In total, nearly 30 f amilies fled the flooding with 21 homes submerged to some degree and another 9 homes deemed to be in imminent danger of flooding. Two local residents,Mangku Suitra and Luh Sariati,told Bali Post that the flooding ofthe lake's shore line began about10 days earlier when heavyrainfall covered the mountain-

lake district of Bali.Despite a pause in the rains, thelake's level continued to rise,eventually covering the shorelinehomes. Other local residentsblamed the unusual flooding on

t h e i n a b i l i t y o fcatchment areas to absorbrainfall.

The last time the lakeflooded was in 1972. Theflooding of the lakes follows aseries of years in which thewater level of the lake has beensteadily declining.

Authorities in charge ofthe protected jungle areas havetold the press they will allowthose who have built temporarysheds to remain on the forestedlands for a limited period. Therefugees from the lake's shoreare largely employed as daylaborers and f ishermencausing many of the displacedfamilies to now be running shorton basic food supplies.

Quoted in NusaBali, thechief of the Disonaker office inDenpasar, Erwin SuryadarmaSena, said his agency is taking

steps to reduce the prevalence ofillegal foreign workers. Promisingcloser supervision of companiessuspected of employing foreigners

illegally, Sena said, "Wewill tighten surveillance of theseforeign workers."

Senda said that he feltcertain that there were hundredsof illegal foreigners working inDenpasar. "Our data shows 556

foreign workers, but we suspectthere are many more who areunregistered. We are now urgingcompanies to report all their

foreign workers,"said Sena.

According to Sena,many foreigners areemployed in the tourism,service, education andfisheries sectors of theeconomy. He said thef i s h e r i e s i n d u s t r y

G'day again readers and welcome to another week at the KutaWeekly. We had a heap of feedback on a story that was run last week inthe paper about the amount of accidents on the roads here, and I cansay to the many of you that sent us emails or called asking if thestatistics are correct, that yes indeed they are. Many people come toBali and hire a bike then proceed to drink too much and ride like theyare in a grand prix race, belting down the bypass as fast as they can,weaving in and out of traffic like they have been riding a motorbike foryears when in fact they have only even ridden a push bike back home. I

think we have all seen the large crews of young tourist blokes riding in packs from pub to pub, some withthose damned surf board racks attached to their bikes, which I hate, and these guys just don't have anyregard for safety. Some of them choose to buy a cheap helmet that is about as useful as a bull with tits andwould be better used as a baseball cap, with others opting to not wear one at all. Mostly they don't wear anyprotective clothing while they race the streets and you all wonder with amazement at the amount of headinjuries there are on the busy streets of Bali.

I think the police do try to slow these guys down and do indeed stop anyone they see riding with nohelmet or without a shirt for that exact reason. They are aware of the statistics and are put on the street to tryto stop such things happening. The powers that be up here do actually try to make Bali a great place tospend a few weeks on holiday and not the nightmare that it would be should you crash your bike and end upwith severe head injuries. My advice, for the two fifths of nothing that its worth, is to use the roads verycarefully up here and respect the bitumen. Like the age old question goes “who is the biggest black killer inthe world to date? Any idea punters??? It's the road, so treat it with courtesy and ride as safely as you can.Insist on a decent helmet when you hire a bike and always wear a shirt at very least while riding.

Ok with that off my chest I will congratulate the Mighty Pies for their back to back wins last weekendand look forward to the start of the real footy season. Be sure to get into the “Kuta Townhouses” and

register for the annual footy tipping contest, as usual the after party Is the best part of it all, with the “KutaTownhouses” continuing to be the undisputed home A.F.L football in Bali. Why bother going anywhereelse?? They will be, as is usual, televising all games for the season live, and have the best staff for service,and some of the coldest little green bottles I've ever drank on the island not to mention the food menu. Iguess you have to ask yourself how a place can be 100% booked all year round. I think that says it all. Ibelieve Pete is running the tipping this year, throwing in a few more mystery rounds to keep us all guessingtill the end, and is in development of some bar snack for the punters during the games. Keep up the goodwork lads.

So there you have it, babble babble babble for another week, and it amazes me how quickly timefly's, up here. A smart man said to me just the other day “it's always the same, time and money both fly past”and from my point of view, aint that the truth. Stay safe folks, be happy, and enjoy your week. Deaf dog gets s ign language trainingA dog who couldn't hear haslearned some sign language thanks

to inmates at a U.S. prison andchildren at a school for the deaf.Inmates at a Missouri prison tr ainedthe deaf dachshund named Sparkyin sign language and then asked theMissouri School for the Deaf inFulton to take him in.

Today, Sparky is right at homewith the school's youngsters, whohave taught him additional signlanguage. And a second deaf dog, aBoston terrier named Petie, may be onhis way to the school soon.Superintendent Barbara Garrison

approved bringing Sparky tothe school.

"She really thought it would bea great learning experience for thekids," Garrison's secretary BarbaraMcGrath said in an interview. Sparkycame from the South CentralCorrectional Center in Licking,Missouri, which has also offered Petie.Garrison is interested in taking in Petiebut only if she knows it can eventuallybe placed in a permanent home aftersome sign language training, McGrathsaid.

"It'sbeen wonderful -- it's gone far beyondwhat we thought it would be," Hollandsaid. "Their goal is just to get thesedogs a home.”

Government Agencies Vie

for Office Allocations inPlans for Renovated BaliNgurah Rai InternationalAirport.

Points of contention haveemerged in recent discussionsover the expansion of Bali'sNgurah Rai International airportled by a deputy for the economyfrom the vice-president's office,Tirta Hidayat, and conducted atthe Badung Regency governmentoffice on Monday, February 7,2011. As reported by Bali Post,problems have emerged over theexchange of space occupied in

the current facility by governmentagencies and the new space to beassigned them in the revampedairport. Unable to come to ac o n s e n s u s , t h e m e e t i n gadjourned with no agreement inhand between the governmentagencies and the airport'smanagers - PT Angkasa Pura I.

T h e p r o b l e m o fexchanging space allocationsfrom the "old" airport to the "new"airport, once renovations arecompleted, revolve mainly aroundpoints of contention among the

different governmentagencies residing at the airport,such as the Immigration, and theC u s t o m s a n d E x c i s eDepartments. The immigrationdepartment is unable to reach anagreement on the size to beaccorded for their renovatedpremises. Immigration officials

have asked the a i rpor t ' smanagement, PT Angkasa Pura Ifor one-thousand square metersof office space, while the airportmanagers are only prepared togrant 600 square meters.

Similarly, the Customsand Excise office is seeking anexpansion of space in therenovated facility, claiming thecurrent space allotment is "notrepresentative" and out of stepwith their desire to serve thepublic. The head of the airport'scustoms office, Made Wijaya,said more space is also need to

accommodate planned increasesin staffing levels for Customs andExcise operations. At the veryleast, Wijaya is seeking at leastthe same amount of space in therenovated fac i l i ty as h isdepartment currently enjoys.

The allocation of space atthe renovated airport has beenthe subject of repeated meetingbetween airport managers andthe government agenciesconcerned without a resolutionacceptable to all parties beingachieved. Tirta Hidayat of the

parking and coordinated buildingstructures. Phase one isscheduled for completion inJanuary 2012. Phase two coversrenovation work on the domesticterminal, an expansion of theapron, and creation of a tollgateall of which are targeted forcompletion in the first quarter of2013. The third phase of theairport, dealing with screeningsystems renovation, will begin inMay 2011 for completion by April2013.

Two robbers are on the run with 20,000Euros ($16,875) worth of rose-scentedstamps stolen from a stationery store innorthern Germany after their demand forcash was unsuccessful.

The two men entered the stationery storeon the main street in the village of Barsbuettelarmed with pistols and demanded money from thestore's 40-year-old owner, police spokeswomanSonja Kurz said on Friday.

The Bali Zoning DebateBali Tries to Find a BalanceBetween Profit, Developmentand Cultural Preservation inDebating Island-Wide ZoningRegulation.

A leading Balinese voice onenvironmental and legal issues,Professor Sr. I.G.N. Wairocana,questions the sincerity of Balineseofficials efforts to save Bali's natural

environment. He sees the policiesimplemented by local office holders asmore concerned with their own narrowlocal and regional interests, rather thanwith the wider concern for saving Bali.

Quoted in Bali Post, Dr.Wairocana said: "Bali is very small. If allthe officials only prioritize the interest oftheir own districts without consideringthe interests of other districts, thenclearly Bali will become off-balance.This imbalance will mean there is nolonger a sense of pride that can bepresented to foreign tourists."

Wairocana, the dean of thelaw faculty at the Udayana University inBali, condemns the misguided thinkingof policy makers who favor only theirown home districts with little or noregard for the wider interests of Bali asa whole. Law no. 32 of 2004 on regionaladministration, he insists, is clear onthe respective powers held by regionaland provincial governments. Thatregulation stipulates that the regencies(kabupaten) do not enjoy an absoluteright to govern, requiring that theyalways coordinate their actions with theprovincial administration. "The law isclear: there is no power that standsalone," he explained.

Focusing on the efforts ofvarious regencies in Bali to give specialpermission for the construction of newhotels when, in fact, the area is already

adequately served by itsexisting hotels, Wairocana said there isa need for clearer thinking as towhether or not a new hotel or newattractions would better serve Bali bybeing located in another regency. Hecontinued, saying hotels should not beallowed to over-accumulate in Badung,the city of Denpasar and Gianyar, butshould be built in new areas such asJembrana, Buleleng, Tabanan, Bangli,Karangasem and Klungkung areasthat do not yet enjoy their fair share ofBali's tourism success.

The expert on law believes amore even distribution of tourismbusinesses across the island will bringthe added benefit of reducing the shareof hotel and restaurant taxes fromregencies located in the south of Balithat must be "shared" to the remainingregencies on the island.

When asked about how tohandle the existence of illegal orunlicensed hotels in some locations inBali, Wairocana said the first step is toexamine the state of the subject hotels'licenses and permits. If the licensesand permits are in order, then the hotels

in question are not in violation of thelaws. He explained that even if alicensed hotel is standing in a forbiddenarea under a new regulation, it cannothave its business disrupted becausenew laws cannot be brought to bear onactions that predate their introduction.

Badung Regency on theOpposition

Wairocana then shifted hiscomments to address the currentpolemic surrounding the issuance of aletter by Bali's governor demandingBadung strictly implement the 2009zoning law (RTRW). The Badung the

administration has respondedto the governor's command, criticizinga n d r e j e c t i n g t h e R T R W ' senforcement.

The governor 's wr i t teninstructions to the Badung regencycalls for the enforcement of the zoninglaw on at least 25 villas and hotelsstanding within a 5 kilometer radius ofthe Uluwatu sacred temple, includingtwo structures that are also in violationof set-back rules from the ocean's high-water mark.

In an official response from theBadung House of Representatives(DPRD-Badung), the regency's lawmakers have formally refused toimplement the controversial 2009zoning law. Complaining that the law isnot being applied in a comprehensiveand island-wide manner, they say thenew zoning law also fails to pay heed tothe specific needs and situation of theregency of Badung.

Similarly, the regent ofBadung, A. A. Gde Agung, has writtento the governor rejecting the order toimplement the 2009 zoning law, citingthe laws negative impact on the lives of

the people of his region.T h e B a d u n g r e g e n c yspokesman, Wayan Weda Dharmaja,told the press that the 2009 RTRWcannot be implemented as the processof synchronizing the regency's RTRWwith the provincial RTRW is stillunderway.

New Nusa Dua Toll Way in Balito Sacrifice 2 Hectares ofProtected Mangrove Forests.

The proposed elevated tollway connecting Nusa Dua andBenoa will require the sacrifice oftwo hectares of protectedmangrove forests needed toconstruct access ramps at theNgurah Rai International Airport,Tuban and Nusa Dua.

The need to convert themangrove areas, seen byenvironmentalist as essential tothe maritime food-chain and

erosion prevention, wasrevealed in a presentation madeby the consortium of 5 state-owned companies backing theproject. Developers claim that95% of the structural work for thenew toll way will be over water, nutthe three critical access points willnecessitate the destruction ofmangrove forests. While the loss

of the natural habitat is regretted,Abdul Hadi, a director of PT JasaMarga and the spokesman for theconsortium, is seeking localgovernment and tourism industrysupport for plans to build the newhighway.

In addition to securing localgovernment easements from theprovincial zoning law, the projectdevelopers must also deal withissues of land acquisition, theconversion of a high voltage powerline to an underground cable andalterations to the Ngurah Raimemorial statue near the entrance

to the airport. There is alsothe potentially problematic issue ofa religious temple standing in anarea needed for an access rampthat must be resolved before theproject can move ahead.

According to Bali Post, onealternative under review is theconstruction of a roundaboutaccess ramp that will allow the

Ngurah Rai monument to remainintact.

The toll way project is alsoseeking an exception from the 2009Bali zoning law (RTRW) in order toproceed. The timing of theseexceptions from the zoning lawcome at problematic time when thegovernor is embroiled in a pitchedbattle with several regencies in Baliwho are seeking to have the RTRWset aside in favor of completeautonomy for each regency inestablishing their own zoningstandards and regulations.

Surfing BaliBali is part of the Indonesian

archipelago of 18,700 islands andlies approximately 8°C south of theequator. The majority of thepopulation of Bali are (Balinese)Hindu, a unique mixture of

Hinduism & Buddhism. The uniquereligion and culture of the Balinesepeople is one of the reasons theisland remained an oasis of peaceand calm throughout the chaotictimes in Indonesia since the fall ofthe Suharto dictatorship in 1999and has helped sustain the spirit ofthe island during the last few yearsas Bali and the Balinese peoplehave suffered their own turbulenttimes of unbelievable sorrow andthe resulting economic hardships.

Bali is blessed by naturewith a short, hot wet season and alonger, cooler, dry season and

tourists flock here all year round.Many tourists choose to arrive in thedry season - which nowadaysappears to cover a longer periodfrom April to late November. Thebusiest period is during the holidayseason of August, which is also thecoolest month on this Island of theGods.

West Coast coach J ohn Worsfold believeshis players will benefit from breaking theirlong losing streak after wins in b oth NABCup matches at Patersons Stadium lastnight.

As Worsfold challenged his charges tomaintain the standard this year, Fremantle coachMark Harvey says there is no cause for panicdespite his team losing to the 2010 woodenspooners and a vastly undermanned Hawthorn.

The Eagles advanced to the NAB Cupquarterfinals by beating Hawthorn 5.1 (31) to 4.5(29) and Fremantle 5.7 (37) to 4.1 (25).

Worsfold said the wins, the club's first sinceround 16 last year, were valuable to the group butthey needed to continue playing to a high standard.

"It's a young group which hasn't had a lot ofsuccess in recent years," Worsfold said.

"It's always nice to win. We achieved whatwe wanted to achieve out of the night and won bothgames so it was good.

"There's obviously quite a few guys thatdidn't play at all. A lot of those will be ready for a hit-out in a couple of weeks. (Mark) LeCras will be fit,(Luke) Shuey will be fit, Adam Selwood is right,Beau Waters maybe, (Patrick) McGinnity maybewill be right.

"It's always nice to have pressure for spots ifthe players who have got the spots are able toperform at the right level. I think we're seeing a lot ofour players, from our training and what we sawtonight, are stepping up. They've now got good

Dawes joined the near-unanimous thumbs down verdictfor the NAB Cup experiment afterSaturday night's wins over

Richmond and Carlton at EtihadStadium.

The AFL is trialling the newout of bounds interpretation onlyfor round one of this year's pre-season competition.

Under the trial rule, thelast player who touches theball before it goes out ofbounds concedes a free kick,unless it happens in a contest.

one in the Bracken mould to tieup the other end.Nathan Hauritz would

Which brings us to thefinal team in the equation. SriLanka does not quite boast thelist of stars that other nationshave. And yet their current teamis potent, settled, and movinglike clockwork. Perhaps in thiscase, the absence of starwattage helps everyone keepthe glare out of their eyes.

Sri Lanka also have thebest one-day bowler in the world inLasith Malinga, a man who holdsup scoring while always remainingan attacking threat. Batsmen stillstruggle to counter his peculiarslinging action, and his ability to hitpinpoint yorkers with such a round-

arm technique is astonishing.Nuwan Kulasekera andThisara Perera are two less-heralded but extremely usefulseam bowling options. To followthem comes Muttiah Muralitharan,the most experienced ODI bowlerin the world, in his farewell tointernational cricket, and hisunderstudy, Ajantha Mendis.

With a number of part-timespin options to complement them,it's a varied attack well suited tosubcontinental conditions.

More than the calibre ofplayer, though, is the feeling ofpurpose and unity about this team.You sense they have been buildingtowards this for the past couple ofyears. The fact that they came toAustralia this summer and won instraight sets was no accident. Byall appearances, the Sri Lankansare settled, confident, sure of theirroles, and playing for each other.

The talk of the footy worldthis week has been on theG W S G i a n t s a n d t h euncontracted players theyhave targeted, or if youb e l i e v e t h e r u m o u r spossibly already signed.First, the speculation was on

Melbourne young gun TomScully.Then, not for the first time,

the Collingwood trio of Dane Swan,Scott Pendlebury and DaleThomas had their names thrownabout.

Just when you'd forgottenall about the Gary Ablett “will-hewon't-he” saga, it all starts again.

On Scully, the rumour wasthat he'd already agreed to a multi-million dollar deal with GWS.(Curiously, the rumour was startedby none other than Collingwoodpresident Eddie McGuire. Readinto that what you will.)

If true, though, it would be afantastic coup for the AFL's 18thclub and a cruel blow for the AFL'soldest club.

Right now, all signs point tohim leaving: He's delayed contracttalks to the end of the year. Fellowrising star Jack Trengove, draftedone pick later than Scully, is alreadycontracted for 2012. Almost all ofthe players strongly linked to theGold Coast Suns last year endedup leaving.

The denials from Dean

Ba i ley and Scu l ly 'smanagement are enough to throwsome doubt over a movehappening, but it has to be said themore likely outcome is thatScully's gone.

Losing a recent numberone draft pick who was last yearrunner-up in the rising star awardwould be devastating. Gaininghim would be a dream come truefor any club in the league, let aloneone that currently has norecognised AFL-level talent on itslist.

Having said that, GWS willneed a bigger name than Scully.

While the second-yearDemon is one of the best youngtalents in the AFL, and could quitepossibly become one of thegame's best players in years tocome, he's not yet an elite playeror even an “established” player. Inother words, he's no Gary Ablett.

And that's where Swan,

Pendlebury and Thomas come in.Kevin Sheedy has vowedto sign up one of the three the newc l u b c a n o n l y n a b o n euncontracted player from eachclub and it seems a real possibilityhe will.

Swan is the best player inthe competition out of contract atthe end of 2011, with the onlypotential issue being his age. He isturning 27 this month, meaning ifhe joins GWS he'll be in his thirtiesby his third season at the club,something that mightn't be so

Pendlebury isn't far behindSwan and has age on his side,having just turned 23. He would be agreat leader of the Giants' midfield.Thomas, meanwhile, is the mostmarketable of the trio and his quality2010 season, including monsterperformances in both grand finals,saw his stocks rise significantly.The

appeal to GWS is obvious, but wecan all safely assume Eddie won'tgive up one of his stars without afight. So do Collingwood fans haveanything to worry about?

Recent history says yes.Sheedy seems pretty adamant he'llget one of the Pies he's after, and theGold Coast example last year showsthat is definitely something to worryabout.

Only two of the uncontractedplayers targeted by the Suns endedup re-signing at their original clubs(Kurt Tippett and Matthew Pavlich,for those wondering). The rest allsigned on with the new club.

It's hard to see things beingdrastically different with GWS. AsMike Sheahan noted in the HeraldSun yesterday, the club's footballoperations boss is Graeme Allanthe same man who enticed NathanBuckley away from the BrisbaneLions after just one season all thoseyears ago.

No matter what the finaloutcome, it's fair to say we'll behearing plenty more about Scully,Swan, Pendlebury and Thomas asthe year goes on. And for those whoquickly grew tired of the samespeculation with the Suns last year, itgets worse.

GWS have 14 other clubsthey can secure uncontractedplayers from, so there will be quite afew other names thrown up as theyear goes on too. In fact, it'll continueall the way into next year the Giants,unlike the Suns, have two years tochase players from other clubs.

You better get used to theheadlines you saw this week.There's plenty more to come.

Having started fifth,Courtney gambled on drivingmore than half the 43 laps onone tank of fuel after a safety cargave him the race lead.

Despite being passedby Bright in the closing laps, the

30-year-old fought back tosecure his first win as a HoldenRacing Team driver.

“I'd say that's probablythe best one,” Courtney said ofthe victory, his ninth as a V8Supercar driver.

“Especially after all thestuff over the off-season. Afterall the hype and build-up andthen after yesterday to comeback and do it, it's a credit to the

team and Scotty(Sinclair) my engineerand everyone reallypulling together to do my job, having belief in eachother.

“I think it's thefirst of many, definitely.”

Bright, whose

own Commodore ranout of fuel on the wayback to pits following ther a c e , w a s n ' t t o o

disappointed to miss out onhis first race win in six yearsafter being a part of such athrilling race to the line.

“It was a great battle,”the Team BOC driver said.

“We both spent a bit oftime off the track and back on.It was something I reallyenjoyed.

lot but there was certainlyplenty going on in eachcockpit I'd say.”

months before, Border's sideturned the corner in India.They did it not with a team

of enormous talent thoughseveral squad members would goon to great things but with themost united group on thesubcontinent.

At a time when cricketerswere still semi-professional in

their attitudes and their paypackets, Border and coachBob Simpson charted aspartan preparation.

Th e A u s t r a l i a n sarrived early, trained hard,and placed great emphasison fielding and hard runningbetween the wickets.

Every ounce of abilitywas capitalised upon, and nocorners were cut in terms ofplanning.
