After the murder of the mayor of SantoDomingo Este, Juan de los Santos (photo),thoughts to disarm the civilian populationrose again.Juan de los Santos was a member of theCentral Committee of the ruling party PLDand owner of the betting offices JuancitoSport. De los Santos was a close confidantof President Danilo Medina, who orderednational mourning and half mast flagging.The perpetrator was an acquaintance of thevictim, who apparently had a million debtwith him and was set under pressure torepay this money, according to his family.

Ex-President Leonel Fernández called torethink the idea of disarming the civilian po-pulation of the country after the murder of“Juancito”. The fact that there are so manyarms in the hands of the civilians is one ofthe reasons that such crimes are committed.The Dominican society should start toreflect again on the values and principles onwhich human coexistence is based. In the scandal involving corrupt judges, theChairman of the Second Appeals Court ofthe National District, Judge Ramón HoracioGonzález, ordered the arrest of JudgeAwilda Reyes and former Judge FranciscoArias Valero, who are accused of being partof a criminal structure within the judiciary,that is accused to hace have taken moneyof defendants of drug trafficking and moneylaundering in exchange for privileges up totheir acquittal in return.Awilda Reyes admitted that she had takenmoney from the accused, as well as havingmade judgments on “orders from above”.Anchorwoman and journalist Nuria Pierarevealed an acknowledgment in her TVshow signed by Reyes, according to whichshe repaid 350,000 pesos to Arias for therelease of the city council man of PedroBrand, de los Santos, was who was accusedof arranging several contract killings. In the first eleven months of this year atotal of 4,362,815 foreign non-residentvisitors came to the Dominican Republic.That is 8.1 percent more than in the sameperiod of last year.Adding the non-resident Dominicans, a newrecord was set up with 5,016,106 visitorsliving abroad. Taking this number as a basefor calculating the number of tourists in theDominican Republic for the whole year2015, the result is that there will come 5.6million tourists this year.The main market of tourism is NorthAmerica, from where an increase of 9.9 per-cent was recorded.On the other hand, the number of Europeantourists fell by 3.3 percent. This was due tothe fact that the number of Russian touristsdeclined by 63.3 percent, which is attri-buted to the local recession. From the restof Europe, however, more guest arrived.As in the past years, most of the touristslanded in Punta Cana with a 66.2 percent,followed by Las Américas in Santo Domingo(18.7 percent) and the third, Puerto Plata,with a mere 7.6 percent. The other fourinternational airports of the country wel-comed the rest of 7.5 percent of the tourists.

The Dominican Association of PoultryBreeding (ADA) guaranteed an increase inthe production of poultry by 25 percentcompared to December 2014, whichmeans, there will be three million additionalchicken for the population for this year'sChristmas holidays.The ADA has announced that there will beno shortage of poultry for the Dominicanmarket. That is why any speculation withthis staple food will be unjustified. In recentmonths, also a reserve of more than twomillion libras (pounds - over 900,000 kilo-grams) was stored, with which the supplyguarantee was extended.ADA-Chairman Bolívar Cartagena said, dueto this fact, no dealer could unsettle specu-lation on the market and try to overchargethis basic need of the Dominican people.“We, the producers, guarantee that themarket will be fully supplied.” ADA calledon consumers, not to become confused byproducers who are not members of theassociation. The market has never been thatsaturated as in this year.

The strong and long-lasting drought in theCaribbean was a major problem for some ofthe islands in 2015.Cuba reported the worst drought of the last115 years. So, for example, instead of theplanned 252,000 tons of rice only 87,000tons could be harvested. The authorities ofthe sugar island fear that the drought willcontinue until April 2016.In Jamaica, forest fires destroyed a six timeslarger area than in the previous year. Theharvests of 785 farmers were destroyed bythese fires.The Government of the island of Saint Luciaissued a three-month state of emergency forwater shortage in May.Puerto Rico had problems with the watersupply, because the reservoirs are poorlymaintained. Large parts of the capital SanJuan were supplied with drinking water onlyevery other day. People caught wastingwater were fined.

The opposition in Venezuela celebrated itselection victory over the party of latepresident Chávez for more than a weekenthusiasticly. The National Assembly willhave 112 members of the opposition and55 of the ruling party from January.President Nicolás Maduro acknowledgedthe defeat and so unmasked the lie thatalways claims, Venezuela was a socialistdictatorship. Maduro said that he acceptsthe results of the election “with the ethicsand morals of Chavismo”. But todaytriumphed the “economic war” of theopposition and the private sector, whichmade sure for a few years, that the basicproducts have been scarce and inflationsoared. Foods were hidden and so theprices went up, and a week before theelections, this “war” had been stronglyincreased, which stopped many Chavistsfrom attending the polls.Maduro warned, the victory of theopposition MUD (Mesa de la UnidadDemocrática - Table of Democratic Unity)on December 6, was threatening theFatherland. “We will not allow the politicalrightists to consolidate their election coup.”There were plans to revive the ideas of thelate President Hugo Chávez and to reviveBolivarianism.

Before the runoff election in Haiti on the27th of December, the protests against thegovernment and the Provisional ElectoralCouncil (CEP) go on. The CEP is accused ofelectoral fraud and corruption in thecounting of votes of the first round of votingon the 25th of October by the oppositionparties, in order to support the candidate ofthe ruling party PHTK, Jovenel Moïse(photo, left).The group of eight candidates of theopposition parties, called G-8, demanded tobuild a commission of inquiry to investigateits allegations of election fraud against theCEP and evaluate what has to be done. TheG-8 candidates will support the candidateJude Célestin (right) after the resolution oftheir allegations, otherwise Célestin will notparticipate in the runoff. Optionally, theelection should be postponed.After street protests with occasional out-breaks of violence in the capital Port-au-Prince, it is expected that the turnout in tisballot will be even lower than in the firstround, in which it was only 18 percent. The mood of many citizens is poor: “It's justa waste of time to spend hours queuing andfinally nothing changes,”, says a food seller.“I need to earn money.” The mood of the electorate goes fromapathy to anger to deliberate boycott for somany disappointments and broken promisesafter years of discussion and the suspicionthat politicians arrange the results of theelection or that the political leaders arechosen by foreign powers who finance theirelection campaigns. “All politicians make alot of promises, but once they are elected,no one hears anything more from them,”says the food seller.

Meanwhile, the Provisional Electoral Coun-cil announced, all the preparations for theelection on the 27th of December had beencompleted. The Chairman of the CEP,Mosler Georges, said, from a technicalperspective everything is ready to hold theelections.The coalition of the eight candidates, led bythe second of the first election, Célestin,who will compete in the runoff electionagainst Moïse, was repeatedly rejected bythe CEP for their demand, to review theresults of the first round before the holdingof the second ballot. Célestin called it a“farce”, although he is the challenger of thecandidate of the ruling party.The Senate, which currently consists of onlyten senators and therefore is not capable ofgoverning, called on President Martelly tocancel the elections. Senator Simon Desrasaccused three members of the ElectoralCouncil, to have accepted bribes.Eleven days before the election, PresidentMichel Martelly ordered the formation of aCommission, consisting of five persons,which should give the necessary advicewithin 72 hours, so that the elections can beperformed credibly. Both candidates mayappoint an observer to accompany thework of this Commission.

Every day we hear on the news aspeople are cheated with all kinds of“businesses” and proposals to makemoney and unfortunately, for both, fornecessity and sheer ambition, many fallinto networks of defrauders and losetheir money.But what is a fraud really? Article 405 ofthe Dominican Penal Code defines asguilty the one who is committing afraud to a person making use of namesand assumptions or using fraudulentbehavior, assuring the existence ofcompanies that false or of an imaginarycredit, or with powers they do not havewith the aim to defraud all or a part ofthe capital of others, doing or trying todo, that someone delivers or remitsfunds to him, it means that anyone whocomes forward with a false name,alleged or false qualities, who is pre-senting fake companies that do notexist and credits and imaginary powersthat they do not have, such aspromising documents of state entities inexchange for money and who receiveseconomic values (money, property,furniture) in exchange for these ma-neuvers and lies, is a defrauder.Also the one is a defrauder who makeshope for a chimeric act or who instills

fear for an accident in exchange forresources.There are many examples of fraud thatunfortunately we have to testify daily inthe Dominican Republic, from realestate sales with fake titles of propertyto persons, including authorities, whoare promising to make arrangements inexchange with cash, going through allkinds of fraud.The penalty for this crime is six monthsto two years without prejudice to thereturn of the delivered economic assetsand damages that this crime generatesto its victim.What can a victim of this crime do?Fraud is a crime of public action afterprivate application, which means, thePublic Ministry acts after getting acomplaint by the person cheated.How not to become a victim of fraud?We can take some steps to avoid fallinginto a fraud:In case of any type of business orpurchase of any real estate or personalproperty always consult an attorneybefore making any payment, he will tellyou if this is a legal business or somekind of fraud.Always check the documentation that ispresented to you in the state institutions

But manythings will seem tougher than you initiallythought; however, everything won't be asdramatic and irrevocable. It is enough tosee clearly what you really want. Controlyourself and hold your ardor. Do not rushfrom side to side, from one idea to another.Never swap horses mid race.

You failed to take into account some littlethings, but now your success will be amatter of time. Hoping for a better life in the “Land ofOpportunity” and therefore risking theirlives, every year hundreds of Dominicans tryto cross the Mona Passage to Puerto Rico inovercrowded, fragile boats, from wherethey go on traveling to the mainland. Manyof them are drowning when the boats aresinking in the rough sea or are caught bythe US Coast Guard and sent back.The boats are called “yolas” (dinghies) andgave a name to play that has now beenlisted in a New York theater: “Yoleros”. Theplay takes place during the crisis of 1985,when the number of these boat people wasespecially high. Author Alex Vázquez says:“This is a universal theme, which is nowmore relevant than ever” in the face of theanti-immigrant wave in the United Statesand the refugee crisis in Europe. Vázquezhimself came to New Jersey with his familyin 1986, where he always heard the storiesof “yoleros”. “We are all 'yoleros', we all arelooking for a new start at a specific time inour life, as my family did, even though wedid not come in a 'yola'.”The first part of the play takes place in theDominican Republic and is accompanied byDominican music, the second in the boatduring the crossing to Puerto Rico and hasno specific soundtrack.

The Dominican soprano Stephany Ortegasang at the benefit concert for refugees infront of the Grand Dukes of Luxembourg inthe beginning of December. Stephany Orte-ga is very active on European stages and hasbeen awarded many cultural prizes.Born in Puerto Plata, the artist now is aLuxembourgish national. On the 25th and26th of December she will perform in SantoDomingo and Santiago in the traditional“Conciertos de Navidad”.

Teodoro Reyes was born in Nagua on the27th of March 1954. He has been blindsince birth. He says his mother was afraid hewas going to be a burden for the family witheleven brothers and sisters, but he told tohimself, he came up with the music insidehim and he will show everyone what a blindman can achieve. He went to the NationalSchool of the Blind in Santo Domingo,where he graduated from high school.There he began writing songs, like many ofhis comrades. In 1982 Teodoro Reyes wrote“La hamaquita” for the then greatest star ofMerengue, Fernando Villalona, for whomthe song became one of his greatest hits. In1984 his own song “Lindas palabritas”became a national hit. In 1994, TeodoroReyes was awarded the Premio Casandra as“Bachatero of the Year”. Teodoro stressesthat all his songs are of love and laments,but never of contempt. “I am an artist whosings for women. Women are the mostimportant part of my life.” And despite hissad lyrics, these things never happened tohim. He feels happy in life, mainly becauseof the women.

The Zika virus already arrived in many partsof Latin America and is expected to alsoappear in the Dominican Republic soon.Therefore, Health Minister Altagracia Marce-lina Guzmán (photo) has called on thepopulation for vigilance and prevention.The carriers of this “new” virus (first dis-covered in Africa) is the tiger mosquito(Aedes aegypti), which is also responsiblefor Dengue and Chikungunya, both ofwhich have very similar symptoms as Zika.

In addition toidentical signssuch as high fever(without any otherflu symptoms),headache, jointand muscle pain,Zika causes eyeinfections withoutsecretion and rash.The course of the disease itself generally isnot as severe as in the case of Dengue, butZika is suspected to cause other diseases,such as microcephaly (a to small head) innewborns or the Guillain-Barré syndrome, anerve inflammation, which can lead topermanent damage, and five percent of thesick die from it. As for the two otherdiseases transmitted by this mosquito, therealso does not exist any vaccine or specifictreatment for Zika. Only the symptoms canbe alleviated.Guzmán handed over a plan for theprevention of Zika to the NationalCommission for Emergencies (CNE) andcalled again to check in-house and in thesurrounding areas that there are no openvessels in which fresh water can accumu-late.
