THERE IS NO DUALISM IN ONE COMMITMENT TO FULFILLING CONSTITUTIONAL RIGHTS FOR WOMEN “... The above quote is the thoughts of Soekarno in his book titled “Sarinah, the Obligations of Women in the Struggle of the Republic of Indonesia” was the opening of the keynote speech delivered by the Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. on Monday (13/03/12) in a National Consultative event. The event was organized by the National Commission on Violence against Women in Kartika Chandra Hotel, Jakarta. The event which lasted from March 12 to 15, 2012 was attended by 150 participants from the representatives of the ministries/state institutions, regencies/municipalities, regencial/municipal law firms, civil organizations, mass orga- nizations and nongovernmental organizations from Jakarta and several other cities. According to the National Commission on Violence against Women (Komnas Perempuan), by the end of 2011 there were 73 conducive policies and 207 discriminative policies towards women. The discriminatory policies are considered to infringe on citizens’ constitutional rights, such as the right to freedom from discrimination, right to equality before the law and in the government as well as other basic rights. They are also con- sidered to result in eroded legal authority, which in turn may lead to disintegration of the nation and state, Indonesia. Therefore, the governor, as a resource person at the event, said that the issues of discriminatory policies towards women need to be resolved wisely and cleverly in order to build quality and dignified Indonesian women. “The conception of national resilience knows no gender difference in creating ideal conditions for national develop- ment.     The Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. attended the Jakarta International Defence Dialogue (JIDD) 2012 which was opened by the President of the Republic of Indonesia Susilo Bambang Yudhoyono (21/3/2012) at the Balai Sidang Jakarta Convention Center (JCC).

    The event was also attended by the Secretary-General of the United Nations (UN) Ban Ki-Moon, Timor Leste Prime Minister Xanana Gusmau, former Philippine President Fidel Ramos and several ministers from the Second United Indonesia Cabinet.

    In his speech the president hoped that with this event an exchange of ideas would occur and contribute to work improvement in the field of defense.

    Themed “Military Operations Other Than War”, this international dialogue forum aims at promoting intergovernmental cooperation in the face of threats and overcoming security issues, regionally and globally, in 2012.

    The forum which brought in speakers and participants from home and abroad discussed various defence issues covering military and non-military aspects as well as a number of other traditional and nontraditional issues related to global environment developments.

    The event also showcased products from various domestic defence companies and industries as well as leading international associations and industries.

    This event lasted from March 21 until March 23, 2012.

    Lemhannas RI held a two-day roundtable discussion on March 15 - 16, 2012. This roundtable raised the theme “Development of National Transportation System in Order to Accelerate and Expand Economic Development in the Framework of National Resilience” in the Nusantara I room, Trigatra Building of Lemhannas RI.

    This actual study conducted by Lemhannas RI is a follow-up to the outcome of the Focus Group Discussion held in last February. The national development which has thus far been carried out should be evenly distributed nationwide. It is therefore necessary to have integrated intermodal transport system (land, sea and air) in the multimodal transport patterns.

    In his keynote speech, the governor of Lemhannas RI conveyed that the national transport system is believed to be able to reduce welfare disparities between regions while opening up isolated regions. At the end it is expected to reinforce a sense of national unity within the bond of the Republic of Indonesia.

    Given the important and strategic roles of transport in fair and evenly distributed development process, it is expected that this roundtable discussion will give contribution to the relevant stakeholders in reorganizing and building an ideal national transportation system which is in line with the policies and programs already launched by the government.

    The roundtable discussion was opened by the Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A., and was attended by speakers who included Head of Planning Bureau of the Secretariat General of the Ministry of Transportation Ir. Santoso Eddy Wibowo, M.Si, Chief Lector of the Transportation Research Group of ITB Ir. Harun Al Rashid Lubis, M.Sc., Ph.D. and Regent of Serdang Bedagai Regency of North Sumatra while the expert lecturers, expert analysts and expert professionals as panelists.

    On Friday (16/3/2012) Lemhannas RI carried out the handover of position, installation proceedings and farewell ceremony of Echelon I, II and III officials of Lemhannas RI in the Nusantara I room, 1st Floor of Trigatra Building of Lemhannas RI.

    On this occasion, the Governor of Lemhannas RI was accompanied by Deputy Governor, Secretary of the Governing Board, Principal Secretary, Deputies and Structural Officials of Lemhannas RI, Expert Lecturers, Expert Analysts and Expert Professionals as well as Chairman of Perista Board of Lemhannas RI and IKAL board members.

    The farewell ceremony was carried out for echelon I officials Inspector General of Police (Ret.) Drs. Mohammad Rasyid Ridho, S.H., M.H., Air Vice Marshal M. Subhan S.I.P., S.E., M.A., Air Vice Marshal E. Adityawarman S.I.P., Air Vice Marshal Isnawan S.I.P. , while the installation proceedings were for Air Vice Marshal Bambang Priono, S.I.P., Air Commander Mochammad Barkah, Air Vice Marshal Bambang Agus Margono, Brig. Gen. of Police Lindung Paido Simanjuntak and Brig. Gen. Avianto Saptono.

    As for the echelon II officials who were installed included Col. Inf. Tatang Adi Cahyono which assumed the post Director of Educational Operations, while the echelon III officials was Dr. Muh. Ershad, M.Sc. who replaced civil servant Drs. Rukman M.Sc. who has entered retirement age.

    In his speech, the governor expected that the handover of position would make Lemhannas RI have a better quality and become more advanced with more achievement. The newly installed officials were sworn in before they could carry out tasks according to their position professionally and proportionately.

    On this occasion, the governor and entire members of Lemhannas RI also expressed gratitude and high appreciation to echelon I, II and III officials who have entered, or will enter, retirement age for their services and dedication during tenure of office in Lemhannas RI.

    The participants the Regular Educational Course Program

    (PPRA) Batch XLVIII of Lemhannas RI Year 2012 attended the

    opening ceremony of the course on Tuesday (20/03/12) in

    Dwiwarna Purwa Building of Lemhannas RI.

    The ceremony was opened by the Governor of

    Lemhannas RI Prof. Dr. Susilo Ir.Budi Soepandji, D.E.A. Apart

    from being attended by structural and functional officials of

    Lemhannas RI, the Head of the State Encryption Institute Maj.

    Gen. Dr. Djoko Setiadi, M.Si., representatives from military and

    civil institutions as well as those from from friendly countries

    and other invitees.

    The PPRA XLVII participants come from bureaucratic

    institutions at the central and local levels, military, police,

    academic institutions and mass organizations. Besides, there

    are also foreign participants from abroad, including Australia,

    Algeria, Jordan, the Philippines, the Republic of Mali, Thailand

    and Zimbabwe.

    The PPRA XLVIII raised the theme “Food Security for

    National Self-Reliance”. This theme is considered very relevant

    to the realities and conditions, that are, and will be faced in

    the future. Besides, it is an undeniable fact that food is a basic

    human need that must be immediately fulfilled, without

    delay.

    In his speech, the governor expressed that food security

    is a basic human need that must be fulfilled immediately,

    without delay. Without sufficient availability of food, humans

    will face the threat of starvation and various critical issues

    with regards to their survival.

    The governor gave an emphasis on the requirements

    for the participants to uphold honesty, morality and academic

    ethics in fulfilling their academic responsibilities and carrying

    out their assignments.

    “Do not abuse the trust and confidence that you have

    received by doing things that are in conflict with moral values

    and honesty,” added the governor.

    Youth plays an important role in bringing change to this

    country, and if we talk about youth, their asset is passion,” said

    the Chairman of the National Committee of the Indonesian

    Youth (KNPI) Taufan Rotorasiko on (3/27/12).

    The resource persons in the discussion included the

    Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji,

    D.E.A., President Director of LPP RRI Niken Widiastuti, Chairman

    of the Central Executive Board of the Generasi Muda Karya

    Pembangunan (GMKP) Sarman Situmorang, Chairman of

    the KNPI Taufan Rotorasiko, Representatives from the United

    Betawi Front and Red-White Defenders Front.

    The discussion raised the theme “Restoring the Roles of

    Youth and Mass Organizations as the Guardians of National

    Stability”. The live dialogue broadcast by Pro 3 RRI was also

    attended by the participants of PPRA XLVIII and local leaders

    who attended the Consolidation Forum of the Local Leaders

    VI (Forkon Pimda VI). In his response to the fuel price hike

    demonstration that took place, the governor said that it is

    not something to be worried about.

    “I think it is all still within normal limits, there is no indica-

    tion of overthrow of the legitimate government, or revocation

    of state’s sovereignty. The protests staged by the students and

    youths are still within normal, “said the governor.

    As the representatives of the people, the government

    has an important role in channeling the aspirations of the

    youth, “And this demonstration is a normal thing for people

    to show their concern. However, those actions should not turn

    into anarchy and clash between the law enforcement officers

    and those young people,” said Taufan Rotorasiko .

    The media and government are required to communi-

    cate the aspirations of various parties, and educate the youth

    organizations in understanding national values.

    “The clashes that occur all these times are due to lack

    of communication between the government and society,

    especially when the government policies are not well re-

    ceived by the people. Therefore, the government should

    have a dialogue with mass and youth organizations in order

    to make the peope aware of the policy and conflict that may

    occur among the villages and lead to greater conflict, “said

    Sarman Situmorang, Chairman of the Central Executive Board

    of Generasi Muda Karya Pembangunan.

    The discussion held under the cooperation between

    the LPP RRI and Lemhannas RI is expected to develop into

    effective channels of communication which raises people’s

    aspirations to the government for a better Indonesia.

    On March 28, 2012, the Deputy for Strategic Studies

    Inspector General of Police. Drs. Herry Haryanto opened

    a roundtable discussion on actual study in the 3rd Floor, West

    Wing of Astagatra Building. The discussion was focused on the

    role of Indonesia in creating ASEAN Social Cultural Community

    and supporting the national resilience.

    Indonesia’s chairmanship of ASEAN, which ended in

    December 2011, has brought much important, strategic

    progress and achievement.

    It is a form of recognition from the countries in the

    Southeast Asian region of the important role played by

    Indonesia as a country with a total area covering two-thirds

    of the Southeast Asian region. It is the most populous nation

    in the region with the richest natural resources.

    As the largest power in the region, it is just reasonable

    for Indonesia to have a dominant interest and strengthen its

    active role in various fields in order to establish the ASEAN

    community by 2015.

    The roadmap of ASEAN Socio-Cultural Community

    contains six work programs that should be implemented

    by all ASEAN countries, namely human development, social

    welfare and protection, social justice and rights, ensuring

    environmental sustainability, narrowing the development

    gap and building the ASEAN identity.

    One of the things that are difficult to measure among

    the six programs is building the ASEAN identity. This is due

    to the fact that the ASEAN member countries have a complex

    geopolitics and geostrategy as well as diverse culture, ethnics

    and race with different levels of welfare.

    In his speech read by the Deputy for Strategic Research

    Inspector General of Police Drs. Herry Haryanto, the governor

    expressed his expectation that the roundtable discussion

    should be able to produce formula and concepts that could

    be used as a reference in preparing policy recommendation

    related to the Indonesia’s preparedness in creating ASEAN

    Community, especially in socio-cultural aspects.

    The roundtable discussion was attended by structural

    officials, expert lecturers, expert analysts and expert

    professionals of Lemhannas RI. Acting as resource persons

    were the Chairman of the Doctoral and Master Study Program

    in International Relations of the Postgraduate Program of

    the Faculty of Social and Political Sciences of the Padjadjaran

    Building Statesmanship in Lemhannas Alumni

    In order to commemorate its 34th anniversary, the Alumni Association of Lemhannas RI (IKAL) organized an intellectual gathering with the theme “Building Statesman Attitude in Lemhannas Alumni” on Saturday (31/03/12) at the Auditorium of Lemhannas RI.

    The event was attended by the Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, DEA, Chairman of IKAL General (Ret.) Agum Gumelar, and the members of IKAL alumni of the KRA/PPRA and KSA/PPSA programs of any batches.

    This activity is one of the efforts made by IKAL, in giving a constructive, brainstorming contribution to Lemhannas RI; as an institution in charge of preparing and educating national leadership cadres having statesmanship vision.

    Through the PPRA/KRA or PPSA/KSA, Lemhannas RI has successfully produced and strengthened national leader-ship cadres of various national elements who are currently spread across the government, private sector, professional organizations, political organizations, and nongovernmental organizations.

    With the theme of statesmanship, the intellectual gather-ing event was divided in two sessions. In the first session the IKAL Chairman gave an oration on “How each IKAL member, as the national elites, should address various actual problems that develop in the society”, which was later followed up by a discussion with Lt. Gen. (Ret.) T.B. Silalahi and Gen (Ret.) A.M. Hendropriyono acting as the contributors and Dr. Tarman Az-zam as the moderator.

    The second session was filled by an oration from the governor of Lemhannas RI with the topic “Alumni of Lemhannas RI: Their Role and Contribution to the Alma mater”. The oration was later followed by a discussion with Dr. Bambang Kesowo, S.H., LLM. Acting as the moderator in the second session was Dr. Rosita S. Noor, M.A.

    The event was closed by the IKAL Chairman and was continued with lunch.

    New Renewable Energy, Solution to National Energy Crisis

    The development of new renewable energy as the next link in the chain of solu-tions in the framework of national energy security was suggested in a national seminar attended by no less than 250 national-level stakeholders.

    The Governor of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A. in a semi-nar on Tuesday (3/4/12) in Dwi Warna Purwa Building of Lemhannas RI on Jl. Medan Merdeka Selatan, Central Jakarta, said that energy development has to be carried out. According to the governor, immediate actions to carry out the development of new renewable energy are required in order to avoid energy crisis.

    “Right now, energy development in Indonesia is more focused on fossil-based energy,” said the governor, putting forward petroleum, natural gas and coal as examples. Fossil energy use, he added, has not been predicted properly, especially when it comes to its availability and price benchmarks. This, he said, would make the nation’s energy problem rely on particular countries.

    The governor also affirmed that the geographical conditions have a significant impact on the service, efficiency and reliability of the provision and distribution system of energy supply. Concerning the efforts to achieve energy security, he suggested the importance of the availability, accessibility and purchasing power of the energy.

    The seminar themed the Development of New Renewable Energy for the Con-servation of Fossil Fuels in the Framework of National Resilience featured the follow-ing keynote speakers: Head of the National Nuclear Power Board (BATAN) Dr. Hudi Hastowo, East Kalimantan Governor Dr. H. Awang Faroek Ishak, Director General of New Renewable Energy and Energy Conservation Dr. Ir. Kardaya Warnika, D.E.A. and the Director of the Center for Energy Studies of the University of Indonesia Prof. Dr. Ir. Iwa Garniwa. This seminar was moderated by Expert Analyst in Natural Resources Riches of Lemhannas RI by Air Vice Marshal Moch. Amien Syahbudiono, M.Sc.

    The 250 participants consisted of academics, practitioners as well as represen-tatives from nongovernmental organizations, mass media, mass organizations, the house of representatives, the Regional Representative Council (DPD) and the Jakarta Regional Representative Council.

    Lemhannas RI Announces Admission to PPRA Program for Foreign Participants

    Lemhannas RI held announced the planned admission to Regular Educational Course Program Batch 49 and 50 Fiscal

    Year 2013 ( programcandidates receiving the Regular Force Education Program (PPRA) to-49-50 and PPRA for Fiscal Year

    2013 for foreign participants.

    The announcement was made by the Head of Cooperation Bureau under the Principal Secretary’s Office of Lemhannas

    RI Brigadier General Danu Nawawi to the defense attachés/counselors of friendly countries, representatives from defense

    ministry, foreign ministry, Lemhannas RI in Astagatra Building of Lemhannas RI on Wednesday (4/4/12).

    The defense attachés/counselors of friendly countries attended the dissemination event included those from Algeria,

    Brunei Darussalam, Cambodia, Malaysia, Pakistan, Russia, Singapore, Sri Lanka, Thailand, Timor Leste, and Zimbabwe.

    The dissemination event was filled with Lemhannas profile video presentation, explanation on the criteria for PPRA

    participants and question and answer session.

    The 49th PPRA will last from January to October 2013 for 40 weeks, while the 50th PPRA will be held from March

    to December 2013. The registration for admission will be opened from March to June 2012.

    The Consolidation Forum (Forkon) Program for Regents,

    Mayors and Speakers of the Local House of Representatives

    will strengthen the personality and characters of leadership

    which always put the interests of the nation above anything

    else.

    The above statement was made by the Governor

    of Lemhannas RI Prof. Dr. Ir. Budi Susilo Soepandji, D.E.A.

    during the closing ceremony of the Forkon VI on Thursday

    (5/4/12).

    According to the governor, the local leaders play

    a dominant role in creating ideal regional prosperity and

    resilience.

    Furthermore, the governor expected that with a range

    of materials provided by the expert lecturers, expert analysts

    and expert professionals, the participants should be able

    to address any issues encountered more intelligently and

    wisely.

    Moreover, the governor urged that the Forkon alumni

    should be able to formulate a breakthrough in an effort to

    improve the quality of human resources in their respective

    regions.

    Doing so would help solve any kinds of problems faced

    in the regions, achieving the purpose of fair and credible

    regional autonomy within the framework of unitary state of

    the Republic of Indonesia.

    The Forkon lasted for five weeks. During that time, the

    participants had received debriefing and enlightenment

    related to the six cores of Lemhannas RI, either through

    lectures, discussions, and assignments.

    Present at the closing ceremony were the Deputy

    Governor of Lemhannas RI Lt. Gen. Moeldoko, S.I.P, Secretary

    of the Governing Board Dr. Ardi Partadinata, MH., M.Si.

    and Principal Secretary Drs. Chandra Manan Mangan,

    M.Sc. Deputies, Expert Lecturers, Expert Analysts, Expert

    Professionals, Structural Officials of Lemhannas RI and invitees

    also attended the event.
