divisions.

Additional and/or combined age and weight classes can be used at the option of the host tournament director. Double-dipping (entry into a maximum of two different age brackets) and wrestling up in age shall be permitted. Should the tournament director wish to opt out of allowing double- dipping and /or wrestling up in age, they must notify entrants via flyer or other means prior to tournament.

No wrestler will be permitted to wrestle another person with a weight spread exceeding the following weights:

8 & Under 15 Pounds 9 & 10 20 Pounds 11 & 12 25 Pounds 13 & 14 30 Pounds High School 35 Pounds

All sanctioned tournaments will hold a weigh-in. The weigh-in procedures shall be determined by the tournament director. All participants shall have the opportunity to weigh-in at the same time. No weigh-in shall be prior to twenty four (24) hours before the published tournament start time. Wrestlers shall wear a competition style singlet at weigh-in.

There shall be no weight allowances given, unless otherwise allowed by the tournament director. Age modifications may be allowed for some special needs wrestlers (see Bylaws for details).

Rule 6 The length of matches will be determined by the age group wrestling. 8 & Under / 9 & 10 will wrestle three 1-minute periods. All other age groups will wrestle three 1½-minute periods.

The first period in all consolation matches may be either one minute, or a regulation length period, at the option of the tournament director.

Rule 8 Any individual ejected from a sanctioned event will not be allowed to participated in and/or attend any other sanctioned tournaments, meetings, events, or practices for the following time periods from the date of the ejection:

1st occurrence – 8 days 2nd occurrence – 24 days 3rd occurrence – one calendar year

Rule 10 Wrestling will not begin until the wrestler is represented by a coach at matside. Coaches and wrestlers shall be permitted a maximum of two minutes total to appear at the mat. Failure of a coach or wrestler to appear shall result in forfeit to the opponent.

A forfeit or no-show is the same as any other loss.

Rules Modifications for Qualifying Tournaments

Qualifying tournaments are subject to all sanctioned tournament modifications, except where those rules have been modified or expanded. Key modifications

to the rules are listed below (see the ByLaws for a complete list).

Each qualifying tournament may have one weigh-in at or near the qualifying tournament location and up to four additional satellite weigh-ins, to be determined by the district director, within the qualifying tournament boundaries. The weigh-in at each location shall be held at the same time on scales that are verified. Each weigh-in location must be supervised by a State or District officer, and a USAW-Kansas registered official.

The safety mat area defined in modified Rule 2-1-2 must be kept clear at all times,

except for two member coaches per wrestler. Only member coaches with bronze level certification will be allowed mat side.

The referee’s uniform is mandatory. All referees must be both High School and

Kids registered.

No additional age or weight classes are allowed. Wrestlers whose weight exceeds the maximum weight class in their age division may move up a maximum of one age division; otherwise, wrestlers may not wrestle out of their age division.

There shall be no weight allowances given. NFHS rules will apply regarding

maximum weight differences between competitors.

The first period in all consolation matches will be one minute.

In the event of a bracket with 3-5 wrestlers, there will be a round robin. In the event of a two-man bracket they will wrestle the best two out of three matches.
