On the 15th of May 2016, the next presidentand the 32 senators, 190 deputies, 158mayors and 1,164 municipal councilors and20 deputies for the Central AmericanParliament (Parlacen) will be elected. Nearlyseven million Dominican nationals at homeand abroad are eligible to vote. Overall,around 25 parties are expected to parti-cipate in the elections. Chances to beelected on the first ballot, according topolls, has the ruling party PLD (Partido de laLiberación Dominicana - Party of the Domi-nican Liberation) with its new partner, whichuntil recently was acting as the mainopposition party, the PRD (Partido de la

Revolución Dominicana - Dominican Revo-lutionary Party). But some also see a realisticopportunity for the PRM (Partido Revolucio-nario Moderno - Modern Revolution Party),which split from the PRD, with its new allyand former partner of the PLD, the PRSC(Partido Social Cristiano Reformista - Refor-mist Social Christian Party).The financing for the elections of the twoparty blocks is very unequal. So the socalled “Bloque Progresista” (progressiveblock) with PLD-PRD and some smallerallied parties will get a little more than onebillion pesos for the election campaign,while the so called “Convergencia por unMejor País” (Convergence for a betterCountry) with PRM-PRSC and allies willreceive only 479 million pesos.Besides the two blocks there furthermoreare some smaller independent parties suchas the right-wing FNP (Fuerza NacionalProgresista - Progressive National Power),which has resigned from the ruling coalitionin protest against the re-election of Danilo

Medina as president and for his “weakness”in the Haitian issue.Alianza País of Guillermo Moreno, who wasadmitted as a party only recently, does notreceive any government funding. Moreno ispredicted the chance for a moderate suc-cess for his attitude against corruption, sincehe was not yet involved in any of theprevious governments.The party of the former PLD deputy MinouTavárez Mirabal, Opción Democrática (seeLA PLAYA 155), was denied admission bythe electoral authority for non-fulfillment ofthe conditions.

According to estimates, in 2015, aroundeight percent more foreigners visited theDominican Republic than in the previousyear. The international consulting firm Deloittepublished the chart above on the guests'nationality in the past 15 years. As it can beseen clearly, the percentage of Americantourists increased steadily, while the numberof guests from Germany, France, Spain orGreat Britain decreased in relation. Overall,nearly 60 percent of the tourists in theDominican Republic come from the NorthAmerican countries USA and Canada.

According to the birth statistics of theNational Bureau of Statistics (ONE),between 2010 and 2014 in each of thesefour years more boys than girls were born inthe Dominican Republic. Overall, 751,723births were recorded - 385,368 of themwere male and 366,355 were female.In 2010, 3,294 more boys than girls wereborn, in 2011, there were 3,515 more boys,the year after there were 3,671. In 2013,there were 4,305 more boys. And in 2014the girls were outnumbered by 4,228.This fact is visible in the ninth populationcensus in 2010, when 4,739,038 male Do-minicans and 4,706,243 female Dominicanswere counted.According to the latest Human Develop-ment Report of the United Nations De-velopment Programme (UNDP), the Domi-nican Republic is the country in the regionwith the fourth largest gender inequality,only surpassed by Haiti, Panama and Guate-mala. Although 65 percent of the studentsof universities are female and 80 percent ofthe graduates with distinction, this pro-portion is not reflected in the careers.

The Tax Office (DGII) announced that theexemption from income tax (ISR) for publicand private employees has been raised to409,281 pesos, equivalent to 34,106.75pesos monthly this year because of theinflation adjustment. The most wanted criminal in the world, theMexican drug lord Joaquin “El Chapo”Guzmán was arrested again on the 8th ofJanuary after his spectacular escape fromthe maximum security prison of El Altiplanothrough a 1.5-kilometer tunnel on the 11th ofJuly last year.Proudly Mexico's President Enrique PeñaNieto announced on twitter: “Misión cum-plida - Lo tenemos” - Mission accomplished,we've got him. Guzmán's reputation as theescapee king and a gangster who cannot becaught was gone.“El Chapo” earned this reputation after heescaped from a maximum security prison inthe state of Jalisco in 2001 and could not becaught until 2014. The flight was ripe for amovie. Supposedly Guzmán then escapedin a car with dirty laundry. Others say thathe paid 20 million dollars to the thenPresident of Mexico, Vicente Fox, so hecould escape.As early as 1991, “El Chapo” could escapeafter a first arrest because he had bribed hiscaptors.According to the magazine “Forbes”,Joaquín “El Chapo” Guzmán had a fortuneof one billion dollars. He started his criminal

career in the eighties, when he smuggledmarijuana and cocaine from Colombia tothe United States. When he was 30,Guzmán had built a safe transport systemfor drugs in tunnels from Agua Prieta inSonora to Douglas in Arizona. The USAaccuse him that his Cartel of Sinaloaintroduced a quarter of the drugs consumedin the country on the US-Mexican border.The arrest of Guzmán in February 2014 wasa triumph for President Peña Nieto, whohoped finally being able to put a stop on thedrug mafia and end the drug war, whichclaims the lives of more than 10,000 Mexi-cans each year. The escape Guzmán nearlyone and a half years after made a mockeryof the president and the reputation of “ElChapo” as escapee king was consolidated.Last October, Guzmán could almost bearrested, but escaped again. According tothe security forces, he was injured.The current arrest apparently took placebecause residents of the city Los Mochisreported gunmen in a motel. The Marinescame under fire when they approached thebuilding. Guzmán tried to flee. Five of hisbodyguards were shot, six were arrested,one Marine was wounded.

This version of the course of eventscontradicts another version, according towhich the police got on the track ofGuzmán after he contacted the actress Katedel Castillo, who organized a meeting ofGuzmán with the American actor SeanPenn for an interview and has acted as atranslator. Sean Penn met “El Chapo”, whenhe was still on the run, at a secret locationin the Mexican jungle, to make an interviewfor the magazine “Rolling Stone”.After the re-arrest of “El Chapo” Guzmán,the United States request for his extraditionagain, to be charged there for drug tradeand money laundering. In 2014, the Mexi-can government rejected an extradition ofGuzmán to the United States firmly. Butnow it has changed its mind and agrees toextradition.

The twice ousted former Haitian presidentJean-Bertrand Aristide (photo), against whoan arrest warrant exists, which is not carriedout for fear of a revolt of his numerousfollowers, and the candidate of his partyFanmi Lavalas, Maryse Narcisse, who doesnot participate in the runoff election, sinceshe was only in third place, called on anational mobilization in early January thatshould persist as long as President MichelMartelly will not move from office. of January, the last possible date to makepossible the handover of power to the newpresident on the 7th of February.But even so the G-8 is not satisfied. The rivalcandidate of Moïse, Jude Célestin does notwant to compete any longer because theelections would be held incorrectly anyway.He now calls for a transitional governmentin which Martelly should not be involved.Jovenel Moïse said the irregularitiesdetected were no electoral fraud, butcaused by the incompetence of some of thestaff of the CEP.

On the sixth anniversary of the earthquakeof the 12th of January 2010, when 300,000people died, at Titanyen, the mass burial sitefor victims, President Martelly called on theHaitians to, fight united for a better future ofthe country and to ensure a democratictransition after his end of term on the 7 th ofFebruary. Criticism is easy, Martelly said.“But I am asking everyone to look atthemselves, and to ask themselves whatthey can do to bring their stone to thereconstruction of the new Haiti.”

According to an unnamed high functionary,the US Government is open for a review ofthe “Parole” program. With this program,Cuban doctors, who are working in inter-national humanitarian missions, are ani-mated, to “desert” and to come to theUnited States.The official said, according to the newsagency EFE, the normalization of therelationship between the former arch-enemies is a long and complex process.Since the entire relationship is in evolution,also the program “Cuban Medical Pro-fessional Parole” (CMPP or Parole), amongmany other elements, has to be taken intoaccount in the considerations.The CMPP program was launched in 2006under the administration of George W. In early January, the owner of the Dive-center Merlin Sosúa, Jürgen Rumpenhorst,gave a check in the amount of 36,000pesos to the founder and chairman of theChildren's Home “Azioni Niños Felices”,Enzo Giardino, which his diving center hadcollected in recent months.With this donation, Merlin supports theimportant task of making the orphans'hard lot a little easier. Currently in theChildren's Home close to Sosúa there arehoused 22 orphans. In addition, “AzioniNiños Felices” supports 108 godchildrenand built a school for over 100 children.

After the Colombian drug lord Pablo Es-cobar, whose life is almost glorified in tele-novelas and movies, was shot in 1993, nowit is the turn of the Mexican criminal Joaquín“El Chapo” Guzmán to be honored. The 58-year-old, only 1.67 meters short criminal(hence “El Chapo”, the little one) whocarries the blame for the deaths of morethan 2,000 people and transported appro-ximately 2,000 kilos of cocaine into theUnited States every month, has become a“Star” who even meets Sean Penn todiscuss an autobiographical film with himand to give an interview for the magazine“Rolling Stone”.The Mexican actress Kate del Castillo(photo), who plays a powerful boss of adrug cartel in the telenovela “La Reina delSur” arranged and assisted at the meetingwith the volatile Narco before his anewarrest on the 8th of January, as she apparent-ly also has personal ties to most wantedcriminal in the world.The television station Univision will start theseries “El varón de la droga” about the lifeof “El Chapo” at the end of this year.

The Colombian Salsa band Grupo Niche(see LA PLAYA 99) still celebrates its 35th

anniversary. Grupo Niche was founded in1978 in Cali, Colombia, and is consideredone of the most important Salsa bands.After more than ten years of absence in theDominican Republic, Grupo Niche comesto the Hard Rock Cafe in Santo Domingoon the 25th of February.

In Italy, at Christmas a comedy on avacation in the Dominican Republic becamea hit movie. The film “Vacanze ai Caraibi”(Holidays in the Caribbean) was filmed inBayahibe, Casa del Campo in La Romanaand Punta Cana. The film is one of a seriesof so-called “Cinepanettone” in which afamily is spending its chaotic Christmasholidays at some beautiful vacation spots inthe world every year.

A star of Música Urbana with socialawareness is Lápiz Conciente, also calledthe Daddy of Rap (see LA PLAYA 80), whodistributed Christmas presents for the child-ren of his former neighborhood Los Mina inSanto Domingo with the help of hisfoundation “Funlaco” (Fundación Lápizconciente) for the fourth time. “This donation we make with all our hearts,to bring joy to the children of my barrio,where I have fond memories of the TwelfthDay”, said the singer in a communiqué tothe press. In the Dominican Republic, thegiving of presents to the children is tradi-tionally on the Twelfth Day (January 6).

In Madrid, the PeruvianNobel laureate MarioVargas Llosa wasawarded the XII. DonQuixote Prize forJournalism. It was hand-ed over to him for anarticle in the daily news-paper “El País”, in which he describes hisimpressions of the city of Cusco, which hevisited again after many years.

Diego Antonio Caccia Torres was born inBuenos Aires on the 9th of March 1971. Hismother was the actress and singer LolitaTorres, popular in Argentina, who died in2002.
