126th Legislative Day May 29, 1984 jfrom both Representative Frederick and myself. They've
caused quite a b1t of i11 feeling in our area, divided the
community of people interested in special education. And I
would think that the Appropriations Committee of the House
would take a much more careful look at this Human Rights
Authority and the Guardship and Advocacy Commission than
they have. It's kind of a Lucy-Goosey bunch of storm
troopers running around our state picking on certain
private agencies they don't like, while the Department of
Menatl Hea1th Agency in Waukegan is having al1 kinds of
trouble, al1 kinds of people being injured: dying and so
on. Theybre afraid to taekle that because that's the
state. That's the Department of Mental Hea1th and
Developmental Disabilities. Instead they pick on some of
our not-for-profit, fine, o1d line special education
facilities. And if there ever was an agency that is a
disgrace to the State of Illinois, it's the Human Rights
Authority of the Guardianship and Advocacy Commission. I'm
not on the Appropriations Committee, but if I were there, I
would have certainly have looked carefully at the
appropriation of this irresponsible and unresponsive group.
And I'm one who has worked in special education for years
and found them to be the least temperate and the least
reponsive group I've ever run into./
