The EU2020 Strategy
We need growth that is smarter, more sustainable and more inclusive.
Five headline targets in the areas of: Employment (75% employment rate) R&D (3% of EU GDP) Climate change and energy sustainability (20% off emissions,
20% renewables, 20% improvement in energy efficiency) Education (early school leaving below 10%, tertiary education 40%) Poverty reduction (at risk of poverty down by 20 million)
These translate in national targets (in a straightforward way in most Member States, in esoteric fashion in the UK).
We're not there yet – and progress is off target in many areas.

Innovation - International scenario
The EU is one of the world's best-performers in producing high-quality science and innovative products.
It captures the largest share (28%) of income generated in global manufacturing value chains - the US and Japan shares are shrinking .
Europe still the top destination of foreign R&D investments by US firms.
Our innovation performance is catching up with US and Japan, but China and South Korea are advancing even faster.

The total R&D budget of the 27 EU Member States increased nominally by 10% between 2007 and 2011 = most Member States acknowledged the importance of a smart fiscal consolidation;
Business EU R&D expenditure 10% higher in 2011 than before the crisis (2007) in nominal terms;
The top R&D investing companies headquartered in the EU expect their global R&D investments to grow by an average of 4% annually over the period 2012 to 2014;
EU R&D intensity grew from 1.85% of GDP before the crisis (2007) to 2.03% of GDP in 2011
