1.0 Introduction

The site

Kupe South Reserve is a small neighbourhood reserve

located within the Ōrākei Local Board area . The reserve is

accessed off Kepa Road and Kupe Street. It is dominated

by the Ōrākei Tennis Club’s facilities, and also contains

a small playground, car parking, paths, vegetation and

green open spaces.

Project scope

The project scope includes the whole of Kupe South

Reserve and Nehu Triangle. The development plan will

include:

• analysis of the subject site and the wider environment

• analysis and assessment of options for the location

of the playground and car parking areas within the

reserve. The car park and playground are condition

rated 3 and 4 respectively and are currently up for

renewal,

• address safety issues through Crime Prevention

through Environmental Design (CPTED).

This information will inform the resulting masterplan

which aims to optimise the parks major assets in relation

to the community’s needs.

The development plan will act as a catalyst and guide for

any future upgrade and renewals projects located within

the reserve in the short to medium term (+/- 10 years).

Process

The adjacent diagram shows the process involved in the

creation of this development plan.

A series of pre-design workshops were held with key

stakeholders through March and April 2017, with the aim

to clearly scope the project and identify the full range of

issues, opportunities and constraints on the site. A list of

stakeholders and the key feedback from these sessions is

available in section 7.0 of this document.

Following the development of the draft masterplan

another round of consultation will be carried out to

receive feedback on the plan prior to adoption.

Ōrākei Tennis Club Lease Area

Existing land uses

Kupe South Reserve is a small neighbourhood reserve

with an overall area of 1.08ha. The reserve is largely

landlocked with two primary entrances/exits. Vehicle

access is provided off Kupe Street, and pedestrian

access off Kepa Road and Kupe Street. A second narrow

pedestrian path (grassed path) connects the northern

end of the reserve to an alleyway that runs between

Reihana Street to Kupe Street.

The Ōrākei Tennis Club facilities dominate the central

portion of the reserve. The tennis club has been located

on Kupe Reserve since 1947. At its opening it had two

asphalt courts and a wooden clubhouse. The club now has

seven floodlit courts and a large two-storey clubhouse

building. The club were granted a 10 year community

lease commencing 1 September 2016. The tennis club

lease area is shown on the following map.

Two green open spaces are located to the west and north

of the tennis courts. The western area is relatively flat

and contains a small, run-down playground. The northern

open space slopes away towards the property boundary.

These spaces are partially connected by a gravel path

running along the northern tennis court boundary. A

sealed pedestrian path also runs from Kepa Road to the

Ōrākei Tennis Club.

Planting is concentrated around the property boundaries

and consists of dense trees and shrub planting. Some

low shrub planting borders the south-eastern corner of

the tennis courts and trees line the pedestrian entrance

off Kepa Road. A tall, dense windbreak flanks the south-

western edge of the three western tennis courts.

Car parking is located beside the clubhouse building

(approx 7/8 parks), and a gobi-block area of overflow

parking is located in the south-eastern corner of the site.

Surrounding land uses

The reserve is surrounded by housing along its

northern, western and eastern boundaries. Housing

is a combination of small apartment buildings, single

dwellings and duplexes, and a large proportion of these

are Housing New Zealand owned. The reserve is flanked

by a number of community and commercial facilities

along Kepa Road, these being St James Anglican Church,

a Z petrol station and the Ōrākei Community Centre.

Ōrākei Plunket is located at 16 Kupe Street beside the

entrance to the reserve, and the Ōrākei Presbyterian

Church and childcare centre is located on the reserve’s

western boundary.

A small neighbourhood shopping centre and associated

car parking area is located on the corner of Kupe Street

and Kepa Road, across the road from the reserve.

The Nehu Triangle is a open grassed site with trees. It

measures 0.34ha in size and is surrounded by Kepa Road,

Nehu Road and Coates Avenue.

Given the dominance of Housing New Zealand (HNZ)

properties flanking the site, as well as the awkward shape

of the reserve, HNZ were approached to see if there was

any opportunity for a joint redevelopment project. For

the time being however, this area is not on the HNZ

project list.

Statutory context

This land is held by the Crown through the Department of

Conservation as part of the Ōrākei Domain, classified as

a recreation reserve and subject to the provisions of the

Reserves Act 1977, and vested in the Auckland Council, in

trust, for recreation purposes.

The Auckland Unitary Plan identifies Kupe South Reserve

as a Public Open Space - Sport and Active Recreation zone.

This zone applies to public open spaces used for indoor and

outdoor organised sports, active recreation and community

activities and includes facilities such as sports fields,

buildings and structures. The zone aims to:

Objectives

1. Indoor and outdoor sport and active recreation opportunities are provided through a network of quality public open spaces that meet the community’s needs.

2. The use of public open space for sport and active recreation is maximised.

3. The amenity values of the public open space and surrounding areas are maintained.

The Nehu Triangle is zoned Informal Recreation. The zone

aims to:

2. The open and spacious appearance of public open spaces is protected to maintain the amenity values, character, and any historic and natural values of the public open space

the southern boundary of Kupe South Reserve which is a

Community Zone.

Proposed public plaza – the new public space will feature new paving, areas of planting, artworks, and seating. There will be spill-put space provided in front of businesses to allow for outdoor seating. The large open space will allow for various community activities including markets, performances, special gatherings and exhibitions. The following plan is a Preliminary Design Concept is

taken from the Kepa Road / Kupe Street Urban Design

Concept Report (by GHD, August 2013).

The primary focus of this report was to provide high level

urban design opportunities for the Kepa Road / Kupe

Street shopping area, however Kupe South Reserve has

been addressed as part of the design concept due to its

proximity to the shopping area. This plan proposes that

the main playspace is located in its current location, and

proposes an addtional youth-focused playspace within

the northern open space.

This document is in agreement around the location

of the main playspace to the west of the courts (refer

section 7.0), however it proposes to retain the northern

area as passive open space due to its steep contouring,

and to incorporate additional youth activities (basketball

half courts etc) into the main play space.

6.0 Surrounding public playground and youth space provision

The playground at Kupe South Reserve is in a poor

condition. It recently had its T-bar swings removed for

safety reasons. It contains a small junior module and a

see-saw. It is condition rated 4 and is up for renewal.

The playgrounds closest to Kupe South Reserve are Kupe

North Reserve and Patteson Avenue Reserve. These

are both small neighbourhood playgrounds and were

renewed in 2015. Larger playgrounds are located at both

Okahu Park, Ōrākei Domain and at Selwyn Reserve in

Mission Bay. These four playgrounds typically cater to

the 3-12 year age group. A fitness park has also recently

been opened at the eastern end of Selwyn Reserve.

This map shows that there are no other playgrounds

within a 5 minute walk of Kupe South Reserve. Kupe

South Reserve is the closest park/playground to both St

Josephs School and Ōrākei School, as well as the adjacent

Plunket and community centre.

Much closer to the subject site there are a number of

smaller playgrounds (the majority of which are located

on private property):

• A small module within the Ōrākei Tennis Club. This

equipment is fully fenced and is not available for

public use,

• Playday Childcare Centre adjoining the Ōrākei

Presbyterian Church on the corner of Reihana Street

and Coates Ave,

• Ōrākei Plunket at 14 Kupe Street has a small

playground at the rear of its site.

These playgrounds are mentioned should the possibility

of a public/private partnership become possible.

Due to the proximity of Kupe South Reserve to both

Ōrākei School and St Josephs School, the Ōrākei

Community Centre, Ōrākei Plunket and the local shops it

is recommended the the existing playground be renewed

on site.

8.0 Consultation

• OSH: existing mature trees to the north of the courts shade the courts and make them slippery in winter

• LIGHTING: no lighting to alleyway to the rear of the tennis club (this access is frequently used until 10pm in summer) - many members are locals who walk to the club

• LANDLOCKED SITE: Poor street presence

• SAFETY: History of break ins and robberies

• PLAY: Would oppose the relocation of the playground to the overflow parking area due to loss of parking capacity

• VEGETATION: remove/thin out vegetation that shades the courts to reduce risk of slipping

• trim the top of the windbreak trees to south of courts to open up sight lines within the site

• LIGHTING: light key pedestrian routes through reserve to increase safety for reserve users

St James Anglican Church

• Do not currently use the reserve very much

• PLAYGROUND: does not appear to receive high use, has poor visibility from the road

• Vandalism and rubbish dumping

• SAFETY: Visibility/surveillance/perceived lack of safety

• ACCESS: Kepa Road is very busy, hard road to get out onto (vehicles exiting from church car park)

• VEGETATION: possibility of removing vegetation along northern boundary and replacing with low fencing to decrease the current ‘corridor effect’

• LOCATION: reserve is in a strategic location, and could be developed as a meeting/ gathering place for the different local communities and cultures to meet (marae/church/community)

Ōrākei Presbyterian Church

• PLAYGROUND: children from our church use playground sometimes, particularly on Sundays. Kindy children also use it sometimes. We notice children that live in surrounding properties using playground.

• COMMUNITY GARDEN: great resource, we like this, and use it sometimes.

• COMMUNITY DAYS: We use park for church community days.

• VIEW SHAFTS: properties facing Reihana Street are too close to each other.

• CHURCH KINDY: children sleep during the day so are sensitive to noise. They also have their own play facilities.

• VEGETATION: remove dense shelter belt hedge and thin trees on northern slope, blocking view to harbour.

• DRAINAGE: poor drainage and boggy grass.

• SAFETY: Traffic safety concerns with surrounding busy roads.

• VIEW SHAFTS: nice that there are views out to the street through spacious Housing NZ properties. We also like having the open space to look out to at Nehu Triangle.

• CHURCH KINDY: children may use the playground if it was better. The teacher takes them to park sometimes.

• SAFETY: feel safe letting our children play there as it is enclosed, traffic safe, and close to our church. There are nice people in the surrounding properties.

• PLAYGROUND: want a playground like Kupe North Reserve.

A series of pre-concept scoping workshops were held in

March and April with the following groups in order to

clarify the scope of the project and identify existing site

issues and opportunities:

• Internal council staff

• Ōrākei Local Board

• Mana Whenua

• Eastern Bays Network

A group of key stakeholders were also identified,

consisting of landowners or community facilities located

adjacent to the reserve, and groups with a vested interest

in its development. These parties were consulted with

directly and were asked the following questions:

1. How do you or your organisation currently use the

reserve?

2. In your observation how is the reserve currently used

and by who (ages, activities, times of day)?

3. Can you identify any specific issues with the reserve

(stormwater, safety, parking, play provision)?

4. Can you identify any opportunities to improve the

future use of the reserve? How could the reserve be

better used or enhanced?

5. Any other comments?

• PARKING: overflow parking should be turned into a proper paved parking area.

• NEHU TRIANGLE: prefer to leave this alone.

• ACCESSIBILITY: hidden from street, make better entrances, more pedestrian friendly. Plunket building currently impacting on site.

Ngāti Whātua Ōrākei (NWO)

• NWO interest in this park as lead Mana Whenua in this project

• PLAY: Opportunity for a well designed/safe playground for tamariki

• CONNECTIONS: Opportunity to create good and safe connections for cyclists and pedestrians through the site

• STREET PRESENCE: Provision of clear signage and features that can attract more users, including marking the entrances

• RECOGNITION: of NWO as mana whenua ie via interpretative signage and cultural design elements

• VEGETATION: Recognise and use bio-diversity and native plantings within the project

Key consultation themes

• General consensus amongst stakeholders that - aside from use of the tennis club facilities- the reserve is currently under utilised

• Most common user group identified as people

walking or running through the reserve

Creating safe, people friendly, community orientated places

A number of CPTED (crime prevention through environmental design) concerns have been identified within the current reserve, exacerbated because of its landlocked nature. The reserve has poor visibility from the street and sightlines within the reserve are partially obscured by overgrown vegetation and the tennis courts.

Proposals:

• investigate installing lighting to primary pedestrian routes to improve safety for those using the reserve and tennis courts after dark

• crown lift trees and clear tall shrubs that can be used as hiding places to alleviate safety concerns. New shrub planting should grow no higher than 1m to maintain clear sightlines

• ensure boundary fencing is kept low (1.2m high maximum) to maintain passive surveillance of the reserve

• trim windbreak trees to open up views across the site

The two open green spaces within the reserve are currently undeveloped and there is no site furniture within the reserve. There is an opportunity to enhance and encourage the use of the reserve for rest/ respite through the installation of a suite of furniture and amenity planting.

Proposals:

• maintain a balance of open grass areas for passive recreation

• introduce shade/specimen trees to open lawn areas to improve amenity

• provide site furniture to accommodate and encourage the use of the park as a picnicing, gathering space

• ensure proposed site furniture is cohesive and consistent

• clear planting in strategic locations to open up views towards the Waitematā Harbour

• manage and clear weeds and invasive pest plants

• select native species for new and replacement plantings

The reserve has poor street presence due to its landlocked nature. In addition, the existing pedestrian connections throughout the reserve are unconnected and disjointed. Improving the reserve entrances and the pedestrian and cycling connections within the reserve would encourage higher use of this space. There is also an opportunity to investigate strengthening the interface between the community facilities that back onto the reserve.

Proposals:

• improve the legibility of the Kepa Road and Kupe Street entrances to enhance the street presence of the reserve

• implement the section of the Ōrākei Greenways Plan that the runs through the reserve to encourage more use of the reserve as a thoroughfare

• investigate opening up the community centre and the St James Anglican Church onto the reserve to increase park activation and passive surveillance

• create a looped pedestrian path connecting the sites key open spaces

• Ensure safe and legible pedestrian and cyclist priority at reserve entry points and throughout the reserve

The playground is currently in a poor condition and up for renewal. It currently caters to preschool aged children. The area where the playground is located has drainage issues

Proposals:

• Upgrade the playground so it is more attractive and appeals to a wider range of children

• Investigate the introduction of additional recreational activities to the reserve to cater to a wider range of users

• encourage use of the reserve for walking, cycling and jogging through the introduction of a legible path network

• improve drainage to solve stormwater problems

The key objective of the development plan is to activate the reserve and attract a wider range of users to the space. To this end the following design principles have also been identified as guiding principles:

Rakino IslandRakino is a small island, measuring approximately 146 hectares; the island is 2.4 kilometres long and 1.2 kilometres wide. The hilly topography is comprised of three layers; a foundation of greywacke rock, then a thick mantle of clay soil, and then fi nal layer of fertile of volcanic topsoil from Rangitoto. The island vegetation is mostly pasture with pockets of coastal Pohutuakawa.

There are approximately 76 dwellings on Rakino island (mainly holiday accommodation). The population of approximately 16 Rakino Island residents enjoy the privacy and isolation of the islands location. The residents are largely self-suffi cient, generating their own electricity, collecting rainwater and treating septic waste on-site. The lifestyle on Rakino Island is unique, in that it provides basic island living whist still in close proximity to a large city – Auckland.

Public beach access is restricted to Sandy Bay, Home Bay and Woody Bay (accessed via Jane York Place). There are no shops on Rakino Island.

Rakino Island is part of the joint initiative between Department of Conservation and Auckland Council, to help protect the islands in the Hauraki Gulf. Rakino Island is one of the few islands in New Zealand that is pest-free, with no possums, rats, pigs, goats and rabbits, providing a safe haven for many of our rarest and most endangered birds, animals and plants.

To help preserve the environment, please check your boat and gear for:

• rats• mice • Argentine ants

• Rainbow skinks• soil and seeds

The following are strictly prohibited on the island:

• open fi res• camping

• littering

Please respect private property.

Rakino Island historySir George Grey, Governor of New Zealand, bought Rakino in 1862. Grey had been looking to acquire an island where he could escape the pressures of public offi ce. Grey also had an interest in the acclimatisation of plants and animals, and an island would enable him to have a high level of control over this process. Grey initially started building a house on Home Bay on Rakino Island, but soon abandoned his plans when Kawau came up for sale.

In 1874, Albert Sanford leased the island from Sir George Grey before eventually purchasing it outright. Sanford, and later this descendants, would occupy Rakino for nearly 80 years. Albert Sanford was one of the founders of the Auckland Commercial fi shing fl eet. His company started on Rakino Island in 1881, and he sold fi sh on the wharf at the bottom of Queen Street, Auckland. The family home he built still stands today in Home Bay. It was constructed using Kauri logs rafted from Mercury Bay on the Coromandel Peninsula.

In 1963, the island was bought by Dr Maxwell Rickard, president of the UPO (United people’s Organisation (Worldwide Incorporated)), with the aim of setting up a philanthropic community. The plan for the island included a clinic for disturbed and nervous patients, an international orphanage, a refuge for unmarried mothers and homes for the elderly. However, these plans did not eventuate and the island was subdivided in 1965 into 25 blocks of 10 acres (40,000m2) and 125 smaller pieces of land, which sold for between 2500 and 6000 pounds.
