Ku – BAND BEACON TRANSMITTER TERMINAL

GSAT-11 and GSAT-19 are multi-beam payload satellite with CCSDS basedTM/TC system. These spacecrafts will support 4 spatially separated hub beams and 16spatially separated user beams in Ka and Ku band frequencies respectively. Thespacecrafts will operate in Ka x Ku in Forward (Hub - Satellite - User) link and Ku x Kabands in Return (User - Satellite - Hub) link. The spacecrafts also carries on-board Ku-band tracking system. Therefore, a CW beacon carrier has to be transmitted to thespacecraft for on-board tracking system. Six (4 Nos. – GSAT-11 and 2 Nos.– GSAT-19)ground beacon stations are planned to support on-board Ku-band tracking system. Eachterminal shall consist of the following.

a) 1.2 m Offset Feed Prime Focus antenna with 2 port CP feed systemb) One receive chain consisting of LNBC (1:1 redundant system).

i) Spectrum Analyzer (Customer supplied)c) 1:1 redundant uplink chain with each chain consisting of the following systems.

i) 10W Outdoor Mount L to Ku-Band BUC.ii) L-Band Signal Generatoriii) Dual Channel Power Meter

The supply, installation, testing & commissioning of the above beacon transmitterterminal is to be completed on TURN KEY basis. Four terminals for GSAT-11 has to beinstalled at Gunturu, Amravati (Maharashtra), Kanpur, Erode and another two terminalsfor GSAT-19 has to be installed at Gunturu & Erode. The configuration of the beacontransmitter is as shown in Fig – 1 below.

The above RF system shall be in 1:1 redundant mode with auto changeover switchingduring any faults. Monitoring & Control system with related hardware, software and stateof art personal computer to be provided to control & monitor the parameters of all theequipments. The party shall supply, install, test & commission the equipment on TURNKEY basis and offer training to ISRO identified personnel.

General InstructionsEach bidder shall provide the following details:

1. Number of similar systems the company had delivered and the customersaddress.

2. Financial profile of the company and their product range.3. Manpower profile of the company and the experience in the field of satcom.4. The C/No and level diagrams shall be provided. Also G/T, EIRP, Wind load & Rain

attenuation analysis for the proposed system shall be provided with the quotation.The minimum EIRP requirement is 49.0 dBW.

5. Compliance statement for all the specifications and requirements shall beprovided along with the quote. Also project schedules shall be provided with thequote.

6. Above details are to be provided for evaluation of the offer.7. All the equipment shall be powered up by 230 Volt AC single phase, 50 Hz.8. The antenna control system shall have required DC voltage for LNBC and shall

have provision for LNBC status monitor.9. The Antenna terminal and the Directional coupler shall be calibrated and the data

sheets to be provided over the frequency range.10. Reputed manufacturer products shall be used and these shall be supported with

detailed technical catalog and Specification datasheet.11. The parties shall give the split cost for the Supply of equipment, its Installation,

Testing, Training, etc., with individual cost of major equipment to be submitted intwo sealed envelopes – one priced and the other unpriced superscribing theenvelop as “TE No ______________ list of deliverable – unpriced” and “TE No________ list of deliverable – priced” on or before the Tender submission duedata and time.

12. The installation of the system will include civil works such as antenna foundation,antenna anchorage and other related works. Site for Installation of the system willbe identified by MCF.

13. MCF reserves the right to order the whole system or a part of the system given inthe RFP.

14. All equipments operation and Maintenance manual shall be provided with Factorytest data.

15. In case of downlink signal degradation during rain/cloudy conditions, uplink powershall be increased accordingly. This shall take place automatically in real time.

16. The party shall not be constrained by the specifications laid down in thisdocument and shall propose better systems and techniques to achieve theobjective.

17. The party shall provide required support during interfacing of MCF software withthe party supplied M&C software.

18. All the listed deliverable items shall be delivered at the respective installation sitesas mentioned above. If the party submits the quote in INR currency, the deliveryterm is “FOR Destination” and if the quote is submitted in FE currency, thedelivery term is “INCOTERM DDU – Destination”.

Warranty and Scope of AMC (Annual Maintenance Contract)Warranty:

1. The party must include on-site warranty for ONE YEAR from the effective date ofacceptance of the entire system.

2. Warranty shall include preventive and unlimited break-down maintenanceincluding repair/replacement of material, spares, modules, computer system,software etc.

3. The party shall be responsible for the manufacturer’s warranty in respect of all theequipments, accessories, etc. During the warranty period the party shall maintainthe equipment and repair/replace all the defective components at the installed siteat no additional charge of whatsoever nature to the Department.

4. During warranty period, the party should ensure that defects in the systemreported on any working day are set right within seven days from the date ofreporting. In case, the system or any equipment cannot be repaired within thestipulated period, the party shall provide a replacement till the system/equipmentis returned duly repaired.

5. In the event of the party’s failure to supply & provide allied services within a

reasonable period, the Department on its own will get the defects rectified through

another agency at the risk and cost to party and repairs rectified through another

agency in such circumstance will not affect the liabilities of the party on the

warranty for its remaining period nor will it affect the party's liabilities on the

stipulated post-warranty Annual Maintenance Contracts.

Annual Maintenance Contract (AMC)1. The party shall give an undertaking and quote to provide AMC for a minimum

duration of 2 years on expiry of the warranty and extendable by one more yearwith same terms and conditions.

2. The party is expected to maintain the system including allaccessories/components and software supplied for five years after the expiry ofwarranty period.

3. The party shall maintain the equipment and repair/replace defective components,major or minor and may use for this purpose spares or consumables at noadditional charge.

4. On-site annual maintenance charges, for the post warranty period, must bequoted per year/per terminal basis separately in the Price bid.

5. During the AMC period, the party shall carry out software upgrades (if required) tomaintain smooth functioning of the M&C system.

6. The party shall prepare a Scheduled maintenance plan consisting of periodicity ofthe maintenance and a comprehensive check lists involving all the components &systems and shall submit it to the department for approval. The maintenance shallbe carried out as per the approved plan, and the checklists as approved by thedepartment shall be submitted in each quarter along with the user certifications.This plan shall include predictive maintenance also (replacement of the sparesbefore failure based on design life and on the measured values).

7. The party shall also revise (and obtain approval from the department) theseschedules and plans time to time to bring in improvements to increase thereliability and availability of the system.

8. In the event of the party’s failure to maintain and rectify the system within a periodof fifteen days, Department on its own will maintain/rectify through another agencyat the risk and cost to party and repairs rectified through another agency in suchcircumstance will not affect the liabilities of the contractor for the remaining AMCperiod.
