• Rationalize, harmonize, streamline, simplify, integrate and unify the efforts of government agencies relative to the National Leadership’s Agenda

Guidelines on the Grant of Performance-Based Incentives for FY 2014

Key Changes in the 2014 PBB • Adoption of targets based on Congress-

approved Performance Informed Budget (PIB) in the FY 2014 GAA and OP Planning Tool Form 1.0

• Use of CSC-approved SPMS as preferred basis of ranking of 1st and 2nd level individuals

• New Ranking distribution

• Simplified submission of 2014 eligibility requirements

Coverage of 2014 PBB

• All Departments and its attached agencies and Constitutional Offices

• Government Owned and Controlled Corporations (GOCCs)

• SUCs to be supervised and monitored by CHED

Determining Eligibility of Personnel (1/3)

• Personnel should have rendered at least nine (9) months of service for year ending December 31, 2014.

• First and Second Levels should receive at least “Satisfactory” rating under the CSC approved SPMS or its equivalent.

• Third Level Officials should receive at least “Very Satisfactory” rating under the CESPES.

• Other officials not covered by CESPES should receive at least “Satisfactory” rating under the existing department/agency Personal Appraisal System (PAS).

Determining Eligibility of Personnel(2/3)

• Personnel on detail to other agencies for six months or more as of November 30, 2014 shall be included in the recipient agency that rated his/her performance.

• Personnel on scholarship may be included if qualified based on performance criteria established by PMG and approved by Department / Agency Head.

• PBB of employees on part-time basis shall be pro-rated based on services rendered.

Determining Eligibility of Personnel(3/3)

• Personnel guilty of administrative and/or criminal cases and meted penalty in FY 2014 shall not be entitled to the FY 2014 PBB. If penalty is only a reprimand, this shall not cause disqualification to the PBB.

• Contractual and casual personnel entitled are those whose compensation are charged to the lump sum appropriation under Personal Services; or those occupying positions in the DBM-approved contractual staffing pattern of concerned agencies.

Submissions of Targets and Reporting

• Submission of duly completed and signed forms and reports to the IATF shall be made through the AO25 Secretariat

• Final targets approved by the IATF shall be the updated PIB targets under NBC 550.

• Agencies shall adopt and reflect these and their quarterly breakdown in the Online BED System of the DBM.

• Quarterly accomplishment of PIB shall be reported as required by DBM

• Online BAR System will be used by the IATF to monitor the compliance of agencies to their Form A and Form A-1 targets under PBB.

Submission of Certifications and Validation

• Submit SALN certification of compliance and list of personnel who submitted 2013 SALN.

• Financial reports and Report on Ageing of Cash Advances submitted directly to COA. COA will provide the IATF the list of compliant agencies.

• PhilGEPS will generate the “Certificate of Compliance” in an Excel file, and agencies can update the status of bid activities of PhilGEPS transactions as of November 15, 2014.

• Transparency Seal and ARTA certification is no longer necessary. Concerned oversight agency shall be conducting random validation based on the agreed cut-off dates.
