Area Assessment
The area (about 45.7 ha) is mixed with industrial and commercial/office developments
involving a total of 247 private industrial buildings, 22 commercial/office buildings and
three hotels. There are also five commercial/office developments in the “Commercial(1)”

zone in the immediate surroundings of the area.
When compared with the findings of 2009 Area Assessments, the total industrial stock in
the area has decreased from about 3.59 million m2 to 3.26 million m
2 due to the demolition
of ten industrial buildings. In terms of age, 173 buildings are 30 years old or above. 68
buildings are 15-29 years old, while the remaining six are less than 15 years old. In terms
of height, 194 buildings are 8-19 storeys high. 41 buildings are 20 storeys high or above
and the remaining 12 are 1-7 storeys high. In terms of condition, 148 and 63 buildings are
in fair and good condition respectively, while remaining 36 are in poor condition. 168
buildings are under multiple ownership, while the remaining 79 are under single ownership.
The updated overall vacancy of the area is about 9.5%, which is significantly lower than the
12.0% identified in 2009. Such vacancy is however higher than the territorial figure of
6.0% for all “OU(B)” areas and the average of 6.4% for the six areas in Kowloon. About
5.6% of the units are divided into subunits, involving about 18.1% of the GFA. In terms of
usage, Office use is still the largest user, occupying about 35.8% of the GFA which is lower
than the 38.6% identified in 2009. Warehouse/Storage is still the second largest user,
taking up about 17.4% of the GFA which is much lower than the 24.3% identified in 2009.
The GFA for “Other Uses” has nearly doubled from about 4.3% to about 7.5%. The major
types of uses include showroom, shop and services, studio, domestic use and eating place,
all of which constitute about 6.1% of the GFA. Manufacturing/Workshop accounts for
about 5.5% of the GFA which is lower than the 7.2% identified in 2009.
In terms of employment, about 72,871 workers are estimated to be engaged in the occupied
non-subdivided units of the industrial buildings in the area, including about 18,566 workers
(25.5%) in the manufacturing business and about 54,305 workers (74.5%) in the
non-manufacturing business. The overall figure accounts for about 23.7% of the total of
306,960 persons engaged (other than those in the civil service) in various
business/industries in the Kwun Tong District identified by C&SD in June 2014.
Since the completion of the 2009 Area Assessments, the following new
developments/redevelopments/wholesale conversion projects have been identified in the
area (Plan B10):
(a) 11 new commercial/office developments completed at 2 Tai Yip Street, 22 Hung To
Road, 108 Wai Yip Street, 133, 135-137 and 181 Hoi Bun Road, 414 Kwun Tong
Road, 79 Hoi Yuen Road, 7 Shing Yip Street and 49 and 55 King Yip Street;
(b) two new hotels completed at 38 Chong Yip Street and 84 Hung To Road;
(c) ex-Kwun Tong Factory Estate site at junctions of Hang Yip Street/Wai Yip Street/Yan
Yip Street/Kwun Tong Road sold in 2013-14 for a new commercial/office
development;
(d) five sites (under works) with building plan approvals for new commercial/office
developments at the junction of Wai Yip Street/Shun Yip Street/Hoi Bun Road, 15-17
Chong Yip Road, 43-45 and 52-56 Tsun Yip Street and 10 Shing Yip Street;
(e) three sites (not under works) with building plan approvals for new commercial/office
developments at 98 How Ming Street (a vacant depot site), and 93 and 180 Wai Yip
Street;
(f) one site (not under works) with a building plan approval for a new industrial
development at 27-29 Hing Yip Street;

(g) 28 sites with approvals for wholesale conversion of the existing industrial buildings
for commercial/office uses with special waivers executed;
(h) nine sites with planning approvals for proposed hotel developments at 326 Kwun
Tong Road, 101, 133 and 164 Wai Yip Street, junction of Wai Yip Street/Shun Yip
Street/Hoi Bun Road, 28A Hung To Road, 69-71 King Yip Street, 115 How Ming
Street and 97 How Ming Street; and
(i) two sites with a planning approval for a proposed hotel and commercial development
covering 51 and 53 Hung To Road in April 2014.
Apart from the above, a cluster of government facilities currently zoned “G/IC” and “O” to
the immediate south of the subject area has been designated as an Action Area by the
Energizing Kowloon East Office for early release for commercial developments.
Given the above, in particular the signs of transformation of the area as shown in the above
new development/redevelopment/wholesale conversion projects, and the relatively high and
stable percentage of GFA of the existing industrial buildings for non-industrial use (about
43.3% for Office and “Other Uses” in total as compared with 42.9% in 2009), it is
considered that the area should be retained as “OU(B)” to continue facilitating the land use
restructuring.
Recommendation
To retain the area as “OU(B)”.
