Involuntary land withdrawal which directly or indirectly economi-cally or socially affects through:

a) loss of profit from usage of similar land

b) resettlement due to residential property loss

c) active assets loss or loss of access to them

d) Source of income losses or loss of means of living Cut-off date

Date of registration or census which is legal date for cut-off to pre-vent the future flow of invaders or other persons who wish to use this benefits. The cut-off date shall considered enumeration starting date.

Compensation Payment in cash or in natural form of the actives exchange cost.

Resettlement Action Plan

1 PROJECT BACKGROUND

The Project aims at: (i) improving water supply in Sulukta and Kerben Towns; (ii) energy effi-ciency and seismic resilience in priority schools and kindergartens in Balykchy and Toktogul Towns due to energy consumption decrease, which shall decrease the costs covered by munici-pal budget for energy supply and improve toilets (iii) improving the street lighting systems and solid waste collection in Balykchy and Toktogul, which shall allow to reduce the cost of opera-tion and maintenance, mitigate greenhouse effect and “ light pollution” be means of light focus-ing, improve the quality of street lighting and safety; (iv) improving solid waste collection throughtechnical assistance to selected municipalities and utilities to improve performance thereof (i.e. billing, payment collection, increase in income sources).

Project zones are represented by Sulukta, Kerben, Balykchy, and Toktogul Towns.

UDP consists of the following components:

Component A: Urban development Subcomponent A1 Municipal services. This Subcomponent intends on rehabilitation of water supply systems in Sulukta and Kerben Towns, including head water intakes, mains and distribution systems, as well as installation of industrial/bulb water meters at the intakes/mains to measure water supplied to distribution net-works.

The project shall assist municipal services in improving the access to services and the quality waste collection in the selected towns.

Subcomponent A2 - Pilot investigation of social infrastructure safety and energy efficiency strengthening. This Subcomponent intends onimprovement/energy upgrade in selected schools and kindergar-tens in Balykchy and Toktogul Towns with thermal insulation of walls, roofs, replacement of the windows, entrance and internal doors, repair of internal heating systems, lighting, with re-placement of bulb lamps with energy saving lamps, and replacement of heating boilers. As a pilot project - in one of the schools - use of renewable energy sources (wind and solar energy). Capital repair of schools and kindergartens shall be implemented considering analysis of struc-tural and seismic integrity. Seismic safety level of the schools shall be improved.

The Subcomponent is toupgrade street lighting systems in the given towns through replacement of mercury-vapour lamp with LED lamps and control boxes with electronic timers.

Component B.Institutional Development The activities to be supported through this component, include: (i) improvement of billing prac-tices and collection related to income sources of the municipalities and utilities, (ii) on-job train-ings to improve services; development of strategy to monitor non-revenuewater and strengthen-capacity to identify leakages; (iii) workshops for contractors, engineering companies, ARIS, utilities, and officials in improving the energy efficiency of buildings.

Component C:Project Implementation Support Component C is to strengthen the existing monitoring system underUDP. It aims at improving the institutional system with a new project structure. Subproject “Rehabilitation ofwater supply system in Kerben Town”, Subcomponent A1 “Mu-nicipal Services”under Component A “UrbanDevelopment” .

1.1 Boundaries of subproject zones and scope of construction works Works under the Contract include accomplishment of works described in Bill of Quantities of the main scope of works, and according to requirements of the Client,includingelimination of defects in accordance with the terms of the Contract, specifications and drawings of the Project; Work scope includes the following main components: Book No. 1. Set of drawings of the underflow water intake section. Book No. 2. Set of drawings of water main. Book No. 3. Set of drawings of the pipeline. Book No. 4. Set of drawings of Kerben Distribution Networks. See below a detailed map with facilities and subproject boundaries.

Issues considered:

1. The participants were given detailed information on the implementation of the project for rehabilitation of water supply system in Kerben Town.

2. The participants were consulted in the Kyrgyz language regarding the project for rehabil-itation of the water supply system in Kerben Town, objectives and principles of RPF, on anticipated impacts, on their rights to get compensation and on the procedure for han-dling complaints in the event of dissent or disagreements arisen.
