1. Project Background

The Kerala State Sports Council (KSSC) proposes to develop a state-of-the-art Athletic

Training Centre in 6.00 hectares (15.00 acres) of prime land located at the entry point of Munnar

in Idukki District of the State of Kerala. Munnar is one of the fastest growing Tourist Destinations

in India and is one of the most popular Hill Stations in South India with its pristine natural beauty

and salubrious climate. With the proposed project location situated at an altitude of about 1500

metres above mean sea level (MSL), the Training Centre has potential to emerge as a prime high

altitude Athletic Training Centre in the country.

Integrating the tourism potential of Munnar and the enabling features of the location as a sports

training facility, KSSC proposes to develop this site as a modern “High Altitude Training

Complex and Sports Tourism Facility”. KSSC proposes to achieve this objective with the

active participation of suitably experienced and financially capable Agencies / Developers. In addition

to the training facilities, the project shall also integrate revenue earning components, leveraging

on the tourism potential of Munnar, that will ensure its long-term sustainability.

KSSC proposes to achieve this objective with the active participation of suitably experienced and

financially capable Agencies / Developers. While selecting a suitable Developer for partnering with

KSSC in this project, KSSC shall also engage a Consortium of Architects to prepare a Master Plan

for the entire area of 6.00 hectares (15.00 acres), creating a holistic Project Facility, which will

seamlessly integrate the state-of-the-art Sports Training Facility and potential revenue

generating project components. It is proposed that the features of the sports training facility shall

be planned and executed as per prevailing international standards and KSSC requirements and

the revenue generating project components shall be left to the discretion of the partnering

Developer, who will assess the potential of the location and arrive appropriate project

components, which will ensure the long-term sustainability of the Project.

With this development philosophy, KSSC is concurrently moving ahead with another EoI process

for engaging a suitably experienced Architect Consortium for a two-stage process, namely,

Phase 1: Preparation of the Overall Master Plan for the Project demarcating area for the

sporting components as per KSSC requirement and the area for the revenue generating

components to be developed by the Developer; and

Phase 2: Once, the Developer is chosen by KSSC, the Architects shall be entrusted with

the preparation of detailed designs and engineering for the sports training components

meeting relevant international standards and KSSC requirements.

This Invitation for Expression of Interest (EoI) is being issued by KSSC inviting

Applications from Architect Consortia expressing interest in preparing the Overall Master Plan

in the first phase of the assignment and for the preparation of detailed designs and engineering

of the sports training components in the second phase.

Upon evaluation of the EoI Applications, if the Applicant Architect Consortia are found to meet

the requirements of KSSC, such Applicants shall be shortlisted for the bid process to follow, after

taking due approval from the State Government.

2. Location of the Project

In the past two decades, Munnar has emerged as one of the most popular Hill Stations of South

India. The pristine scenic beauty of the location, good road connectivity to all parts of Kerala and

proximity to Cochin International Airport are some of the enabling features that have helped the

rapid growth of Munnar as a leading Tourist Destination. The single most attractive feature of

Munnar is the fact that it is probably the only major Hill Station in India situated within 3 hours

driving distance from an International Airport. Also, there are multiple tourist destinations with

50 to 100 km radium of Munnar, thereby enabling the Tourists to spend more time based in

Munnar, visiting the other facilities around Munnar.

With all such advantages, the past decade has witnessed double digit CAGR in tourist arrivals in

Munnar. Round the year thousands of domestic tourists from all over the country and foreign

tourists visit Munnar and typically spend three to four days in this destination. Hence number of

high end Hotels and other Hospitality Facilities have come up in Munnar in the past decade. With

growing tourist traffic, there is growing demand for good Hotels and Youth Hostels in Munnar.

The altitude of around 1500 metres above mean sea level ensure that the location enjoys

moderate temperature almost round the year, with the minimum temperature dropping to the

range of 2 to 7 degree Celsius during the winter months. Such climatic condition makes Munnar

the ideal location for setting up and operating a state-of-the art Athletic Training Centre. By

training in this facility round the year, the Indian Athletes will be equipped to face the

international competitions, which are held in the temperate regions of the World.

3. Site Features

The proposed site for the “High Altitude Training Complex and Sports Tourism Facility” is a

prime location, which is the point of entry to Munnar Town on the Kochi – Dhanushkodi National

Highway No: 49. It is a scenic location with 6.00 hectares (15.00 acres) of level terrain, nestled

in a valley, surrounded by hills, covered with tea plantations. The triangular shaped site has over

300 metres of Highway frontage along its eastern boundary and almost the same length of

Panchayat Road frontage along its northern boundary. On the western and south-western side,

the site is abutted by a stream, which joins the Muthirapuzhayar just 200 metres downstream of

the site. On the opposite side of the Highway on the eastern side is the Kerala State Road

Transport Corporation (KSRTC) Bus Depot in Munnar. Hence, the site is well connected to

different parts of Kerala and Tamil Nadu with regular public transport system.

This site is a prime location in entire Munnar Town, which has all the enabling features to set up

a world class Athletic Training Centre and related infrastructure. Similarly, with the advantages

of road frontage, scenic location and all-round view, this site is an ideal location for setting up

world class hospitality infrastructure.

land area is attached as Annexure 1 of this Document. The Site Map, showing the significant

landmarks around is shown in the Figure below:

4. Broad Project Overview

The Kerala State Sports Council (KSSC) proposes to develop in the 6.00 hectares (15.00 acres) of

land in Munnar, the “High Altitude Training Complex and Sports Tourism Facility”. This Project

facility shall comprise of two distinct components, namely:

a. The Sports Training Infrastructure, which will have to be developed as per the

requirements of KSSC (Mandatory Components).

b. The revenue generating project components, which shall be chosen by the Developer

based on their assessment of the potential of the site and location.

Out of these two project components, the first component is to be constructed by a selected

Developer based on the designs and drawings to be provided by KSSC. The entire responsibility

for planning, designing and executing the second component will be vested with the Developer.

Therefore, considering the role to be played by KSSC, it is decided that KSSC shall engage an

Architect Consortium with relevant experience for undertaking the following tasks in two phases:

1. Phase 1: Preparation of the Overall Master Plan for the Project, covering the entire area

of 6.00 hectares (15.00 acres), clearly demarcating adequate area for the sporting

components as per KSSC requirement and the area earmarked for the revenue generating

components to be developed by the Developer; and

2. Phase 2: Once, the Developer is chosen by KSSC, the Architects shall be entrusted with

the preparation of detailed designs and engineering for the sports training components

meeting relevant international standards and KSSC requirements.

Once, the two-stage assignment is completed by the selected Architect Consortium, KSSC will get

the selected Developer to construct and hand over the mandatory project components to KSSC

within the duration of the designated construction phase.

The Sports Training Infrastructure (mandatory components) of the Project, which are to be

operated under overall control of KSSC, are broadly expected to include the following Project

Components:

Indoor Stadium with 200 metre Athletic Track of international competition standards

Facilities for Athletics throw events

Student’s Dormitories / Youth Hostel

Gyms and other related Training Facilities

Change Rooms, Rest Rooms and other support infrastructure

The Indoor 200 metre Athletic Track is unique and at present there is no such facility in India.

Considering the fact that Munnar gets consistent rainfall for nearly 8 to 9 months a year, it is

assessed that an Indoor Training facility will be highly beneficial for the budding Sportspersons

of the State. The design of such an international standard Indoor Facility is requires prior

experience in planning and designing such state of the art Projects. The Applicants are expected

to join hands with International Partners having specific prior experience in the design of such

Stadia for designing these project components.

The revenue generating components are to be identified by the Developer and developed by him.

The expectation of KSSC is that by planning and constructing innovative revenue generating

project components, the Developer shall generate adequate long-term revenue to cross subsidise

the initial capital cost of developing the mandatory facilities required by KSSC.

5. Scope of Architects Consortium

Based on the broad scope of the Project detailed above, Kerala State Sports Council (KSSC) is

engaging an Architect Consortium to execute the following tasks:

Phase 1: Preparation of the Overall Master Plan for the 6.00 hectares (15.00 acres) of

land area, demarcating sufficient area for the sporting components (mandatory items) as

per KSSC requirement and the broad area allocation for the revenue generating

components to be developed by the Developer; and

Phase 2: Once, the Developer is chosen by KSSC, the Architects shall be entrusted with

the preparation of detailed designs and engineering for the sports training components

meeting relevant international standards and KSSC requirements.

The various tasks to be performed by the Architects under this phased execution of work shall be

as follows:

Phase – 1 – Preparation of Conceptual Master Plan

With inputs from the Sports Engineering Wing (SEW), Directorate of Sports & Youth Affairs

(DSYA), the Architect Consortium shall develop a Conceptual Master Plan for the entire area of

6.00 hectares (15.00 acres) of land in Munnar belonging to KSSC.

The Conceptual Master Plan shall incorporate area allocation for the two Project components,

namely

i. Sports Training Facility of KSSC

ii. Revenue generating project components to be developed by a Private Developer

It shall be prepared factoring in the following aspects:

a. Site Analysis

b. Land Use Studies & Concept

c. Land Use Plan

d. Project Components to be incorporated in the HATC – the Sports Training

Infrastructure and Revenue Generating Infrastructure

e. Segregation of the two Project components keeping the aesthetics intact

f. Planning segregated ingress and egress for the two Project Components

g. Building Height requirements under relevant Municipal Building Rules

h. Zoning regulations

i. Open Space Concept

j. Vehicular & Pedestrian Access, internal road network layout, Traffic planning

k. Conceptual landscape master plan

l. Conceptual Infrastructure Planning

m. Providing a sustainable and energy efficient design approach

n. Phasing and implementation plan

Deliverables:

i. First draft of the Conceptual Master Plan & Report with broad design development

guidelines shall be submitted within one month from the date of placing Work Order.

ii. Final Conceptual Master Plan and Report within one week of receipt of comments from

KSSC / SEW.

Phase 2 - Final Master Plan and detailed designs for KSSC owned

Project Components

Based on the approved Concept Master Plan, the Detailed Master Plan shall be developed for the

Sports Training facility under direct scope of KSSC. The various project components to be

incorporated in this are broadly as listed below:

Indoor Stadium with 200 metre Athletic Track of international competition standards

Facilities for Athletics throw events

Student’s Dormitories / Youth Hostel

Gyms and other related Training Facilities

Change Rooms, Rest Rooms and other support infrastructure

To incorporate these project components, the Architects shall cover the following:

i. Final Land Parcel Plan - Plot size/dimensions

ii. Massing of buildings

iii. Typical design of Clusters

iv. Final area statement of different zones, FAR calculation and plot coverage, total built

up area etc.

v. Streetscape and Civic Amenities Plan

vi. Final Traffic Planning

vii. Final Phasing Plans

viii. Sustainability framework and objectives

ix. Security Systems as required including boundary walls, fencing, security cabins.

Deliverables:

Detailed Master Plan & Report

Infrastructure requirements

Deliverables as may be required for statutory approvals/applications at this stage

3D views (Schematic massing/Perspectives)

The above deliverables to be completed and submitted within 1 month from the date of

clearance issued by KSSC / SEW.

The Detailed Master Plan of KSSC Project Components shall also take into account:

Final formation levels and plots with respect to roads, water table and maximum flood

water level and decide the land development accordingly.

A system of façade control with respect to offsets from the river bank, roads, adjacent

buildings, plot coverage, FAR etc as per applicable rules and statutory regulations shall be

designed.

The selected Architect/ Designer shall work closely with KSSC / SEW to ensure that all

Drawings and Designs are prepared for applying for the statutory approvals within KSSC

Project Area.

In Phase 2, once the Detailed Master Plan for the KSSC Project Components is finalized and

approved, the Architects shall initiate the following works:

Deliverables:

1 Preparation, Finalization and Submission of Soil Investigation Report and Contour Map for

the sports training facilities (mandatory components).

2 Preparation of Internal Road Network of the Complex, Development of Land with good soil,

Water Supply & Drainage System;

3 Preparation of detailed architectural drawings for the various project components in the

second phase in consultation with KSSC / SEW. The designs shall be prepared by the

Consortium Partner, who is having prior experience in designing identical large indoor

facilities like the Indoor Stadium with 200 metre Athletic Track.

4 Preparation of structural design for the project components based on soil bearing capacity

at the site and functional requirements.

5 Submission of land use plan for the entire Sports Complex showing the Buildings, Indoor

Hall, Roads, all external services and Land scaping.

6 Submission of model of the Sports Training Complex of adequate size.

7 Submission of architectural and design drawings for tender / construction.

8 Submission of Bill of Quantities, detailed estimates for all the structures, buildings, internal

roads, water supply & sewage system, storm water drains area lighting, electrical works

(internal & external) indoor hall, other site development works, rain water harvesting, land

scaping based on Kerala PWD Schedule of Rates / Delhi Schedule of Rates (DSR) with rate

analysis for approval of the estimate.

9 Facilitating for necessary clearance/ go ahead certificate from concerned Local Authorities

as may be required for the Project. Statutory fess of the concerned bodies will be paid by

IDCO.

10 Submission of structural design and drawings of all the structures duly prepared by

Structural Engineer & vetted and approved by Structural Engineering Department of any

Indian Institute of Technology (IIT) / National Institute of Technology (NIT)

11 Submission of design and drawings of all other services like Water Supply and sanitation

works, Electrical, Firefighting and Alarm System & HVAC System, Power Back up System,

Roads, etc .(as per the approved Estimate of the Project)

6. Scope of the Authority, KSSC

KSSC or its nominated agency, SEW, shall make available to the Architects in a timely manner,

the requirements of the mandatory project components and all available technical details to

facilitate the preparation of the Master Plan.

KSSC shall make available to the Architects the Topography Survey Map of the Site.

KSSC or its nominated Agency, SEW, shall give timely approvals for all deliverables, thereby

ensuring the time bound completion of the Work.

7. Eligibility Criteria for submitting the EoI

The Invitation for EoI Document shall be uploaded in the Website of KSSC:

www.sportscouncil.kerala.gov.in/; Interested parties may download the EoI Document

from the Website and may send their Applications to the address mentioned below.

The Prospective Applicant may be a single Entity or Consortium of Members not

exceeding three (3) (referred to as “EoI Consortium”) coming together to undertake the

specified tasks of preparing the Master Plan and Detailed Design and Engineering for the

“High Altitude Training Complex and Sports Tourism Facility”, as described in

greater detail in the Scope of Work of the Architect Consortium. The Applicants shall be

experienced in Master Planning and Detailed Design of state-of-the-art Sports

Infrastructure of similar size and scale.

i. The Applicant/s should have had an average turnover from receipt of Professional

fees for Architectural / Engineering Consultancy Services, amounting to at least

Rs. 15.00 Crores (Rupees Fifteen Crores only) during the past 3 (three) financial

years i.e. 2014-15, 2015-16 and 2016-17.

ii. The Applicant/s should have successfully completed the Architectural Design and

Engineering for an Indoor Sports Stadium, which is successfully commissioned

within the past five years, having a built-up area of minimum 7,000 square

metres. Higher weightage shall be given for those Agencies who have executed

Indoor Athletic Tracks.

OR

The Applicant / s should have successfully completed the Architectural Design and

Engineering for an Indoor Sports Stadium, which is successfully commissioned

within the past five years, having authenticated Project Cost of Rs. 150 Crores or

equivalent in the relevant currency.

iii. The Applicant/s should have a fully functional Office in India capable of delivering

the requisite services under this EoI

8. Contents of Application

A. PREPARATION AND SUBMISSION OF EOI

i. Requirements in EoI submission

The EoI shall contain the details required to substantiate that the Applicant/s meet

the eligibility criteria set forth in this document, along with documentary proof. The

EoI shall also contain the CVs of the Key Personnel, who will lead in this

assignment, if the Applicant/s wins the assignment, highlighting their relevant

experience.

Additionally, the Applicant/s shall submit a Note stating their Vision for the Project,

detailing the Concept of the HATC, the Approach and Methodology for execution,

Work Plan and the key differentiation factors that will be adopted in the Design.

ii. Language

The EOI and all related correspondence and documents should be written in the

English language. Supporting documents and printed literature furnished by the

Applicant/s with the EOI may be in any other language, if they are accompanied by

appropriate translations of the pertinent passages in the English language.

Supporting materials, which are not translated into English, may not be considered.

For the purpose of interpretation and evaluation of the EOI, the English language

translation shall prevail. It should be noted that any document in foreign language,

not accompanied by an English version and duly authenticated, will be liable for

rejection.

iii. Correspondence / Enquiries

As KSSC has limited internal expertise for managing this EoI Process, the EoI

process shall be facilitated by the Chief Engineer, Sports Engineering Wing (SEW)

of Directorate of Sports and Youth Affairs (DSYA). All routine correspondence /

clarifications / enquiries should be submitted to the following in writing by fax /

post / courier:

iv. Sealing and Marking of EOI

The envelope shall indicate the name, address and contact phone number of the

Bidder (or the Lead Member in case of a Consortium). The details of each member

of the Consortium in case of a Consortium and their respective roles in the

assignment.

The CVs of the Key Team Members and their stated roles in the Project. The Vision

Document for the HATC Project, detailing the Concept of the HATC, the Approach

and Methodology for execution, Work Plan and the key differentiation factors that

will be adopted in the Design

The Application shall contain all details required to substantiate that the

Applicant/s meet the eligibility criteria.

The Cover shall be addressed to:

The Authority shall open and evaluate the details and if it is found that the

Applicant/s is eligible as per the criteria laid down, they will be called for a

Presentation.

9. EoI Evaluation Process

The Kerala State Sports Council (KSSC) / SEW shall evaluate the EoI for initial shortlisting based

on the Applicant/s meeting the following criteria.

11. Terms and Conditions

A. KSSC reserves the right to not to follow up this EoI and terminate the entire EoI

Process, without assigning any reason or without any obligation to any of the

Applicants.

B. This EoI in no way forms any commitment or indication of any business from

KSSC.

C. Submission of the EoI shall not guarantee an automatic selection or empanelment

of the Applicant.

D. Each Applicant shall be liable to individually bear the cost of data collection,

preparation and submission of this EoI.

E. There is no EoI Application Fee / Processing Fee / EMD / Security Deposit fixed

for this EoI Process. The objective of KSSC is to encourage maximum participation

from the Architect Firms so that a well-structured RFP could be formulated with

Government approval for financial evaluation.

12. Modalities of EoI Submission

1. The envelope should be superscribed “EOI from Developer – HATC Development”.

2. The EoIs should reach the Office of the Secretary, Kerala State Sports Council in

the below mentioned address, before 11.00 am on August 31, 2017. Late submissions will

be rejected.
