A Note From The Publisher/EditorThree months after its birth, La Pulga Classi-� ed is gaining ever-increasing traction.

Reaching more homes with each edition, this infant publication has been warmly received.

And it has people talking throughout greater Sacramento.

“La Pulga looks great, really clean. It’s full-color, with a striking contemporary layout and design.”“La Pulga is impressive. It doesn’t have the typos and poor grammar marring other bilingual publications.”

Those are just a few of the comments I’ve heard since La Pulga debuted in November. As the father/founder of this newborn, I’m grateful that people like it, pleased that more of you are reading it each month.

In preparing the � rst three issues, my sta� and I sought to create the best Pulga possible, with a mix of important news and classi� eds. We took pride in what we did, but, as happens in every newsroom, I nitpicked. Each time a new Pulga came out, I realized we could have done this or that a bit di� erently.

Improving our publication – especially our local news coverage -- remains my goal.

To that end I would like to welcome two Sacramento-based professionals to our team. Each will make important contributions to our pages, through original local reporting and photography, starting with this, our fourth edition.

First is Tia Gemmell, a photographer who has documented local events for the past 15 years -- from the Sacramento Jazz Jubilee and Sacramento Metro Chamber luncheons to black-tie events that support nonpro� ts. Her assignments have also taken her to Southern California, Oregon and Arizona.

Photography is Tia’s second career. Her � rst was teaching art to middle school students in Lodi.For roughly six years starting in 1998, she had two jobs: teacher by day, paparazza by night.

In 2007, after 27 years in the classroom, Tia retired from teaching to focus on photography. She has her own business, Riverview Media Photography. A gallery of her photos is at www.phototia.com.“You read about people who make changes in mid-career – and I’m one of them,” Tia said. “I am just blessed!”

Tia will have her own page in each edition of La Pulga. Please look for it.

Also joining our sta� is Edgar Sanchez, a news reporter who, like me, hails from Central America. He was born in El Salvador, a good neighbor of my native Nicaragua. Edgar was a Sacramento Bee sta� writer for 23

years – until 2008, when he accepted a buyout after the downturn in the newspaper industry. Before that he was a reporter for the Palm Beach Post, for eight years.

Edgar developed a reputation for turning up in hot spots – places like Mariel, Cuba during the Freedom Boatlift in 1980; Armero, Colombia, after a killer volcano exploded in 1985, and Buenos Aires, Argentina during the Falklands/Malvinas war in 1982.

He also returned to El Salvador three times between 1979-‘89 to report on the civil war in his homeland. Last but not least, he went to Medellin, Colombia in 1989 to write about the drug war.“Truth is the � rst casualty of war,” Edgar said, recalling the di� culties of dealing with lies in these con� icts.

Of course, Edgar also interviewed many newsmakers in Sacramento. He will be La Pulga’s main local reporter.

O Sole Meal! Anthony’s CompletingA Fine Decade In South Natomas

For waiters at Anthony’s Italian Cuisine, the greatest compliment is when diners ask,“What part of Italy are you from?”The � attering question is prompted by the authentic meals at the South Natomas restaurant. The food is so good, some patrons assume the place is run by immigrants from the boot-shaped nation. “We have to tell them we’re Mexicans,” Crystal Ruiz, 21, the main waitress and a daughter of Anthony’s owner/chef, said recently. While the customers appear “happy” with that response, it shouldn’t matter where a chef is from as long as he cooks with passion, suggested Crystal, who is actually a Sacramento-born Mexican American. “I know my dad loves to cook Italian,” she said.Her father, Abelardo “Abe” Ruiz, is a maestro of the kitchen who this year will orchestrate Anthony’s 10th anniversary celebration. “I have many Italian clients who tell me that the dishes I prepare are just like the ones that their grandmothers used to make,” he said. “I thank them. I’m glad they like my food.” How did a gent from Mexico launch a popular Italian bistro in Sacramento? It’s an intriguing story, rooted in the American Dream.

Learning the RecipesHumble, honest and hard-working, Abe Ruiz immigrated solo from Mexico to Los Angeles in 1979, at age 15.

“I was willing to accept whatever job I found,” he said, for he had his parents and three younger siblings to support back in Guadalajara. Soon, Ruiz was washing dishes at a Two Guys from Italy Restaurant in Palos Verdes. Within days he became a helper in the kitchen, where he learned the culinary arts from a Two Guys chef. “Little by little, he taught me the recipes for everything from pizza to Fettuccine Alfredo,” said Ruiz, who until then had never cooked. Before long, Ruiz donned a toque blanche for the � rst time. The traditional tall, white hat symbolized his ascension to head chef at Two Guys in Palos Verdes. He later transferred to a Two Guys from Italy Restaurant in Hermosa Beach, and, in 1983, to Sacramento’s � rst Two Guys from Italy Restaurant, in the Arden area.In 1997, after nearly 20 years as a Two Guys chef, Ruiz resigned. He was ready for bigger things.

A Go-To PlaceAbe Ruiz wanted his own restaurant. In 1997, after getting a bank loan, he purchased a then 13-year-old Mexican eatery at the Discovery Plaza Shopping Center. He also obtained the restaurant’s secret recipe for pollo asado or roast chicken, its most popular item. “For tacos and enchiladas, I used my aunt’s recipes,” Ruiz said. “She’s an extraordinary cook.” In Oct. 2004 Ruiz branched out. He opened an Italian restaurant two doors away from his Mexican restaurant. He named it Anthony’s, in honor of his

oldest son, who was then 7. “To me, the name Anthony sounded Italian,” said Abe Ruiz, who went from preparing roast chicken to again preparing Italian. The Mexican restaurant was run by his brother Saul, who, after arriving from Mexico in the mid-1980s, had also been a dishwasher-turned-chef for the Two Guys from Italy in Arden. In 2006, the Mexican eatery was sold to another party, who later relocated it. After selling the place where chicken was king, Abe Ruiz refocused on making Anthony’s a go-to place.

He succeeded. Anthony’s is no longer a neighborhood eatery. Today, the 975-sq.-foot restaurant draws clients from miles around. Its intimate dining room has salmon-colored walls reminiscent of a medieval castle. Looking down on the tables are reproductions of Italian paintings, a panoramic vista of Venice on the largest. The you’re-in-Italy feeling is enhanced by the golden voices of opera greats softly rising from a stereo. About 75 percent of Anthony’s business is from walk-in customers; catering accounts for the rest.Its menu – noted for its low prices – has more than 40 items, ranging from Chicken Ala Cacciatore and Chicken Piccata to Veal Marsala and Salmon Italiano. Equally great is the calamari appetizer. There is also cannoli, the dessert from “The Godfather” movie. Anthony’s wine menu features six whites and eight reds.Anthony Ruiz, now 16, is a part-time waiter at the restaurant bearing his name. “I feel honored that the restaurant is named after me,” the Grant Union High School sophomore said. “When the restaurant opened, I was too young to understand. But now that I’m older, I realized that having a restaurant named after me is nice.”Preparations are underway for Anthony’s 10th anniversary this fall. Stay tuned for details. Rounding out Anthony’s sta� are Abe’s wife, Patty, and his brother Saul as well as backup chef Jose G. Diaz.

Two Surprises Last summer, Anthony’s was nominated as one of the city’s best Italian restaurants in the Sacramento News & Review’s annual “Best of Sacramento” contest -- a delightful surprise for Abe Ruiz. “That really meant a lot to me,” he said. “I knew Anthony’s wasn’t going to win….but merely being nominated … oh, it was a big honor!” The nominations are made by SN&R journalists in consultation with readers. The winners are chosen by a vote of the weekly’s readership. Crystal Ruiz, the attentive waitress, also had a surprise for La Pulga. During our interview, Crystal revealed that she’s Italy-bound.

In May, Crystal will � y to Italy, the birthplace of her dad’s recipes. She will study Italian and Italian culture at the University of Florence, for about six weeks. “… I love Italian culture,” said Crystal, a student at American River College, which is organizing the trip for her and about 20 other students. “I’m really interested in Italian history. I want to try some Italian restaurants. I also want to go wine tasting in Tuscany.” Molto bene, Crystal! Don’t forget to send a postcard! ANDROID, APPS, PRIVACYFlashlight App Settles with FTC For Secretly Sharing User Location and Device ID

The maker of the popular Flashlight App for Android has settled with the FTC following accusations that it secretly sold user information without consent. Created by Goldenshoews Technologies, LLC, the app has a popular user base between 50-100 million users. Until recently, all of the apps reviews were stellar – at 4.8 stars from 1 million reviewers.

While most users typically don’t read privacy policy, Goldenshore went beyond hiding its data practice: the company knowingly collected user data even before giving users a chance to opt out. Further, the app fails to mention that part of the information already collected would be shared and sold to advertisers:Consumers also were presented with a false choice when they downloaded the app, according to the complaint. Upon � rst opening the app, they were shown the company’s End User License Agreement, which included information on data collection. At the bottom of the license agreement, consumers could click to “Accept” or “Refuse” the terms of the agreement. Even before a consumer had a chance to accept those terms, though, the application was already collecting and sending information to third parties – including location and the unique device identi� er.

The following statement from the FTC settlement details the terms that Goldenshore has to abide by:

The settlement with the FTC prohibits the defendants from misrepresenting how consumers’ information is collected and shared and how much control consumers have over the way their information is used. The settlement also requires the defendants to provide a just-in-time disclosure that fully informs consumers when, how, and why their geolocation information is being collected, used and shared, and requires defendants to obtain consumers’ a� rmative express consent before doing so.

The defendants also will be required to delete any personal information collected from consumers through the Brightest Flashlight app. |

I’m still a little surprised when experienced, successful business owners ask me these 2 questions. Do they “really need a mobile website?” Google reports over 46% of all searches are done from mobile devices and 61% of online research starts on a Smartphone (Source:Searchenginewatch.com). In 1980, physicist Luis Alvarez and his son, geologist Walter Alvarez, (both of Spanish descent) teamed up on an expedition to Italy, where they found a layers of sedimentary rock with high levels of iridium. Long story short, the father-son duo came up with the theory that 65 million years ago an asteroid hit earth and brought about the end of the “terrible lizards”! Now just think how di� erent your sixth-grade science class would have been if the Alvarez family hadn’t answered the giant question on everyone’s mind: What happened to the Dinosaurs?

Of course Salsa originates from Cuban rhythms like son and rumba (among others) fused with Puerto Rican, Colombian beats. But the truth is that the term “salsa” was born in New York during the 1970’s, where Latin American immigrants and musicians came together and brewed this new collective sound that has evolved through the decades. La situación de orden público en Venezuela se agudizó en la última semana. Cientos de inconformes salieron a las calles de Caracas y varias ciudades de ese país a protestar contra el gobierno de Nicolás Maduro. El resultado, hasta ahora, es de tres muertos y 23 personas heridas. La respuesta del  presidente Maduro fue denunciar planes para generar caos en el país y acusó a Leopoldo López de ser el principal promotor de las revueltas. Pero, ¿quién es este personaje?

López es un líder de la oposición al chavismo en Venezuela. Cuando Hugo Chávez todavía vivía y se preparaban para las contiendas electorales del 2012, el político opositor a� rmó que lanzaría su campaña a la Presidencia. Pero luego desistió para unirse a Capriles. Sin embargo, su nombre empezó a sonar mucho más en Colombia cuando el procurador Alejandro Ordóñez anunció la destitución e inhabilidad por 15 años del alcalde de Bogotá, Gustavo Petro. 

Los seguidores del alcalde bogotano mencionaron el caso de Leopoldo López pues este había sido inhabilitado por la Contraloría para ejercer cargos públicos en su país. Pero la Corte Interamericana de Derechos Humanos revocó la decisión de la institución venezolana, argumentando que la Contraloría no tenía la competencia jurídica de quitarle los derechos políticos a ningún ciudadano. 

La decisión internacional se conoció en el 2011 y, desde entonces, López volvió a la arena política venezolana para impulsar a la oposición hasta convertirse en el dirigente del partido Voluntad Popular. 

Con la llegada de Maduro a la Presidencia de Venezuela, López ha convocado a asambleas de calle para debatir cómo sacarlo del cargo e incluso llamó a su campaña “La Salida”. Ahora, el presidente pone los ojos sobre él y lo acusa de ser el cerebro de estas manifestaciones.  

Junto a López está la diputada opositora María Corina Machado, que denunció que el gobierno in� ltró las protestas y acusó a agrupaciones chavistas de atacar “por la espalda” a los manifestantes pací� cos.

También desde la oposición, el excandidato presidencial Henrique Capriles condenó la violencia, asegurando que esas acciones no pueden manchar la demostración de protesta cívica ciudadana.

“Condenamos la violencia! La violencia jamás será ntro camino! Estamos seguros que la inmensa mayoría lo rechaza y lo condena!”, indicó Capriles en la red social Twitter.

Los hechos violentos de las protestasLa jornada comenzó temprano, con una marcha pací� ca de los dirigentes juveniles de la oposición hacia la sede de la Fiscalía General en Caracas para pedir la libertad de un grupo de personas detenidas durante las protestas de los últimos días en el interior del país.

Pero un grupo de encapuchados que se separó de la marcha atacó la edi� cación de la Fiscalía y se enfrentó con las fuerzas policiales. Horas después, se conoció el saldo de tres muertos y 23 heridos. 

El ministro del Interior, Miguel Rodríguez, informó que había más de 25 detenidos por “haber agredido a fuerzas policiales con su� cientes elementos que lo evidencian con los destrozos causados en la Fiscalía”.

La � scal denunció la quema de vehículos y el daño a propiedades aledañas al Ministerio Público por parte de grupos de encapuchados y prometió “actuar con � rmeza y contundencia” frente a lo que consideró “una acción plani� cada, premeditada para generar caos en el país”.

En el mismo sentido se expresó Maduro, que a� rmó en un discurso transmitido en cadena obligatoria de radio y televisión que su Gobierno tiene identi� cados a los autores materiales e intelectuales de los incidentes y comprometió su apoyo a la Fiscalía en las investigaciones.

“Toda la información que manejo indica autores materiales de esta violencia directos, pero también

indica autores intelectuales”, dijo durante un discurso desde el estado Aragua (centro-norte).

“En Venezuela estamos enfrentando un rebrote nazi fascista y lo vamos a derrotar. No habrá golpe de Estado en Venezuela, tengan la seguridad absoluta, que lo sepa el mundo”, señaló.

“Hay un grupo fascista que utiliza las libertades públicas y la democracia para hacer política pública y prepararse para derrocar el Gobierno”, resaltó Maduro en una versión recogida por Telesur.

Las marchas a favor y en contra del Gobierno fueron lideradas inicialmente por agrupaciones estudiantiles al amparo de la celebración en el país del Día de la Juventud.

Un sector de la oposición aprovechó la convocatoria para pedir “la salida” del Gobierno de Maduro, denunciando los altos índices de in� ación, inseguridad y desabastecimiento de bienes básicos.

El gobierno ha respondido denunciando planes golpistas de sectores “fascistas” y hoy Maduro dijo que todo aquel que marche sin tramitar antes un permiso ante las autoridades será detenido de inmediato. |

STOP has claimed before that the City undervalued land, parking and billboard assets in order to close the arena deal with the Kings’ ownership group. With McCarty’s deposition, this is the � rst time STOP’s claims have been on the record. Attorneys for STOP argue that the alleged secret deals between the City and the Kings’ ownership group are a gift of public funds, which makes the arena term sheet null and void. “I think Councilman McCarty called it a second subsidy, then that constitutes a gift of illegal funds for private bene� t,” STOP attorney Patrick Soluri said. “And we believe that part of the term sheet is unlawful and we believe that a court would strike that arrangement.”

City spokesperson Maurice Chaney responded:We do not comment on pending litigation. We respect and wish to protect the integrity of the judicial process and look forward to the next hearing on this matter on March 21. Two weeks ago, the Sacramento City Clerk’s O� ce rejected STOP’s initiative to put the use of public funds to build the arena on the July ballot. City Clerk Shirley Concolino said in the Jan. 24 statement, “Due to technical issues identi� ed in the submitted petition, I � nd the petition noncompliant with signi� cant provisions of the California Elections Code and the Sacramento City Charter, and therefore insu� cient to move forward.”|

Taylor and Anderson declined to comment Thursday. Quintero couldn’t be reached for comment.“So-called whales lobbied me and other councilmembers asking the city if they would contribute more than last year’s $258 million subsidy and using the number $125 million more because they were overpaying,” McCarty said…

McCarty added that City Manager John Shirey told him the “whale team stormed out” of a negotiating session over the investors’ insistence that the city throw in an additional $125 million. The deposition does not specify which

investors were in the meeting with city o� cials.So that’s not exactly a smoking gun that there are hidden subsidies in the Kings deal, but given that we already know there are hidden subsidies, it’s evidence that the would-be Kings owners (who ended up not owning the Kings) knew it, too. I just had the honor of watching a screening of the upcoming feature � lm “Cesar Chavez” and participating in a  panel discussion on his life and work as part of a program hosted by the Congressional Hispanic Caucus Institute (CHCI). The panel included: Director Diego Luna; actress America Ferrera, who plays Helen Chavez in the movie; Cesar’s son and President of the  Cesar Chavez Foundation, Paul F. Chavez; and Members of Congress.

Cesar said many times that if his movement didn’t survive his death then his work would be in vain. To that end, his union continues to aggressively help farm workers organize and negotiate new UFW contracts that dramatically change their lives, and win new legal protections.

The UFW negotiated with the nation’s growers to create the agricultural provisions of the bipartisan immigration reform  bill  passed by the Senate. If the House acts, immigrant farm workers here now

could � nally earn legal status by continuing to work on farms, thus freeing them from their vulnerability to abuse. This is especially important, as the people who labor in our � elds are overwhelmingly Latino and undocumented.

Workers in recent years won  UFW  contracts with major strawberry, vegetable and tomato growers along with three-fourths of CA’s fresh mushroom industry, a dairy giant and Washington state’s largest winery. We’ve also won California laws that let farm workers use neutral mediators when employers refuse to agree to a contract. As a result, thousands more are winning union representation.

President Obama and Secretary Perez just attended an event at a Costco store where they recognized the work that Costco and the UFW are doing together across the nation to help increase farm worker wages.

While Latin American countries shares similar cultural traits, we must take into account the speci� cities of each country when crafting a communications strategy.

The phrase that best summarizes the characterization of the region, while seemingly contradictory at � rst, would be: “We are very similar, yet very di� erent” said Leonardo Loisa, former Regional Marketing Director for AMD Latinoamérica, in an interview with Portada.

This same phrase also applies if we think about the relationship between Latin Americans and U.S. Hispanics. Many U.S. Hispanics are immigrants from Latin America, but we still cannot say that there is a complete transfer of their culture of origin. Rather, it is a particular acculturation where original cultural traits are maintained, while adding speci� c traits from each person’s location. In turn, this new cultural mix is what produces both similarities and di� erences with Latino culture.

So then, what are these similar cultural traits that are shared by both the Latin American and U.S. Hispanic markets?

Basically, it’s their shared language. Spanish is the language used in most all of Latin America and this gives us an advantage when thinking of pan-regional audiences that include the U.S. Hispanic market.

The key point to keep in mind is that a pan-regional, Spanish-speaking audience will certainly understand the content of the campaign, but the language used has to be neutral enough to not supplant the idioms, peculiarities, and deviations of the basic Spanish language (if this even exists); or, the campaign must be su� ciently adaptable, mobile, and dynamic to adapt to the local lexicon.In other words, we should not use keywords that are both general and local simultaneously.

If we use regional keywords, we should avoid idioms such as chamba (Mexico), pega (Chile), laburo (Argentina), etc. Instead, we should use the most neutral terms possible that are actually used in the same way throughout the region. In this example, the best regional term for work would be “trabajo.”

However, if we are doing a regional campaign that is being adapted to each local market, then each adaptation should follow the local lexicons in its use of keywords.

Adriana Noreña, Managing Director - Spanish Speaking Latin America at Google, told Portada that

the key is to either create a strategy that considers the use of local variations or make adjustments to the campaign to ensure good localization.

“For example, in the case of an airline campaign, in Argentina we mostly use the term “pasajes” [for airline tickets], while in Mexico we say “boletos,” and in Colombia we’d use “tiquetes,” she said.It is very important that a pan-regional campaign cover all variations.

Regarding how to set keywords and adapt pan-regional content to each market, Noreña told Portada that it is important to consider how users perform searches in di� erent markets. “To con� rm the di� erent ways that users do searches, it is advisable to use Google online tools, especially Google Trends.”

“Beyond the contrasts of spoken Spanish in di� erent parts of Latin America and the U.S. Hispanic market, it is relatively easy to scale online advertising e� orts for all of these markets,” summed up Noreña. It is critical that the online advertising keywords used are replicated in the keywords used by company website editors in their articles According to Gaston Mancuso, of Mindshare, the design of a communications strategy for regional content “must strike an optimum balance between channeling marketing and business objectives, and being able to adapt to

the dynamics and consumer reality of each market. It cannot encompass what is happening across the whole region, nor can it be designed with only two or three major countries in mind.”Mancuso cited two case studies done by his agency, the “You can still dunk in the dark” Oreo campaign, and Kimberly Clark’s Kleenek campaign as successful examples that achieved a balance between marketing goals and local dynamics (although they were not for the Latin American region).

Think global communities Thinking about content for the Spanish-speaking world thus implies the need to dive into the speci� cs of each market. But the Spanish-speaking world is not isolated from global trends.When thinking about building audience and the Spanish-speaking audience as a whole, we must also consider the global transformations that our communication channels are undergoing, and to which we adapt as a community, especially as a result of the in� uence of digital media.“We can no longer think in terms of localized communities or minorities, but of people who belong to a multitude of connected communities that share a taste or preference for certain content,” concluded Santiago Durán, of Havas Media. |

SACRAMENTO.—Sergio Garcia began the happiest day of his life by boarding a stretch limousine in Chico, at 8 a.m. on Feb. 1.He took his place in the comfortable Cadillac among his parents and other relatives, amid an air of pure joy and excitement. Then, the gleaming white vehicle whisked the party 90 miles south to Sacramento. After completing the last leg of his long, formidable journey, Sergio Garcia stood outside the State Capitol and was sworn in as America’s first undocumented attorney, surrounded by nearly 200 of his supporters. The historic ceremony was held after the State Supreme Court voted unanimously to grant him a law license.“Thank you for being here,” Garcia, 36, told the crowd in his � rst words as a lawyer. “I am so honored, so humbled by the incredible number of people who came here today.“Let everyone know that the American dream remains alive!” he assured everyone.After studying law for four years, it had taken Garcia four additional years to be sworn in. But his journey to this moment had really begun when he was in diapers.The Journey BeginsSergio Garcia was born in Michoacan, Mexico in 1977. He was a baby when he was brought to California as an undocumented immigrant.Garcia lived in California until he was nine years old. In 1986, he and his parents, both farmworkers, moved back to Mexico.Eight years later, Garcia’s father announced that the family would return to the United States. Garcia did not want to come. He wanted to stay. His father told Garcia he had no choice: He had to come north. During his first trip to California, Garcia had not grasped the perils of being smuggled across the U.S. border. He was, after all, only 17 months old then. But when he returned to California at age 17, Garcia fully

understood. To this day, he becomes emotional recalling how the family suffered during the 1994 crossing.Soon after that trek, his father, Salvador, gained permanent resident status. The father then petitioned for a legal visa for his son. U.S. immigration o� cials accepted the petition in 1995 – but 19 years later, Garcia still awaits a visa number. Without it, he cannot be a lawful permanent resident. Countless people have applied for the coveted visas, and only a limited number are available, federal o� cials say.Garcia, who had been a superb student in Mexico, continued his academic excellence in California. When he wasn’t at home doing his homework, he picked almonds and worked in a grocery store, to help pay for his college education. His father, a U.S. citizen since 1999, at times picked almonds beside his son. In May 2009, Garcia graduated from Cal Northern School of Law in Chico. Two months later, he passed the bar exam on the � rst try.Garcia recently told La Pulga Classi� ed that the exam had been “extremely hard.”“But I have never failed a test,” he said. “I simply prepared many months ahead.”A Landmark LawWhen Garcia took the attorney’s oath on Feb. 1, it was the second time he had done so. He had � rst recited it in 2011. He had practiced law for a few days – until the state noti� ed him there had been a mistake. As an undocumented immigrant, he could not possess a law license – a ruling that he challenged.California has a three-step process for admittance to the state bar. First, candidates must pass the bar exam. Those who pass must then be recommended by the bar’s Committee of Bar Examiners, which proctors the test. Finally, the recommendation must be rati� ed by the State Supreme Court.Some details of Garcia’s court battle remain murky. Citing the potential for more litigation, he won’t discuss certain elements. And this year, the court has said little about the case, except in its 37-page ruling, which, unfortunately, doesn’t delineate every key twist.In any event, the Committee recommended Garcia for admission to the bar. It also brought to the court’s attention the fact that he was undocumented – a status he did not hide.

The court held oral arguments last Sept. 4, with a majority of justices opposing Garcia’s law license. Federal law restricts undocumented immigrants from obtaining professional licenses – unless a state passes special legislation making undocumented people eligible for them. Soon after, California’s Legislature passed a bill � tting that description. Speci� cally, the law authorized the admittance of undocumented immigrants to the state bar.Gov. Jerry Brown signed the landmark legislation on Oct. 5.The new law took e� ect Jan. 1. A day later, the court announced its ruling: Garcia would get his license to practice law.“Remarkable Young Man”Saturday, Feb. 1, was the start of a new month. For Garcia, it was the start of a new life.Under a mid-day sun, he raised his right hand and recited the attorney’s oath.“You’re a lawyer, congratulations!” he was told by Cruz Reynoso, a former California Supreme Court associate justice, who administered the oath.The Mariachi Oro de Mexico serenaded Garcia with a song that climaxes with the words, “sigues siendo el rey!” – you are still the king!“This journey wouldn’t have been possible without the support of many people,” Garcia told the crowd. “Thank God I had my beautiful family.”Others who helped him, he said, included bipartisan politicians from the Legislature, its Latino Caucus, Gov. Brown and others.The stretch limo took Garcia to a Sacramento reception in his honor.As he waited for the � esta to end, Robert O’Neill, the limo driver, talked about Garcia. “Sergio is a remarkable young man,” said O’Neill, of Elite Limousine of Chico. “I’m aware of his entire story. Patience, perseverance and hard work prevailed. “It speaks volumes that there needs to be immigration reform.”Soon, the Garcias reboarded the limo for the return to Chico, where Garcia has his own law � rm.
